穩定全省經濟若(ruo)干措施(shi)

為深入貫徹(che)習近平(ping)總書記“疫(yi)情(qing)要(yao)防住(zhu)(zhu)、經(jing)(jing)濟(ji)要(yao)穩(wen)住(zhu)(zhu)、發(fa)展要(yao)安(an)全(quan)(quan)(quan)”重要(yao)指示精神,全(quan)(quan)(quan)面落實中央經(jing)(jing)濟(ji)工(gong)作會議(yi)和(he)國(guo)務(wu)院(yuan)《政府工(gong)作報告》安(an)排部署,按照全(quan)(quan)(quan)國(guo)穩(wen)住(zhu)(zhu)經(jing)(jing)濟(ji)大盤電視電話會議(yi)精神和(he)國(guo)務(wu)院(yuan)常務(wu)會議(yi)確(que)定的六個方面33條穩(wen)經(jing)(jing)濟(ji)一(yi)攬(lan)子政策措(cuo)施要(yao)求,高效統籌疫(yi)情(qing)防控和(he)經(jing)(jing)濟(ji)社(she)會發(fa)展,最大限度減(jian)少疫(yi)情(qing)對全(quan)(quan)(quan)省經(jing)(jing)濟(ji)社(she)會發(fa)展的影響,統籌發(fa)展和(he)安(an)全(quan)(quan)(quan),全(quan)(quan)(quan)力穩(wen)住(zhu)(zhu)經(jing)(jing)濟(ji)基本盤,結合(he)我省實際,提出(chu)如下政策措(cuo)施:

一、強化財政(zheng)政(zheng)策支(zhi)持(chi)

1.落(luo)實好增值稅(shui)(shui)(shui)(shui)留(liu)抵退(tui)(tui)稅(shui)(shui)(shui)(shui)擴圍(wei)政(zheng)策。在已落(luo)地制造(zao)業等6個行業留(liu)抵退(tui)(tui)稅(shui)(shui)(shui)(shui)政(zheng)策基礎上(shang),按照國家要求(qiu)在更多(duo)行業實施存量和增量全(quan)額留(liu)抵退(tui)(tui)稅(shui)(shui)(shui)(shui),組織數據測(ce)算(suan),調度(du)全(quan)省各級(ji)財政(zheng)可(ke)退(tui)(tui)稅(shui)(shui)(shui)(shui)庫(ku)款,及(ji)時分(fen)配、撥付支持市縣(xian)退(tui)(tui)稅(shui)(shui)(shui)(shui)專項資金,保障(zhang)留(liu)抵退(tui)(tui)稅(shui)(shui)(shui)(shui)擴圍(wei)政(zheng)策落(luo)實落(luo)細。抓緊辦理小微(wei)企業、個體(ti)工(gong)商戶留(liu)抵退(tui)(tui)稅(shui)(shui)(shui)(shui)并加大幫(bang)扶力(li)度(du)。加強審(shen)核(he)把關(guan),著(zhu)力(li)防范騙稅(shui)(shui)(shui)(shui)風險(xian)。(省財政(zheng)廳、省稅(shui)(shui)(shui)(shui)務局會同有關(guan)部門及(ji)各市、縣(xian)級(ji)政(zheng)府負責)

2.加快財(cai)(cai)政(zheng)支出進(jin)度(du)。按(an)月(yue)調(diao)度(du)各級(ji)財(cai)(cai)政(zheng)支出進(jin)度(du)情況(kuang),通報(bao)省直(zhi)部(bu)門預算支出進(jin)度(du),對(dui)(dui)(dui)排名靠后的(de)部(bu)門進(jin)行約談。督促指導(dao)市(shi)縣(xian)盡快分解下達和撥付資(zi)金(jin),加快預算執行進(jin)度(du)。加大盤活存(cun)量資(zi)金(jin)力度(du),對(dui)(dui)(dui)結(jie)余資(zi)金(jin)和連(lian)續兩(liang)年(nian)未使(shi)用完的(de)結(jie)轉(zhuan)資(zi)金(jin)按(an)規(gui)定收(shou)回(hui)統籌使(shi)用,對(dui)(dui)(dui)受疫情等因素影響年(nian)度(du)內不能(neng)正常執行的(de)財(cai)(cai)政(zheng)資(zi)金(jin),及(ji)時收(shou)回(hui)統籌用于經濟社會發(fa)展急需(xu)支持領(ling)域。加強庫款調(diao)度(du),全面掌握市(shi)縣(xian)庫款情況(kuang),及(ji)時調(diao)度(du)退稅補助資(zi)金(jin),動態保障市(shi)縣(xian)國庫存(cun)有半個月(yue)退稅所需(xu)資(zi)金(jin)。(省財(cai)(cai)政(zheng)廳(ting)及(ji)各市(shi)、縣(xian)級(ji)政(zheng)府按(an)職責(ze)分工負責(ze))

