為全面貫徹落(luo)實(shi)黨中(zhong)央、國(guo)(guo)務(wu)院(yuan)關于(yu)加(jia)(jia)快新型基(ji)礎(chu)(chu)設(she)施建(jian)設(she)的決策部署,加(jia)(jia)快推進(jin)我市電動(dong)汽車充(chong)(chong)電基(ji)礎(chu)(chu)設(she)施建(jian)設(she),支撐鄭州國(guo)(guo)家(jia)中(zhong)心城市建(jian)設(she),根據(ju)《國(guo)(guo)務(wu)院(yuan)辦公廳關于(yu)印發(fa)新能源汽車產業(ye)發(fa)展(zhan)規(gui)(gui)劃(hua)(2021—2035年)的通知(zhi)》(國(guo)(guo)辦發(fa)〔2020〕39號)、國(guo)(guo)家(jia)發(fa)展(zhan)改革委等部門《關于(yu)進(jin)一步提升電動(dong)汽車充(chong)(chong)電基(ji)礎(chu)(chu)設(she)施服務(wu)保障能力的實(shi)施意見(jian)》(發(fa)改能源規(gui)(gui)〔2022〕53號)和《河南省人民政(zheng)府辦公廳關于(yu)印發(fa)河南省加(jia)(jia)快電動(dong)汽車充(chong)(chong)電基(ji)礎(chu)(chu)設(she)施建(jian)設(she)若干(gan)政(zheng)策的通知(zhi)》(豫政(zheng)辦〔2020〕30號)等文件精(jing)神,結合我市實(shi)際,編制本規(gui)(gui)劃(hua)。 第一章 總 則 一、編制目的 新能源(yuan)(yuan)汽車充(chong)(chong)電(dian)基礎(chu)設施是黨中央、國務院(yuan)加(jia)快(kuai)(kuai)新型基礎(chu)設施建(jian)(jian)設的(de)(de)(de)重(zhong)要組成部分,是落實(shi)(shi)國家新能源(yuan)(yuan)戰(zhan)略,助(zhu)力(li)實(shi)(shi)現(xian)雙碳(tan)目標,推(tui)動新能源(yuan)(yuan)汽車向電(dian)動化、網聯化、智能化、數字化、綠色化融合發(fa)展的(de)(de)(de)重(zhong)要保障。《鄭(zheng)(zheng)州(zhou)市(shi)人民政(zheng)府關于印發(fa)鄭(zheng)(zheng)州(zhou)市(shi)“十(shi)四五”戰(zhan)略性新興產(chan)業發(fa)展總體規劃(hua)(2021—2025年)的(de)(de)(de)通知》(鄭(zheng)(zheng)政(zheng)〔2022〕10號)明確提(ti)出(chu),要加(jia)快(kuai)(kuai)完善(shan)充(chong)(chong)換(huan)(huan)電(dian)、加(jia)氫站(zhan)等基礎(chu)設施建(jian)(jian)設,推(tui)動商(shang)業模(mo)式創(chuang)新、擴大推(tui)廣示范應用領域(yu)的(de)(de)(de)要求(qiu)(qiu)。在政(zheng)策與經濟、能源(yuan)(yuan)與環境的(de)(de)(de)雙輪推(tui)動下,鄭(zheng)(zheng)州(zhou)市(shi)新能源(yuan)(yuan)汽車將(jiang)加(jia)速(su)實(shi)(shi)現(xian)規模(mo)化發(fa)展,對充(chong)(chong)換(huan)(huan)電(dian)設施的(de)(de)(de)規模(mo)和布(bu)局提(ti)出(chu)了(le)更高要求(qiu)(qiu)。 二、規劃范圍和年限 規(gui)劃范(fan)圍(wei):鄭(zheng)州市主城區、鄭(zheng)州航空(kong)港區及上(shang)街區、鞏義市、新鄭(zheng)市、登封市、滎陽市、新密市、中牟縣(xian)。 規劃年限:近期(qi)目標(biao)2025年,遠景目標(biao)2035年。 第二章 現狀分析 一、充電設施現狀 (一)新能源汽車推廣情況 截至2022年(nian)年(nian)底(di),鄭州市(shi)汽(qi)車(che)(che)(che)(che)保(bao)(bao)(bao)有(you)(you)量為533萬輛(liang)(liang),新(xin)能(neng)源(yuan)汽(qi)車(che)(che)(che)(che)保(bao)(bao)(bao)有(you)(you)量約25.6萬輛(liang)(liang),新(xin)能(neng)源(yuan)汽(qi)車(che)(che)(che)(che)保(bao)(bao)(bao)有(you)(you)量占比(bi)4.8%。對比(bi)2015年(nian)新(xin)能(neng)源(yuan)汽(qi)車(che)(che)(che)(che)保(bao)(bao)(bao)有(you)(you)量0.6萬輛(liang)(liang),年(nian)均(jun)增長率(lv)達到70%。新(xin)能(neng)源(yuan)汽(qi)車(che)(che)(che)(che)保(bao)(bao)(bao)有(you)(you)量中(zhong),市(shi)區公(gong)(gong)交(jiao)車(che)(che)(che)(che)約6700輛(liang)(liang)(其(qi)中(zhong)純電(dian)(dian)動(dong)車(che)(che)(che)(che)4045輛(liang)(liang)),巡游(you)出租車(che)(che)(che)(che)約11800輛(liang)(liang),網約車(che)(che)(che)(che)約18500輛(liang)(liang),中(zhong)大型環衛車(che)(che)(che)(che)約1150輛(liang)(liang),電(dian)(dian)動(dong)混(hun)凝土車(che)(che)(che)(che)約1570輛(liang)(liang),公(gong)(gong)務車(che)(che)(che)(che)約160輛(liang)(liang),私家車(che)(che)(che)(che)及其(qi)他車(che)(che)(che)(che)輛(liang)(liang)約21萬輛(liang)(liang)。在公(gong)(gong)共領(ling)域車(che)(che)(che)(che)輛(liang)(liang)中(zhong),市(shi)區公(gong)(gong)交(jiao)車(che)(che)(che)(che)和巡游(you)出租車(che)(che)(che)(che)電(dian)(dian)動(dong)化推廣最(zui)快,新(xin)能(neng)源(yuan)汽(qi)車(che)(che)(che)(che)普及率(lv)已達100%。 (二)公共充換電網絡建設情況 鄭(zheng)州(zhou)市基(ji)(ji)本形成(cheng)布(bu)局全(quan)面(mian)、車(che)(che)樁協同發展的充(chong)(chong)(chong)(chong)(chong)換電(dian)(dian)(dian)(dian)服(fu)務(wu)(wu)網絡。在商業(ye)服(fu)務(wu)(wu)、交通(tong)樞紐、公(gong)(gong)共停車(che)(che)場、物流工業(ye)園(yuan)區(qu)(qu)(qu)(qu)、居(ju)住小區(qu)(qu)(qu)(qu)、景區(qu)(qu)(qu)(qu)、高(gao)速(su)服(fu)務(wu)(wu)區(qu)(qu)(qu)(qu)等領域(yu),已建(jian)(jian)成(cheng)公(gong)(gong)專(zhuan)用(yong)充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)約(yue)2.5萬個(ge)。在行政區(qu)(qu)(qu)(qu)域(yu)分(fen)布(bu)上(shang),69%的充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)分(fen)布(bu)在主城(cheng)(cheng)區(qu)(qu)(qu)(qu),31%的充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)分(fen)布(bu)在周邊區(qu)(qu)(qu)(qu)縣(市),其中(zhong),鄭(zheng)東新(xin)區(qu)(qu)(qu)(qu)(16%)、中(zhong)原區(qu)(qu)(qu)(qu)(10%)、二(er)七區(qu)(qu)(qu)(qu)(10%)排(pai)名前三(san),集中(zhong)了全(quan)市36%的充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)。全(quan)市總面(mian)積(ji)7567平方公(gong)(gong)里,市區(qu)(qu)(qu)(qu)建(jian)(jian)成(cheng)面(mian)積(ji)1384.51平方公(gong)(gong)里,中(zhong)心(xin)城(cheng)(cheng)區(qu)(qu)(qu)(qu)建(jian)(jian)成(cheng)區(qu)(qu)(qu)(qu)面(mian)積(ji)774.32平方公(gong)(gong)里。中(zhong)心(xin)城(cheng)(cheng)區(qu)(qu)(qu)(qu)公(gong)(gong)用(yong)充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she)密度為25個(ge)/平方公(gong)(gong)里,基(ji)(ji)本滿(man)(man)足(zu)新(xin)能(neng)源汽車(che)(che)充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)需(xu)求。在重點場所(suo)分(fen)布(bu)上(shang),高(gao)速(su)服(fu)務(wu)(wu)區(qu)(qu)(qu)(qu)建(jian)(jian)成(cheng)充(chong)(chong)(chong)(chong)(chong)換電(dian)(dian)(dian)(dian)站28座,基(ji)(ji)本實現(xian)高(gao)速(su)公(gong)(gong)路服(fu)務(wu)(wu)全(quan)覆(fu)蓋(gai);公(gong)(gong)交車(che)(che)專(zhuan)用(yong)充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)站72座,充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)約(yue)2500個(ge),車(che)(che)樁比達到1.6:1,基(ji)(ji)本滿(man)(man)足(zu)鄭(zheng)州(zhou)市4045輛純電(dian)(dian)(dian)(dian)動公(gong)(gong)交車(che)(che)運行補能(neng)需(xu)求;黨政機關、事業(ye)單位內部(bu)具備安裝條件(jian)的停車(che)(che)位約(yue)1.8萬個(ge),已建(jian)(jian)設(she)(she)(she)充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)約(yue)4900個(ge)。