為全面貫徹落(luo)實國家、省、市關于(yu)碳達峰、碳中(zhong)和工作的(de)決策部(bu)署,扎實推進能源(yuan)領域綠(lv)色低碳轉型,根據《山(shan)西(xi)省能源(yuan)領域碳達峰實施方(fang)案》(晉能源(yuan)規發(fa)〔2023〕75號(hao))《陽(yang)泉市碳達峰實施方(fang)案》(陽(yang)政發(fa)〔2025〕3號(hao))要(yao)求(qiu),結(jie)合我(wo)市能源(yuan)發(fa)展實際,制定本實施方(fang)案。 一、總體要求 (一)指導思想 (二)基本原則 堅(jian)持(chi)目(mu)標導(dao)向(xiang)、穩(wen)妥(tuo)推(tui)進(jin)。立足能(neng)源保供基地戰略定位,將(jiang)碳達(da)峰(feng)、碳中和目(mu)標任務落(luo)實到能(neng)源活動全(quan)過程,統(tong)籌發(fa)展與安全(quan),堅(jian)持(chi)“先立后(hou)破(po)”,調動各方積極性,壓實各方責任,有力有序推(tui)進(jin)實施(shi)。 堅持(chi)節(jie)約(yue)降(jiang)碳(tan)、綠(lv)色轉型(xing)。全面實(shi)施節(jie)約(yue)優先戰(zhan)略(lve),持(chi)續降(jiang)低(di)能(neng)耗(hao)強(qiang)(qiang)度和碳(tan)排放強(qiang)(qiang)度,提高(gao)投入產出效率。強(qiang)(qiang)化能(neng)源(yuan)科技創新能(neng)力(li),加(jia)快能(neng)源(yuan)數(shu)字化與(yu)智能(neng)化升級,提高(gao)能(neng)源(yuan)生產與(yu)消(xiao)費互動能(neng)力(li),有(you)序推進能(neng)源(yuan)綠(lv)色低(di)碳(tan)轉型(xing)。 堅持(chi)雙輪驅動、兩手發(fa)力。充分(fen)發(fa)揮市場(chang)在資源配置中的決定性(xing)作用,構建公平(ping)開放、有(you)效競爭的能源市場(chang)體(ti)系。更好發(fa)揮政(zheng)府在規(gui)劃引領(ling)、政(zheng)策(ce)扶持(chi)和市場(chang)監督(du)方面的作用,深化能源領(ling)域機制(zhi)體(ti)制(zhi)改革,以最(zui)小碳排放實(shi)現經濟社(she)會高質量發(fa)展。 堅持穩妥有序(xu)、安全(quan)(quan)降碳(tan)(tan)。以保(bao)障能源安全(quan)(quan)和(he)(he)經濟發展為(wei)底線,堅持先立后破,穩住存(cun)量(liang),拓(tuo)展增(zeng)量(liang),著力化解(jie)各(ge)類(lei)風險隱患,提升基礎(chu)設施韌性和(he)(he)生態系統穩定性,確保(bao)安全(quan)(quan)降碳(tan)(tan),穩妥有序(xu)、循(xun)序(xu)漸進(jin)推進(jin)碳(tan)(tan)達(da)峰碳(tan)(tan)中和(he)(he)。 二、總體目標 錨定2060年前實現碳中和(he)的遠(yuan)景目(mu)標(biao),按照力(li)爭(zheng)2030年前實現碳達(da)峰目(mu)標(biao)進行安(an)排部署。 “十四五”期間(jian),能(neng)(neng)源(yuan)(yuan)(yuan)安全保障能(neng)(neng)力得到(dao)加強,能(neng)(neng)源(yuan)(yuan)(yuan)供給(gei)和消(xiao)費結構明顯優化(hua),能(neng)(neng)源(yuan)(yuan)(yuan)利(li)用效率顯著提高,煤炭消(xiao)費總量(liang)得到(dao)合理控(kong)制(zhi),新型電(dian)力系統加快構建。到(dao)2025年,單位地區(qu)生(sheng)產總值(zhi)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)耗完(wan)成省下達目(mu)標,新能(neng)(neng)源(yuan)(yuan)(yuan)和清潔能(neng)(neng)源(yuan)(yuan)(yuan)發電(dian)裝機占比達到(dao)37%、發電(dian)量(liang)占比達到(dao)14%以上,非(fei)化(hua)石能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)費比重(zhong)達到(dao)12%。