10月25日,廣西壯(zhuang)族自(zi)治(zhi)區(qu)發(fa)展和改革(ge)委(wei)員會(hui)發(fa)布關于(yu)印發(fa)《廣西新能源汽車充電(dian)基(ji)礎設施規劃(hua)(2021—2025年)》的通知(zhi)(下稱《規劃(hua)》)。 《規劃》明確要求需健(jian)全充(chong)(chong)電(dian)(dian)基(ji)礎設(she)施(shi)(shi)(shi)(shi)建設(she)標(biao)(biao)準(zhun),嚴格執行(xing)國家出臺的(de)有關充(chong)(chong)電(dian)(dian)基(ji)礎設(she)施(shi)(shi)(shi)(shi)技術標(biao)(biao)準(zhun)規范,推行(xing)充(chong)(chong)電(dian)(dian)基(ji)礎設(she)施(shi)(shi)(shi)(shi)產品準(zhun)入(ru)機(ji)(ji)制(zhi),盡快制(zhi)定(ding)(ding)、修訂充(chong)(chong)電(dian)(dian)基(ji)礎設(she)施(shi)(shi)(shi)(shi)設(she)計(ji)(ji)規范和(he)建設(she)標(biao)(biao)準(zhun),實現各側(ce)/端(duan)通(tong)(tong)訊接(jie)口、支(zhi)付接(jie)口、機(ji)(ji)構(gou)接(jie)入(ru)、設(she)備(bei)接(jie)入(ru)、數(shu)據采集、消防安全以及(ji)信(xin)息安全等(deng)標(biao)(biao)準(zhun)(協(xie)議)的(de)統一。盡快制(zhi)定(ding)(ding)充(chong)(chong)電(dian)(dian)基(ji)礎設(she)施(shi)(shi)(shi)(shi)運營、管理和(he)驗收(shou)標(biao)(biao)準(zhun),規范充(chong)(chong)電(dian)(dian)基(ji)礎設(she)施(shi)(shi)(shi)(shi)的(de)計(ji)(ji)量(liang)計(ji)(ji)費(fei)(fei)、標(biao)(biao)識體系(xi)、使(shi)用方法(fa)和(he)驗收(shou)程序(xu)等(deng),實現充(chong)(chong)電(dian)(dian)基(ji)礎設(she)施(shi)(shi)(shi)(shi)高(gao)效使(shi)用。推進充(chong)(chong)電(dian)(dian)設(she)施(shi)(shi)(shi)(shi)互(hu)操作(zuo)(zuo)性(xing)檢測和(he)認證工作(zuo)(zuo),提高(gao)通(tong)(tong)用性(xing)和(he)開放性(xing)。規范充(chong)(chong)電(dian)(dian)設(she)施(shi)(shi)(shi)(shi)計(ji)(ji)量(liang)、計(ji)(ji)費(fei)(fei)、結算等(deng)運營服務管理。各級(ji)人民政府法(fa)定(ding)(ding)計(ji)(ji)量(liang)檢定(ding)(ding)機(ji)(ji)構(gou)應同步建立充(chong)(chong)電(dian)(dian)設(she)施(shi)(shi)(shi)(shi)的(de)社會(hui)公用計(ji)(ji)量(liang)標(biao)(biao)準(zhun),保障轄區(qu)內的(de)充(chong)(chong)電(dian)(dian)設(she)施(shi)(shi)(shi)(shi)計(ji)(ji)量(liang)、計(ji)(ji)費(fei)(fei)準(zhun)確可靠。通(tong)(tong)過(guo)開展自(zi)愿性(xing)產品檢測認證、行(xing)業(ye)白(bai)名單(dan)制(zhi)定(ding)(ding)等(deng)評價方式,強(qiang)化企業(ye)社會(hui)責任和(he)行(xing)業(ye)自(zi)律,引導充(chong)(chong)電(dian)(dian)設(she)施(shi)(shi)(shi)(shi)運營服務水平提升。 一、發展現狀 (一)新能(neng)源汽車推廣應用現狀(zhuang) “十三五”以(yi)來(lai)(lai),我區(qu)(qu)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)推廣(guang)應(ying)(ying)用(yong)取得(de)積極成效,特別(bie)是新(xin)能(neng)(neng)(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)推廣(guang)應(ying)(ying)用(yong)攻堅(jian)行動(dong)開展以(yi)來(lai)(lai),新(xin)能(neng)(neng)(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)保有(you)量快速增(zeng)長(chang)。截至(zhi)2020年(nian)底(di),我區(qu)(qu)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)累計(ji)推廣(guang)應(ying)(ying)用(yong)15.69萬(wan)(wan)輛,新(xin)能(neng)(neng)(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)保有(you)量占全(quan)區(qu)(qu)汽(qi)(qi)(qi)車(che)(che)保有(you)量的(de)2.1%,高于1.75%的(de)全(quan)國平均水(shui)平。按(an)照《廣(guang)西(xi)壯族自(zi)治區(qu)(qu)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)推廣(guang)應(ying)(ying)用(yong)攻堅(jian)行動(dong)方案》提出的(de)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)推廣(guang)應(ying)(ying)用(yong)目(mu)標,從2019年(nian)10月至(zhi)2020年(nian)底(di),廣(guang)西(xi)計(ji)劃新(xin)增(zeng)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)7.52萬(wan)(wan)輛,實際新(xin)增(zeng)8.37萬(wan)(wan)輛,完成率達到(dao)111.3%,其中新(xin)能(neng)(neng)(neng)源(yuan)(yuan)汽(qi)(qi)(qi)車(che)(che)保有(you)量較(jiao)高的(de)是柳州市(shi)、南寧(ning)市(shi)和桂林市(shi),分別(bie)為8.35萬(wan)(wan)輛、2.63萬(wan)(wan)輛和1.26萬(wan)(wan)輛,其他市(shi)推廣(guang)相對(dui)較(jiao)慢,保有(you)量約1000輛~4600輛。 (二)充電基礎設施發展現狀 1.充(chong)(chong)(chong)電(dian)基(ji)礎(chu)設施建(jian)(jian)設優于(yu)(yu)全(quan)(quan)國平(ping)均(jun)(jun)水(shui)(shui)(shui)平(ping)截至(zhi)2020年(nian)底(di),全(quan)(quan)區(qu)累計(ji)建(jian)(jian)成(cheng)新(xin)能(neng)源(yuan)(yuan)汽車(che)(che)公共充(chong)(chong)(chong)電(dian)基(ji)礎(chu)設施3.05萬(wan)(wan)個(ge),新(xin)能(neng)源(yuan)(yuan)汽車(che)(che)保有量(liang)與公共充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang)數量(liang)比例為5.14:1,優于(yu)(yu)6.1:1的(de)全(quan)(quan)國平(ping)均(jun)(jun)水(shui)(shui)(shui)平(ping),計(ji)及各類自用(yong)充(chong)(chong)(chong)電(dian)插(cha)座(zuo)后,全(quan)(quan)區(qu)充(chong)(chong)(chong)電(dian)基(ji)礎(chu)設施約6.82萬(wan)(wan)個(ge),車(che)(che)樁(zhuang)(zhuang)比達到(dao)2.3:1,優于(yu)(yu)全(quan)(quan)國2.93:1的(de)平(ping)均(jun)(jun)水(shui)(shui)(shui)平(ping)。