中(zhong)大型環衛車(che)(che)配建(jian)(jian)專(zhuan)用(yong)充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)約(yue)350個(ge)。全(quan)市建(jian)(jian)成(cheng)出租車(che)(che)換電(dian)(dian)(dian)(dian)站和(he)私(si)家車(che)(che)換電(dian)(dian)(dian)(dian)站26座,覆(fu)蓋(gai)中(zhong)心(xin)城(cheng)(cheng)區(qu)(qu)(qu)(qu)和(he)滎陽市、新(xin)密市、新(xin)鄭(zheng)市、中(zhong)牟縣。 (三)居住小區個人樁建設情況 隨著《鄭州(zhou)市(shi)人民政府關于印發(fa)鄭州(zhou)市(shi)老(lao)(lao)舊(jiu)小區(qu)(qu)(qu)(qu)整治提升(sheng)工作(zuo)實施方案的(de)通知(zhi)》(鄭政文〔2019〕62號(hao))落地執(zhi)行,老(lao)(lao)舊(jiu)小區(qu)(qu)(qu)(qu)充電設(she)施規(gui)劃(hua)建設(she)條件逐步改善。全市(shi)現有(you)(you)居(ju)(ju)住(zhu)(zhu)小區(qu)(qu)(qu)(qu)約7400個(ge)(ge),其中,有(you)(you)專業(ye)(ye)(ye)化(hua)(hua)物(wu)業(ye)(ye)(ye)服務企業(ye)(ye)(ye)的(de)居(ju)(ju)住(zhu)(zhu)小區(qu)(qu)(qu)(qu)超4500個(ge)(ge),占比62%;未實行專業(ye)(ye)(ye)化(hua)(hua)物(wu)業(ye)(ye)(ye)服務的(de)居(ju)(ju)住(zhu)(zhu)小區(qu)(qu)(qu)(qu)約2800個(ge)(ge),占比38%。截至2022年(nian)年(nian)底,全市(shi)有(you)(you)近1500個(ge)(ge)專業(ye)(ye)(ye)化(hua)(hua)物(wu)業(ye)(ye)(ye)服務企業(ye)(ye)(ye)的(de)居(ju)(ju)住(zhu)(zhu)小區(qu)(qu)(qu)(qu)已建個(ge)(ge)人自用充電設(she)施約1.9萬個(ge)(ge),平均每(mei)個(ge)(ge)小區(qu)(qu)(qu)(qu)約12個(ge)(ge)。其中,72%的(de)充電設(she)施分(fen)(fen)布在主城區(qu)(qu)(qu)(qu),28%的(de)充電設(she)施分(fen)(fen)布在周邊區(qu)(qu)(qu)(qu)縣(市(shi))。 (四)政策體系保障情況 為(wei)加(jia)快充電(dian)(dian)(dian)(dian)基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she),鄭(zheng)州(zhou)(zhou)(zhou)(zhou)市(shi)(shi)印發實施(shi)(shi)(shi)了《鄭(zheng)州(zhou)(zhou)(zhou)(zhou)市(shi)(shi)人(ren)(ren)民(min)(min)政(zheng)(zheng)(zheng)府(fu)關(guan)于(yu)印發鄭(zheng)州(zhou)(zhou)(zhou)(zhou)市(shi)(shi)“十三五”電(dian)(dian)(dian)(dian)動(dong)汽(qi)(qi)車充電(dian)(dian)(dian)(dian)基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi)(shi)發展規劃的(de)通知(zhi)》(鄭(zheng)政(zheng)(zheng)(zheng)〔2016〕34號(hao))、《鄭(zheng)州(zhou)(zhou)(zhou)(zhou)市(shi)(shi)人(ren)(ren)民(min)(min)政(zheng)(zheng)(zheng)府(fu)辦(ban)公廳關(guan)于(yu)印發鄭(zheng)州(zhou)(zhou)(zhou)(zhou)市(shi)(shi)加(jia)快電(dian)(dian)(dian)(dian)動(dong)汽(qi)(qi)車充電(dian)(dian)(dian)(dian)基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she)實施(shi)(shi)(shi)方(fang)案(an)(2017—2020)的(de)通知(zhi)》(鄭(zheng)政(zheng)(zheng)(zheng)辦(ban)〔2017〕65號(hao))、《鄭(zheng)州(zhou)(zhou)(zhou)(zhou)市(shi)(shi)人(ren)(ren)民(min)(min)政(zheng)(zheng)(zheng)府(fu)辦(ban)公廳關(guan)于(yu)印發鄭(zheng)州(zhou)(zhou)(zhou)(zhou)市(shi)(shi)加(jia)快電(dian)(dian)(dian)(dian)動(dong)汽(qi)(qi)車充電(dian)(dian)(dian)(dian)基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she)實施(shi)(shi)(shi)辦(ban)法(fa)的(de)通知(zhi)》(鄭(zheng)政(zheng)(zheng)(zheng)辦(ban)〔2016〕76號(hao))、《鄭(zheng)州(zhou)(zhou)(zhou)(zhou)市(shi)(shi)人(ren)(ren)民(min)(min)政(zheng)(zheng)(zheng)府(fu)辦(ban)公廳關(guan)于(yu)印發鄭(zheng)州(zhou)(zhou)(zhou)(zhou)市(shi)(shi)電(dian)(dian)(dian)(dian)動(dong)汽(qi)(qi)車充電(dian)(dian)(dian)(dian)基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she)補助(zhu)資金實施(shi)(shi)(shi)細則的(de)通知(zhi)》(鄭(zheng)政(zheng)(zheng)(zheng)辦(ban)〔2017〕64號(hao))、《鄭(zheng)州(zhou)(zhou)(zhou)(zhou)市(shi)(shi)2019—2020年電(dian)(dian)(dian)(dian)動(dong)汽(qi)(qi)車充電(dian)(dian)(dian)(dian)基(ji)礎(chu)(chu)設(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she)實施(shi)(shi)(shi)方(fang)案(an)》等一(yi)系列政(zheng)(zheng)(zheng)策文(wen)件,明確充電(dian)(dian)(dian)(dian)設(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she)目標和(he)任務分(fen)工,分(fen)行業、分(fen)領域合力推進,全力支(zhi)持鄭(zheng)州(zhou)(zhou)(zhou)(zhou)市(shi)(shi)新能源汽(qi)(qi)車推廣(guang)落地。 二、存在問題 (一)公用充電設施建設落地難 在省、市兩級(ji)支持充(chong)電(dian)基礎設(she)(she)施建(jian)設(she)(she)政策的鼓勵下,運營企業建(jian)設(she)(she)充(chong)電(dian)基礎設(she)(she)施積極性(xing)不斷提高(gao),但集中式充(chong)電(dian)站建(jian)設(she)(she)需一定規模(mo)的土地,主城(cheng)區土地資源緊張,權(quan)屬復雜,部分(fen)設(she)(she)施需要電(dian)力(li)配(pei)套改造,導(dao)致充(chong)電(dian)基礎設(she)(she)施難以落地。全市有1500余(yu)家經營性(xing)停(ting)(ting)車(che)(che)場,因電(dian)力(li)容量不足、企業投(tou)資偏高(gao)等因素(su)影響(xiang),僅有約230家停(ting)(ting)車(che)(che)場安裝充(chong)電(dian)樁,占比15%。 (二)居住小區充電設施建設受限 多(duo)數老舊小(xiao)區建(jian)設(she)(she)(she)時未(wei)考慮到大(da)規模、大(da)功率(lv)用電需(xu)求,電力(li)容量不(bu)足(zu),不(bu)具備充電設(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)條件。部分小(xiao)區沒有預留安(an)裝場(chang)地,空間(jian)有限導致停車位不(bu)足(zu),難以找到合適(shi)場(chang)所建(jian)設(she)(she)(she)固定(ding)充電設(she)(she)(she)施(shi)(shi)。同時,小(xiao)區新建(jian)充電設(she)(she)(she)施(shi)(shi)需(xu)通(tong)過(guo)社區、物業、電力(li)、居民(min)等多(duo)方(fang)協商(shang),各(ge)方(fang)對安(an)裝充電設(she)(she)(she)施(shi)(shi)及充電過(guo)程中(zhong)安(an)全責任不(bu)清存(cun)在(zai)擔憂,通(tong)常難以兼顧各(ge)方(fang)利益,導致充電設(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)困難。 (三)公用充電設施分布不均 一是(shi)公用(yong)充電設(she)(she)施(shi)在老(lao)舊小區建(jian)設(she)(she)不足,未能(neng)(neng)滿足車(che)主便(bian)捷充電訴求。