3.加(jia)快地(di)(di)方政(zheng)府(fu)專項債(zhai)券(quan)(quan)發(fa)(fa)行(xing)(xing)使用(yong)(yong)。抓緊完成(cheng)(cheng)2022年度(du)658億元專項債(zhai)券(quan)(quan)發(fa)(fa)行(xing)(xing)使用(yong)(yong)任務,在(zai)6月底前(qian)(qian)完成(cheng)(cheng)大部分債(zhai)券(quan)(quan)發(fa)(fa)行(xing)(xing)工(gong)(gong)作,力(li)爭7月底前(qian)(qian)完成(cheng)(cheng)剩余額度(du)的發(fa)(fa)行(xing)(xing)工(gong)(gong)作,督促各(ge)地(di)(di)早準備(bei)、早發(fa)(fa)行(xing)(xing)、早使用(yong)(yong),力(li)爭在(zai)8月底前(qian)(qian)基本使用(yong)(yong)完畢。同時加(jia)快2021年及(ji)(ji)以前(qian)(qian)年度(du)未撥付債(zhai)券(quan)(quan)資(zi)金的撥付使用(yong)(yong)進(jin)度(du),盡早形成(cheng)(cheng)實物工(gong)(gong)作量(liang)。在(zai)依法合規、風險可控的前(qian)(qian)提下,按(an)(an)照國家政(zheng)策要(yao)求,各(ge)地(di)(di)要(yao)積極協(xie)調商業銀行(xing)(xing)對符合條件的專項債(zhai)券(quan)(quan)項目建設主體提供(gong)配套融資(zi)支持,做好信貸資(zi)金和專項債(zhai)資(zi)金的有效銜接(jie)。密切跟(gen)蹤國家專項債(zhai)券(quan)(quan)的最(zui)新政(zheng)策,及(ji)(ji)時指導市縣做好新型(xing)基礎設施等(deng)新增(zeng)領域專項債(zhai)券(quan)(quan)的項目謀(mou)劃(hua)、儲備(bei)和申(shen)報工(gong)(gong)作。(省財政(zheng)廳、省發(fa)(fa)展改革委、人(ren)民(min)銀行(xing)(xing)長(chang)春中心支行(xing)(xing)、吉林(lin)銀保監局(ju)、省地(di)(di)方金融監管局(ju)等(deng)部門及(ji)(ji)各(ge)市、縣級政(zheng)府(fu)按(an)(an)職責分工(gong)(gong)負責)