根據《廣(guang)(guang)西壯(zhuang)族自治區(qu)新(xin)能(neng)源(yuan)(yuan)汽車(che)(che)推(tui)廣(guang)(guang)應用(yong)攻(gong)堅行動方案》,從(cong)2019年(nian)10月1日至(zhi)2020年(nian)底(di),全(quan)(quan)區(qu)計(ji)劃(hua)新(xin)建(jian)(jian)充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang)11350個(ge),實際建(jian)(jian)成(cheng)22243個(ge),完成(cheng)率達到(dao)196%。公共充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang)建(jian)(jian)成(cheng)規模較大的(de)是南寧市(shi)(shi)、柳州市(shi)(shi)和桂(gui)林市(shi)(shi),分別建(jian)(jian)成(cheng)7156個(ge)、6252個(ge)和2325個(ge),其(qi)他(ta)市(shi)(shi)公共充(chong)(chong)(chong)電(dian)樁(zhuang)(zhuang)建(jian)(jian)設規模相對較小,除(chu)貴港市(shi)(shi)外,其(qi)他(ta)各市(shi)(shi)建(jian)(jian)成(cheng)數量(liang)均(jun)(jun)未達到(dao)1000個(ge)。表2 “十三五”期間,我區(qu)堅持貫徹落(luo)實《廣西電(dian)(dian)(dian)動汽車(che)充(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)礎設(she)施專(zhuan)項規劃(2016—2020年)》確定的(de)(de)各項建(jian)(jian)設(she)任務,按照“自(專(zhuan))用為(wei)(wei)主、公(gong)(gong)(gong)用為(wei)(wei)輔、快慢結合、分類落(luo)實”的(de)(de)原(yuan)則,加(jia)快城(cheng)(cheng)鄉公(gong)(gong)(gong)共充(chong)(chong)電(dian)(dian)(dian)服(fu)務網絡(luo)(luo)建(jian)(jian)設(she),充(chong)(chong)電(dian)(dian)(dian)服(fu)務覆蓋范圍不斷擴大,逐步(bu)形(xing)成以(yi)(yi)用戶居住地、單位(wei)內部停車(che)場(chang)、公(gong)(gong)(gong)交及出租等專(zhuan)用場(chang)站配(pei)建(jian)(jian)的(de)(de)專(zhuan)用充(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)礎設(she)施為(wei)(wei)主體(ti),以(yi)(yi)城(cheng)(cheng)市(shi)(shi)公(gong)(gong)(gong)共建(jian)(jian)筑停車(che)場(chang)、社會(hui)公(gong)(gong)(gong)共停車(che)場(chang)、路內臨(lin)時停車(che)位(wei)配(pei)建(jian)(jian)的(de)(de)公(gong)(gong)(gong)共充(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)礎設(she)施為(wei)(wei)輔助,以(yi)(yi)獨立占地的(de)(de)城(cheng)(cheng)市(shi)(shi)快充(chong)(chong)站、換電(dian)(dian)(dian)站和高速(su)公(gong)(gong)(gong)路服(fu)務區(qu)配(pei)建(jian)(jian)的(de)(de)城(cheng)(cheng)際(ji)快充(chong)(chong)站為(wei)(wei)補充(chong)(chong)的(de)(de)城(cheng)(cheng)鄉充(chong)(chong)電(dian)(dian)(dian)服(fu)務網絡(luo)(luo)。通過試點示范建(jian)(jian)設(she),南寧(ning)市(shi)(shi)、柳(liu)州市(shi)(shi)初步(bu)形(xing)成與(yu)(yu)城(cheng)(cheng)市(shi)(shi)充(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)礎設(she)施相銜接(jie)的(de)(de)城(cheng)(cheng)際(ji)快充(chong)(chong)網絡(luo)(luo)。建(jian)(jian)成自治區(qu)級電(dian)(dian)(dian)動汽車(che)智(zhi)能充(chong)(chong)電(dian)(dian)(dian)服(fu)務與(yu)(yu)監管(guan)平臺(tai)——“八桂充(chong)(chong)”。 (三)充電基礎設施政策支持體系不斷(duan)完(wan)善 2015年以來,為落實國(guo)家政(zheng)策,自治區人民政(zheng)府及相關部門(men)先后印發實施(shi)了《廣(guang)西電(dian)(dian)動汽(qi)(qi)車(che)(che)(che)充(chong)(chong)(chong)電(dian)(dian)基(ji)(ji)(ji)礎(chu)(chu)設(she)(she)施(shi)建設(she)(she)運(yun)營(ying)管理(li)暫行辦法(fa)》、《廣(guang)西壯族自治區加(jia)快(kuai)推進電(dian)(dian)動汽(qi)(qi)車(che)(che)(che)充(chong)(chong)(chong)電(dian)(dian)基(ji)(ji)(ji)礎(chu)(chu)設(she)(she)施(shi)建設(she)(she)三(san)年行動計劃(2019—2021年)》、《廣(guang)西新(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)充(chong)(chong)(chong)電(dian)(dian)基(ji)(ji)(ji)礎(chu)(chu)設(she)(she)施(shi)建設(she)(she)及配套運(yun)營(ying)服務財政(zheng)補(bu)(bu)貼辦法(fa)》等(deng)新(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)充(chong)(chong)(chong)電(dian)(dian)基(ji)(ji)(ji)礎(chu)(chu)設(she)(she)施(shi)建設(she)(she)配套政(zheng)策文件,覆(fu)蓋充(chong)(chong)(chong)電(dian)(dian)基(ji)(ji)(ji)礎(chu)(chu)設(she)(she)施(shi)建設(she)(she)原則和標(biao)準(zhun)、市場主體準(zhun)入要(yao)求、項(xiang)目核(he)準(zhun)備(bei)案、項(xiang)目運(yun)營(ying)管理(li)、充(chong)(chong)(chong)電(dian)(dian)服務電(dian)(dian)價支持、建設(she)(she)運(yun)營(ying)財政(zheng)補(bu)(bu)貼、運(yun)營(ying)服務商業模式、充(chong)(chong)(chong)電(dian)(dian)服務平臺支撐等(deng)各環(huan)節(jie),激發了市場活力,維護了市場秩序,營(ying)造了較好(hao)的營(ying)商環(huan)境,廣(guang)大新(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)用戶交通出(chu)行更加(jia)便捷,促進了我區新(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車(che)(che)(che)產業健康快(kuai)速發展(zhan)。 盡管我區(qu)“十三五”期間(jian)充電(dian)(dian)基礎(chu)設(she)(she)(she)施建(jian)設(she)(she)(she)取得了明顯成效,但(dan)仍存在充電(dian)(dian)基礎(chu)設(she)(she)(she)施結構性(xing)供給不足(zu)、建(jian)設(she)(she)(she)布局(ju)不均衡、建(jian)設(she)(she)(she)要素約束緊、充電(dian)(dian)設(she)(she)(she)施資源(yuan)整合(he)和信(xin)息(xi)互聯(lian)互通滯后(hou)、規(gui)劃銜(xian)接不順暢、充電(dian)(dian)服務商業模式有待完(wan)善等問(wen)題(ti)。 