二(er)是(shi)在周邊區縣(市)和(he)鄉鎮地(di)區公用(yong)充電設(she)(she)施(shi)建(jian)設(she)(she)相對分散,充電設(she)(she)施(shi)服務(wu)能(neng)(neng)力相對薄弱。三是(shi)在農(nong)(nong)村地(di)區公用(yong)充電設(she)(she)施(shi)數量嚴重不足,制約了農(nong)(nong)村地(di)區新能(neng)(neng)源汽車(che)消費潛(qian)力的釋放。 (四)運營服務管理不規范 鄭州市(shi)充(chong)電(dian)運(yun)營(ying)企業數量多、規模(mo)小,充(chong)電(dian)設(she)(she)施建(jian)設(she)(she)運(yun)營(ying)主體存在“重建(jian)設(she)(she)、輕運(yun)營(ying)”問(wen)題(ti),公(gong)共(gong)充(chong)電(dian)設(she)(she)施的(de)運(yun)營(ying)管理和服務跟不上,充(chong)電(dian)設(she)(she)施不能得到及(ji)時(shi)維護。充(chong)電(dian)站運(yun)營(ying)模(mo)式單一,缺乏相應充(chong)電(dian)衍生增值服務。同時(shi)公(gong)共(gong)充(chong)電(dian)設(she)(she)施面臨油車占位(wei)、充(chong)電(dian)樁位(wei)置隱蔽、支付(fu)結算環節繁瑣等問(wen)題(ti),在視(shi)頻監(jian)控、智能地鎖應用和企業充(chong)電(dian)平(ping)臺(tai)智能化水平(ping)上仍需加強。 (五)市級監管平臺亟待建立 在鄭州市(shi)(shi)建設(she)充(chong)(chong)電設(she)施開展公共充(chong)(chong)電服(fu)務的(de)運營企(qi)業約(yue)有(you)70余家,均有(you)自己的(de)充(chong)(chong)電智(zhi)(zhi)能(neng)服(fu)務平(ping)臺或使(shi)用(yong)其它公司授權的(de)服(fu)務平(ping)臺,充(chong)(chong)電運營企(qi)業多(duo)且分散,充(chong)(chong)電資源不能(neng)共享,用(yong)戶搜索使(shi)用(yong)極不方便,充(chong)(chong)電市(shi)(shi)場亟(ji)(ji)待(dai)建設(she)全市(shi)(shi)統一的(de)充(chong)(chong)電智(zhi)(zhi)能(neng)服(fu)務平(ping)臺。同時,由于市(shi)(shi)級(ji)監(jian)管平(ping)臺未投入使(shi)用(yong),鄭州市(shi)(shi)充(chong)(chong)電設(she)施缺少智(zhi)(zhi)能(neng)化數(shu)據采集(ji)和安全監(jian)控手段,亟(ji)(ji)需學習北京(jing)、上海(hai)、深(shen)圳等大(da)城(cheng)市(shi)(shi)智(zhi)(zhi)能(neng)化的(de)行業管理經驗。 第三章 需求預測 一、發展趨勢 (一)產業發展趨勢 國家政策推(tui)(tui)動(dong)(dong)(dong)新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)車(che)(che)(che)產(chan)業全(quan)(quan)面(mian)、持續發(fa)(fa)展。國務院辦公(gong)(gong)廳發(fa)(fa)布(bu)的(de)《國務院辦公(gong)(gong)廳關于(yu)(yu)印發(fa)(fa)新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)車(che)(che)(che)產(chan)業發(fa)(fa)展規劃(2021—2035年(nian))的(de)通知(zhi)》(國辦發(fa)(fa)〔2020〕39號(hao))提(ti)出(chu),到2025年(nian)新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)車(che)(che)(che)新(xin)(xin)(xin)車(che)(che)(che)銷售量(liang)達(da)(da)到汽(qi)(qi)車(che)(che)(che)新(xin)(xin)(xin)車(che)(che)(che)銷售總量(liang)的(de)20%左右,力(li)爭(zheng)經過(guo)15年(nian)的(de)持續努力(li),我國新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)車(che)(che)(che)核心技術達(da)(da)到國際(ji)先(xian)(xian)進(jin)水平,質量(liang)品(pin)牌具(ju)備較強國際(ji)競爭(zheng)力(li)。純電(dian)動(dong)(dong)(dong)汽(qi)(qi)車(che)(che)(che)成為(wei)新(xin)(xin)(xin)銷售車(che)(che)(che)輛的(de)主流,公(gong)(gong)共(gong)領域用車(che)(che)(che)全(quan)(quan)面(mian)電(dian)動(dong)(dong)(dong)化,燃料電(dian)池汽(qi)(qi)車(che)(che)(che)實(shi)現商業化應用,高度自動(dong)(dong)(dong)駕駛汽(qi)(qi)車(che)(che)(che)實(shi)現規模(mo)化應用,充換電(dian)服務網絡便(bian)捷高效,氫燃料供給體系(xi)建設(she)穩步推(tui)(tui)進(jin),有效促進(jin)節(jie)能(neng)減排水平和社(she)會運行效率(lv)的(de)提(ti)升(sheng)。工業和信(xin)(xin)息化部(bu)(bu)等部(bu)(bu)門《關于(yu)(yu)組織(zhi)開展公(gong)(gong)共(gong)領域車(che)(che)(che)輛全(quan)(quan)面(mian)電(dian)動(dong)(dong)(dong)化先(xian)(xian)行區試點工作(zuo)的(de)通知(zhi)》(工信(xin)(xin)部(bu)(bu)聯通裝函〔2023〕23號(hao)),推(tui)(tui)動(dong)(dong)(dong)提(ti)升(sheng)公(gong)(gong)共(gong)領域車(che)(che)(che)輛電(dian)動(dong)(dong)(dong)化水平,河南屬于(yu)(yu)一類(lei)推(tui)(tui)廣試點。《國家發(fa)(fa)展改(gai)革委 國家能(neng)源(yuan)(yuan)局(ju)關于(yu)(yu)加快推(tui)(tui)進(jin)充電(dian)基(ji)礎設(she)施(shi)建設(she) 更好支持新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)車(che)(che)(che)下(xia)(xia)鄉(xiang)和鄉(xiang)村振興的(de)實(shi)施(shi)意(yi)見》(發(fa)(fa)改(gai)綜合〔2023〕545號(hao)),推(tui)(tui)動(dong)(dong)(dong)新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)車(che)(che)(che)下(xia)(xia)鄉(xiang),引(yin)導農村地區居(ju)民綠色出(chu)行,推(tui)(tui)動(dong)(dong)(dong)新(xin)(xin)(xin)能(neng)源(yuan)(yuan)汽(qi)(qi)車(che)(che)(che)總量(liang)持續上升(sheng)。 中(zhong)(zhong)原汽(qi)車(che)產(chan)(chan)(chan)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)為充電行業(ye)(ye)創造了新(xin)的(de)(de)發(fa)(fa)展(zhan)(zhan)機遇。《河南省人民政府辦公廳關(guan)于進(jin)一步加快(kuai)新(xin)能源(yuan)汽(qi)車(che)產(chan)(chan)(chan)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)的(de)(de)指導(dao)意見》(豫政辦〔2022〕45號(hao))提(ti)(ti)出,以(yi)鄭州(zhou)為中(zhong)(zhong)心(xin)發(fa)(fa)展(zhan)(zhan)整(zheng)車(che)產(chan)(chan)(chan)業(ye)(ye),重點(dian)發(fa)(fa)展(zhan)(zhan)新(xin)能源(yuan)客車(che)、乘(cheng)用車(che)、載貨車(che);產(chan)(chan)(chan)業(ye)(ye)基礎較好的(de)(de)地(di)方重點(dian)發(fa)(fa)展(zhan)(zhan)配套產(chan)(chan)(chan)業(ye)(ye),引進(jin)培育核心(xin)零部件龍(long)頭企業(ye)(ye),努力建(jian)成具有全(quan)國影響力的(de)(de)新(xin)能源(yuan)汽(qi)車(che)產(chan)(chan)(chan)業(ye)(ye)基地(di)。在政策(ce)引導(dao)下,公交、出租、物流(liu)、網(wang)約、重卡(ka)、公務車(che)輛(liang)更(geng)新(xin)為電動汽(qi)車(che)的(de)(de)速度(du)加快(kuai),吸(xi)引了大(da)量社會資本參(can)與(yu)(yu)公專用充電站(zhan)(樁)建(jian)設。根據碳達峰、碳中(zhong)(zhong)和目(mu)標任務,各大(da)車(che)企加速了新(xin)能源(yuan)新(xin)車(che)型(xing)的(de)(de)研發(fa)(fa),部分車(che)企已明確提(ti)(ti)出了“減碳”目(mu)標或“碳中(zhong)(zhong)和”時間(jian)表(biao),汽(qi)車(che)產(chan)(chan)(chan)業(ye)(ye)新(xin)能源(yuan)化的(de)(de)發(fa)(fa)展(zhan)(zhan)趨勢為充電行業(ye)(ye)創造了更(geng)廣(guang)(guang)泛(fan)的(de)(de)用戶(hu)支撐與(yu)(yu)更(geng)廣(guang)(guang)闊(kuo)的(de)(de)發(fa)(fa)展(zhan)(zhan)前景。 (二)技術發展趨勢 電(dian)(dian)(dian)(dian)池(chi)(chi)(chi)技(ji)術(shu)(shu)的(de)進步是推(tui)動新(xin)能(neng)源(yuan)汽車(che)(che)發(fa)展(zhan)的(de)核心因素。新(xin)能(neng)源(yuan)動力電(dian)(dian)(dian)(dian)池(chi)(chi)(chi)的(de)技(ji)術(shu)(shu)發(fa)展(zhan)日新(xin)月異,動力電(dian)(dian)(dian)(dian)池(chi)(chi)(chi)技(ji)術(shu)(shu)創新(xin)模式已(yi)從政(zheng)府主導向市場驅動轉型。單(dan)體(ti)能(neng)量(liang)更(geng)高、體(ti)積重量(liang)更(geng)輕(qing)、使用壽命更(geng)長、充(chong)電(dian)(dian)(dian)(dian)速度(du)更(geng)快(kuai)更(geng)安全,是電(dian)(dian)(dian)(dian)池(chi)(chi)(chi)技(ji)術(shu)(shu)革(ge)新(xin)的(de)重要內涵。目前(qian),電(dian)(dian)(dian)(dian)池(chi)(chi)(chi)研發(fa)熱點集中(zhong)在四(si)個(ge)方面,一是下一代鋰離子電(dian)(dian)(dian)(dian)池(chi)(chi)(chi),提(ti)升能(neng)量(liang)密度(du)和(he)熱失控管理水平;二是新(xin)體(ti)系(xi)電(dian)(dian)(dian)(dian)池(chi)(chi)(chi)(含(han)固態和(he)液體(ti)),從基礎研究走(zou)向深入技(ji)術(shu)(shu)研究;三是智能(neng)電(dian)(dian)(dian)(dian)池(chi)(chi)(chi)(含(han)大數(shu)據(ju)(ju)),通過數(shu)據(ju)(ju)驅動、建模等方式,對電(dian)(dian)(dian)(dian)池(chi)(chi)(chi)性能(neng)和(he)安全性做(zuo)預測和(he)預警;四(si)是電(dian)(dian)(dian)(dian)池(chi)(chi)(chi)系(xi)統集成(cheng),在智能(neng)電(dian)(dian)(dian)(dian)池(chi)(chi)(chi)基礎上實(shi)現大功率(lv)、大倍(bei)率(lv)快(kuai)充(chong),提(ti)升低溫和(he)高溫環境適應性。更(geng)有競爭力、更(geng)經(jing)濟實(shi)惠、更(geng)可靠耐用的(de)電(dian)(dian)(dian)(dian)池(chi)(chi)(chi)產品(pin),支撐新(xin)能(neng)源(yuan)車(che)(che)輛(liang)續(xu)駛里(li)程(cheng)的(de)增長,將從根本上解決購車(che)(che)人里(li)程(cheng)焦慮的(de)問題。 800V高(gao)(gao)壓(ya)(ya)架(jia)構有(you)望成(cheng)為下一(yi)代(dai)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)汽車(che)的(de)主流平(ping)臺(tai)。快充(chong)的(de)核(he)心在于提(ti)高(gao)(gao)整車(che)充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)功(gong)率,提(ti)高(gao)(gao)充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)功(gong)率主要有(you)兩種方式(shi),加大充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)流或者(zhe)提(ti)高(gao)(gao)充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)。目前大多數(shu)純電(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)汽車(che)的(de)牽引逆變(bian)器(qi)都使(shi)用600V的(de)IGBT(絕緣柵(zha)雙極型晶(jing)體管)模塊(kuai),電(dian)(dian)(dian)(dian)(dian)(dian)(dian)池(chi)組電(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)限制在400V左(zuo)右的(de)峰(feng)值,高(gao)(gao)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)流會導(dao)致(zhi)充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)纜笨重、傳導(dao)熱損失平(ping)方級(ji)別(bie)增長,連接器(qi)、電(dian)(dian)(dian)(dian)(dian)(dian)(dian)纜、電(dian)(dian)(dian)(dian)(dian)(dian)(dian)池(chi)的(de)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)連接、母線排等的(de)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)阻都會發熱。800V高(gao)(gao)壓(ya)(ya)平(ping)臺(tai)將母線電(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)提(ti)高(gao)(gao)到800V,可(ke)以使(shi)同(tong)一(yi)根電(dian)(dian)(dian)(dian)(dian)(dian)(dian)纜的(de)充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)功(gong)率增加一(yi)倍,達到350kW或400kW的(de)超(chao)高(gao)(gao)充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)功(gong)率。800V高(gao)(gao)壓(ya)(ya)系(xi)(xi)統以低成(cheng)本和高(gao)(gao)效率系(xi)(xi)統獲得眾多企(qi)業青(qing)睞,國內車(che)企(qi)比亞迪、吉利、極狐、現(xian)代(dai)、廣汽、小鵬(peng)等均(jun)重點布局800V高(gao)(gao)壓(ya)(ya)平(ping)臺(tai)。 超(chao)級(ji)快充(chong)(chong)(chong)(chong)成為充(chong)(chong)(chong)(chong)電(dian)樁領(ling)域新風口。長期以(yi)來相較(jiao)于(yu)加(jia)油速(su)度(du),充(chong)(chong)(chong)(chong)電(dian)速(su)度(du)較(jiao)慢(man)一(yi)(yi)直(zhi)是新能(neng)源汽(qi)車(che)的(de)痛點之(zhi)一(yi)(yi),伴隨著800V平(ping)臺(tai)車(che)型(xing)(xing)的(de)加(jia)速(su)推廣(guang),國內新能(neng)源整車(che)企(qi)業、充(chong)(chong)(chong)(chong)電(dian)設備(bei)(bei)生產(chan)企(qi)業、科技研發企(qi)業等(deng)加(jia)大(da)(da)了(le)高(gao)壓(ya)大(da)(da)電(dian)流(liu)充(chong)(chong)(chong)(chong)電(dian)產(chan)品的(de)研發與技術儲備(bei)(bei)力度(du)。如支持最高(gao)1000V-1500V充(chong)(chong)(chong)(chong)電(dian)電(dian)壓(ya)、最大(da)(da)500A-600A充(chong)(chong)(chong)(chong)電(dian)電(dian)流(liu)的(de)超(chao)級(ji)充(chong)(chong)(chong)(chong)電(dian)技術,能(neng)夠(gou)實現(xian)長續駛里程純電(dian)動汽(qi)車(che)10—15分(fen)鐘(zhong)即充(chong)(chong)(chong)(chong)滿的(de)要求。開(kai)發關鍵零部(bu)件(jian)、提高(gao)元器件(jian)的(de)耐(nai)高(gao)壓(ya)、絕緣能(neng)力、控(kong)制(zhi)充(chong)(chong)(chong)(chong)電(dian)溫度(du),同時(shi)實現(xian)充(chong)(chong)(chong)(chong)電(dian)電(dian)纜、充(chong)(chong)(chong)(chong)電(dian)槍頭的(de)輕量(liang)化(hua)與小(xiao)型(xing)(xing)化(hua)為技術發展主要方(fang)向(xiang)。根據(ju)行業專(zhuan)家(jia)預(yu)測,800V車(che)型(xing)(xing)量(liang)產(chan)時(shi)間預(yu)計(ji)在2023年—2025年,優先在中高(gao)端車(che)型(xing)(xing)搭載(zai),然(ran)后逐(zhu)漸擴大(da)(da)應用范(fan)圍。 有序充電(dian)、車(che)網(wang)互動將(jiang)加速應用(yong)。規(gui)模化(hua)電(dian)動汽車(che)的(de)(de)無序入網(wang)將(jiang)對(dui)現有電(dian)網(wang)帶來挑戰,倒逼有序充電(dian)、車(che)網(wang)互動加速應用(yong)。為解(jie)(jie)決電(dian)力(li)容量的(de)(de)限(xian)制問題,一(yi)是(shi)需要關(guan)注并(bing)解(jie)(jie)決電(dian)動汽車(che)的(de)(de)規(gui)模化(hua)應用(yong)對(dui)電(dian)網(wang)的(de)(de)不利影響,進一(yi)步普及智能有序充電(dian);二(er)是(shi)要結合需求(qiu)側(ce)變化(hua),進一(yi)步規(gui)范(fan)調(diao)整(zheng)電(dian)力(li)容量的(de)(de)配建(jian)標準,支撐(cheng)新建(jian)居住小區100%預留、大(da)規(gui)模快充樁群的(de)(de)建(jian)設,更好地滿足車(che)輛(liang)的(de)(de)充電(dian)需求(qiu);三是(shi)利用(yong)電(dian)動汽車(che)的(de)(de)充電(dian)負(fu)荷特(te)性和移(yi)動儲能特(te)性,探索電(dian)動汽車(che)與電(dian)網(wang)的(de)(de)雙向互動(V2G),為優(you)化(hua)電(dian)網(wang)運(yun)行提供輔助等(deng)。 