能(neng)(neng)源(yuan)(yuan)(yuan)活動(dong)二氧化(hua)碳排放得到(dao)有效控(kong)制(zhi),為全市實現碳達峰奠(dian)定堅實基礎。 “十五五”期間,能(neng)(neng)(neng)源(yuan)(yuan)安全保(bao)障能(neng)(neng)(neng)力(li)鞏固增強(qiang),清潔(jie)低碳、安全高(gao)效的能(neng)(neng)(neng)源(yuan)(yuan)體系基本建(jian)(jian)成,煤(mei)炭消費(fei)進入(ru)平臺期并力(li)爭穩步(bu)減少,清潔(jie)低碳能(neng)(neng)(neng)源(yuan)(yuan)供給能(neng)(neng)(neng)力(li)進一步(bu)提(ti)升(sheng),新型(xing)電力(li)系統初(chu)步(bu)建(jian)(jian)立。到(dao)2030年(nian),單位地區(qu)生(sheng)產(chan)總(zong)值能(neng)(neng)(neng)源(yuan)(yuan)消耗在2025年(nian)基礎上(shang)(shang)持續下降,新能(neng)(neng)(neng)源(yuan)(yuan)和清潔(jie)能(neng)(neng)(neng)源(yuan)(yuan)發電裝機占比(bi)達(da)(da)到(dao)50%以上(shang)(shang)、發電量占比(bi)達(da)(da)到(dao)20%以上(shang)(shang),非化(hua)石能(neng)(neng)(neng)源(yuan)(yuan)消費(fei)比(bi)重達(da)(da)到(dao)18%。在確(que)保(bao)能(neng)(neng)(neng)源(yuan)(yuan)供應安全的同時(shi),力(li)爭如期實現碳達(da)(da)峰目標(biao)。 三、全(quan)面(mian)建設綠色低碳煤(mei)炭供應(ying)基地 發(fa)揮陽泉煤(mei)(mei)炭產業(ye)優勢,夯實能(neng)(neng)源安全保(bao)供(gong)基礎,堅持清潔高效利用,積極(ji)推(tui)動(dong)煤(mei)(mei)礦智能(neng)(neng)化信(xin)息(xi)化改造(zao)升(sheng)級,推(tui)動(dong)全市(shi)煤(mei)(mei)炭產業(ye)綠色低碳轉型(xing)。 (三)保障煤炭安全穩定供(gong)應 扛牢能(neng)(neng)源保(bao)供(gong)政(zheng)治(zhi)責任(ren),合(he)理(li)控制(zhi)全(quan)市煤(mei)炭生(sheng)產總(zong)(zong)量,全(quan)面系(xi)統評(ping)估全(quan)市煤(mei)礦產能(neng)(neng)狀(zhuang)況(kuang)、安(an)全(quan)水(shui)平(ping)(ping)和環(huan)保(bao)現狀(zhuang),分(fen)類(lei)進(jin)(jin)行優化處置,全(quan)面提升(sheng)煤(mei)礦安(an)全(quan)生(sheng)產水(shui)平(ping)(ping)和煤(mei)炭穩(wen)(wen)產穩(wen)(wen)供(gong)能(neng)(neng)力(li)。積極構(gou)筑(zhu)煤(mei)炭“產供(gong)儲銷”體(ti)系(xi),鼓勵國有大(da)型(xing)煤(mei)炭企(qi)業(ye)在我市籌(chou)建煤(mei)炭產品儲備基地。到2025年(nian)(nian),全(quan)市生(sheng)產煤(mei)炭總(zong)(zong)產能(neng)(neng)穩(wen)(wen)定(ding)在5740萬噸/年(nian)(nian)左(zuo)(zuo)右(you),全(quan)市煤(mei)礦先(xian)進(jin)(jin)產能(neng)(neng)占比穩(wen)(wen)定(ding)在95%左(zuo)(zuo)右(you);到2030年(nian)(nian),全(quan)市生(sheng)產煤(mei)炭總(zong)(zong)產能(neng)(neng)穩(wen)(wen)定(ding)在5800萬噸/年(nian)(nian)左(zuo)(zuo)右(you),全(quan)市煤(mei)礦先(xian)進(jin)(jin)產能(neng)(neng)和2025年(nian)(nian)基本持平(ping)(ping)。