二、發展機遇 從國際來看,當前(qian)全球新(xin)(xin)一輪科(ke)技革(ge)命和(he)產業變革(ge)蓬勃發展(zhan),汽車電動化(hua)(hua)、網聯化(hua)(hua)、智(zhi)能化(hua)(hua)、共享化(hua)(hua)成(cheng)(cheng)為發展(zhan)潮流和(he)趨(qu)勢,帶(dai)動了(le)能源(yuan)、交(jiao)通(tong)、通(tong)信(xin)基礎設施改造升級,推(tui)動了(le)跨行業、跨領(ling)域(yu)融合(he)創新(xin)(xin),促進了(le)能源(yuan)消費結(jie)構(gou)優化(hua)(hua)、交(jiao)通(tong)體系(xi)和(he)城市運行智(zhi)能化(hua)(hua)水平提(ti)升。新(xin)(xin)能源(yuan)汽車已成(cheng)(cheng)為全球汽車產業轉型發展(zhan)的主要(yao)方向和(he)促進世界經(jing)濟持續增長的重(zhong)要(yao)引擎。 從國(guo)(guo)內來看,大力(li)發展新(xin)能(neng)(neng)源(yuan)汽(qi)車是(shi)我國(guo)(guo)汽(qi)車產業高(gao)(gao)質(zhi)量(liang)發展的(de)戰(zhan)略選擇,是(shi)我國(guo)(guo)從汽(qi)車大國(guo)(guo)邁向汽(qi)車強(qiang)國(guo)(guo)的(de)必由之路(lu)。在以信息(xi)化(hua)、智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)化(hua)、數字化(hua)為代表的(de)新(xin)型基礎設(she)(she)(she)施建設(she)(she)(she)推動(dong)(dong)下(xia),充電(dian)基礎設(she)(she)(she)施與物聯(lian)網(wang)(wang)、大數據、云計(ji)算、人工智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)等技術不斷交匯融合,未(wei)來充電(dian)基礎設(she)(she)(she)施將作為面向高(gao)(gao)質(zhi)量(liang)發展需要(yao),提供數字轉(zhuan)型、智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)升級、融合創新(xin)等服務的(de)重要(yao)新(xin)型基礎設(she)(she)(she)施,支撐車聯(lian)網(wang)(wang)、能(neng)(neng)源(yuan)網(wang)(wang)等多網(wang)(wang)交互融合,形成源(yuan)網(wang)(wang)荷儲各(ge)側智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)協同、靈活(huo)互動(dong)(dong)的(de)開(kai)放式(shi)智(zhi)(zhi)(zhi)(zhi)慧(hui)平臺(tai),為電(dian)動(dong)(dong)汽(qi)車用戶、政府、出行(xing)服務商、能(neng)(neng)源(yuan)服務商、制造企業等提供平臺(tai)綜合服務,推動(dong)(dong)能(neng)(neng)源(yuan)、交通、汽(qi)車等跨行(xing)業合作共(gong)享,促進(jin)清潔能(neng)(neng)源(yuan)消費、綠色出行(xing),助力(li)實現“碳達峰、碳中(zhong)和”目(mu)標。 從我區(qu)(qu)來看,新(xin)能(neng)(neng)源(yuan)(yuan)汽車(che)(che)是我區(qu)(qu)實(shi)施工業強(qiang)桂戰略,推動(dong)(dong)(dong)汽車(che)(che)工業轉型升級,實(shi)現高質量(liang)發展的(de)重要(yao)戰略。為推動(dong)(dong)(dong)實(shi)現“碳(tan)達峰、碳(tan)中(zhong)和”目(mu)標(biao),擺(bai)脫對化(hua)石能(neng)(neng)源(yuan)(yuan)消費的(de)依賴,我區(qu)(qu)制定了《廣西(xi)新(xin)能(neng)(neng)源(yuan)(yuan)汽車(che)(che)推廣應用三年行(xing)動(dong)(dong)(dong)計劃》,將“十(shi)四(si)(si)五”作為我區(qu)(qu)加快交通(tong)領域(yu)(yu)電(dian)(dian)(dian)氣(qi)化(hua)轉型的(de)關鍵時期,加大(da)力(li)度促(cu)進公(gong)共交通(tong)、物流運輸、專用車(che)(che)輛、網(wang)約車(che)(che)、公(gong)務用車(che)(che)、社會公(gong)眾等領域(yu)(yu)新(xin)能(neng)(neng)源(yuan)(yuan)汽車(che)(che)保有量(liang)增長,大(da)力(li)推動(dong)(dong)(dong)新(xin)能(neng)(neng)源(yuan)(yuan)汽車(che)(che)下(xia)鄉(xiang),助力(li)鄉(xiang)村振興戰略實(shi)現和美麗(li)鄉(xiang)村建設。要(yao)實(shi)現上述目(mu)標(biao),建設覆蓋全面、服務完善、智能(neng)(neng)互聯的(de)城鄉(xiang)充電(dian)(dian)(dian)基礎設施網(wang)絡尤為迫切,“十(shi)四(si)(si)五”期間我區(qu)(qu)充電(dian)(dian)(dian)基礎設施建設正處于(yu)大(da)有可為的(de)發展機遇期。 三、總(zong)體要(yao)求 (一)指導思想 以習近平新時代中國(guo)特色社會主義思想(xiang)為(wei)指導,全(quan)面(mian)貫(guan)徹黨的(de)十(shi)九大和十(shi)九屆二中、三中、四中、五中全(quan)會精神,落(luo)實黨中央、國(guo)務(wu)院和自(zi)治(zhi)區黨委、自(zi)治(zhi)區人民政府關于加(jia)快(kuai)新能源汽(qi)車發展、加(jia)快(kuai)推(tui)(tui)進新型(xing)(xing)基礎(chu)設施建(jian)設的(de)決策部(bu)署,堅(jian)持(chi)創新、協調、綠色、開放、共享的(de)新發展理(li)念(nian),推(tui)(tui)進充(chong)電基礎(chu)設施高質量發展,實現充(chong)電網絡更加(jia)完善,區域(yu)分布更加(jia)合理(li),充(chong)電服務(wu)更加(jia)便捷,為(wei)新能源汽(qi)車充(chong)電服務(wu)提供堅(jian)強保障,促進新能源汽(qi)車推(tui)(tui)廣應用(yong),推(tui)(tui)動全(quan)區人民生活生產方式綠色轉型(xing)(xing)。 (二(er))規劃原(yuan)則(ze) 統籌規劃、科(ke)學布局。加強充(chong)電基礎(chu)設(she)(she)施建設(she)(she)頂層設(she)(she)計,加大交通、市政、電力(li)等公共資源協同力(li)度(du),做(zuo)好充(chong)電基礎(chu)設(she)(she)施建設(she)(she)整體規劃,科(ke)學確(que)定建設(she)(she)規模和空間(jian)布局,形成較為完善的充(chong)電基礎(chu)設(she)(she)施體系。 系(xi)統(tong)推(tui)進(jin)、適(shi)(shi)度(du)超前。緊(jin)扣新能源汽(qi)車推(tui)廣應用需求,建立政府有關部門(men)與相(xiang)關企業各(ge)司其(qi)職、各(ge)盡所能、群策(ce)群力(li)、合作(zuo)共贏的(de)系(xi)統(tong)推(tui)進(jin)機制,適(shi)(shi)度(du)超前建設(she),站(zhan)在更高的(de)起點上推(tui)進(jin)我(wo)區充電基礎設(she)施建設(she)。 因地制宜、分(fen)類實(shi)施。緊密結(jie)合(he)不同(tong)領域(yu)、不同(tong)層(ceng)次充電需求,遵(zun)循(xun)“市(shi)場主導(dao)、快慢互濟(ji)”的(de)技術導(dao)向,充分(fen)整合(he)交(jiao)通、市(shi)政、電力等公共資源,打造充電基礎設施發展新(xin)模式。 市場(chang)主導、創(chuang)新機(ji)制。充分(fen)發(fa)揮市場(chang)主導作(zuo)(zuo)用,通過推廣政府和社會(hui)資本合(he)作(zuo)(zuo)模式、加大(da)財政扶持力度、建立合(he)理(li)價(jia)格機(ji)制等(deng)方式,引導社會(hui)資本參與充電(dian)基(ji)礎設施體系(xi)建設運營。鼓勵企業結(jie)合(he)“互聯網+”,創(chuang)新商業合(he)作(zuo)(zuo)與服務模式,創(chuang)造更多經濟社會(hui)效益,實現(xian)可持續(xu)發(fa)展。 智慧管(guan)理(li)、綜合利用。以(yi)物聯(lian)網(wang)、大數據、云計算和(he)人工智能(neng)(neng)為技術依(yi)托(tuo),完(wan)善車—樁(zhuang)、樁(zhuang)群接口通訊標準和(he)數據標準,實現(xian)“互聯(lian)網(wang)+充電基礎設(she)施(shi)”深度(du)融合。