4.落實國(guo)家小(xiao)微(wei)企(qi)業(ye)(ye)(ye)融(rong)(rong)資(zi)(zi)擔(dan)保(bao)業(ye)(ye)(ye)務(wu)降(jiang)費獎補政策。對符合條件的(de)小(xiao)微(wei)企(qi)業(ye)(ye)(ye)擔(dan)保(bao)業(ye)(ye)(ye)務(wu)給予獎補,支持融(rong)(rong)資(zi)(zi)擔(dan)保(bao)機構(gou)(gou)(gou)進(jin)一步擴大小(xiao)微(wei)企(qi)業(ye)(ye)(ye)融(rong)(rong)資(zi)(zi)擔(dan)保(bao)業(ye)(ye)(ye)務(wu)規模,降(jiang)低小(xiao)微(wei)企(qi)業(ye)(ye)(ye)融(rong)(rong)資(zi)(zi)成本。鼓勵政府(fu)性(xing)融(rong)(rong)資(zi)(zi)擔(dan)保(bao)機構(gou)(gou)(gou)提升融(rong)(rong)資(zi)(zi)增(zeng)信支持力度,依(yi)法依(yi)約及(ji)時履(lv)行代償責任。對中小(xiao)微(wei)企(qi)業(ye)(ye)(ye)保(bao)持較低擔(dan)保(bao)和再擔(dan)保(bao)費率,政府(fu)性(xing)融(rong)(rong)資(zi)(zi)擔(dan)保(bao)機構(gou)(gou)(gou)的(de)擔(dan)保(bao)費率最高減(jian)(jian)免(mian)30%,政府(fu)性(xing)融(rong)(rong)資(zi)(zi)再擔(dan)保(bao)機構(gou)(gou)(gou)免(mian)收再擔(dan)保(bao)費,引(yin)導政府(fu)性(xing)融(rong)(rong)資(zi)(zi)擔(dan)保(bao)機構(gou)(gou)(gou)減(jian)(jian)少或取消抵押、質(zhi)押反擔(dan)保(bao)要求。(省財政廳(ting)、省地方(fang)金融(rong)(rong)監管局及(ji)各市、縣級(ji)政府(fu)按(an)職責分工負責)

5.強(qiang)化(hua)政(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)采(cai)(cai)(cai)(cai)購(gou)政(zheng)(zheng)(zheng)策支(zhi)持(chi)中小(xiao)企(qi)(qi)(qi)業(ye)(ye)發展。加(jia)大(da)政(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)采(cai)(cai)(cai)(cai)購(gou)項(xiang)(xiang)目(mu)(mu)價(jia)(jia)格(ge)評審優惠(hui)力度,將小(xiao)微(wei)企(qi)(qi)(qi)業(ye)(ye)參加(jia)政(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)采(cai)(cai)(cai)(cai)購(gou)活(huo)動價(jia)(jia)格(ge)扣除比例提升至(zhi)(zhi)10%-20%。強(qiang)化(hua)政(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)采(cai)(cai)(cai)(cai)購(gou)工(gong)程落實政(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)采(cai)(cai)(cai)(cai)購(gou)促(cu)進中小(xiao)企(qi)(qi)(qi)業(ye)(ye)發展政(zheng)(zheng)(zheng)策,降低中小(xiao)企(qi)(qi)(qi)業(ye)(ye)參與政(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)采(cai)(cai)(cai)(cai)購(gou)門檻,各級預算單位應根據(ju)項(xiang)(xiang)目(mu)(mu)特點、專業(ye)(ye)類型和專業(ye)(ye)領域合(he)(he)理(li)劃分采(cai)(cai)(cai)(cai)購(gou)包,鼓勵大(da)中型企(qi)(qi)(qi)業(ye)(ye)與小(xiao)微(wei)企(qi)(qi)(qi)業(ye)(ye)組(zu)成聯合(he)(he)體參與政(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)采(cai)(cai)(cai)(cai)購(gou)活(huo)動。科學(xue)合(he)(he)理(li)編(bian)制政(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)采(cai)(cai)(cai)(cai)購(gou)預算,將面向中小(xiao)企(qi)(qi)(qi)業(ye)(ye)預留份額(e)比例提高至(zhi)(zhi)40%,增加(jia)政(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)采(cai)(cai)(cai)(cai)購(gou)授予(yu)中小(xiao)企(qi)(qi)(qi)業(ye)(ye)合(he)(he)同規模。(省(sheng)財政(zheng)(zheng)(zheng)廳(ting)及各市、縣級政(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)按職責(ze)分工(gong)負(fu)責(ze))

