大同市碳達峰實施方案

為深入貫徹落實(shi)黨(dang)中央、國務院(yuan)關(guan)于碳(tan)(tan)達(da)峰、碳(tan)(tan)中和(he)的重大戰略決策,統籌(chou)推進我(wo)市(shi)經濟社會(hui)高質量發展和(he)綠色低碳(tan)(tan)轉型(xing),根據省委(wei)、省政(zheng)府關(guan)于碳(tan)(tan)達(da)峰、碳(tan)(tan)中和(he)工作的部(bu)署要求,結合大同實(shi)際,制定本(ben)實(shi)施(shi)方案(an)。

一、總體要求

(一)指導思想

堅持(chi)以(yi)習(xi)近平新(xin)(xin)時代中國特色(se)(se)(se)社會主義思想(xiang)為(wei)指導,全(quan)面(mian)貫(guan)(guan)徹(che)黨的二十大(da)和(he)二十屆二中、三中全(quan)會精神,深入(ru)(ru)貫(guan)(guan)徹(che)習(xi)近平生(sheng)態文明(ming)思想(xiang)和(he)習(xi)近平總書記對山西工作的重要(yao)(yao)講話(hua)重要(yao)(yao)指示精神,立足新(xin)(xin)發(fa)展階段,完整準確全(quan)面(mian)貫(guan)(guan)徹(che)新(xin)(xin)發(fa)展理念,服務(wu)和(he)融入(ru)(ru)新(xin)(xin)發(fa)展格(ge)局,將碳(tan)(tan)(tan)達(da)峰碳(tan)(tan)(tan)中和(he)納入(ru)(ru)全(quan)市經濟社會發(fa)展和(he)生(sheng)態文明(ming)建設(she)整體布(bu)局,以(yi)經濟社會發(fa)展全(quan)面(mian)綠(lv)(lv)色(se)(se)(se)轉(zhuan)型為(wei)引領,以(yi)“四(si)步走”戰略(lve)目標為(wei)導向,深入(ru)(ru)推進(jin)“融入(ru)(ru)京津(jin)冀、打(da)造橋(qiao)頭(tou)堡”重大(da)戰略(lve),以(yi)傳統能源(yuan)(yuan)綠(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)(tan)轉(zhuan)型和(he)新(xin)(xin)能源(yuan)(yuan)規模(mo)化高(gao)質量(liang)發(fa)展為(wei)關鍵,以(yi)低(di)碳(tan)(tan)(tan)零碳(tan)(tan)(tan)負碳(tan)(tan)(tan)技術轉(zhuan)化應用和(he)新(xin)(xin)質生(sheng)產力培育為(wei)抓手,積極穩(wen)妥(tuo)推進(jin)碳(tan)(tan)(tan)達(da)峰重點行動,協同推進(jin)降碳(tan)(tan)(tan)、減污、擴綠(lv)(lv)、增長(chang),全(quan)力打(da)造山西綠(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)(tan)能源(yuan)(yuan)供(gong)應引領地、綠(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)(tan)產業發(fa)展新(xin)(xin)高(gao)地和(he)資源(yuan)(yuan)循環(huan)利用示范地,力爭實現(xian)碳(tan)(tan)(tan)達(da)峰目標。

(二(er))主要目標(biao)

到2025年底,我市傳統產業(ye)(ye)綠(lv)色(se)低(di)碳轉型取得階段(duan)性成果,綠(lv)色(se)低(di)碳產業(ye)(ye)體(ti)系初步形成;煤炭(tan)清潔(jie)高(gao)效利用(yong)(yong)積極推(tui)進,重點行業(ye)(ye)工業(ye)(ye)企(qi)業(ye)(ye)用(yong)(yong)能、用(yong)(yong)煤效率持續提(ti)升(sheng);風、光等可再生(sheng)(sheng)電(dian)(dian)源(yuan)裝機規模大幅提(ti)高(gao),新型電(dian)(dian)力系統建設穩步推(tui)進,能源(yuan)結構優(you)化(hua)成效顯著;綠(lv)色(se)生(sheng)(sheng)產生(sheng)(sheng)活方式(shi)普遍推(tui)行,有利于(yu)綠(lv)色(se)低(di)碳發展(zhan)的政策保障體(ti)系進一步完(wan)善。

