2024年7月18日,西安(an)市(shi)人民政府發布關于印(yin)發國家碳達峰試點(西咸新區(qu))實施方案的通知。 該通知明確指出: (二)基本原則 堅持(chi)系統謀(mou)劃。準(zhun)確把握新區(qu)發展現狀和(he)目標,先立后破、全面統籌(chou),積極穩(wen)妥推動碳達峰與經濟增長、技術進(jin)步、產業轉型、生態環境保護、民生改善協(xie)調(diao)發展。 堅持創(chuang)新引領。牢(lao)牢(lao)把握氣候投融(rong)資、氣候適應(ying)型城市和碳達峰試點(dian)建設機遇(yu),加快建立(li)健全新區碳達峰科技、政策(ce)、體制(zhi)機制(zhi)、管理等創(chuang)新,為“雙碳”工作保(bao)駕護航。 堅(jian)持多元(yuan)共治。正確把握實現碳達峰(feng)的(de)復雜性(xing)、系統性(xing),更(geng)好促進政府(fu)、市(shi)(shi)場、公(gong)眾多元(yuan)互(hu)動,加(jia)快構(gou)建政府(fu)引導、企(qi)業主(zhu)責、市(shi)(shi)場驅動、社會(hui)參與(yu)的(de)協同推(tui)進格局。 堅持項目(mu)支(zhi)撐。準(zhun)確把握碳達峰(feng)試點建設任務要求(qiu),全力推動(dong)重(zhong)大(da)工程(cheng)項目(mu)建設,在(zai)建設中探索綠色低碳轉型的(de)有效(xiao)模式和有益(yi)經驗,積(ji)極發揮項目(mu)引領(ling)作用。 (三)主要目標 到2025年(nian)(nian),新區(qu)產(chan)業(ye)(ye)結構和能(neng)源結構調(diao)整優(you)化(hua)取得明(ming)(ming)顯進展,重(zhong)點行(xing)業(ye)(ye)能(neng)源利用(yong)效率、基礎設施建(jian)設低(di)碳(tan)化(hua)水平(ping)和減污降碳(tan)協同能(neng)力明(ming)(ming)顯提升(sheng),綠色(se)低(di)碳(tan)循環發(fa)展的(de)經濟體系基本建(jian)成(cheng)。非化(hua)石能(neng)源消費比(bi)重(zhong)達(da)到16%左右,單位工業(ye)(ye)增加(jia)值二(er)氧化(hua)碳(tan)排放(fang)強度比(bi)2020年(nian)(nian)下降18%,為(wei)碳(tan)達(da)峰奠定堅(jian)實基礎。 到(dao)(dao)2030年,新區(qu)能源(yuan)和(he)產(chan)業結構(gou)進一步優化,清(qing)潔低碳(tan)(tan)安(an)全高效的(de)能源(yuan)體(ti)系全面建(jian)成(cheng)(cheng),綠色低碳(tan)(tan)循環經濟發展體(ti)系和(he)政策支撐體(ti)系健(jian)全完善,廣泛形(xing)成(cheng)(cheng)綠色生產(chan)生活(huo)方式(shi),非化石能源(yuan)消費比重達到(dao)(dao)20%左右,單(dan)位工業增加值二氧化碳(tan)(tan)排放強度(du)降幅處于全省前列,順利實(shi)現碳(tan)(tan)達峰,并形(xing)成(cheng)(cheng)一批可(ke)操作、可(ke)復制、可(ke)推(tui)廣的(de)經驗做法(fa)。 二、主要任務 (一)提升能源清潔化利用效率 1.控制燃(ran)(ran)煤(mei)(mei)碳排(pai)放。淘汰落后燃(ran)(ran)煤(mei)(mei)機(ji)(ji)組(zu),按照市(shi)級統一部署持續(xu)推(tui)(tui)進,逐步落實(shi)關停西(xi)安(an)熱(re)電(dian)有(you)限(xian)(xian)公(gong)(gong)(gong)司(si)2臺(tai)(tai)(tai)2.5萬(wan)千(qian)(qian)瓦(wa)、2臺(tai)(tai)(tai)5萬(wan)千(qian)(qian)瓦(wa)燃(ran)(ran)煤(mei)(mei)機(ji)(ji)組(zu)。