《山(shan)東省(sheng)(sheng)可再生能(neng)源(yuan)電力消納保障(zhang)機(ji)制實(shi)(shi)施方案》經(jing)省(sheng)(sheng)政府同意,由省(sheng)(sheng)發展(zhan)改革委、省(sheng)(sheng)能(neng)源(yuan)局和國家能(neng)源(yuan)局山(shan)東監管辦以魯(lu)發改能(neng)源(yuan)〔2019〕1233號聯合印發實(shi)(shi)施,自2020年1月(yue)1日起(qi)施行,有效期至2022年12月(yue)31日。 一、起(qi)草背景及(ji)過程 可再(zai)生(sheng)能(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)力消(xiao)(xiao)納(na)(na)(na)(na)責(ze)任權(quan)(quan)(quan)重(zhong)(zhong)(zhong)是指按省(sheng)級(ji)行政區(qu)域對電(dian)(dian)(dian)力消(xiao)(xiao)費規定應(ying)達到的可再(zai)生(sheng)能(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)量(liang)比重(zhong)(zhong)(zhong),包括可再(zai)生(sheng)能(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)力總量(liang)消(xiao)(xiao)納(na)(na)(na)(na)責(ze)任權(quan)(quan)(quan)重(zhong)(zhong)(zhong)(簡稱(cheng)“總量(liang)消(xiao)(xiao)納(na)(na)(na)(na)責(ze)任權(quan)(quan)(quan)重(zhong)(zhong)(zhong)”)和非水(shui)電(dian)(dian)(dian)可再(zai)生(sheng)能(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)力消(xiao)(xiao)納(na)(na)(na)(na)責(ze)任權(quan)(quan)(quan)重(zhong)(zhong)(zhong)(簡稱(cheng)“非水(shui)電(dian)(dian)(dian)消(xiao)(xiao)納(na)(na)(na)(na)責(ze)任權(quan)(quan)(quan)重(zhong)(zhong)(zhong)”)。按照國家要求,我省(sheng)應(ying)達到的總量(liang)消(xiao)(xiao)納(na)(na)(na)(na)責(ze)任權(quan)(quan)(quan)重(zhong)(zhong)(zhong)和非水(shui)電(dian)(dian)(dian)消(xiao)(xiao)納(na)(na)(na)(na)責(ze)任權(quan)(quan)(quan)重(zhong)(zhong)(zhong)一(yi)致,我省(sheng)最低消(xiao)(xiao)納(na)(na)(na)(na)責(ze)任權(quan)(quan)(quan)重(zhong)(zhong)(zhong)為10%,激(ji)勵性(xing)消(xiao)(xiao)納(na)(na)(na)(na)責(ze)任權(quan)(quan)(quan)重(zhong)(zhong)(zhong)為11%。 承擔消(xiao)納責任的(de)(de)分為(wei)兩類市(shi)場主(zhu)(zhu)體:第一類市(shi)場主(zhu)(zhu)體為(wei)電(dian)網(wang)企(qi)業(ye)、獨立售(shou)電(dian)公司(si)(si)、擁有配電(dian)網(wang)運營權的(de)(de)售(shou)電(dian)公司(si)(si),承擔與其年售(shou)電(dian)量相對(dui)應的(de)(de)消(xiao)納量;第二類市(shi)場主(zhu)(zhu)體為(wei)通過電(dian)力批發市(shi)場購電(dian)的(de)(de)電(dian)力用戶(hu)和(he)擁有自備電(dian)廠的(de)(de)企(qi)業(ye),承擔與其年用電(dian)量相對(dui)應的(de)(de)消(xiao)納量。 為貫(guan)徹落實(shi)國(guo)家(jia)要求,制定好我(wo)省(sheng)的實(shi)施方(fang)案(an),省(sheng)發展(zhan)改(gai)(gai)革委、省(sheng)能(neng)(neng)(neng)源(yuan)(yuan)局、國(guo)家(jia)能(neng)(neng)(neng)源(yuan)(yuan)局山東監管辦(ban)會(hui)同國(guo)網(wang)山東省(sheng)電(dian)力公(gong)司、省(sheng)電(dian)力交易中心根(gen)據(ju)國(guo)家(jia)設定目標和可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)項目建(jian)設情(qing)況,分析(xi)預測各(ge)市2020年全社會(hui)用電(dian)量(liang)、可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)上(shang)網(wang)電(dian)量(liang)、外電(dian)中可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)電(dian)量(liang)比(bi)例,據(ju)此設定各(ge)市應達(da)到(dao)的消納責(ze)任權重(zhong),起草形成初稿。