到2030年(nian),全市資(zi)源型(xing)(xing)經濟(ji)轉型(xing)(xing)任務基本完成,能源革命綜(zong)合改革試點先行區建設(she)成效(xiao)(xiao)顯著,綠(lv)色低(di)碳循環的經濟(ji)體(ti)系和清(qing)潔(jie)低(di)碳、安(an)全高效(xiao)(xiao)的現代(dai)能源體(ti)系基本形成,綠(lv)色低(di)碳技(ji)術創新取得突破,綠(lv)色低(di)碳生活成為(wei)大眾選(xuan)擇,綠(lv)色政策體(ti)系更加完善健全,綠(lv)色低(di)碳轉型(xing)(xing)示(shi)范效(xiao)(xiao)應顯現。

二、重點任務

(一)煤(mei)炭產業(ye)低(di)碳轉型(xing)行動

1.提升能源安全(quan)保(bao)障能力

堅持“兩匹配一(yi)服從(cong)”原(yuan)則,統籌資源接(jie)續和可持續發展,科學優化(hua)(hua)采掘部署(shu),合理均衡組織生(sheng)產(chan),依法依規(gui)有(you)序釋放(fang)先進(jin)產(chan)能(neng)(neng),提升煤(mei)(mei)炭穩產(chan)保供能(neng)(neng)力(li)(li)。科學規(gui)劃煤(mei)(mei)炭儲備(bei)項(xiang)目布局(ju),加強(qiang)煤(mei)(mei)炭市(shi)(shi)場信息服務,動態掌握煤(mei)(mei)炭市(shi)(shi)場變化(hua)(hua),促進(jin)煤(mei)(mei)炭產(chan)銷儲運有(you)效銜(xian)接(jie),做(zuo)好煤(mei)(mei)炭保供應急預案。督(du)促燃(ran)煤(mei)(mei)電(dian)廠嚴(yan)格執行國家、省電(dian)煤(mei)(mei)最低庫存制度,加強(qiang)電(dian)煤(mei)(mei)中(zhong)長期(qi)合同履約監管。推動天(tian)然氣管網基礎(chu)設施建設,進(jin)一(yi)步(bu)提升全市(shi)(shi)供氣安(an)全保障能(neng)(neng)力(li)(li)。(市(shi)(shi)能(neng)(neng)源局(ju)、市(shi)(shi)發改委、市(shi)(shi)規(gui)劃和自然資源局(ju)等按職責(ze)(ze)分(fen)工負責(ze)(ze)。各項(xiang)任務均需各縣(xian)(區)人(ren)民政府(fu)貫(guan)徹落實,以(yi)下不(bu)再逐一(yi)列出(chu))

