為(wei)深(shen)入貫徹黨中(zhong)央(yang)、國(guo)(guo)務院關于發(fa)展人工(gong)智能的(de)決策部署,落實《國(guo)(guo)務院關于深(shen)入實施(shi)“人工(gong)智能+”行動的(de)意見》(國(guo)(guo)發(fa)〔2025〕11號(hao))有(you)關工(gong)作要(yao)求(qiu),搶抓人工(gong)智能發(fa)展重大戰略(lve)機遇,突出應用(yong)導向,加快推動人工(gong)智能與(yu)能源產業深(shen)度融(rong)合,支撐(cheng)能源高(gao)質量發(fa)展和高(gao)水(shui)平(ping)安全(quan),現提出如下意見。

一、總體要求

煤(mei)炭(tan)質(zhi)(zhi)量快速(su)檢測(ce)(ce)與智(zhi)能洗選(xuan)。采集與構建煤(mei)質(zhi)(zhi)特征數據庫,實(shi)時動態預測(ce)(ce)煤(mei)炭(tan)灰(hui)分(fen)、硫分(fen)、揮發(fa)分(fen)、水(shui)分(fen)及元素含量等關(guan)鍵指標,實(shi)現(xian)煤(mei)質(zhi)(zhi)特征智(zhi)能識別(bie),大幅(fu)提高煤(mei)質(zhi)(zhi)在線(xian)檢測(ce)(ce)精度,實(shi)時反饋煤(mei)質(zhi)(zhi)在線(xian)檢測(ce)(ce)數據,優(you)化調節選(xuan)煤(mei)生產工藝參數,提高煤(mei)炭(tan)產品質(zhi)(zhi)量合格(ge)率(lv)和穩定率(lv)。開發(fa)煤(mei)炭(tan)洗選(xuan)專業模型,建立工業數字孿(luan)生體,實(shi)現(xian)煤(mei)炭(tan)洗選(xuan)全過程(cheng)的(de)信息動態監測(ce)(ce)、趨勢預測(ce)(ce)及協同管理。

三、加大關鍵技術供給

聚焦(jiao)能(neng)源(yuan)領域數據孤島化(hua)、算(suan)(suan)(suan)力碎片化(hua)、算(suan)(suan)(suan)法(fa)黑盒(he)化(hua)、算(suan)(suan)(suan)力高耗能(neng)等(deng)技術瓶頸,推動開展適用能(neng)源(yuan)領域的數據、算(suan)(suan)(suan)力、算(suan)(suan)(suan)法(fa)等(deng)共性關鍵技術攻關。

(一)夯實數據(ju)(ju)基礎。針對能(neng)(neng)源(yuan)領域高質量數據(ju)(ju)集(ji)構建和數據(ju)(ju)安全(quan)需求,推(tui)動(dong)(dong)數據(ju)(ju)智(zhi)能(neng)(neng)標注、智(zhi)能(neng)(neng)增強、數據(ju)(ju)合成等技(ji)(ji)術(shu)(shu)應用,推(tui)進能(neng)(neng)源(yuan)數據(ju)(ju)分(fen)類分(fen)級(ji)技(ji)(ji)術(shu)(shu)、隱私計算技(ji)(ji)術(shu)(shu)以(yi)及智(zhi)能(neng)(neng)數據(ju)(ju)動(dong)(dong)態加密(mi)和跨域可信(xin)溯(su)源(yuan)等技(ji)(ji)術(shu)(shu)研發,優化數據(ju)(ju)分(fen)享機(ji)制,加快形成能(neng)(neng)源(yuan)領域高質量數據(ju)(ju)集(ji),確保能(neng)(neng)源(yuan)數據(ju)(ju)全(quan)流程安全(quan)可靠。

(二)強化(hua)算(suan)力(li)支撐(cheng)。針對能源領域租建結合(he)模式下的(de)多(duo)元異構(gou)(gou)算(suan)力(li)融(rong)合(he)利用需求,開(kai)展(zhan)多(duo)元異構(gou)(gou)算(suan)力(li)統一(yi)調(diao)度(du)(du)、任(ren)務(wu)智能編排、存算(suan)網一(yi)體化(hua)融(rong)合(he)、算(suan)力(li)池化(hua)等關(guan)鍵技術攻關(guan),提(ti)(ti)升(sheng)智算(suan)服(fu)務(wu)水平。持續(xu)開(kai)展(zhan)能源算(suan)力(li)需求監測,統籌規(gui)劃算(suan)力(li)、電力(li)和通信(xin)網絡資源,構(gou)(gou)建算(suan)力(li)、電力(li)深(shen)度(du)(du)融(rong)合(he)的(de)算(suan)電協同發展(zhan)機制,不斷提(ti)(ti)高(gao)算(suan)力(li)中(zhong)心(xin)綠電比例(li)。