6.迅速實(shi)施(shi)社(she)保(bao)(bao)(bao)費緩(huan)繳(jiao)(jiao)政(zheng)策(ce)。按照國家規(gui)定(ding)的企業(ye)困難(nan)程度條件,迅速落實(shi)中(zhong)小微企業(ye)、個體工商戶緩(huan)繳(jiao)(jiao)三項社(she)會保(bao)(bao)(bao)險單位繳(jiao)(jiao)費政(zheng)策(ce),緩(huan)繳(jiao)(jiao)期限(xian)至(zhi)2022年(nian)底。在對餐飲、零售、旅游、民(min)航、公路水路鐵路運輸等(deng)5個特困行業(ye)實(shi)施(shi)階(jie)段性(xing)緩(huan)繳(jiao)(jiao)三項社(she)保(bao)(bao)(bao)費政(zheng)策(ce)的基(ji)礎上,對國家規(gui)定(ding)的其他特困行業(ye),擴大(da)實(shi)施(shi)緩(huan)繳(jiao)(jiao)養老保(bao)(bao)(bao)險費政(zheng)策(ce),緩(huan)繳(jiao)(jiao)期限(xian)階(jie)段性(xing)延(yan)長至(zhi)2022年(nian)底。做好社(she)保(bao)(bao)(bao)基(ji)金籌(chou)措(cuo)和撥(bo)付(fu)工作(zuo)。采取(qu)動用結余基(ji)金、落實(shi)政(zheng)府責(ze)任分(fen)擔機制、積極(ji)爭取(qu)國家支持(chi)等(deng)多(duo)種措(cuo)施(shi),積極(ji)籌(chou)集(ji)資金,確保(bao)(bao)(bao)各項社(she)會保(bao)(bao)(bao)險待(dai)遇按時足額支付(fu)。(省(sheng)人力(li)資源社(she)會保(bao)(bao)(bao)障(zhang)廳(ting)、省(sheng)財政(zheng)廳(ting)、省(sheng)社(she)保(bao)(bao)(bao)局(ju)、省(sheng)稅務局(ju)及各市、縣(xian)級政(zheng)府按職責(ze)分(fen)工負責(ze))

7.加(jia)大(da)穩(wen)崗(gang)支持力度。優化失(shi)業(ye)(ye)(ye)保險穩(wen)崗(gang)返還政(zheng)(zheng)策(ce),進一步(bu)提高(gao)返還比例。按照國(guo)家(jia)政(zheng)(zheng)策(ce)要求,擴大(da)失(shi)業(ye)(ye)(ye)保險留工(gong)培訓補助(zhu)發(fa)放(fang)范(fan)圍至受疫情影響的(de)所有困(kun)難(nan)參(can)(can)保企業(ye)(ye)(ye)。企業(ye)(ye)(ye)招(zhao)用畢(bi)業(ye)(ye)(ye)年度高(gao)校(xiao)畢(bi)業(ye)(ye)(ye)生,簽訂勞動(dong)合同并參(can)(can)加(jia)失(shi)業(ye)(ye)(ye)保險的(de),按國(guo)家(jia)統一部(bu)署(shu),頂格落實高(gao)校(xiao)畢(bi)業(ye)(ye)(ye)生一次性擴崗(gang)補助(zhu)標準。發(fa)放(fang)一次性擴崗(gang)補助(zhu),與一次性吸納就(jiu)業(ye)(ye)(ye)補貼不重復(fu)享受,政(zheng)(zheng)策(ce)執行(xing)期限至2022年底。(省(sheng)人力資(zi)源社(she)會保障廳(ting)、省(sheng)財政(zheng)(zheng)廳(ting)、省(sheng)社(she)保局及各市、縣級政(zheng)(zheng)府按職責分工(gong)負責)