2.推進煤炭綠色低碳開(kai)發

科(ke)學穩定釋放煤(mei)(mei)(mei)(mei)炭先進(jin)(jin)產能(neng)(neng),不斷提升煤(mei)(mei)(mei)(mei)炭先進(jin)(jin)產能(neng)(neng)占比。建(jian)設(she)井下矸(gan)石智能(neng)(neng)分(fen)選系統和(he)(he)不可利用矸(gan)石返(fan)井試(shi)(shi)點(dian)(dian)(dian)示范(fan)(fan)工程(cheng)(cheng),支持企業因地制宜探索(suo)綠(lv)色開采技術推(tui)(tui)廣路線,建(jian)設(she)不同類(lei)型綠(lv)色開采示范(fan)(fan)煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)(kuang)。統籌做好綠(lv)色開采和(he)(he)智能(neng)(neng)化(hua)建(jian)設(she)應(ying)用創新和(he)(he)技術融合,積極推(tui)(tui)動(dong)將煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)(kuang)相關智能(neng)(neng)化(hua)改(gai)造納(na)入煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)(kuang)安全(quan)技術改(gai)造范(fan)(fan)圍。開展煤(mei)(mei)(mei)(mei)炭數字化(hua)轉型試(shi)(shi)點(dian)(dian)(dian)示范(fan)(fan),推(tui)(tui)進(jin)(jin)煤(mei)(mei)(mei)(mei)炭生(sheng)(sheng)產、儲運(yun)、交易和(he)(he)監管(guan)全(quan)過程(cheng)(cheng)數字化(hua)轉型。開展高耗能(neng)(neng)設(she)備摸(mo)底調(diao)查,推(tui)(tui)廣智能(neng)(neng)變頻調(diao)速、能(neng)(neng)耗監控等先進(jin)(jin)節能(neng)(neng)低碳(tan)技術,實施煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)(kuang)既有設(she)備設(she)施節能(neng)(neng)改(gai)造。推(tui)(tui)動(dong)礦(kuang)(kuang)(kuang)區(qu)(qu)換電重卡等新能(neng)(neng)源汽(qi)車替代(dai)燃油車,提高礦(kuang)(kuang)(kuang)區(qu)(qu)非道路移(yi)動(dong)機械等綠(lv)色用能(neng)(neng)比重。嚴格落實煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)(kuang)企業主體責(ze)任,科(ke)學推(tui)(tui)進(jin)(jin)煤(mei)(mei)(mei)(mei)矸(gan)石分(fen)類(lei)管(guan)理、綜合利用和(he)(he)環境(jing)消納(na),強化(hua)采煤(mei)(mei)(mei)(mei)沉陷區(qu)(qu)治理,提升礦(kuang)(kuang)(kuang)區(qu)(qu)生(sheng)(sheng)態環境(jing)增(zeng)匯(hui)能(neng)(neng)力。鼓(gu)勵重點(dian)(dian)(dian)企業制定“一企一策”碳(tan)達峰實施方案,開展“零碳(tan)礦(kuang)(kuang)(kuang)山”試(shi)(shi)點(dian)(dian)(dian)建(jian)設(she)。(市能(neng)(neng)源局、市生(sheng)(sheng)態環境(jing)局、市規劃(hua)和(he)(he)自然資(zi)源局、市應(ying)急(ji)管(guan)理局等按(an)職責(ze)分(fen)工負(fu)責(ze))

3.提(ti)升煤電清(qing)潔低碳水平(ping)

合(he)理(li)規劃布(bu)局(ju)先進清潔(jie)煤(mei)電(dian)機組,分類推(tui)進落后(hou)機組淘汰整(zheng)合(he),推(tui)動“上(shang)大(da)壓(ya)小”替代(dai)機組根(gen)據(ju)全市供熱(re)熱(re)源現(xian)狀(zhuang)有(you)序關(guan)停(ting)或轉為應(ying)急備用(yong)電(dian)源,加(jia)快淘汰關(guan)停(ting)不具(ju)備改造條件或改造后(hou)能耗(hao)仍(reng)不達標(biao)的機組。強化對標(biao)管理(li),支持(chi)企(qi)(qi)業(ye)優化機組運行(xing)方式,深挖配煤(mei)摻燒潛力,應(ying)用(yong)燃煤(mei)鍋爐(lu)高(gao)效(xiao)燃燒、燃煤(mei)耦(ou)合(he)生物質發電(dian)、余熱(re)深度(du)利(li)用(yong)等節能降碳技術,有(you)效(xiao)降低煤(mei)耗(hao)。鼓勵煤(mei)電(dian)企(qi)(qi)業(ye)打造智(zhi)慧電(dian)廠運營新(xin)模式,向“發電(dian)+”綜合(he)能源服(fu)務型(xing)企(qi)(qi)業(ye)和多能互補(bu)企(qi)(qi)業(ye)轉型(xing)。