優化燃(ran)(ran)煤(mei)(mei)機(ji)(ji)組(zu)運(yun)行,推(tui)(tui)動大(da)唐(tang)渭河(he)(he)熱(re)電(dian)廠(chang)2臺(tai)(tai)(tai)30萬(wan)千(qian)(qian)瓦(wa)機(ji)(ji)組(zu)、陜(shan)西(xi)渭河(he)(he)發(fa)(fa)電(dian)有(you)限(xian)(xian)公(gong)(gong)(gong)司(si)2臺(tai)(tai)(tai)32萬(wan)千(qian)(qian)瓦(wa)機(ji)(ji)組(zu)和(he)2臺(tai)(tai)(tai)30萬(wan)千(qian)(qian)瓦(wa)機(ji)(ji)組(zu)轉(zhuan)為應(ying)急備(bei)用(yong)電(dian)源。提(ti)升(sheng)燃(ran)(ran)煤(mei)(mei)機(ji)(ji)組(zu)熱(re)電(dian)比,挖掘現役(yi)煤(mei)(mei)電(dian)機(ji)(ji)組(zu)供(gong)熱(re)潛力(li),加快實(shi)施大(da)唐(tang)渭河(he)(he)熱(re)電(dian)廠(chang)、陜(shan)西(xi)渭河(he)(he)發(fa)(fa)電(dian)有(you)限(xian)(xian)公(gong)(gong)(gong)司(si)燃(ran)(ran)煤(mei)(mei)機(ji)(ji)組(zu)高背壓、切(qie)缸等(deng)高效供(gong)熱(re)改(gai)造,到(dao)2025年,熱(re)電(dian)機(ji)(ji)組(zu)采暖季熱(re)電(dian)比達到(dao)100%以(yi)上。持續(xu)推(tui)(tui)動煤(mei)(mei)炭清(qing)潔(jie)高效利用(yong),推(tui)(tui)動大(da)唐(tang)渭河(he)(he)熱(re)電(dian)廠(chang)、陜(shan)西(xi)渭河(he)(he)發(fa)(fa)電(dian)有(you)限(xian)(xian)公(gong)(gong)(gong)司(si)開展燃(ran)(ran)煤(mei)(mei)效率提(ti)升(sheng)、鍋(guo)爐汽機(ji)(ji)大(da)修、“三改(gai)聯動”改(gai)造等(deng)。深入推(tui)(tui)進“無煤(mei)(mei)城(cheng)市(shi)”建(jian)設,做(zuo)好清(qing)潔(jie)取暖工作,持續(xu)實(shi)施補(bu)貼(tie)激(ji)勵、確保(bao)“煤(mei)(mei)改(gai)電(dian)”“煤(mei)(mei)改(gai)氣”穩定(ding)運(yun)行。到(dao)2025年,燃(ran)(ran)煤(mei)(mei)機(ji)(ji)組(zu)碳排(pai)放總(zong)量(liang)比2022年降低(di)10%;到(dao)2030年,力(li)爭燃(ran)(ran)煤(mei)(mei)機(ji)(ji)組(zu)轉(zhuan)應(ying)急備(bei)用(yong)電(dian)源后碳排(pai)放總(zong)量(liang)比2022年降低(di)30%。 25.推(tui)動(dong)碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)和(he)(he)知(zhi)識全(quan)面普及。開展全(quan)社(she)會“雙(shuang)碳(tan)(tan)”知(zhi)識普及,鼓(gu)勵中(zhong)(zhong)小學(xue)開展生(sheng)態文明(ming)科普和(he)(he)碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)和(he)(he)教(jiao)(jiao)育實踐活(huo)動(dong),組(zu)織(zhi)開展部門(men)、新城、重(zhong)點用能、重(zhong)點碳(tan)(tan)排放單位和(he)(he)從(cong)業(ye)人員(yuan)碳(tan)(tan)達(da)峰(feng)能力提升培訓活(huo)動(dong)。