近日,泉(quan)州市工業和信(xin)息化局發布關(guan)于公開(kai)征求《泉(quan)州市工業領域(yu)碳達峰行(xing)動方案(征求意(yi)(yi)見(jian)稿)》意(yi)(yi)見(jian)的公告(gao)。 (二)工作(zuo)原(yuan)則 統籌謀劃,系統推(tui)進。堅(jian)持(chi)推(tui)進工業(ye)(ye)(ye)(ye)高(gao)質(zhi)量增(zeng)長(chang),在穩固優勢產(chan)業(ye)(ye)(ye)(ye)發展、確(que)保(bao)產(chan)業(ye)(ye)(ye)(ye)鏈供應鏈安全、滿足合(he)理消費需求的(de)基(ji)礎上,將(jiang)碳達(da)峰碳中和(he)目標愿景貫穿工業(ye)(ye)(ye)(ye)生產(chan)的(de)各(ge)方面和(he)全過程,堅(jian)持(chi)先立后破,積極穩妥推(tui)進工業(ye)(ye)(ye)(ye)領域(yu)碳達(da)峰各(ge)項重點任務,統籌推(tui)動(dong)各(ge)行(xing)業(ye)(ye)(ye)(ye)綠色低(di)碳轉型(xing)。 重點(dian)突出,分業(ye)施策。聚焦石(shi)化化工、建(jian)材、紡(fang)織印(yin)染、鋼鐵(tie)等重點(dian)用(yong)能行(xing)業(ye),分類(lei)施策推進重點(dian)行(xing)業(ye)碳達峰(feng)行(xing)動(dong),大幅提升能源(yuan)利用(yong)效率,降低碳排放(fang)強度。 效(xiao)(xiao)率優(you)先,協同(tong)降碳(tan)。堅持把節約(yue)能源(yuan)資源(yuan)放在首位,提升工業(ye)生產(chan)效(xiao)(xiao)率和能源(yuan)利(li)用(yong)(yong)效(xiao)(xiao)率,優(you)化(hua)用(yong)(yong)能和原料結(jie)構,推(tui)動(dong)產(chan)業(ye)循環耦(ou)合,促進產(chan)業(ye)鏈(lian)上(shang)下游協同(tong)降碳(tan)。 科技引領,數(shu)(shu)字(zi)賦(fu)能(neng)。強化科技創(chuang)新(xin),加強節能(neng)降碳新(xin)技術、新(xin)產(chan)品(pin)、新(xin)工(gong)藝創(chuang)新(xin)突破和(he)推廣應用;強化產(chan)業數(shu)(shu)字(zi)化技術在工(gong)業領域的(de)創(chuang)新(xin)應用,以數(shu)(shu)字(zi)化智(zhi)能(neng)化賦(fu)能(neng)綠色(se)化。 (三)總體目標 “十四(si)五(wu)(wu)”期間,產業(ye)結構(gou)(gou)和用能(neng)結構(gou)(gou)持(chi)續優化,重點(dian)行業(ye)能(neng)源(yuan)(yuan)資源(yuan)(yuan)利用效率顯著(zhu)提升。到2025年,累計創建綠(lv)色(se)工(gong)廠和綠(lv)色(se)供應鏈(lian)企業(ye)160家以(yi)上,“十四(si)五(wu)(wu)”規(gui)模以(yi)上工(gong)業(ye)單位(wei)增加值能(neng)耗下降(jiang)15%以(yi)上,碳排放強度(du)顯著(zhu)下降(jiang)。 “十五(wu)五(wu)”期間,產業(ye)(ye)結構和(he)用(yong)能結構進一步優化,單位工(gong)業(ye)(ye)增加值能耗和(he)碳排放(fang)(fang)強度持續(xu)下降,努(nu)力(li)達(da)峰削峰,在(zai)(zai)實現工(gong)業(ye)(ye)領域碳達(da)峰的基(ji)礎上強化碳中和(he)能力(li),基(ji)本(ben)建立以高效、綠色、循環、低碳為(wei)重(zhong)要特征的現代工(gong)業(ye)(ye)體系,確(que)保工(gong)業(ye)(ye)領域碳排放(fang)(fang)在(zai)(zai)2030年前達(da)峰。 二、重點任務 (一)推進產業結構綠(lv)色低碳轉型