4.推(tui)動(dong)煤炭產業協(xie)同降碳

推動新(xin)(xin)規(gui)劃建(jian)設煤(mei)(mei)(mei)礦(kuang)、煤(mei)(mei)(mei)電項目實施煤(mei)(mei)(mei)電聯(lian)營(ying)(ying),鼓勵存量煤(mei)(mei)(mei)電項目創新(xin)(xin)聯(lian)營(ying)(ying)模式(shi),通過企業戰略重組、交叉(cha)(cha)持(chi)股(gu)、長期協(xie)議(yi)、混合(he)所(suo)有制改革(ge)等(deng)(deng)方(fang)式(shi)實施煤(mei)(mei)(mei)電一體化運營(ying)(ying)。支持(chi)煤(mei)(mei)(mei)礦(kuang)充分(fen)利用采煤(mei)(mei)(mei)沉陷區、工業場地(di)等(deng)(deng)空間資(zi)源(yuan)(yuan)和配套設施,積極發展(zhan)有規(gui)模有效益的風能(neng)(neng)、太(tai)陽能(neng)(neng)、生物(wu)質能(neng)(neng)、地(di)熱能(neng)(neng)、氫能(neng)(neng)等(deng)(deng)新(xin)(xin)能(neng)(neng)源(yuan)(yuan),統籌發展(zhan)儲能(neng)(neng)項目,實現煤(mei)(mei)(mei)炭(tan)與新(xin)(xin)能(neng)(neng)源(yuan)(yuan)融合(he)發展(zhan)。落實新(xin)(xin)增風光發電指標向煤(mei)(mei)(mei)電、煤(mei)(mei)(mei)礦(kuang)企業傾斜布局(ju)(ju)要(yao)求,鼓勵煤(mei)(mei)(mei)電和新(xin)(xin)能(neng)(neng)源(yuan)(yuan)企業通過調(diao)節能(neng)(neng)力(li)租賃、交叉(cha)(cha)持(chi)股(gu)、環境價值(zhi)合(he)作等(deng)(deng)方(fang)式(shi)聯(lian)營(ying)(ying)合(he)作。開展(zhan)煤(mei)(mei)(mei)資(zi)源(yuan)(yuan)條件(jian)評估,探索煤(mei)(mei)(mei)炭(tan)高值(zhi)化低碳化利用途(tu)徑,開展(zhan)煤(mei)(mei)(mei)炭(tan)分(fen)質分(fen)級梯級利用試點(dian)示范。(市(shi)能(neng)(neng)源(yuan)(yuan)局(ju)(ju)、市(shi)發改委、市(shi)工信(xin)局(ju)(ju)、市(shi)規(gui)劃和自然資(zi)源(yuan)(yuan)局(ju)(ju)等(deng)(deng)按職責(ze)分(fen)工負責(ze))

(二)零碳能源供應基(ji)地建設行動

1.推進風(feng)光火(huo)儲一體化外送基地建設(she)

統籌風光(guang)(guang)資(zi)源開發和(he)國土空間約束,結合采煤沉陷區綜合治(zhi)理,兼顧(gu)生態修(xiu)復、造林綠化(hua)與(yu)相關產(chan)業發展,統籌優化(hua)風電(dian)光(guang)(guang)伏布局(ju)和(he)支撐(cheng)調(diao)節(jie)電(dian)源,重點推動風電(dian)和(he)光(guang)(guang)伏發電(dian)基地化(hua)規(gui)模化(hua)開發。積極推進(jin)老舊(jiu)光(guang)(guang)伏電(dian)站、風電(dian)機組技改(gai)升級,提(ti)升存量機組發電(dian)效(xiao)益和(he)潛力。(市能源局(ju)、市規(gui)劃(hua)和(he)自然資(zi)源局(ju)、市工信局(ju)等(deng)按(an)職責分工負責)