推進(jin)分布式能(neng)(neng)源和(he)微網(wang)充電基礎設(she)施(shi)綜合利用,促(cu)進(jin)清潔(jie)能(neng)(neng)源就地(di)消(xiao)納利用。 (三(san))配置原則 1.公共充電(dian)樁 自治區(qu)級機關(含中直駐邕單(dan)位)、國(guo)有企業停車(che)場按不低(di)于停車(che)位比例10%配建充電基(ji)礎(chu)設施,或預留(liu)建設安裝(zhuang)條件。 一類(lei)、二(er)類(lei)高(gao)速公路服務區小客車(che)停車(che)位按不(bu)低于(yu)20%的比例(li)建設充電(dian)基礎設施,宜(yi)優先(xian)配置快充。 大(da)型(xing)城(cheng)市(shi)綜合體、商場(chang)(chang)、超市(shi)、文(wen)體場(chang)(chang)館(guan)(guan)、醫(yi)院、賓館(guan)(guan)以及交通樞(shu)紐(包括高鐵站(zhan)、機(ji)場(chang)(chang)、公交和(he)出租站(zhan)場(chang)(chang)、道路(lu)客貨運站(zhan)場(chang)(chang)、港口碼頭)、駐車換乘(P+R)、城(cheng)市(shi)道路(lu)等公共停(ting)車場(chang)(chang)按不低于停(ting)車位20%的比例進行配置(zhi)充電基(ji)礎(chu)設施(shi)。 A級旅(lv)(lv)游(you)景區(qu)按不低(di)于停(ting)(ting)車位10%的(de)比例建(jian)設(she)充(chong)電(dian)基(ji)礎(chu)設(she)施;AAAA級及(ji)以上旅(lv)(lv)游(you)景區(qu)應設(she)立電(dian)動汽車專用充(chong)電(dian)區(qu)域,建(jian)設(she)充(chong)電(dian)基(ji)礎(chu)設(she)施的(de)停(ting)(ting)車位比例不低(di)于20%,結合景區(qu)實(shi)際場地(di)情(qing)況執(zhi)行。旅(lv)(lv)游(you)景區(qu)宜優(you)先配置快(kuai)充(chong)。 鼓勵園(yuan)區規劃(hua)配建(jian)充(chong)電基(ji)(ji)礎(chu)設施(shi)(shi),并作為申(shen)報國家級(ji)和自治(zhi)區級(ji)園(yuan)區的優先條件。新建(jian)園(yuan)區應按不(bu)低于車位15%的比例(li)同步(bu)規劃(hua)建(jian)設充(chong)電基(ji)(ji)礎(chu)設施(shi)(shi)。 2.自用(yong)充電樁 個(ge)人新(xin)購置新(xin)能源汽車(che)一(yi)般隨車(che)配備(bei)充電設施(shi)。新(xin)建小(xiao)區(qu)按停車(che)位(wei)滿足1:1預留充電基(ji)礎設施(shi)安裝位(wei)置和容量(liang)。積極推(tui)進現有居民區(qu)停車(che)位(wei)的(de)電氣化改(gai)造,對具備(bei)改(gai)造條件(jian)的(de)老舊小(xiao)區(qu),鼓勵按停車(che)位(wei)不低于(yu)10%的(de)比例配建充電基(ji)礎設施(shi)。 (四)發展目標 “十四五”期間(jian),全區(qu)規劃新建(jian)公共(gong)充(chong)(chong)電(dian)(dian)(dian)樁8萬個(包括快充(chong)(chong)樁2.7萬個,慢(man)充(chong)(chong)樁5.3萬個),新建(jian)自用充(chong)(chong)電(dian)(dian)(dian)設(she)施(shi)14.7萬個。到(dao)2025年底(di),全區(qu)累計建(jian)成(cheng)充(chong)(chong)電(dian)(dian)(dian)基礎(chu)設(she)施(shi)29.5萬個,其(qi)中(zhong)公共(gong)充(chong)(chong)電(dian)(dian)(dian)樁11.05萬個,自用充(chong)(chong)電(dian)(dian)(dian)設(she)施(shi)18.45萬個,可滿足約67.89萬輛新能(neng)源汽車(che)(che)充(chong)(chong)電(dian)(dian)(dian)需求(qiu),車(che)(che)樁比保持不低(di)于2.3:1。建(jian)成(cheng)與新能(neng)源汽車(che)(che)保有(you)(you)量(liang)相適應的車(che)(che)樁相隨、適度超(chao)前、智能(neng)高效(xiao)的城鄉(xiang)公共(gong)充(chong)(chong)電(dian)(dian)(dian)基礎(chu)設(she)施(shi)服(fu)務網絡(luo)體系,滿足全區(qu)電(dian)(dian)(dian)動汽車(che)(che)充(chong)(chong)電(dian)(dian)(dian)服(fu)務需求(qiu),在全區(qu)形成(cheng)統一開放、競爭有(you)(you)序(xu)的充(chong)(chong)電(dian)(dian)(dian)服(fu)務市場(chang)。 四、重點任務 (一)加快充電基(ji)礎設(she)施(shi)建設(she)布局 推進公(gong)(gong)共場(chang)所專用(yong)充(chong)電(dian)(dian)(dian)基礎(chu)設(she)(she)(she)(she)施(shi)(shi)全覆蓋。集中(zhong)力量在(zai)工業園區(qu)、大型(xing)商超、商務(wu)(wu)樓(lou)宇、文(wen)體場(chang)館(guan)、醫院(yuan)、賓館(guan)、展館(guan)、游客(ke)集散中(zhong)心等(deng)(deng)重點區(qu)域(yu)以(yi)及(ji)有條件的(de)高等(deng)(deng)院(yuan)校(xiao)、中(zhong)職(zhi)學校(xiao)、培訓機構等(deng)(deng)建(jian)設(she)(she)(she)(she)充(chong)電(dian)(dian)(dian)基礎(chu)設(she)(she)(she)(she)施(shi)(shi)。進一(yi)(yi)步加(jia)大公(gong)(gong)交、城/鄉際客(ke)運、機場(chang)專線(xian)(xian)、旅游專線(xian)(xian)等(deng)(deng)定(ding)(ding)點定(ding)(ding)線(xian)(xian)運行(xing)公(gong)(gong)共服(fu)(fu)務(wu)(wu)領域(yu)電(dian)(dian)(dian)動汽車(che)停(ting)車(che)場(chang)站(zhan)配(pei)(pei)建(jian)充(chong)電(dian)(dian)(dian)基礎(chu)設(she)(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)(she)力度,持續提高充(chong)電(dian)(dian)(dian)服(fu)(fu)務(wu)(wu)能力。在(zai)出租(zu)、分(fen)時租(zu)賃(lin)等(deng)(deng)非定(ding)(ding)點定(ding)(ding)線(xian)(xian)運營的(de)公(gong)(gong)共服(fu)(fu)務(wu)(wu)領域(yu),充(chong)分(fen)挖掘單位內(nei)部停(ting)車(che)場(chang)站(zhan)配(pei)(pei)建(jian)充(chong)電(dian)(dian)(dian)基礎(chu)設(she)(she)(she)(she)施(shi)(shi)的(de)潛力。在(zai)駕駛培訓、駕駛考試等(deng)(deng)行(xing)業場(chang)所配(pei)(pei)套建(jian)設(she)(she)(she)(she)充(chong)電(dian)(dian)(dian)基礎(chu)設(she)(she)(she)(she)施(shi)(shi)。加(jia)快城鎮人口集中(zhong)區(qu)充(chong)電(dian)(dian)(dian)設(she)(she)(she)(she)施(shi)(shi)布(bu)局,遵循從中(zhong)心向邊緣,從優先發(fa)展區(qu)域(yu)向一(yi)(yi)般區(qu)域(yu)有序拓展的(de)原則,逐步加(jia)密公(gong)(gong)用(yong)充(chong)電(dian)(dian)(dian)設(she)(she)(she)(she)施(shi)(shi)網絡。 物聯網技術,建(jian)(jian)(jian)設(she)(she)(she)(she)分(fen)時共(gong)(gong)享的充(chong)(chong)電(dian)(dian)(dian)(dian)基礎(chu)設(she)(she)(she)(she)施(shi)(shi)(shi)。 