換(huan)電(dian)(dian)技術(shu)(shu)應用任重道(dao)遠。換(huan)電(dian)(dian)技術(shu)(shu)目(mu)前(qian)已經(jing)為(wei)新(xin)能(neng)源汽(qi)車續(xu)駛里程(cheng)焦慮提供了(le)行之有效的(de)(de)解決方(fang)案,換(huan)電(dian)(dian)商業模式(shi)可(ke)以在(zai)(zai)重卡(ka)、出租車和(he)大規模租賃車輛上實施,但同時存在(zai)(zai)一些現(xian)階段難以解決的(de)(de)問題。換(huan)電(dian)(dian)技術(shu)(shu)推廣高度(du)依賴于標準(zhun)化,現(xian)階段的(de)(de)換(huan)電(dian)(dian)標準(zhun)制(zhi)修訂(ding)落后于換(huan)電(dian)(dian)產(chan)業的(de)(de)發(fa)展(zhan),在(zai)(zai)電(dian)(dian)池標準(zhun)化和(he)互換(huan)性指標缺乏明確規定。短期來(lai)看,市(shi)場仍會以“充(chong)電(dian)(dian)為(wei)主(zhu)、換(huan)電(dian)(dian)為(wei)輔”的(de)(de)模式(shi)向前(qian)發(fa)展(zhan)。但未來(lai),隨著新(xin)能(neng)源汽(qi)車滲透率增加,將(jiang)新(xin)能(neng)源汽(qi)車充(chong)換(huan)電(dian)(dian)服務納入碳交(jiao)易(yi)市(shi)場的(de)(de)政策支(zhi)持,加之無線充(chong)電(dian)(dian)、固態電(dian)(dian)池技術(shu)(shu)的(de)(de)日漸成熟,未來(lai)會有更多解決續(xu)駛里程(cheng)不足問題的(de)(de)方(fang)案,與換(huan)電(dian)(dian)技術(shu)(shu)共同促進新(xin)能(neng)源汽(qi)車產(chan)業的(de)(de)發(fa)展(zhan)。 二、遠景需求預測 根(gen)據新能(neng)源汽車(che)(che)產業發(fa)展趨勢(shi)、技術發(fa)展趨勢(shi)、車(che)(che)樁(zhuang)配比和(he)鄭(zheng)(zheng)州(zhou)市充(chong)電設(she)(she)施建設(she)(she)特點預測,2035年鄭(zheng)(zheng)州(zhou)市新能(neng)源汽車(che)(che)保有量將(jiang)達到270萬輛,充(chong)電設(she)(she)施規模將(jiang)超(chao)過110萬個(ge)。其中(zhong),個(ge)人(ren)充(chong)電樁(zhuang)約90萬個(ge),公(gong)專用充(chong)電設(she)(she)施約20萬個(ge)。換(huan)電站加速發(fa)展,形成與(yu)換(huan)電型新能(neng)源汽車(che)(che)規模相匹配的城市換(huan)電設(she)(she)施體(ti)系。 三、近期需求預測 (一)新能源汽車保有量預測 1.新(xin)能源(yuan)汽車總量預測 2025年(nian)(nian)新(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車保有(you)量預(yu)測(ce)采用年(nian)(nian)均(jun)增(zeng)長率法(fa)和政策分(fen)析(xi)(xi)法(fa),綜合(he)考慮(lv)兩種分(fen)析(xi)(xi)法(fa)預(yu)測(ce)值,2023年(nian)(nian)初步(bu)統計新(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車保有(you)量為(wei)38萬(wan)(wan)輛(liang)(liang),2024—2025年(nian)(nian)期間鄭(zheng)州(zhou)新(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車保有(you)量分(fen)別為(wei)52萬(wan)(wan)輛(liang)(liang)、67萬(wan)(wan)輛(liang)(liang),2023年(nian)(nian)初步(bu)統計新(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車新(xin)增(zeng)量為(wei)13萬(wan)(wan)輛(liang)(liang),2024—2025年(nian)(nian)鄭(zheng)州(zhou)新(xin)能(neng)(neng)源(yuan)汽(qi)(qi)車新(xin)增(zeng)量將(jiang)分(fen)別達到(dao)14萬(wan)(wan)輛(liang)(liang)、15萬(wan)(wan)輛(liang)(liang)。 2.分車型預測 根據工業和信(xin)息化部(bu)等部(bu)門(men)《關于組織開展公共(gong)領(ling)(ling)域車輛(liang)全(quan)面電動化先行(xing)區(qu)試(shi)點工作(zuo)的通知》(工信(xin)部(bu)聯通裝函〔2023〕23號),試(shi)點領(ling)(ling)域新增及更(geng)新車輛(liang)中新能源汽(qi)車比例顯著提高,其中城市(shi)公交(jiao)、出(chu)租、環衛、郵政快遞、城市(shi)物流配送領(ling)(ling)域力爭達到80%。本規(gui)劃原則(ze)上(shang)采用(yong)以上(shang)標(biao)準,結合(he)(he)鄭州(zhou)市(shi)實際(ji)調研情況進行(xing)合(he)(he)理調整(zheng),2023—2025年各類型(xing)新能源汽(qi)車增量(liang)如下表(biao)所示。 基(ji)(ji)于鄭州市(shi)(shi)新(xin)能源(yuan)汽(qi)車(che)保有(you)量預測結果,綜合(he)考慮(lv)各(ge)區縣(xian)(市(shi)(shi))生產總值、人口總數、城市(shi)(shi)建成區域(yu)面(mian)積(ji)、充電基(ji)(ji)礎設施完善度等因(yin)素,對(dui)鄭州市(shi)(shi)各(ge)區縣(xian)(市(shi)(shi))新(xin)能源(yuan)汽(qi)車(che)保有(you)量進行預測分析。 公(gong)交車(che)(che)、環衛(wei)車(che)(che)、重型卡(ka)(ka)車(che)(che)以在停車(che)(che)場(chang)配建的專用充(chong)電樁(zhuang)(zhuang)作為主要充(chong)電方(fang)式,公(gong)交車(che)(che)、重型卡(ka)(ka)車(che)(che)按照(zhao)車(che)(che)樁(zhuang)(zhuang)比(bi)2:1、環衛(wei)車(che)(che)按照(zhao)車(che)(che)樁(zhuang)(zhuang)比(bi)3:1建設專用充(chong)電設施。 個人乘用(yong)車以自用(yong)充(chong)電樁(zhuang)(zhuang)(zhuang)和統(tong)(tong)建(jian)統(tong)(tong)營充(chong)電設(she)施(shi)作為(wei)主要(yao)充(chong)電方式,自用(yong)充(chong)電樁(zhuang)(zhuang)(zhuang)按(an)照(zhao)車樁(zhuang)(zhuang)(zhuang)比1:1建(jian)設(she),統(tong)(tong)建(jian)統(tong)(tong)營充(chong)電設(she)施(shi)按(an)照(zhao)車樁(zhuang)(zhuang)(zhuang)比8:1標準配建(jian)。同(tong)時由于無法完全配建(jian)的實際情況,30%個人乘用(yong)車在(zai)小區周邊設(she)置的公共充(chong)電站(zhan)充(chong)電,公共充(chong)電站(zhan)按(an)照(zhao)車樁(zhuang)(zhuang)(zhuang)比8:1的標準建(jian)設(she)。 企(qi)事業單(dan)(dan)位(wei)公務車以(yi)單(dan)(dan)位(wei)內部專用(yong)充電(dian)樁(zhuang)作(zuo)為主要充電(dian)方式(shi),按照車樁(zhuang)比2:1建(jian)設。 出租(zu)車、網約車采用(yong)公用(yong)充(chong)電設(she)(she)施(shi)作(zuo)為(wei)主要充(chong)電方(fang)式;物(wu)流(liu)車具(ju)備線路穩(wen)定和流(liu)動(dong)性強雙重特(te)點(dian),采用(yong)公用(yong)充(chong)電設(she)(she)施(shi)作(zuo)為(wei)充(chong)電方(fang)式,同時根據(ju)場地情況可以配建專用(yong)充(chong)電設(she)(she)施(shi)作(zuo)為(wei)補充(chong)。公用(yong)充(chong)電設(she)(she)施(shi)按(an)照8:1配置,專用(yong)充(chong)電設(she)(she)施(shi)按(an)照3:1配置。 換(huan)電車型分為出(chu)租車(含巡(xun)游(you)出(chu)租車、網絡(luo)預約出(chu)租車)和私(si)家(jia)車,出(chu)租車換(huan)電站按照單站服(fu)務200輛車進行配(pei)建。 2.充電設(she)施配(pei)置(zhi)原則 個(ge)人自(zi)用充電樁全部按(an)照慢(man)充配置(zhi),統(tong)建統(tong)營充電設施、單位內部充電設施,以慢(man)充為(wei)主快(kuai)充為(wei)輔,快(kuai)慢(man)充比(bi)為(wei)1:2。 公(gong)交(jiao)車、客運車輛(liang)、工程(cheng)車輛(liang)耗電量大(da),對充電時長敏(min)感(gan)度高(gao),專用充電設施宜全部采用120kW以(yi)上的大(da)功率快(kuai)充設施。 