以靈丘、廣靈、天(tian)鎮超級能(neng)(neng)源綜合體(ti)項(xiang)目為牽(qian)引,建(jian)立“能(neng)(neng)源+算(suan)力(li)監控管理分(fen)析(xi)”云(yun)平臺,加快綠(lv)(lv)色(se)算(suan)力(li)新(xin)型基礎設施建(jian)設。以“綠(lv)(lv)色(se)能(neng)(neng)源+綠(lv)(lv)色(se)算(suan)力(li)+服(fu)務(wu)器制造(zao)+數據服(fu)務(wu)”為核心,打(da)造(zao)數字算(suan)力(li)全產業鏈和(he)綠(lv)(lv)色(se)算(suan)力(li)產業集群(qun),培育形成(cheng)綠(lv)(lv)色(se)智能(neng)(neng)產業生態。(市能(neng)(neng)源局、市發改(gai)委(wei)、市數據局、國網大同供電公司(si)等按職責分(fen)工負責)

1.全面提(ti)升用能管理能力

支持企(qi)業在煤(mei)(mei)炭(tan)綠色(se)低碳(tan)(tan)(tan)(tan)開采、煤(mei)(mei)炭(tan)清潔高(gao)效利用、可再生能源開發、數(shu)字化(hua)、二氧化(hua)碳(tan)(tan)(tan)(tan)捕集利用等(deng)(deng)重點領域(yu)開展(zhan)碳(tan)(tan)(tan)(tan)達(da)(da)峰(feng)(feng)碳(tan)(tan)(tan)(tan)中(zhong)(zhong)(zhong)和(he)(he)技(ji)術(shu)研(yan)發和(he)(he)推廣應用。支持企(qi)業聯(lian)合(he)高(gao)校、科研(yan)院所等(deng)(deng)組(zu)建創新聯(lian)合(he)體(ti),實施碳(tan)(tan)(tan)(tan)達(da)(da)峰(feng)(feng)碳(tan)(tan)(tan)(tan)中(zhong)(zhong)(zhong)和(he)(he)關(guan)鍵技(ji)術(shu)協同(tong)攻關(guan),開展(zhan)綠色(se)低碳(tan)(tan)(tan)(tan)技(ji)術(shu)交易,積極(ji)申報省科學技(ji)術(shu)獎等(deng)(deng)科技(ji)獎勵。推動大(da)(da)同(tong)大(da)(da)學石墨烯林業應用國家林草局(ju)(ju)重點實驗室(shi)、大(da)(da)同(tong)市煤(mei)(mei)炭(tan)清潔高(gao)效利用研(yan)究所煤(mei)(mei)靈活燃燒與熱(re)轉化(hua)山西省重點實驗室(shi)和(he)(he)山西省煤(mei)(mei)炭(tan)清潔高(gao)效燃燒與氣化(hua)中(zhong)(zhong)(zhong)試基地等(deng)(deng)科技(ji)創新平(ping)臺(tai)建設,積極(ji)爭取碳(tan)(tan)(tan)(tan)達(da)(da)峰(feng)(feng)、碳(tan)(tan)(tan)(tan)中(zhong)(zhong)(zhong)和(he)(he)領域(yu)重點實驗室(shi)、技(ji)術(shu)創新中(zhong)(zhong)(zhong)心(xin)、中(zhong)(zhong)(zhong)試基地和(he)(he)新型(xing)研(yan)發機構落地大(da)(da)同(tong)。強化(hua)“京同(tong)”合(he)作,落實各(ge)項人才政策,加(jia)快(kuai)引育碳(tan)(tan)(tan)(tan)達(da)(da)峰(feng)(feng)人才和(he)(he)團隊。(市科技(ji)局(ju)(ju)、市人力資源和(he)(he)社會(hui)保障局(ju)(ju)等(deng)(deng)按職責分工負責)