延(yan)伸鄉(xiang)鎮充(chong)電(dian)服(fu)務(wu)網絡。積(ji)極響應國家新能源(yuan)汽車(che)下鄉(xiang)戰略、城鄉(xiang)融(rong)合(he)發展戰略要求,加(jia)快(kuai)鄉(xiang)鎮、農村(cun)充(chong)電(dian)基礎(chu)設施(shi)(shi)建設,促進充(chong)電(dian)服(fu)務(wu)網絡持續向(xiang)廣大農村(cun)地區延(yan)伸,加(jia)快(kuai)實現城鄉(xiang)充(chong)電(dian)服(fu)務(wu)均(jun)等化。積(ji)極開(kai)展農村(cun)新能源(yuan)+儲(chu)能+充(chong)電(dian)設施(shi)(shi)試點,初步建成農村(cun)充(chong)電(dian)設施(shi)(shi)服(fu)務(wu)網絡。 大力發(fa)展(zhan)綜合(he)(he)供(gong)能(neng)(neng)(neng)(neng)(neng)服(fu)務(wu)。加(jia)強(qiang)充(chong)電(dian)基礎(chu)設施(shi)與《廣西壯族自治區(qu)綜合(he)(he)供(gong)能(neng)(neng)(neng)(neng)(neng)服(fu)務(wu)站發(fa)展(zhan)規劃((2021—2025年)》銜接,開展(zhan)油、電(dian)、氣、氫(qing)、智能(neng)(neng)(neng)(neng)(neng)交通等綜合(he)(he)供(gong)能(neng)(neng)(neng)(neng)(neng)服(fu)務(wu)試點示范。將充(chong)電(dian)基礎(chu)設施(shi)作為(wei)滿(man)足我區(qu)綜合(he)(he)供(gong)能(neng)(neng)(neng)(neng)(neng)服(fu)務(wu)站“供(gong)電(dian)”服(fu)務(wu)的主要(yao)載體(ti)和主要(yao)措施(shi),將充(chong)電(dian)基礎(chu)設施(shi)建設布(bu)局(ju)與全區(qu)綜合(he)(he)供(gong)能(neng)(neng)(neng)(neng)(neng)服(fu)務(wu)站建設布(bu)局(ju)統籌考慮,同步(bu)實施(shi)、同步(bu)建設、同步(bu)投入運營。“十四五(wu)”期(qi)間(jian)結合(he)(he)綜合(he)(he)供(gong)能(neng)(neng)(neng)(neng)(neng)服(fu)務(wu)站建設,初步(bu)形成布(bu)局(ju)合(he)(he)理、功能(neng)(neng)(neng)(neng)(neng)綜合(he)(he)、智慧便捷(jie)的新型交通綜合(he)(he)充(chong)電(dian)服(fu)務(wu)體(ti)系。到2025年底,全區(qu)建成不少于(yu)600個綜合(he)(he)供(gong)能(neng)(neng)(neng)(neng)(neng)服(fu)務(wu)站,滿(man)足多元化交通用能(neng)(neng)(neng)(neng)(neng)需求。 (二)配套新能源汽車產(chan)業積極推進換電站布局 推(tui)動(dong)平(ping)(ping)臺互(hu)聯(lian)(lian)(lian)(lian)互(hu)通(tong)(tong)。加快推(tui)進存量(liang)公用充電(dian)設(she)(she)(she)施(shi)數據(ju)接入“八(ba)桂(gui)充”平(ping)(ping)臺,鼓勵自用充電(dian)基礎(chu)設(she)(she)(she)施(shi)接入“八(ba)桂(gui)充”平(ping)(ping)臺,增量(liang)設(she)(she)(she)施(shi)需按照《廣(guang)西省(sheng)級(ji)電(dian)動(dong)汽車充電(dian)服務及監管平(ping)(ping)臺互(hu)聯(lian)(lian)(lian)(lian)互(hu)通(tong)(tong)技術指引》標(biao)準(zhun)建設(she)(she)(she)。推(tui)進區(qu)內各類充電(dian)服務平(ping)(ping)臺與“八(ba)桂(gui)充”平(ping)(ping)臺物理聯(lian)(lian)(lian)(lian)通(tong)(tong),實(shi)現(xian)互(hu)聯(lian)(lian)(lian)(lian)互(hu)通(tong)(tong)、信息(xi)共享、統一結算(suan)。為充電(dian)設(she)(she)(she)施(shi)運營商、新能(neng)源(yuan)汽車用戶提供優(you)質(zhi)、便捷服務,實(shi)現(xian)“安裝一個APP,走遍廣(guang)西可充電(dian)”的目標(biao)。適時推(tui)動(dong)“八(ba)桂(gui)充”與西部陸(lu)海新通(tong)(tong)道沿(yan)線省(sheng)份、粵港(gang)澳大(da)灣區(qu)智能(neng)充電(dian)服務平(ping)(ping)臺的互(hu)聯(lian)(lian)(lian)(lian)互(hu)通(tong)(tong)。 完善“八桂充”省級電(dian)動(dong)汽車(che)充電(dian)服(fu)(fu)(fu)務與監管。應用“互聯(lian)網+充電(dian)設施”的(de)大數據(ju)技術,提供(gong)充電(dian)服(fu)(fu)(fu)務、電(dian)樁(zhuang)聯(lian)網管理、政府監管等(deng)服(fu)(fu)(fu)務,加(jia)強對充電(dian)設施運營服(fu)(fu)(fu)務的(de)統一規范和管理。已建設的(de)市(shi)縣(xian)第三(san)方充電(dian)運營服(fu)(fu)(fu)務平臺(tai)應同(tong)步與省級電(dian)動(dong)汽車(che)充電(dian)服(fu)(fu)(fu)務平臺(tai)融合(he),實現數據(ju)共享,統一服(fu)(fu)(fu)務。 (四)加強充電(dian)基礎(chu)設施供電(dian)保障(zhang) 進一步(bu)提高(gao)供電(dian)(dian)(dian)(dian)能力。將充電(dian)(dian)(dian)(dian)基礎(chu)(chu)設(she)(she)施供配電(dian)(dian)(dian)(dian)網(wang)建(jian)設(she)(she)與改造(zao)項目納入配電(dian)(dian)(dian)(dian)網(wang)規劃(hua),保(bao)障建(jian)設(she)(she)用地和廊道通行,并將已建(jian)成小區增容計(ji)劃(hua)納入電(dian)(dian)(dian)(dian)網(wang)年度改造(zao)計(ji)劃(hua)。電(dian)(dian)(dian)(dian)網(wang)企業負(fu)責充電(dian)(dian)(dian)(dian)基礎(chu)(chu)設(she)(she)施配電(dian)(dian)(dian)(dian)網(wang)建(jian)設(she)(she)與改造(zao),保(bao)障充電(dian)(dian)(dian)(dian)基礎(chu)(chu)設(she)(she)施無障礙接入,滿足(zu)充換電(dian)(dian)(dian)(dian)設(she)(she)施運營(ying)需(xu)求。鼓勵公用電(dian)(dian)(dian)(dian)網(wang)對物業管(guan)理停車位直接供電(dian)(dian)(dian)(dian)模式(shi)。 持續(xu)提(ti)升充(chong)電(dian)基礎設(she)施供(gong)電(dian)服(fu)(fu)務。電(dian)網(wang)企業負責(ze)建設(she)、運行維(wei)護(hu)充(chong)電(dian)基礎設(she)施產權分界點至電(dian)網(wang)的接網(wang)工程,不(bu)得(de)收(shou)取接網(wang)費(fei)用,相應資產全額(e)納入有效資產,成(cheng)本據(ju)實(shi)計入準許成(cheng)本,按照電(dian)網(wang)輸配(pei)電(dian)價回收(shou)。要為(wei)充(chong)電(dian)基礎設(she)施接入電(dian)網(wang)提(ti)供(gong)便(bian)利條件,開辟綠色通道,規范服(fu)(fu)務流程,簡化(hua)手續(xu),提(ti)高效率(lv),限時辦結(jie)。 提高設(she)(she)施(shi)(shi)利用(yong)效(xiao)率。