強(qiang)化領導干部低碳(tan)(tan)教(jiao)(jiao)育,將碳(tan)(tan)達(da)峰(feng)、碳(tan)(tan)中(zhong)(zhong)和(he)(he)納入干部教(jiao)(jiao)育培訓體系,圍繞碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)和(he)(he)基本(ben)概念(nian)、技術和(he)(he)方法,通(tong)過專(zhuan)題講座、交(jiao)流研討等(deng)形式(shi),著力增(zeng)強(qiang)領導干部在(zai)碳(tan)(tan)減(jian)排與低碳(tan)(tan)發展方面的能力和(he)(he)素養。 26.推動全(quan)社會生活方(fang)式(shi)綠(lv)(lv)(lv)色(se)低(di)碳轉型(xing)(xing)。強化公(gong)共機(ji)(ji)構降碳引(yin)(yin)領,深入(ru)開展(zhan)節約型(xing)(xing)機(ji)(ji)關(guan)、綠(lv)(lv)(lv)色(se)學(xue)(xue)校、綠(lv)(lv)(lv)色(se)醫院、公(gong)共機(ji)(ji)構能效領跑(pao)者等示范(fan)創建(jian),全(quan)面(mian)引(yin)(yin)導綠(lv)(lv)(lv)色(se)生活方(fang)式(shi),全(quan)面(mian)實施生活垃圾分(fen)類制度,反對鋪(pu)張浪費(fei),鼓勵綠(lv)(lv)(lv)色(se)消費(fei)。深入(ru)開展(zhan)“無廢城(cheng)市(shi)”建(jian)設,從(cong)消費(fei)端、行為端構建(jian)多元“無廢模式(shi)”。到2030年,黨政(zheng)機(ji)(ji)關(guan)全(quan)面(mian)達到節約型(xing)(xing)機(ji)(ji)關(guan)創建(jian)要(yao)求,綠(lv)(lv)(lv)色(se)學(xue)(xue)校、綠(lv)(lv)(lv)色(se)醫院占比達到80%以(yi)上,累計新增(zeng)各(ge)類“無廢細胞”項目(mu)10個以(yi)上。 27.推(tui)動重(zhong)(zhong)點用(yong)能單(dan)位節(jie)能降碳(tan)(tan)(tan)。推(tui)動重(zhong)(zhong)點用(yong)能單(dan)位依(yi)托專業(ye)機構,系(xi)統梳(shu)理生產(chan)經營管(guan)理活動,摸清自身能源消(xiao)費(fei)和(he)碳(tan)(tan)(tan)排(pai)放情(qing)況(kuang),掌(zhang)握實際能效和(he)碳(tan)(tan)(tan)排(pai)放水平,對應開展節(jie)能降碳(tan)(tan)(tan)改造。各行業(ye)主管(guan)部門(men)負責加(jia)強分類指導,做好(hao)政策宣傳和(he)工作部署(shu),推(tui)動各關(guan)鍵用(yong)能或碳(tan)(tan)(tan)排(pai)放單(dan)位深入開展碳(tan)(tan)(tan)減(jian)排(pai)路徑(jing)研(yan)究(jiu),篩(shai)選(xuan)適宜減(jian)碳(tan)(tan)(tan)技術,明(ming)確實現碳(tan)(tan)(tan)達(da)峰的時間(jian)表(biao)和(he)路線(xian)圖,切實降低自身碳(tan)(tan)(tan)排(pai)放。 28.積極引(yin)導全員(yuan)參與試(shi)(shi)點建設(she)。深(shen)入開展節能宣(xuan)傳(chuan)周、全國低(di)碳日(ri)、世界(jie)環境(jing)日(ri)等主(zhu)題宣(xuan)傳(chuan)活動,通(tong)過新(xin)(xin)聞(wen)發布、新(xin)(xin)媒體(ti)、公益廣告(gao)等多(duo)種(zhong)傳(chuan)播渠道和方式廣泛宣(xuan)傳(chuan)碳達(da)(da)峰(feng)碳中(zhong)和相(xiang)關(guan)法(fa)規(gui)、標準(zhun)和知識。