公用(yong)充(chong)(chong)電(dian)(dian)設施(shi)宜采用(yong)120kW及以上充(chong)(chong)電(dian)(dian)樁(zhuang)(zhuang)或者群控式大功(gong)率充(chong)(chong)電(dian)(dian)樁(zhuang)(zhuang)群,以快(kuai)充(chong)(chong)為(wei)主慢充(chong)(chong)為(wei)輔(fu),快(kuai)慢充(chong)(chong)比為(wei)2:1。 3.充換電設施(shi)需求總(zong)量 按照以(yi)上配置原則,2023—2025年全市需(xu)要(yao)新(xin)(xin)建充(chong)(chong)電(dian)(dian)設(she)(she)施17.0萬個,其中,公(gong)用充(chong)(chong)電(dian)(dian)設(she)(she)施1萬個,專用充(chong)(chong)電(dian)(dian)設(she)(she)施0.5萬個,居住小區個人自用充(chong)(chong)電(dian)(dian)設(she)(she)施和統建統營充(chong)(chong)電(dian)(dian)設(she)(she)施15.5萬個;新(xin)(xin)建換電(dian)(dian)站(zhan)20座。 我國(guo)已建(jian)成世界上(shang)數(shu)量最多、輻射面積最大、服(fu)務(wu)車(che)(che)(che)輛最全(quan)(quan)的(de)充電(dian)(dian)(dian)基(ji)(ji)(ji)礎(chu)設施體系,為(wei)新(xin)(xin)(xin)能源汽(qi)(qi)車(che)(che)(che)快速發展提供(gong)了有(you)力(li)保障。但廣大農(nong)村(cun)(cun)地區仍存在公共(gong)充電(dian)(dian)(dian)基(ji)(ji)(ji)礎(chu)設施建(jian)設不足、居住小區充電(dian)(dian)(dian)設施安(an)裝(zhuang)共(gong)享難、時段性供(gong)需矛盾(dun)突出(chu)等問(wen)題,制約了農(nong)村(cun)(cun)地區新(xin)(xin)(xin)能源汽(qi)(qi)車(che)(che)(che)消費潛力(li)的(de)釋放(fang)。按照《國(guo)家發展改革委 國(guo)家能源局關于加快推(tui)進(jin)充電(dian)(dian)(dian)基(ji)(ji)(ji)礎(chu)設施建(jian)設 更好(hao)支持新(xin)(xin)(xin)能源汽(qi)(qi)車(che)(che)(che)下鄉和鄉村(cun)(cun)振興的(de)實施意(yi)見》(發改綜合〔2023〕545號(hao))文(wen)件要(yao)求(qiu),適度超前建(jian)設充電(dian)(dian)(dian)基(ji)(ji)(ji)礎(chu)設施,優(you)化(hua)新(xin)(xin)(xin)能源汽(qi)(qi)車(che)(che)(che)購買使(shi)用環境,對推(tui)動新(xin)(xin)(xin)能源汽(qi)(qi)車(che)(che)(che)下鄉、引導農(nong)村(cun)(cun)地區居民綠色出(chu)行(xing)、促進(jin)鄉村(cun)(cun)全(quan)(quan)面振興具有(you)重要(yao)意(yi)義(yi)。 未來,鄉鎮地區(qu)(qu)(qu)將是(shi)新能(neng)(neng)源(yuan)(yuan)汽車增(zeng)長的(de)熱點(dian)區(qu)(qu)(qu)域,應加(jia)速配建(jian)公用(yong)充(chong)(chong)(chong)(chong)電(dian)(dian)設(she)(she)施,交(jiao)通(tong)便利的(de)場所(suo)以快(kuai)充(chong)(chong)(chong)(chong)為(wei)主(zhu)慢(man)(man)充(chong)(chong)(chong)(chong)為(wei)輔,靠近居住小區(qu)(qu)(qu)、自(zi)(zi)然(ran)村(cun)(cun)的(de)場所(suo)以慢(man)(man)充(chong)(chong)(chong)(chong)為(wei)主(zhu)快(kuai)充(chong)(chong)(chong)(chong)為(wei)輔。鄭州(zhou)市周邊(bian)區(qu)(qu)(qu)縣(市)現有22個(ge)(ge)街道、64個(ge)(ge)鎮、10個(ge)(ge)鄉、273個(ge)(ge)社區(qu)(qu)(qu)、1654個(ge)(ge)自(zi)(zi)然(ran)村(cun)(cun),為(wei)了激發農村(cun)(cun)地區(qu)(qu)(qu)新能(neng)(neng)源(yuan)(yuan)汽車消費潛(qian)力,2023年在(zai)每個(ge)(ge)鄉鎮至少(shao)建(jian)設(she)(she)1座公用(yong)充(chong)(chong)(chong)(chong)電(dian)(dian)站,2024—2025年加(jia)大建(jian)設(she)(she)力度,每年按照社區(qu)(qu)(qu)和自(zi)(zi)然(ran)村(cun)(cun)總(zong)量的(de)10%配建(jian)公共(gong)充(chong)(chong)(chong)(chong)電(dian)(dian)站,單(dan)站配建(jian)充(chong)(chong)(chong)(chong)電(dian)(dian)設(she)(she)施不少(shao)于10個(ge)(ge)。2023—2025年,在(zai)鄉鎮地區(qu)(qu)(qu)將新增(zeng)458個(ge)(ge)充(chong)(chong)(chong)(chong)電(dian)(dian)站、4580個(ge)(ge)充(chong)(chong)(chong)(chong)電(dian)(dian)設(she)(she)施。 超充技術的推廣和(he)應用(yong)對(dui)于(yu)提高(gao)用(yong)戶(hu)充電(dian)的快(kuai)捷性和(he)安全性,推動國際標準的統一(yi)接(jie)口,提升用(yong)戶(hu)的充電(dian)體驗(yan),加快(kuai)電(dian)動汽車的推廣應用(yong)具有(you)重要的意義。目前,充電(dian)樁行業正處在由低(di)壓(ya)/低(di)倍率向高(gao)壓(ya)/高(gao)倍率的發展進程中(zhong),據國內主流車企預測(ce),2023年(nian)(nian)滿足(zu)3C以上高(gao)壓(ya)快(kuai)充高(gao)端(duan)車型(xing)密集上市,2025年(nian)(nian)主流車型(xing)將均會支持(chi)高(gao)壓(ya)快(kuai)充。 自2020年開(kai)始,國內外(wai)主(zhu)流新能源汽車(che)(che)生產企(qi)業陸續公(gong)布高(gao)壓快(kuai)充(chong)車(che)(che)型研(yan)究(jiu)進度,隨著800V高(gao)壓技術平臺的車(che)(che)型進入量(liang)產階段,主(zhu)機(ji)廠積(ji)極自建超充(chong)網(wang)絡(luo)配套,驅動(dong)超充(chong)充(chong)電樁建設加速。2025年高(gao)壓快(kuai)充(chong)車(che)(che)型滲透率將達到38%左右。 因(yin)此,為推(tui)動鄭州市新能源汽(qi)車市場高(gao)質量發展,在公用(yong)充(chong)電(dian)設施領域應加大超充(chong)技術應用(yong),推(tui)廣(guang)區(qu)(qu)域優先選擇(ze)交通便利區(qu)(qu)和車輛(liang)集(ji)中區(qu)(qu),如高(gao)速服務區(qu)(qu)、主干道(dao)沿線停(ting)車場、城(cheng)市商(shang)業(ye)區(qu)(qu)等。2024—2025年分別按照(zhao)當年新增新能源個人乘用(yong)車的(de)30%的(de)比(bi)例(li)進行(xing)配建,每年需要建設100座(zuo)超級充(chong)電(dian)站。 四、合規性分析 (一)用地符合性分析 社(she)會公用充電(dian)(dian)設(she)(she)施(shi)應充分結合社(she)會公共停(ting)車(che)場(chang)、橋下空間、交通樞(shu)紐(niu)及文體(ti)場(chang)館(guan)、商業綜合體(ti)等配(pei)(pei)建(jian)停(ting)車(che)場(chang)配(pei)(pei)置。專用充電(dian)(dian)設(she)(she)施(shi)應考慮其服務(wu)對(dui)象(xiang)具有定區定線的運行特點,優先(xian)在車(che)輛(liang)兩(liang)端進行停(ting)車(che)場(chang)建(jian)設(she)(she)。單(dan)位內(nei)部充電(dian)(dian)站(zhan)選擇政府機構、企事業單(dan)位內(nei)部停(ting)車(che)場(chang)配(pei)(pei)建(jian)。示范性(xing)集中式充電(dian)(dian)站(zhan)是以(yi)獨(du)立的停(ting)車(che)場(chang)為充電(dian)(dian)站(zhan)建(jian)設(she)(she)場(chang)地,在建(jian)設(she)(she)用地規劃審批中,應予以(yi)優先(xian)支持。 (二)電網容量分析 根據2024—2025年各類(lei)充電(dian)設(she)施需求總量預(yu)測數(shu)據,按(an)照不同類(lei)型充電(dian)樁的功率(lv)(lv)和(he)充電(dian)樁同時率(lv)(lv)進行分析(xi),計(ji)算新增充電(dian)基礎設(she)施的用(yong)電(dian)負荷(he)預(yu)測值。 專(zhuan)用(yong)充電(dian)站直(zhi)流(liu)(liu)(liu)充電(dian)設施(shi)按(an)(an)(an)80kW/槍(qiang),公共充電(dian)站直(zhi)流(liu)(liu)(liu)充電(dian)設施(shi)按(an)(an)(an)80kW/槍(qiang),統建統營充電(dian)站直(zhi)流(liu)(liu)(liu)充電(dian)設施(shi)按(an)(an)(an)60kW/槍(qiang),自(zi)用(yong)交流(liu)(liu)(liu)樁按(an)(an)(an)7kW/樁,其他交流(liu)(liu)(liu)樁按(an)(an)(an)7kW/樁計算,規劃至2025年,鄭州市充電(dian)基礎設施(shi)總(zong)用(yong)電(dian)需求(qiu)為107萬kW。 經(jing)濟效益(yi)方面,充電(dian)(dian)基礎(chu)設施配建,也將帶動(dong)電(dian)(dian)動(dong)汽(qi)車全(quan)(quan)產業鏈發展,為經(jing)濟社(she)會發展提供新的增長(chang)點。