充電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)(she)施(shi)(shi)安裝(zhuang)智能(neng)電(dian)(dian)(dian)(dian)表(biao),將(jiang)電(dian)(dian)(dian)(dian)網(wang)(wang)—用(yong)戶雙側通信接口(kou)接入充電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)(she)施(shi)(shi)信息管理平臺,分析電(dian)(dian)(dian)(dian)力供需形勢,調(diao)整(zheng)實時電(dian)(dian)(dian)(dian)費。在滿足電(dian)(dian)(dian)(dian)動汽車(che)充電(dian)(dian)(dian)(dian)條件下,通過合理安排充放(fang)電(dian)(dian)(dian)(dian)時間,挖掘(jue)電(dian)(dian)(dian)(dian)動汽車(che)儲(chu)能(neng)能(neng)力,參與電(dian)(dian)(dian)(dian)網(wang)(wang)調(diao)峰,提高電(dian)(dian)(dian)(dian)網(wang)(wang)運行(xing)效(xiao)率及(ji)充電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)(she)施(shi)(shi)利用(yong)率。 (五)健(jian)全充電基礎設施建設標準 嚴格(ge)執(zhi)行(xing)國家出臺(tai)的(de)有(you)關充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設(she)(she)(she)施技(ji)術標(biao)準(zhun)(zhun)規(gui)范,推行(xing)充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設(she)(she)(she)施產品準(zhun)(zhun)入機(ji)(ji)制(zhi),盡快制(zhi)定修(xiu)訂充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設(she)(she)(she)施設(she)(she)(she)計(ji)(ji)(ji)規(gui)范和建(jian)設(she)(she)(she)標(biao)準(zhun)(zhun),實現(xian)各側(ce)/端(duan)通訊接(jie)口、支付接(jie)口、機(ji)(ji)構接(jie)入、設(she)(she)(she)備接(jie)入、數(shu)據(ju)采集、消防安(an)全(quan)以及信息(xi)安(an)全(quan)等(deng)標(biao)準(zhun)(zhun)(協議)的(de)統一。盡快制(zhi)定充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設(she)(she)(she)施運(yun)(yun)營、管理(li)和驗收標(biao)準(zhun)(zhun),規(gui)范充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設(she)(she)(she)施的(de)計(ji)(ji)(ji)量(liang)計(ji)(ji)(ji)費、標(biao)識(shi)體系、使(shi)用方法(fa)和驗收程(cheng)序(xu)等(deng),實現(xian)充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設(she)(she)(she)施高效使(shi)用。推進充(chong)(chong)電(dian)設(she)(she)(she)施互操作(zuo)性檢測和認(ren)證工作(zuo),提高通用性和開放性。規(gui)范充(chong)(chong)電(dian)設(she)(she)(she)施計(ji)(ji)(ji)量(liang)、計(ji)(ji)(ji)費、結算(suan)等(deng)運(yun)(yun)營服務(wu)管理(li)。各級(ji)人民政府法(fa)定計(ji)(ji)(ji)量(liang)檢定機(ji)(ji)構應同(tong)步建(jian)立充(chong)(chong)電(dian)設(she)(she)(she)施的(de)社會公用計(ji)(ji)(ji)量(liang)標(biao)準(zhun)(zhun),保障轄區(qu)內的(de)充(chong)(chong)電(dian)設(she)(she)(she)施計(ji)(ji)(ji)量(liang)、計(ji)(ji)(ji)費準(zhun)(zhun)確可靠。通過開展自愿性產品檢測認(ren)證、行(xing)業白名單制(zhi)定等(deng)評價方式,強化(hua)企(qi)業社會責任和行(xing)業自律,引導充(chong)(chong)電(dian)設(she)(she)(she)施運(yun)(yun)營服務(wu)水(shui)平提升(sheng)。 (六(liu))探索發展新型商業模式 積極(ji)開展(zhan)新能(neng)源汽車(che)與(yu)(yu)電網(V2G)能(neng)量互動(dong)。鼓(gu)勵具(ju)備條(tiao)件的(de)地市開展(zhan)V2G示范(fan)應(ying)用,發揮(hui)電動(dong)汽車(che)靈(ling)活充(chong)放電特性(xing),鼓(gu)勵和(he)(he)引導電動(dong)汽車(che)及(ji)充(chong)電基礎(chu)設施通過(guo)市場化交易(yi)、負荷聚合、虛擬電力等(deng)方式參與(yu)(yu)電力系統調峰(feng)、調頻等(deng)輔助服務和(he)(he)需求側響應(ying),綜合運(yun)用政(zheng)策(ce)及(ji)經濟性(xing)手(shou)段,實現新能(neng)源汽車(che)與(yu)(yu)電網能(neng)量高(gao)效互動(dong),降低新能(neng)源汽車(che)用電成(cheng)(cheng)本,提高(gao)電網靈(ling)活調節和(he)(he)安全應(ying)急等(deng)響應(ying)能(neng)力。鼓(gu)勵具(ju)備一(yi)定(ding)規(gui)模的(de)充(chong)電設施運(yun)營商,將分(fen)散的(de)集(ji)中(zhong)式充(chong)電站統一(yi)為(wei)售電主體,參與(yu)(yu)電力市場交易(yi),通過(guo)集(ji)中(zhong)交易(yi),形成(cheng)(cheng)規(gui)模效益,向用戶(hu)提供更有競(jing)爭力的(de)充(chong)電電費(fei)。 促(cu)(cu)進(jin)充電(dian)(dian)服(fu)務(wu)(wu)網(wang)(wang)絡與智(zhi)慧(hui)城(cheng)市(shi)融(rong)合發展(zhan)。推動新(xin)能源(yuan)汽車與氣象、可(ke)(ke)再(zai)生能源(yuan)電(dian)(dian)力預(yu)(yu)測預(yu)(yu)報(bao)系統的信(xin)息共享與融(rong)合,統籌新(xin)能源(yuan)汽車能源(yuan)利用與風電(dian)(dian)光(guang)伏協同調度,提升可(ke)(ke)再(zai)生能源(yuan)應用比例。鼓(gu)勵“光(guang)儲充放(fang)(fang)”(分布式光(guang)伏—儲能系統充放(fang)(fang)電(dian)(dian))多功能綜合一體站建設。將充電(dian)(dian)基礎設施作為未來城(cheng)市(shi)能源(yuan)互聯(lian)網(wang)(wang)、車聯(lian)網(wang)(wang)等重要入口,促(cu)(cu)進(jin)充電(dian)(dian)基礎設施與智(zhi)慧(hui)交通、智(zhi)慧(hui)城(cheng)市(shi)深度融(rong)合,探索(suo)擴展(zhan)增值服(fu)務(wu)(wu)。 積(ji)極推動設(she)施(shi)共享(xiang)。支(zhi)(zhi)持(chi)(chi)(chi)各相關(guan)方聯合(he)開展充(chong)電(dian)設(she)施(shi)建設(she)運營(ying),支(zhi)(zhi)持(chi)(chi)(chi)居民區多車一樁、相鄰車位共享(xiang)等合(he)作模式。鼓(gu)(gu)勵(li)充(chong)電(dian)場(chang)站(zhan)與商業(ye)(ye)地產相結合(he),建設(she)智能立體充(chong)電(dian)站(zhan),提升公(gong)共場(chang)所充(chong)電(dian)服務能力。推動具(ju)備(bei)(bei)條(tiao)件的黨政(zheng)機關(guan)、公(gong)共機構(gou)及企事業(ye)(ye)單位利(li)用內部充(chong)電(dian)設(she)施(shi),向社(she)會公(gong)眾(zhong)錯峰開放。鼓(gu)(gu)勵(li)充(chong)電(dian)場(chang)站(zhan)與加油(you)(you)站(zhan)、加氫站(zhan)、加氣(qi)站(zhan)、變(bian)電(dian)站(zhan)統(tong)一規劃一體化建設(she),支(zhi)(zhi)持(chi)(chi)(chi)在具(ju)備(bei)(bei)條(tiao)件的加油(you)(you)加氣(qi)站(zhan)配建公(gong)共快充(chong)設(she)施(shi),開展油(you)(you)氣(qi)氫電(dian)綜合(he)供給(gei)服務。 