2.統計核算能力建設(she)

按照省級(ji)碳(tan)排放統(tong)計(ji)核算制度要求,開展全市(shi)(shi)碳(tan)排放核算工作。加強市(shi)(shi)、縣(區)和(he)重(zhong)點企業(ye)統(tong)計(ji)隊伍建(jian)(jian)設和(he)信息化體系(xi)建(jian)(jian)設,定(ding)期開展統(tong)計(ji)人(ren)員業(ye)務培訓,逐步提升能(neng)源和(he)碳(tan)排放統(tong)計(ji)核算能(neng)力(li)。(市(shi)(shi)統(tong)計(ji)局(ju)、市(shi)(shi)生(sheng)態環境局(ju)、市(shi)(shi)發改委等按職責分(fen)工負責)

3.數智化(hua)治理能力建設

三、政策保障

(一)加大財政稅收支持力度

積極爭取國家(jia)(jia)、省污染(ran)治理(li)和節能(neng)降碳(tan)(tan)、生態保護(hu)和修復(fu)、綠色基礎(chu)設(she)施建設(she)、產業轉(zhuan)型升級等領域資金,加(jia)(jia)大(da)項目(mu)籌(chou)劃和銜接匯報力(li)度(du),爭取更多的(de)項目(mu)安排傾斜和資金支(zhi)持。統籌(chou)市(shi)級財政專項資金,加(jia)(jia)大(da)對碳(tan)(tan)達峰(feng)試點示范和重(zhong)大(da)工程的(de)支(zhi)持力(li)度(du)。建立健全綠色收(shou)(shou)費價(jia)格機制,落實國家(jia)(jia)、省差別電(dian)價(jia)、階梯電(dian)價(jia)、懲罰性電(dian)價(jia)等差別化電(dian)價(jia)機制,完善污水處(chu)理(li)、生活垃圾處(chu)理(li)等收(shou)(shou)費制度(du)。充分發揮(hui)稅收(shou)(shou)杠桿(gan)調(diao)節作用(yong),嚴格落實支(zhi)持環境保護(hu)、節能(neng)節水、資源(yuan)(yuan)綜合利用(yong)、新能(neng)源(yuan)(yuan)和清(qing)潔能(neng)源(yuan)(yuan)汽車、合同能(neng)源(yuan)(yuan)管理(li)等稅收(shou)(shou)政策。(市(shi)發改委(wei)、市(shi)財政局、市(shi)稅務局等按職責分工負責)

引(yin)導金(jin)融(rong)(rong)(rong)機(ji)構加(jia)強與入(ru)庫企業和項目的融(rong)(rong)(rong)資(zi)對接(jie),鼓勵金(jin)融(rong)(rong)(rong)機(ji)構設立綠(lv)(lv)(lv)色(se)(se)專營(ying)機(ji)構,創新綠(lv)(lv)(lv)色(se)(se)信貸、綠(lv)(lv)(lv)色(se)(se)債券(quan)、綠(lv)(lv)(lv)色(se)(se)保(bao)險(xian)(xian)、綠(lv)(lv)(lv)色(se)(se)基金(jin)、碳(tan)金(jin)融(rong)(rong)(rong)、轉(zhuan)型金(jin)融(rong)(rong)(rong)等多層次金(jin)融(rong)(rong)(rong)產(chan)品,加(jia)大對節能降碳(tan)、新能源、低碳(tan)交(jiao)通、低碳(tan)建(jian)筑、CCUS等項目的投融(rong)(rong)(rong)資(zi)支持力度。建(jian)立健(jian)全環境(jing)信息(xi)共享機(ji)制(zhi),充分(fen)運用信用激勵和約束手段,加(jia)強綠(lv)(lv)(lv)色(se)(se)金(jin)融(rong)(rong)(rong)風險(xian)(xian)防范。(市財政局(ju)、市發改委、市國資(zi)委、大同(tong)金(jin)融(rong)(rong)(rong)監管分(fen)局(ju)、人行(xing)(xing)大同(tong)市分(fen)行(xing)(xing)等按(an)職責(ze)分(fen)工(gong)負責(ze))