發揮(hui)行業協(xie)會、商業團(tuan)體(ti)、公益組(zu)織的作(zuo)用,支持(chi)碳達(da)(da)峰(feng)碳中(zhong)和公益事(shi)業,為新(xin)(xin)區碳達(da)(da)峰(feng)試(shi)(shi)點“吸資引(yin)智”。加(jia)強對公眾(zhong)有關(guan)碳達(da)(da)峰(feng)試(shi)(shi)點建設(she)成果的宣(xuan)傳(chuan),暢通(tong)群(qun)眾(zhong)參與試(shi)(shi)點建設(she)工作(zuo)監督渠道。 六、保障措施 (一)加強(qiang)組織協調(diao)。成(cheng)立(li)西(xi)咸新(xin)區(qu)碳(tan)達(da)峰(feng)試點(dian)建(jian)設工(gong)(gong)作領(ling)導小(xiao)組,建(jian)立(li)健全相關(guan)部(bu)門(men)參與的(de)工(gong)(gong)作協調(diao)機(ji)制(zhi),加強(qiang)對(dui)(dui)碳(tan)達(da)峰(feng)試點(dian)工(gong)(gong)作的(de)整(zheng)體部(bu)署(shu)和系統推進(jin),強(qiang)化本方(fang)(fang)案(an)和各(ge)類規劃間的(de)銜接協調(diao)。依據(ju)本方(fang)(fang)案(an)定(ding)期對(dui)(dui)重(zhong)點(dian)領(ling)域(yu)、重(zhong)點(dian)工(gong)(gong)程(cheng)、重(zhong)點(dian)工(gong)(gong)作進(jin)展情況進(jin)行調(diao)度,督促(cu)各(ge)項目標任務落實(shi)落細。同時,加強(qiang)與省、市溝通對(dui)(dui)接協調(diao),做好重(zhong)點(dian)工(gong)(gong)程(cheng)建(jian)設的(de)要(yao)素保障。 (二)強化責(ze)任(ren)落實(shi)(shi)。西咸新區各有關部門和各新城要深(shen)刻認識碳(tan)達峰試(shi)點建(jian)設(she)的(de)重要性(xing)、緊迫性(xing)、復雜性(xing),切實(shi)(shi)扛起政(zheng)治責(ze)任(ren),圍繞本方案確定的(de)工(gong)作目(mu)標、重點任(ren)務,結合自身(shen)職責(ze)抓好落實(shi)(shi),確保(bao)政(zheng)策到(dao)位(wei)(wei)、措施(shi)到(dao)位(wei)(wei)、成效到(dao)位(wei)(wei),有力有序(xu)(xu)推(tui)進(jin)碳(tan)達峰工(gong)作。各相關單位(wei)(wei)、社(she)會組織要積極發揮自身(shen)作用,積極有序(xu)(xu)推(tui)進(jin)試(shi)點建(jian)設(she)。 (三)保(bao)障(zhang)政(zheng)策支(zhi)(zhi)持(chi)。強(qiang)化財稅政(zheng)策保(bao)障(zhang),嚴(yan)格(ge)落實碳(tan)達(da)峰(feng)相關的(de)稅收優惠和支(zhi)(zhi)持(chi)政(zheng)策,嚴(yan)格(ge)執行階梯電(dian)價等(deng)價格(ge)政(zheng)策。強(qiang)化資(zi)金保(bao)障(zhang),統籌(chou)預算內(nei)投(tou)資(zi)、氣候投(tou)融資(zi)及其他(ta)財政(zheng)資(zi)金渠道(dao),積極爭取中央預算內(nei)投(tou)資(zi)和省市專項資(zi)金支(zhi)(zhi)持(chi)。強(qiang)化要素保(bao)障(zhang),加(jia)(jia)強(qiang)碳(tan)達(da)峰(feng)重(zhong)點工(gong)程用地、能(neng)耗指(zhi)標(biao)、污染物(wu)指(zhi)標(biao)等(deng)資(zi)源要素保(bao)障(zhang),加(jia)(jia)大對碳(tan)達(da)峰(feng)試點建設的(de)支(zhi)(zhi)持(chi)力度。