鼓勵開展(zhan)多元化商(shang)業模(mo)式(shi)(shi)創(chuang)新。探索電動汽(qi)車(che)充(chong)換電站與商(shang)業地產(chan)相(xiang)結合(he)(he)的發展(zhan)方式(shi)(shi),引(yin)導商(shang)場(chang)、超市、電影院等(deng)商(shang)業場(chang)所為(wei)用(yong)戶(hu)提(ti)(ti)供(gong)輔助(zhu)充(chong)電服(fu)(fu)務(wu)(wu)。鼓勵充(chong)電設(she)施運(yun)營服(fu)(fu)務(wu)(wu)、整車(che)制造、出行服(fu)(fu)務(wu)(wu)等(deng)企(qi)業開展(zhan)合(he)(he)作,促進(jin)充(chong)電服(fu)(fu)務(wu)(wu)專(zhuan)業化發展(zhan),通過眾籌、線(xian)上線(xian)下相(xiang)結合(he)(he)等(deng)方式(shi)(shi),利用(yong)車(che)位經營、車(che)輛(liang)租賃、廣告服(fu)(fu)務(wu)(wu)、大數據(ju)應用(yong)、電子商(shang)務(wu)(wu)、智能充(chong)換電、電力交易等(deng)措施增加運(yun)營收入,提(ti)(ti)升充(chong)電服(fu)(fu)務(wu)(wu)企(qi)業可持續發展(zhan)能力。 (七)優(you)化完善運營服務體系 五、規劃(hua)實施(shi) (一)組織(zhi)實(shi)施 1.加(jia)強(qiang)組織領導。建立(li)(li)自治區各領域相(xiang)關(guan)主管部門緊密配合的(de)協同推進(jin)機制,統(tong)籌協調全區新能(neng)源汽車充(chong)電設(she)(she)(she)施(shi)建設(she)(she)(she)中的(de)重大(da)事項,將充(chong)電基礎(chu)(chu)設(she)(she)(she)施(shi)建設(she)(she)(she)管理作(zuo)為政府專項工作(zuo)納入議事日程(cheng),為充(chong)電基礎(chu)(chu)設(she)(she)(she)施(shi)建設(she)(she)(she)運(yun)營(ying)管理創(chuang)造(zao)有利條件。各市(shi)要成(cheng)立(li)(li)相(xiang)應機構,切實加(jia)強(qiang)領導,強(qiang)化新能(neng)源汽車推廣應用與充(chong)電基礎(chu)(chu)設(she)(she)(she)施(shi)建設(she)(she)(she)的(de)統(tong)籌銜(xian)接(jie),全力推進(jin)電動汽車充(chong)電設(she)(she)(she)施(shi)建設(she)(she)(she)發展(zhan)。 2.加強(qiang)統籌(chou)銜(xian)接。加強(qiang)與(yu)國土空(kong)(kong)間、綜合交通(tong)運輸發展、停車設(she)施(shi)等專項規(gui)劃(hua)(hua)的銜(xian)接,及時將充電基礎(chu)設(she)施(shi)作(zuo)為城(cheng)市重要(yao)基礎(chu)設(she)施(shi)納(na)入相關規(gui)劃(hua)(hua)。涉及國土空(kong)(kong)間利用且需獨立占地的充電基礎(chu)設(she)施(shi),各市應將本規(gui)劃(hua)(hua)相關要(yao)求在本市國土空(kong)(kong)間總體(ti)規(gui)劃(hua)(hua)和停車設(she)施(shi)專項規(gui)劃(hua)(hua)進行銜(xian)接后,在詳細規(gui)劃(hua)(hua)中予以落實。 3.強化主體(ti)(ti)責(ze)任。各市(shi)、縣(市(shi)、區)人(ren)民政府是推進(jin)充(chong)電(dian)基(ji)礎(chu)設施建設的(de)責(ze)任主體(ti)(ti),要(yao)制定充(chong)電(dian)設施建設專(zhuan)項規劃(hua)(hua),與國土(tu)(tu)空間規劃(hua)(hua)(現行土(tu)(tu)地利用總體(ti)(ti)規劃(hua)(hua)、城鄉規劃(hua)(hua))等規劃(hua)(hua)統籌協調,出臺(tai)適合本地實際的(de)充(chong)電(dian)基(ji)礎(chu)設施建設運營(ying)管理辦法(fa),組織抓好(hao)實施。自(zi)治區各有(you)關部門要(yao)做好(hao)指導(dao)及配合工作。 4.營造良好(hao)輿(yu)論(lun)(lun)環境。自治區(qu)(qu)各(ge)主流新(xin)聞媒(mei)體要(yao)通(tong)過多(duo)(duo)種形(xing)式大(da)力宣(xuan)傳新(xin)能(neng)源汽(qi)車推廣(guang)應(ying)用及充(chong)(chong)電基(ji)(ji)礎(chu)設(she)施(shi)(shi)相關政策、規劃(hua)布局和建設(she)推進(jin)情況,開辟專欄進(jin)行(xing)(xing)專題報道。各(ge)地各(ge)部門要(yao)充(chong)(chong)分利用高桿廣(guang)告牌、戶外(wai)大(da)型(xing)電子宣(xuan)傳牌等載體,在主要(yao)交通(tong)沿線、城鎮人口集聚區(qu)(qu)、重要(yao)活(huo)動(dong)(dong)場(chang)(chang)館(guan)、重點旅游景(jing)區(qu)(qu)、大(da)型(xing)公(gong)共(gong)活(huo)動(dong)(dong)場(chang)(chang)所等區(qu)(qu)域進(jin)行(xing)(xing)公(gong)益宣(xuan)傳。大(da)型(xing)文化、體育、會展(zhan)、商(shang)貿等活(huo)動(dong)(dong)應(ying)盡量使用電動(dong)(dong)汽(qi)車作為(wei)公(gong)共(gong)交通(tong)工具。加強(qiang)綠(lv)色出(chu)行(xing)(xing)主題宣(xuan)傳,讓社會各(ge)界全面了解充(chong)(chong)電基(ji)(ji)礎(chu)設(she)施(shi)(shi),吸引更(geng)多(duo)(duo)社會資(zi)本(ben)參與(yu)充(chong)(chong)電基(ji)(ji)礎(chu)設(she)施(shi)(shi)的(de)建設(she)運營,引導消費者(zhe)購買使用新(xin)能(neng)源汽(qi)車。加強(qiang)輿(yu)論(lun)(lun)監督,曝光阻礙充(chong)(chong)電基(ji)(ji)礎(chu)設(she)施(shi)(shi)建設(she)、損(sun)害消費者(zhe)權益等行(xing)(xing)為(wei),形(xing)成(cheng)有利于充(chong)(chong)電基(ji)(ji)礎(chu)設(she)施(shi)(shi)發展(zhan)的(de)輿(yu)論(lun)(lun)氛圍。 (二)保障措施 1.簡(jian)化建(jian)(jian)(jian)(jian)設(she)(she)(she)審批(pi)程序。進一步(bu)(bu)簡(jian)化充電(dian)基礎(chu)設(she)(she)(she)施(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)(she)審批(pi)流程,加(jia)快辦理速度。個人在自有(you)(you)停車庫(位(wei)(wei)),各(ge)居(ju)住區、單(dan)位(wei)(wei)在既有(you)(you)停車場(位(wei)(wei))建(jian)(jian)(jian)(jian)設(she)(she)(she)安裝(zhuang)充電(dian)設(she)(she)(she)施(shi)(shi)(含配套)的,無需辦理建(jian)(jian)(jian)(jian)設(she)(she)(she)用地規(gui)(gui)(gui)劃(hua)許可證(zheng)、建(jian)(jian)(jian)(jian)設(she)(she)(she)工(gong)程規(gui)(gui)(gui)劃(hua)許可證(zheng)和(he)施(shi)(shi)工(gong)許可證(zheng)。在公共停車場同步(bu)(bu)建(jian)(jian)(jian)(jian)設(she)(she)(she)充電(dian)設(she)(she)(she)施(shi)(shi),無需單(dan)獨(du)辦理建(jian)(jian)(jian)(jian)設(she)(she)(she)工(gong)程規(gui)(gui)(gui)劃(hua)許可和(he)施(shi)(shi)工(gong)許可手續。