全面(mian)(mian)參與碳(tan)(tan)排放(fang)權、電(dian)力交(jiao)易等(deng)市(shi)(shi)(shi)場建(jian)(jian)設。鼓勵企業(ye)(ye)單(dan)位對自身運營及(ji)投融資(zi)(zi)活(huo)動(dong)所產生的(de)碳(tan)(tan)排放(fang)和個人(ren)的(de)減碳(tan)(tan)行為進行全面(mian)(mian)核算、登記(ji)、評估、評價,支(zhi)(zhi)持重(zhong)點排放(fang)企業(ye)(ye)開(kai)展(zhan)碳(tan)(tan)資(zi)(zi)產管理(li)。利用好(hao)風(feng)能、太陽能、生物質、森(sen)林(lin)等(deng)自然(ran)資(zi)(zi)源(yuan)(yuan),開(kai)發(fa)可再生能源(yuan)(yuan)、碳(tan)(tan)減排技術改造(zao)、生態碳(tan)(tan)匯(hui)等(deng)領域的(de)溫室(shi)氣體自愿(yuan)減排項(xiang)目。支(zhi)(zhi)持開(kai)展(zhan)電(dian)力、建(jian)(jian)材等(deng)重(zhong)點行業(ye)(ye)建(jian)(jian)設項(xiang)目碳(tan)(tan)排放(fang)環境影響評價試(shi)點。推(tui)廣(guang)合同能源(yuan)(yuan)管理(li)等(deng)市(shi)(shi)(shi)場化節能降碳(tan)(tan)模式(shi)。積極參與電(dian)力市(shi)(shi)(shi)場化改革,鼓勵企業(ye)(ye)開(kai)展(zhan)綠電(dian)交(jiao)易。(市(shi)(shi)(shi)生態環境局、市(shi)(shi)(shi)發(fa)改委、市(shi)(shi)(shi)能源(yuan)(yuan)局、市(shi)(shi)(shi)規劃和自然(ran)資(zi)(zi)源(yuan)(yuan)局等(deng)按職責分(fen)工負責)

四、組織實施

(一)加強組織領導(dao)

堅決落實(shi)黨中(zhong)央對碳達(da)峰(feng)、碳中(zhong)和(he)工作(zuo)集中(zhong)統一(yi)領導的要求和(he)安排(pai)部署(shu),把積(ji)極(ji)穩妥推(tui)進碳達(da)峰(feng)、碳中(zhong)和(he)工作(zuo)擺上重要位(wei)置,扎實(shi)推(tui)進碳達(da)峰(feng)、碳中(zhong)和(he)工作(zuo)。

(二)強(qiang)化責(ze)任落實

各縣(區)、各有關部門要(yao)深(shen)刻認識碳(tan)達峰(feng)碳(tan)中和(he)工作的(de)重要(yao)性(xing)(xing)(xing)、緊迫(po)性(xing)(xing)(xing)、復(fu)雜(za)性(xing)(xing)(xing),夯(hang)實主(zhu)體(ti)(ti)責任(ren),扎實推進我市(shi)碳(tan)達峰(feng)重點行動(dong),主(zhu)動(dong)防范風險。各相關單位、人民團(tuan)體(ti)(ti)、社會組(zu)織要(yao)主(zhu)動(dong)實施有針對性(xing)(xing)(xing)的(de)節(jie)能降碳(tan)措施。各類市(shi)場主(zhu)體(ti)(ti)需積(ji)極承擔社會責任(ren),主(zhu)動(dong)踐行綠色低碳(tan)的(de)生(sheng)產(chan)生(sheng)活方式。