(三(san))提升模(mo)(mo)型(xing)基礎能(neng)力。針對能(neng)源領域(yu)對于(yu)模(mo)(mo)型(xing)安全性和可(ke)解釋性的需求,推(tui)動(dong)模(mo)(mo)型(xing)算(suan)法、應(ying)用系統等(deng)安全能(neng)力建設,加大多(duo)智(zhi)(zhi)能(neng)體協同、可(ke)解釋性、模(mo)(mo)型(xing)輕量(liang)化推(tui)理等(deng)技(ji)(ji)術的研究,持續深化機器視覺、多(duo)模(mo)(mo)態、時序預測等(deng)人(ren)(ren)工智(zhi)(zhi)能(neng)關鍵技(ji)(ji)術在(zai)能(neng)源領域(yu)的應(ying)用研究,推(tui)動(dong)人(ren)(ren)工智(zhi)(zhi)能(neng)與(yu)能(neng)源領域(yu)軟件(jian)深度融合(he)。針對人(ren)(ren)工智(zhi)(zhi)能(neng)計算(suan)耗能(neng)問題,加快突破人(ren)(ren)工智(zhi)(zhi)能(neng)綠色(se)低碳技(ji)(ji)術瓶頸(jing),研究柔性直流供電(dian)、模(mo)(mo)塊化小型(xing)堆等(deng)能(neng)源供給技(ji)(ji)術,鼓勵數據(ju)中心液冷(leng)技(ji)(ji)術、廢熱回(hui)收、備電(dian)集(ji)約化等(deng)高效能(neng)源綜(zong)合(he)利用技(ji)(ji)術的應(ying)用。

四、保障措施

(一)強(qiang)化(hua)組織實(shi)施。各地方能源(yuan)(yuan)主管部門和相關(guan)中央企業要根據(ju)意見(jian)要求,建立健全工(gong)作(zuo)機制,統籌銜接好相關(guan)規劃,結合實(shi)際加快(kuai)推(tui)動本地區(qu)、本單位“人工(gong)智(zhi)能+”能源(yuan)(yuan)的(de)發(fa)展,做好各項要素(su)保障,探索(suo)構建安全治理(li)體系,形(xing)成上下聯動、層層落實(shi)、安全發(fa)展的(de)工(gong)作(zuo)格局(ju),加快(kuai)推(tui)進人工(gong)智(zhi)能在能源(yuan)(yuan)領域融合應(ying)用的(de)技術研發(fa)、示范試驗、推(tui)廣(guang)應(ying)用等工(gong)作(zuo)。

(二)推(tui)動(dong)協同創(chuang)新(xin)。圍繞能(neng)(neng)(neng)(neng)源(yuan)領(ling)域人(ren)工(gong)智(zhi)能(neng)(neng)(neng)(neng)融合(he)創(chuang)新(xin)應用(yong)(yong)關鍵共(gong)性(xing)技術(shu)和配套專用(yong)(yong)技術(shu),推(tui)動(dong)建設(she)一批行業研發(fa)創(chuang)新(xin)平臺。鼓勵企(qi)業牽頭聯合(he)科研機構(gou)、高(gao)校、社(she)會服務機構(gou)等單位,建設(she)以技術(shu)創(chuang)新(xin)融合(he)應用(yong)(yong)為目標的跨(kua)領(ling)域、跨(kua)學科的“人(ren)工(gong)智(zhi)能(neng)(neng)(neng)(neng)+”能(neng)(neng)(neng)(neng)源(yuan)創(chuang)新(xin)聯盟,深化(hua)產學研用(yong)(yong)合(he)作,構(gou)建開(kai)放協同、共(gong)創(chuang)共(gong)享的能(neng)(neng)(neng)(neng)源(yuan)智(zhi)能(neng)(neng)(neng)(neng)化(hua)創(chuang)新(xin)生態體系。