在多次召開會(hui)商會(hui)議研究討論的基礎上(shang),征求各(ge)市發展(zhan)改(gai)(gai)革委、能(neng)(neng)(neng)源(yuan)(yuan)局意(yi)見(jian),并根(gen)據(ju)反饋意(yi)見(jian)補(bu)充完(wan)善。經省(sheng)政府同意(yi),正式(shi)印發實(shi)施。 二、起草依據 文件依據(ju)國(guo)家發展改(gai)革委、國(guo)家能源(yuan)局《關于建立(li)健全(quan)可再(zai)生能源(yuan)電力(li)消納保障機(ji)制的通(tong)知》(發改(gai)能源(yuan)〔2019〕807號),結合我省實際(ji)制定(ding)。 三、主要內容 一是(shi)明確責(ze)任(ren)(ren)權重(zhong)(zhong)。考慮(lv)到(dao)我省水電規(gui)模極(ji)其(qi)有限,且國家(jia)規(gui)定(ding)我省應(ying)達(da)到(dao)的總量(liang)消(xiao)納(na)責(ze)任(ren)(ren)權重(zhong)(zhong)和非(fei)水電消(xiao)納(na)責(ze)任(ren)(ren)權重(zhong)(zhong)一致,我省在實際工作中只設定(ding)非(fei)水電消(xiao)納(na)責(ze)任(ren)(ren)權重(zhong)(zhong)。為保障任(ren)(ren)務落實落地,結合各市新能(neng)源發展基礎、發展潛力(li)以及(ji)全(quan)社會(hui)用電量(liang)增長等(deng)情況,按設區的市級(ji)行政區域設定(ding)消(xiao)納(na)責(ze)任(ren)(ren)權重(zhong)(zhong),綜合論證后按年度下達(da)可(ke)再生能(neng)源電力(li)消(xiao)納(na)責(ze)任(ren)(ren)權重(zhong)(zhong),按超過最低消(xiao)納(na)責(ze)任(ren)(ren)權重(zhong)(zhong)10%確定(ding)激勵性(xing)消(xiao)納(na)責(ze)任(ren)(ren)權重(zhong)(zhong)。各市消(xiao)納(na)責(ze)任(ren)(ren)權重(zhong)(zhong)含自備(bei)電廠(chang)應(ying)履行的消(xiao)納(na)責(ze)任(ren)(ren),具體任(ren)(ren)務目標由各市結合實際自主確定(ding)。 二是(shi)落實(shi)(shi)(shi)工作責(ze)任(ren)。省(sheng)發展改革委(wei)、省(sheng)能(neng)(neng)源局、國家能(neng)(neng)源局山東監管(guan)辦督(du)促指(zhi)導第一類(lei)市場(chang)主(zhu)(zhu)體完成可(ke)再生能(neng)(neng)源電(dian)力(li)消(xiao)(xiao)納(na)。各市政府承擔(dan)本行政區(qu)(qu)域(yu)(yu)內消(xiao)(xiao)納(na)責(ze)任(ren)權重(zhong)落實(shi)(shi)(shi)主(zhu)(zhu)體責(ze)任(ren),完成本區(qu)(qu)域(yu)(yu)消(xiao)(xiao)納(na)任(ren)務的同時,負責(ze)重(zhong)點督(du)促第二類(lei)市場(chang)主(zhu)(zhu)體落實(shi)(shi)(shi)好應(ying)承擔(dan)的消(xiao)(xiao)納(na)責(ze)任(ren)權重(zhong),對其消(xiao)(xiao)納(na)的可(ke)再生能(neng)(neng)源電(dian)力(li)實(shi)(shi)(shi)施清單(dan)化管(guan)理(li),做(zuo)到可(ke)核查、可(ke)統計。電(dian)網企業(ye)承擔(dan)經(jing)營區(qu)(qu)消(xiao)(xiao)納(na)責(ze)任(ren)權重(zhong)實(shi)(shi)(shi)施的組織(zhi)責(ze)任(ren),負責(ze)組織(zhi)經(jing)營區(qu)(qu)內的市場(chang)主(zhu)(zhu)體完成可(ke)再生能(neng)(neng)源電(dian)力(li)消(xiao)(xiao)納(na)。 三是健全政策措施(shi)。在發(fa)展(zhan)方(fang)面,鼓(gu)勵各市(shi)(shi)破除思想和(he)(he)體制機制障(zhang)礙,加(jia)快推進(jin)風電(dian)(dian)(dian)(dian)(dian)、光伏(fu)發(fa)電(dian)(dian)(dian)(dian)(dian)、生(sheng)物質發(fa)電(dian)(dian)(dian)(dian)(dian)等(deng)可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)源(yuan)(yuan)發(fa)展(zhan)。