按照公(gong)用(yong)和(he)專(zhuan)用(yong)直(zhi)流(liu)樁(zhuang)投(tou)資(zi)(zi)6萬(wan)(wan)元(yuan)(yuan)/槍、統建統營直(zhi)流(liu)樁(zhuang)投(tou)資(zi)(zi)5萬(wan)(wan)元(yuan)(yuan)/槍、交流(liu)樁(zhuang)投(tou)資(zi)(zi)5000元(yuan)(yuan)/個、換電(dian)(dian)站投(tou)資(zi)(zi)500萬(wan)(wan)/座,2025年(nian)年(nian)末(mo)本規劃在公(gong)用(yong)、專(zhuan)用(yong)、統建統營等充換電(dian)(dian)設施領域將直(zhi)接拉(la)動(dong)投(tou)資(zi)(zi)約(yue)13億(yi)(yi)元(yuan)(yuan)。按照每輛(liang)電(dian)(dian)動(dong)巡(xun)游出租車15萬(wan)(wan)元(yuan)(yuan)/輛(liang)、電(dian)(dian)動(dong)網約(yue)出租車15萬(wan)(wan)元(yuan)(yuan)/輛(liang)、電(dian)(dian)動(dong)物流(liu)車25萬(wan)(wan)元(yuan)(yuan)/輛(liang)、電(dian)(dian)動(dong)環(huan)衛(wei)車35萬(wan)(wan)元(yuan)(yuan)/輛(liang)、電(dian)(dian)動(dong)工程車100萬(wan)(wan)元(yuan)(yuan)/輛(liang)、電(dian)(dian)動(dong)個人(ren)及公(gong)務車15萬(wan)(wan)元(yuan)(yuan)/輛(liang)計算,截(jie)至2025年(nian)年(nian)末(mo)可(ke)拉(la)動(dong)全(quan)(quan)市電(dian)(dian)動(dong)汽(qi)車消費約(yue)680億(yi)(yi)元(yuan)(yuan)。到(dao)2035年(nian),全(quan)(quan)市充電(dian)(dian)設施拉(la)動(dong)投(tou)資(zi)(zi)130億(yi)(yi)元(yuan)(yuan)以上,拉(la)動(dong)新能源汽(qi)車消費約(yue)4000億(yi)(yi)元(yuan)(yuan)。 社會(hui)效(xiao)益方面(mian),公(gong)(gong)共充(chong)電(dian)布局優化(hua)改善,鄉鎮地區、高速服務區、干線(xian)公(gong)(gong)路、景(jing)區等場景(jing)充(chong)電(dian)設施(shi)全(quan)面(mian)覆蓋(gai),有效(xiao)緩解充(chong)電(dian)基礎設施(shi)緊缺,電(dian)動汽車充(chong)電(dian)難(nan)問題,避免(mian)充(chong)電(dian)運營企(qi)業間無序競爭,實現社會(hui)資(zi)源(yuan)的有效(xiao)配(pei)置;提升鄭州(zhou)市(shi)的公(gong)(gong)共充(chong)電(dian)服務能力,增強(qiang)民眾對新能源(yuan)汽車的購買意(yi)愿。 環境效益(yi)方面,根據新(xin)(xin)能源(yuan)汽(qi)車(che)國家大數據聯盟公布數據,2023年(nian)(nian)1月累計(ji)接入新(xin)(xin)能源(yuan)汽(qi)車(che)1250.8萬(wan)輛,行(xing)駛(shi)里(li)程171.17億公里(li),平均每輛車(che)單月行(xing)駛(shi)里(li)程約1368公里(li)。按照百公里(li)油(you)耗7.5L,節(jie)約1升(sheng)汽(qi)油(you)=減(jian)排(pai)0.627千克碳(tan)的碳(tan)減(jian)排(pai)系數計(ji)算,截(jie)至2025年(nian)(nian)末,鄭(zheng)州市新(xin)(xin)能源(yuan)汽(qi)車(che)每年(nian)(nian)碳(tan)減(jian)排(pai)量將(jiang)達到(dao)50萬(wan)噸,預(yu)期(qi)到(dao)2035年(nian)(nian),每年(nian)(nian)碳(tan)減(jian)排(pai)量將(jiang)超過200萬(wan)噸,助力鄭(zheng)州加速實現(xian)雙(shuang)碳(tan)目標。 第四章 總體要求 一、指導思想 二、規劃原則 三、規劃目標 (一)遠景目標 2035年(nian)鄭州市(shi)新(xin)能源(yuan)汽車保有(you)量將達到(dao)(dao)270萬(wan)輛(liang),鄭州市(shi)充(chong)電(dian)(dian)設(she)施規模預計達到(dao)(dao)110萬(wan)個(ge)。其(qi)中(zhong),個(ge)人充(chong)電(dian)(dian)樁90萬(wan)個(ge),公專用充(chong)電(dian)(dian)設(she)施20萬(wan)個(ge)。換(huan)電(dian)(dian)站加(jia)速發展,形(xing)成與換(huan)電(dian)(dian)型新(xin)能源(yuan)汽車規模相(xiang)匹配的城市(shi)換(huan)電(dian)(dian)設(she)施體系。 (二)近期目標 到2025年基(ji)本建(jian)成適(shi)度(du)超前、布局均衡、智(zhi)能(neng)高效的充電(dian)基(ji)礎設施體(ti)系,服務保障能(neng)力顯(xian)著提升(sheng),具體(ti)體(ti)現如下。 1.完善全市(shi)充電網絡,支撐(cheng)67萬(wan)輛新能(neng)源汽車充電需求。 總體規模方(fang)面,全市新(xin)建公(gong)用(yong)充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施(shi)(shi)1萬個(ge)(ge),專(zhuan)用(yong)充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施(shi)(shi)0.5萬個(ge)(ge),居住小區(qu)(qu)自(zi)用(yong)充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施(shi)(shi)13.1萬個(ge)(ge)、統建統營(ying)充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施(shi)(shi)2.4萬個(ge)(ge),換電(dian)(dian)(dian)(dian)站20座。2025年年末,全市充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施(shi)(shi)規模力爭達到21.4萬個(ge)(ge),車樁比接近3:1,達到全國先進(jin)水(shui)平。其中(zhong),公(gong)用(yong)充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施(shi)(shi)2.7萬個(ge)(ge),專(zhuan)用(yong)充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施(shi)(shi)1.3萬個(ge)(ge),居住小區(qu)(qu)充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施(shi)(shi)17.4萬個(ge)(ge);換電(dian)(dian)(dian)(dian)站規模達到46座。 服務(wu)半徑(jing)方面,全市城市核心區(qu)充電服務(wu)半徑(jing)應小于1公里。 重點領域推廣方面(mian),推進超級(ji)(ji)充(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)站和示范性(xing)集中式(shi)公用(yong)(yong)充(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)站建(jian)(jian)設,到2025年(nian),全(quan)市建(jian)(jian)成超級(ji)(ji)充(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)站300座(zuo)、充(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)設施(shi)3600個,鄉鎮(zhen)地區建(jian)(jian)成充(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)站458座(zuo)、充(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)設施(shi)4580個,各縣(市)至(zhi)少建(jian)(jian)成1座(zuo)示范性(xing)集中式(shi)公用(yong)(yong)充(chong)(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)站。 2.構(gou)建全面(mian)的充(chong)電服務體系,提升(sheng)各領域充(chong)電服務能(neng)力。 (三)分區目標 充(chong)(chong)(chong)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)配(pei)建(jian)(jian)(jian)目標(biao)需要充(chong)(chong)(chong)分(fen)考慮本區(qu)(qu)(qu)(qu)域汽(qi)車(che)增長量(liang)和(he)本區(qu)(qu)(qu)(qu)域公專用(yong)(yong)充(chong)(chong)(chong)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)配(pei)建(jian)(jian)(jian)的成熟(shu)度(du)。目前(qian),鄭州(zhou)市(shi)69%的公用(yong)(yong)充(chong)(chong)(chong)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)分(fen)布在主城(cheng)區(qu)(qu)(qu)(qu),中(zhong)心城(cheng)區(qu)(qu)(qu)(qu)公用(yong)(yong)充(chong)(chong)(chong)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)建(jian)(jian)(jian)設(she)(she)密度(du)已達25個/平方公里。