新(xin)建(jian)(jian)(jian)(jian)單(dan)獨(du)占(zhan)地的集中式充換(huan)電(dian)站,符合國土(tu)空間規(gui)(gui)(gui)劃(hua)的,有(you)(you)關部門應按程序及時辦理建(jian)(jian)(jian)(jian)設(she)(she)(she)用地規(gui)(gui)(gui)劃(hua)許可、建(jian)(jian)(jian)(jian)設(she)(she)(she)工(gong)程規(gui)(gui)(gui)劃(hua)許可和(he)施(shi)(shi)工(gong)許可手續。 2.加強價(jia)格引導。落實(shi)國(guo)家充(chong)換電(dian)(dian)(dian)(dian)基(ji)礎設(she)(she)施(shi)用(yong)電(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)價(jia)政策(ce)(ce)。直(zhi)接向電(dian)(dian)(dian)(dian)網企業報(bao)裝(zhuang)接電(dian)(dian)(dian)(dian)的(de)(de)經(jing)營性集(ji)中式電(dian)(dian)(dian)(dian)動汽(qi)車充(chong)換電(dian)(dian)(dian)(dian)設(she)(she)施(shi)用(yong)電(dian)(dian)(dian)(dian),具備單(dan)獨計量條件(jian)的(de)(de),統(tong)一(yi)執(zhi)行工商(shang)業及其(qi)他(ta)用(yong)電(dian)(dian)(dian)(dian)(兩(liang)部制(zhi))目(mu)錄(lu)銷售(shou)電(dian)(dian)(dian)(dian)價(jia),2025年(nian)底前免收基(ji)本(ben)電(dian)(dian)(dian)(dian)費(fei),經(jing)營性集(ji)中式充(chong)換電(dian)(dian)(dian)(dian)設(she)(she)施(shi)的(de)(de)認定(ding)可參照廣州等先進(jin)城市(shi)(shi)標準執(zhi)行,其(qi)他(ta)充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施(shi)按其(qi)所在場(chang)所執(zhi)行分(fen)(fen)類目(mu)錄(lu)銷售(shou)電(dian)(dian)(dian)(dian)價(jia)。廣西壯族自(zi)治區峰谷(gu)分(fen)(fen)時電(dian)(dian)(dian)(dian)價(jia)方案實(shi)施(shi)范圍(wei)內的(de)(de)電(dian)(dian)(dian)(dian)動汽(qi)車充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施(shi)用(yong)電(dian)(dian)(dian)(dian)用(yong)戶執(zhi)行峰谷(gu)分(fen)(fen)時電(dian)(dian)(dian)(dian)價(jia)政策(ce)(ce)。進(jin)一(yi)步完善充(chong)電(dian)(dian)(dian)(dian)服務(wu)價(jia)格形成機制(zhi),結合市(shi)(shi)場(chang)發展情況,逐步放開,通過市(shi)(shi)場(chang)競爭形成充(chong)電(dian)(dian)(dian)(dian)服務(wu)費(fei)收費(fei)標準。 3.加大財(cai)政支(zhi)(zhi)(zhi)(zhi)持力度(du)。國家機關、事業單位在自有停車場(chang)建(jian)(jian)設(she)的充電設(she)施(shi)(shi)(shi),應優(you)先引(yin)入社(she)會資(zi)本(ben)建(jian)(jian)設(she)運營。積(ji)極(ji)爭取政府(fu)(fu)(fu)和社(she)會資(zi)本(ben)合作(PPP)項目前(qian)期工作經費、補(bu)短板領域政府(fu)(fu)(fu)支(zhi)(zhi)(zhi)(zhi)持引(yin)導民間投(tou)資(zi)專(zhuan)項等中央預(yu)算內資(zi)金對地(di)方(fang)政府(fu)(fu)(fu)充電設(she)施(shi)(shi)(shi)建(jian)(jian)設(she)項目予以傾斜支(zhi)(zhi)(zhi)(zhi)持,鼓(gu)勵(li)(li)地(di)方(fang)政府(fu)(fu)(fu)主管(guan)部門按(an)照政策和財(cai)力水平,通過財(cai)政補(bu)助、無償(chang)劃撥充電設(she)施(shi)(shi)(shi)建(jian)(jian)設(she)場(chang)所等方(fang)式,給予適(shi)當投(tou)融資(zi)支(zhi)(zhi)(zhi)(zhi)持。適(shi)時研究增(zeng)設(she)政府(fu)(fu)(fu)獎勵(li)(li),對在自治區布局和建(jian)(jian)設(she)到一(yi)定規(gui)模(mo)以上(shang)的企業給予獎勵(li)(li)。 4.加強金融(rong)服務支(zhi)撐。鼓(gu)勵(li)金融(rong)機構創新金融(rong)產品(pin),支(zhi)持(chi)充(chong)電設施(shi)建(jian)設運營。支(zhi)持(chi)符合條件(jian)的(de)(de)充(chong)電設施(shi)企(qi)業(ye)通過在境(jing)內外資(zi)(zi)本(ben)市場(chang)上市(掛牌)、發行企(qi)業(ye)債券(quan)(quan)、公司(si)債券(quan)(quan)、非金融(rong)企(qi)業(ye)債務融(rong)資(zi)(zi)工(gong)具(ju)等(deng)方式(shi)擴大直接融(rong)資(zi)(zi)。推(tui)廣(guang)政府和社(she)會資(zi)(zi)本(ben)合作(PPP)等(deng)模式(shi),鼓(gu)勵(li)社(she)會資(zi)(zi)本(ben)參與充(chong)電基礎設施(shi)建(jian)設運營。鼓(gu)勵(li)各級政府、園區、景區等(deng)主管部門給予一定額度(du)的(de)(de)貸款貼息(xi)及其他形(xing)式(shi)的(de)(de)融(rong)資(zi)(zi)支(zhi)持(chi)。完善(shan)充(chong)電設施(shi)保(bao)險制度(du),降(jiang)低企(qi)業(ye)運營和用戶使用風險。 5.貫徹落實稅(shui)收(shou)優惠(hui)。對于純電(dian)動汽車(che)(che)(che)(che)、插電(dian)式混合動力(含(han)增程式)汽車(che)(che)(che)(che)、燃料電(dian)池汽車(che)(che)(che)(che),屬于《免征(zheng)車(che)(che)(che)(che)輛購(gou)(gou)置稅(shui)的新(xin)能源汽車(che)(che)(che)(che)車(che)(che)(che)(che)型目錄(lu)》的新(xin)能源汽車(che)(che)(che)(che)類的免征(zheng)車(che)(che)(che)(che)輛購(gou)(gou)置稅(shui)。優化分類交通管理(li)及金融(rong)、保險(xian)等支持措施。破除地(di)方保護,建(jian)立統一開放公(gong)平市場體(ti)系,鼓勵各市加大公(gong)共(gong)服務(wu)、共(gong)享出(chu)行(xing)等領域車(che)(che)(che)(che)輛運(yun)營支持力度,給予新(xin)能源汽車(che)(che)(che)(che)通行(xing)、使用等優惠(hui)政策。 6.嚴(yan)格充電(dian)(dian)設(she)(she)施(shi)安全(quan)(quan)監督(du)(du)。建(jian)立充電(dian)(dian)設(she)(she)施(shi)安全(quan)(quan)監管(guan)(guan)制(zhi)度,明確各(ge)市(shi)人民(min)政府的(de)屬(shu)地安全(quan)(quan)監管(guan)(guan)職責和各(ge)行(xing)業主管(guan)(guan)部門的(de)協同監管(guan)(guan)職責。加強監督(du)(du)檢查,指導、督(du)(du)促(cu)(cu)充電(dian)(dian)設(she)(she)施(shi)建(jian)設(she)(she)運(yun)營企業落(luo)實安全(quan)(quan)生產主體責任,督(du)(du)促(cu)(cu)充電(dian)(dian)設(she)(she)施(shi)運(yun)營使用單位或(huo)個(ge)人加強對充電(dian)(dian)設(she)(she)施(shi)及(ji)其設(she)(she)置場所的(de)日常安全(quan)(quan)檢查及(ji)管(guan)(guan)理(li),及(ji)時消除安全(quan)(quan)隱患。