在消(xiao)(xiao)納(na)方(fang)面,督促電(dian)(dian)(dian)(dian)(dian)網(wang)企業(ye)認(ren)真(zhen)落實可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)源(yuan)(yuan)發(fa)電(dian)(dian)(dian)(dian)(dian)全額(e)保障(zhang)性收購制度,加(jia)快配套電(dian)(dian)(dian)(dian)(dian)網(wang)工程(cheng)建(jian)設(she)和(he)(he)調峰設(she)施(shi)建(jian)設(she),促進(jin)可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)源(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)力(li)(li)優先消(xiao)(xiao)納(na)。在完成(cheng)(cheng)方(fang)式方(fang)面,各承擔(dan)消(xiao)(xiao)納(na)責任的(de)(de)(de)市(shi)(shi)場(chang)主(zhu)(zhu)(zhu)體以實際消(xiao)(xiao)納(na)可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)源(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)量(liang)為主(zhu)(zhu)(zhu)要方(fang)式完成(cheng)(cheng)消(xiao)(xiao)納(na)量(liang),同時,可(ke)(ke)通過向超(chao)額(e)完成(cheng)(cheng)年度消(xiao)(xiao)納(na)量(liang)的(de)(de)(de)市(shi)(shi)場(chang)主(zhu)(zhu)(zhu)體購買其(qi)超(chao)額(e)完成(cheng)(cheng)的(de)(de)(de)可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)源(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)力(li)(li)消(xiao)(xiao)納(na)量(liang)和(he)(he)自愿認(ren)購可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)源(yuan)(yuan)綠(lv)色電(dian)(dian)(dian)(dian)(dian)力(li)(li)證書的(de)(de)(de)方(fang)式完成(cheng)(cheng)。在統計(ji)核算方(fang)面,省電(dian)(dian)(dian)(dian)(dian)力(li)(li)交易中心負責組織開展(zhan)我省可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)源(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)力(li)(li)相關(guan)(guan)交易,做好(hao)承擔(dan)消(xiao)(xiao)納(na)責任的(de)(de)(de)市(shi)(shi)場(chang)主(zhu)(zhu)(zhu)體的(de)(de)(de)賬戶設(she)立、核算轉讓、監測統計(ji)等(deng)相關(guan)(guan)工作。 四(si)是做好督導(dao)考核。省發展(zhan)改革委、省能源(yuan)(yuan)局、國家(jia)能源(yuan)(yuan)局山東監管辦對各市(shi)(shi)和第一類(lei)市(shi)(shi)場(chang)主(zhu)(zhu)體(ti)可再(zai)生(sheng)能源(yuan)(yuan)電(dian)力消(xiao)(xiao)納責(ze)(ze)任完成(cheng)(cheng)情況進(jin)行督導(dao)考核,各市(shi)(shi)政府負責(ze)(ze)對本(ben)行政區域(yu)內第二類(lei)市(shi)(shi)場(chang)主(zhu)(zhu)體(ti)可再(zai)生(sheng)能源(yuan)(yuan)電(dian)力消(xiao)(xiao)納責(ze)(ze)任完成(cheng)(cheng)情況進(jin)行督導(dao)考核。對未(wei)(wei)按(an)期(qi)完成(cheng)(cheng)目標任務的(de)地市(shi)(shi),視情況采取通報(bao)、限期(qi)整改、約談、問責(ze)(ze)等懲戒措施;對未(wei)(wei)完成(cheng)(cheng)消(xiao)(xiao)納任務的(de)市(shi)(shi)場(chang)主(zhu)(zhu)體(ti),按(an)照職責(ze)(ze)權(quan)限督促限期(qi)整改,對未(wei)(wei)按(an)期(qi)完成(cheng)(cheng)整改的(de),由(you)市(shi)(shi)級(ji)提出意(yi)見(jian)報(bao)請(qing)省級(ji)處理,將其列入不良(liang)信用(yong)記(ji)錄,予(yu)以聯合(he)懲戒。本(ben)方案(an)中的(de)2020年消(xiao)(xiao)納責(ze)(ze)任權(quan)重用(yong)于指導(dao)各市(shi)(shi)可再(zai)生(sheng)能源(yuan)(yuan)發展(zhan)。