二、強(qiang)化金融政策支持

8.鼓勵對中(zhong)(zhong)小微企(qi)(qi)業和個(ge)(ge)體工商(shang)戶、貨(huo)車(che)(che)司(si)機貸(dai)(dai)款(kuan)(kuan)及受疫(yi)情(qing)影響(xiang)的(de)個(ge)(ge)人住房與消(xiao)費貸(dai)(dai)款(kuan)(kuan)等(deng)(deng)實施延(yan)(yan)(yan)(yan)期(qi)(qi)(qi)還(huan)本付(fu)(fu)息(xi)(xi)(xi)。商(shang)業銀(yin)行等(deng)(deng)金融(rong)機構(gou)繼續按(an)市場化原則與中(zhong)(zhong)小微企(qi)(qi)業(含(han)中(zhong)(zhong)小微企(qi)(qi)業主)和個(ge)(ge)體工商(shang)戶、貨(huo)車(che)(che)司(si)機等(deng)(deng)自主協商(shang),對其貸(dai)(dai)款(kuan)(kuan)實施延(yan)(yan)(yan)(yan)期(qi)(qi)(qi)還(huan)本付(fu)(fu)息(xi)(xi)(xi),努力做到應(ying)延(yan)(yan)(yan)(yan)盡(jin)延(yan)(yan)(yan)(yan),本輪延(yan)(yan)(yan)(yan)期(qi)(qi)(qi)還(huan)本付(fu)(fu)息(xi)(xi)(xi)日期(qi)(qi)(qi)原則上(shang)不超過2022年底。相(xiang)關金融(rong)機構(gou)要加(jia)大(da)汽車(che)(che)、貨(huo)車(che)(che)貸(dai)(dai)款(kuan)(kuan)投放力度,滿(man)足購車(che)(che)群(qun)體合理需求。落實好對2022年6月(yue)(yue)30日前發放的(de)商(shang)用貨(huo)車(che)(che)消(xiao)費貸(dai)(dai)款(kuan)(kuan)給予6個(ge)(ge)月(yue)(yue)延(yan)(yan)(yan)(yan)期(qi)(qi)(qi)還(huan)本付(fu)(fu)息(xi)(xi)(xi)政(zheng)策。對因感(gan)染新(xin)冠(guan)肺炎(yan)住院治療或(huo)(huo)隔(ge)離、受疫(yi)情(qing)影響(xiang)隔(ge)離觀(guan)察(cha)或(huo)(huo)失去收(shou)入(ru)來(lai)源的(de)人群(qun),金融(rong)機構(gou)對其存續的(de)個(ge)(ge)人住房、消(xiao)費等(deng)(deng)貸(dai)(dai)款(kuan)(kuan),靈活采取(qu)合理延(yan)(yan)(yan)(yan)后還(huan)款(kuan)(kuan)時間(jian)、延(yan)(yan)(yan)(yan)長(chang)貸(dai)(dai)款(kuan)(kuan)期(qi)(qi)(qi)限、延(yan)(yan)(yan)(yan)期(qi)(qi)(qi)還(huan)本等(deng)(deng)方式調整(zheng)還(huan)款(kuan)(kuan)計劃。對延(yan)(yan)(yan)(yan)期(qi)(qi)(qi)貸(dai)(dai)款(kuan)(kuan)堅持實質(zhi)性風險判斷,不單獨因疫(yi)情(qing)因素下(xia)調貸(dai)(dai)款(kuan)(kuan)風險分類,不影響(xiang)征(zheng)信記錄(lu),并(bing)免收(shou)罰(fa)息(xi)(xi)(xi)。(吉林銀(yin)保(bao)監局、人民(min)銀(yin)行長(chang)春(chun)中(zhong)(zhong)心支行及各市、縣級政(zheng)府(fu)按(an)職責(ze)分工負責(ze))

9.加大普惠(hui)小(xiao)微(wei)貸(dai)款(kuan)(kuan)支(zhi)持(chi)力度。發揮普惠(hui)小(xiao)微(wei)貸(dai)款(kuan)(kuan)支(zhi)持(chi)工(gong)具(ju)(ju)的(de)市(shi)場化帶動作用(yong),對(dui)于符(fu)合(he)條件(jian)的(de)金融機(ji)構按照其(qi)普惠(hui)小(xiao)微(wei)貸(dai)款(kuan)(kuan)余(yu)額(e)增量的(de)2%提供激勵資(zi)金,引導其(qi)擴大普惠(hui)小(xiao)微(wei)貸(dai)款(kuan)(kuan)投放。用(yong)好(hao)、用(yong)足再(zai)貸(dai)款(kuan)(kuan)、再(zai)貼(tie)現等貨幣政策工(gong)具(ju)(ju),擴大支(zhi)小(xiao)再(zai)貸(dai)款(kuan)(kuan)支(zhi)持(chi)范圍,允許符(fu)合(he)評級條件(jian)法人(ren)銀行(xing)機(ji)構以(yi)信用(yong)方式申請(qing)再(zai)貸(dai)款(kuan)(kuan)資(zi)金,優惠(hui)政策持(chi)續到2022年底,力爭全年發放再(zai)貸(dai)款(kuan)(kuan)500億元、辦理再(zai)貼(tie)現200億元。(人(ren)民銀行(xing)長春(chun)中心支(zhi)行(xing)牽頭負(fu)責)