(三)加(jia)(jia)強標準(zhun)規(gui)范(fan)建(jian)設。在深入(ru)總結應(ying)用(yong)(yong)示(shi)范(fan)實踐的(de)基礎(chu)上,加(jia)(jia)快(kuai)編制能(neng)(neng)源(yuan)(yuan)數(shu)據治理(li)、多元(yuan)異構算力融合、典(dian)型場景設計等一批技術(shu)(shu)標準(zhun)規(gui)范(fan),推(tui)動(dong)能(neng)(neng)源(yuan)(yuan)領域人(ren)工智(zhi)能(neng)(neng)標準(zhun)體系建(jian)設,探索建(jian)立人(ren)工智(zhi)能(neng)(neng)應(ying)用(yong)(yong)評估指標體系和行(xing)業(ye)級(ji)人(ren)工智(zhi)能(neng)(neng)應(ying)用(yong)(yong)標準(zhun)測試平(ping)臺(tai),提(ti)升(sheng)能(neng)(neng)源(yuan)(yuan)領域人(ren)工智(zhi)能(neng)(neng)技術(shu)(shu)安全(quan)應(ying)用(yong)(yong)水平(ping)。鼓勵能(neng)(neng)源(yuan)(yuan)企業(ye)主導制定(ding)國際標準(zhun),以(yi)技術(shu)(shu)標準(zhun)“走(zou)出去”帶動(dong)人(ren)工智(zhi)能(neng)(neng)技術(shu)(shu)和產品在海外能(neng)(neng)源(yuan)(yuan)市場推(tui)廣應(ying)用(yong)(yong)。

(四)開(kai)展試(shi)點示(shi)范。組織開(kai)展能(neng)(neng)源領(ling)域(yu)人工(gong)(gong)智能(neng)(neng)應(ying)(ying)用(yong)(yong)試(shi)點示(shi)范,遴選(xuan)一(yi)批(pi)可復制(zhi)、易推廣的場(chang)景(jing)和企業(ye)標桿應(ying)(ying)用(yong)(yong)。鼓勵開(kai)展能(neng)(neng)源和交通融合、油氣和新能(neng)(neng)源融合等跨領(ling)域(yu)、跨行(xing)業(ye)典型場(chang)景(jing)示(shi)范。能(neng)(neng)源領(ling)域(yu)人工(gong)(gong)智能(neng)(neng)應(ying)(ying)用(yong)(yong)相關技術(shu)裝備(bei)優先納入能(neng)(neng)源領(ling)域(yu)首臺(套)重大技術(shu)裝備(bei)支持范圍。支持具(ju)備(bei)條(tiao)件的地區和企業(ye),因地制(zhi)宜(yi)開(kai)展能(neng)(neng)源領(ling)域(yu)各類人工(gong)(gong)智能(neng)(neng)應(ying)(ying)用(yong)(yong)試(shi)點示(shi)范,在(zai)技術(shu)創新、商業(ye)模式、發展業(ye)態、體(ti)制(zhi)機制(zhi)等方面深(shen)入探索、先行(xing)先試(shi)。

(五)加大(da)支(zhi)持(chi)(chi)力度。充分發揮中(zhong)央(yang)財政(zheng)資(zi)金帶動作用,依托(tuo)能(neng)源(yuan)(yuan)領(ling)域、人工智(zhi)能(neng)領(ling)域國家科技重(zhong)大(da)專項和重(zhong)點(dian)研(yan)發計劃等科技專項,有(you)序推動能(neng)源(yuan)(yuan)領(ling)域人工智(zhi)能(neng)技術應用創新。發揮多層次資(zi)本(ben)市場支(zhi)持(chi)(chi)科技創新關鍵樞紐作用,引導社(she)會資(zi)本(ben)參與人工智(zhi)能(neng)科技項目(mu)實施(shi)和成果轉化應用。

(六)完善人(ren)才(cai)培(pei)育生(sheng)態(tai)。鼓勵能源企業與高等院校、科(ke)研院所共建“人(ren)工(gong)智能+”能源人(ren)才(cai)培(pei)養基地(di),以行業需求為(wei)導向設計(ji)跨(kua)學科(ke)課程體(ti)系,重點培(pei)養具備能源系統知(zhi)識(shi)、人(ren)工(gong)智能算法應用能力(li)的復合(he)型人(ren)才(cai),通過產(chan)教(jiao)協同增(zeng)加復合(he)型人(ren)才(cai)供(gong)給。