(市能(neng)(neng)源局、市發改委、市規劃和自然資源局等按職責分(fen)工負責) 積極調(diao)動(dong)發(fa)揮國有大型煤(mei)炭企業“主力軍”作(zuo)用(yong),以(yi)點(dian)(dian)帶面提(ti)升(sheng)(sheng)全(quan)市煤(mei)炭企業安全(quan)水平。因地制宜開(kai)(kai)(kai)展充填開(kai)(kai)(kai)采(cai)(cai)、無煤(mei)柱、小煤(mei)柱開(kai)(kai)(kai)采(cai)(cai)等綠(lv)色(se)開(kai)(kai)(kai)采(cai)(cai)試點(dian)(dian),加(jia)快西(xi)上莊煤(mei)礦(kuang)(kuang)開(kai)(kai)(kai)展井下(xia)煤(mei)矸石智能(neng)(neng)分選系統(tong)和不可利(li)用(yong)矸石返(fan)井試點(dian)(dian)示(shi)范。推(tui)進綠(lv)色(se)礦(kuang)(kuang)山(shan)建(jian)設,新建(jian)煤(mei)礦(kuang)(kuang)全(quan)部達到(dao)綠(lv)色(se)礦(kuang)(kuang)山(shan)標準(zhun),生產煤(mei)礦(kuang)(kuang)按照綠(lv)色(se)礦(kuang)(kuang)山(shan)標準(zhun)加(jia)快改(gai)造升(sheng)(sheng)級(ji)。鼓勵具備(bei)條件的(de)縣(區)開(kai)(kai)(kai)展綠(lv)色(se)礦(kuang)(kuang)業發(fa)展示(shi)范區建(jian)設。到(dao)2025年,全(quan)市應用(yong)綠(lv)色(se)開(kai)(kai)(kai)采(cai)(cai)技(ji)術的(de)煤(mei)礦(kuang)(kuang)占(zhan)比達到(dao)10%以(yi)上;到(dao)2030年,全(quan)市應用(yong)綠(lv)色(se)開(kai)(kai)(kai)采(cai)(cai)技(ji)術的(de)煤(mei)礦(kuang)(kuang)占(zhan)比達到(dao)20%以(yi)上。(市能(neng)(neng)源(yuan)局(ju)、市應急(ji)局(ju)、市規劃和自然資源(yuan)局(ju)、市發(fa)改(gai)委等按職責(ze)分工負責(ze)) 優化煤(mei)(mei)(mei)(mei)炭(tan)洗(xi)選(xuan)(xuan)產(chan)能(neng)布局(ju),淘汰落后產(chan)能(neng),發(fa)展優質產(chan)能(neng)。發(fa)展煤(mei)(mei)(mei)(mei)炭(tan)洗(xi)選(xuan)(xuan)加工,新建煤(mei)(mei)(mei)(mei)礦配套建設高(gao)效(xiao)選(xuan)(xuan)煤(mei)(mei)(mei)(mei)廠(chang)或群礦選(xuan)(xuan)煤(mei)(mei)(mei)(mei)廠(chang)。推動煤(mei)(mei)(mei)(mei)礦洗(xi)煤(mei)(mei)(mei)(mei)廠(chang)智能(neng)化、信息化改(gai)造(zao)升(sheng)(sheng)級,鼓勵煤(mei)(mei)(mei)(mei)炭(tan)洗(xi)選(xuan)(xuan)企業采用先進煤(mei)(mei)(mei)(mei)炭(tan)洗(xi)選(xuan)(xuan)工藝及(ji)裝備,發(fa)展高(gao)精度洗(xi)選(xuan)(xuan)加工技術(shu),提高(gao)原煤(mei)(mei)(mei)(mei)入(ru)洗(xi)率和煤(mei)(mei)(mei)(mei)炭(tan)質量。到2025年,原煤(mei)(mei)(mei)(mei)入(ru)選(xuan)(xuan)率保持在83%左(zuo)右;到2030年,原煤(mei)(mei)(mei)(mei)入(ru)選(xuan)(xuan)率進一步提升(sheng)(sheng)。(市能(neng)源局(ju)負(fu)責)