周(zhou)邊區(qu)(qu)(qu)(qu)縣(市(shi))的充(chong)(chong)(chong)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)主要集中(zhong)在城(cheng)內建(jian)(jian)(jian)成區(qu)(qu)(qu)(qu)域,從充(chong)(chong)(chong)電(dian)(dian)(dian)站服務半徑考慮,仍有較大的補充(chong)(chong)(chong)空間(jian)。根據表4—1新(xin)能(neng)源汽(qi)車(che)預(yu)測(ce)量(liang)與充(chong)(chong)(chong)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)配(pei)建(jian)(jian)(jian)度(du)比值,主城(cheng)區(qu)(qu)(qu)(qu)的充(chong)(chong)(chong)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)建(jian)(jian)(jian)設(she)(she)速度(du)快于新(xin)能(neng)源汽(qi)車(che)增速。因此,預(yu)測(ce)2025年各區(qu)(qu)(qu)(qu)縣(市(shi))新(xin)建(jian)(jian)(jian)充(chong)(chong)(chong)電(dian)(dian)(dian)設(she)(she)施(shi)(shi)數量(liang)采用(yong)(yong)2025年新(xin)能(neng)源車(che)保有量(liang)比例(li)進行計(ji)算更(geng)加合理。 第五章 布局規劃 一、規劃思路 滿足(zu)城(cheng)市空間規(gui)(gui)劃要求。充電站的(de)選(xuan)址(zhi)布(bu)局應結合城(cheng)市建設(she)規(gui)(gui)劃和路網(wang)規(gui)(gui)劃,以網(wang)點(dian)總體布(bu)局規(gui)(gui)劃為宏觀指(zhi)導,經過對布(bu)局網(wang)點(dian)周邊的(de)商業環(huan)境(jing)、交通便(bian)利性(xing)、電力條件、人流密集度等因素綜合評估(gu),確定網(wang)點(dian)建設(she)用地。 符合充電(dian)(dian)(dian)服務半徑要求(qiu)。充電(dian)(dian)(dian)站(zhan)服務半徑是以滿(man)足(zu)新能(neng)源汽車充電(dian)(dian)(dian)需求(qiu)為(wei)目的(de),以優化資源配置(zhi)為(wei)目標(biao)而形成的(de)充電(dian)(dian)(dian)服務范圍(wei)。充電(dian)(dian)(dian)站(zhan)分布應與新能(neng)源汽車交通密(mi)度和充電(dian)(dian)(dian)需求(qiu)的(de)分布盡可能(neng)一(yi)致。鄭州市(shi)城市(shi)核(he)心區公(gong)共充電(dian)(dian)(dian)設施服務半徑應滿(man)足(zu)小于(yu)1公(gong)里的(de)要求(qiu)。 提升公共(gong)充(chong)電設(she)施服務能力。充(chong)電站(zhan)規劃(hua)應考慮城市存量充(chong)電站(zhan)點(dian)位分(fen)布、場站(zhan)規模以及新能源汽車增長(chang)趨勢,優(you)化存量充(chong)電站(zhan)布局結構、設(she)施類型(xing),改善城鄉分(fen)布不均情況,提升充(chong)電設(she)施服務能力。 充分考慮周邊配電(dian)網現(xian)狀(zhuang)。新(xin)能(neng)源汽(qi)車充電(dian)站在運行時需(xu)要高功率的電(dian)力(li)供應(ying)支撐,在進(jin)行充電(dian)站布局(ju)規(gui)劃時應(ying)與城市電(dian)力(li)供應(ying)部(bu)門協(xie)調(diao),將充電(dian)站建設納入(ru)城市電(dian)網規(gui)劃中(zhong)。 二、主城區建設布局 鄭州市主城(cheng)區(qu)已基本(ben)完成公(gong)共充電站和專用充電站布(bu)局(ju),下(xia)一(yi)步應重(zhong)點(dian)推進居住小區(qu)充電設施建設,優化公(gong)共充電站布(bu)局(ju),加快(kuai)公(gong)路干線(xian)充電設施建設,因需補充公(gong)交、物流等公(gong)共服務領域充電設施建設。 (一)居住小區充電設施建設 結合老舊(jiu)小區(qu)(qu)改造(zao),推進居住(zhu)小區(qu)(qu)停(ting)車位(wei)的(de)(de)電氣化改造(zao),保障居民個人樁的(de)(de)安裝權(quan)益,做(zuo)到能裝盡裝。鼓(gu)勵社(she)區(qu)(qu)物業(ye)企業(ye)積(ji)極參與(yu)“統建(jian)(jian)統營、社(she)區(qu)(qu)自治”管理。在(zai)居住(zhu)小區(qu)(qu)相(xiang)對集中的(de)(de)地(di)區(qu)(qu)選(xuan)擇公共停(ting)車場配(pei)建(jian)(jian)直流充電站,積(ji)極推廣智能有序慢充為主、應(ying)急快充為輔的(de)(de)居住(zhu)小區(qu)(qu)充電服務模式。重點區(qu)(qu)域包括金(jin)水區(qu)(qu)大石橋街(jie)(jie)(jie)道(dao)、豐產路街(jie)(jie)(jie)道(dao);鄭東新區(qu)(qu)龍子湖(hu)街(jie)(jie)(jie)道(dao)、龍湖(hu)街(jie)(jie)(jie)道(dao)南部(bu)地(di)區(qu)(qu);管城回族區(qu)(qu)十八里河街(jie)(jie)(jie)道(dao)、商(shang)都路街(jie)(jie)(jie)道(dao);鄭州經開區(qu)(qu)京(jing)航街(jie)(jie)(jie)道(dao);中原區(qu)(qu)西流湖(hu)街(jie)(jie)(jie)道(dao);鄭州高(gao)新區(qu)(qu)溝趙街(jie)(jie)(jie)道(dao)、石佛(fo)鎮(zhen);二七區(qu)(qu)長江路街(jie)(jie)(jie)道(dao);惠濟區(qu)(qu)古滎鎮(zhen)、花園(yuan)口鎮(zhen)、新城街(jie)(jie)(jie)道(dao)等(deng)。 (二)公路干線、景區充電設施建設 推進(jin)公(gong)路沿線(xian)(xian)(xian)、景區(qu)(qu)等重(zhong)點區(qu)(qu)域快速充電設施建設,在靠近產業園區(qu)(qu)、城(cheng)(cheng)(cheng)區(qu)(qu)的(de)大型停(ting)車場,可以配建示(shi)范性(xing)集中式(shi)公(gong)用充電站。重(zhong)點干線(xian)(xian)(xian)包括(kuo)連霍(huo)高(gao)速出(chu)口與城(cheng)(cheng)(cheng)區(qu)(qu)交接地帶(dai)(dai)、京港澳高(gao)速出(chu)口與城(cheng)(cheng)(cheng)區(qu)(qu)交接地帶(dai)(dai)、繞城(cheng)(cheng)(cheng)高(gao)速沿線(xian)(xian)(xian)、機場高(gao)速沿線(xian)(xian)(xian)、西三環沿線(xian)(xian)(xian)等。重(zhong)點景區(qu)(qu)包括(kuo)鄭州(zhou)(zhou)植(zhi)物園、鳳凰島景區(qu)(qu)、黃河(he)風景名(ming)勝區(qu)(qu)、鄭州(zhou)(zhou)樹木(mu)園、櫻桃(tao)溝景區(qu)(qu)、鄭州(zhou)(zhou)方特(te)歡(huan)樂世界等。 (三)單位內部充電設施建設 加快市區內(nei)(nei)企事業(ye)單位內(nei)(nei)部及周邊停(ting)(ting)車場(chang)公共充電(dian)設(she)(she)施建設(she)(she),優化公共充電(dian)站布局,鼓勵(li)有條件的單位內(nei)(nei)部停(ting)(ting)車場(chang)對外開(kai)(kai)放。重點區域包括河南大學附(fu)近(jin)、河南工業(ye)大學附(fu)近(jin)、鄭州骨科醫院(yuan)附(fu)近(jin)、鄭州經(jing)開(kai)(kai)區南部企業(ye)、建設(she)(she)東路與(yu)金(jin)水路交口附(fu)近(jin)、鄭州會展(zhan)中心(xin)地上停(ting)(ting)車場(chang)。 (四)公共服務領域充電設施建設 充(chong)(chong)分(fen)考慮(lv)公交、出租(zu)、物(wu)流等(deng)(deng)專用車新增(zeng)充(chong)(chong)電(dian)(dian)需求,結合停車場站、電(dian)(dian)容(rong)條件(jian)等(deng)(deng)增(zeng)建充(chong)(chong)電(dian)(dian)設(she)施或(huo)新建專用充(chong)(chong)電(dian)(dian)站。鼓勵充(chong)(chong)電(dian)(dian)運(yun)營企業通過新建、改(gai)建、擴容(rong)、遷移等(deng)(deng)方式,逐步提高大功率充(chong)(chong)電(dian)(dian)樁占比。 三、其他區縣(市)建設布局 鄭州(zhou)市(shi)(shi)周邊(bian)區(qu)縣(市(shi)(shi))以及鄭州(zhou)航空(kong)港區(qu)的(de)公共充電(dian)(dian)站集中分布在城市(shi)(shi)建(jian)成(cheng)區(qu)域,建(jian)設密(mi)度相對(dui)較低,未來公用充電(dian)(dian)設施仍有較大(da)的(de)建(jian)設空(kong)間。 以縮(suo)小(xiao)充(chong)(chong)電(dian)站服(fu)務(wu)半徑為(wei)主要任(ren)務(wu),繼續加(jia)強居住(zhu)(zhu)小(xiao)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)充(chong)(chong)電(dian)設(she)施建設(she),積極(ji)推進城(cheng)市(shi)(shi)(shi)商(shang)(shang)業區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)、公(gong)(gong)共(gong)停(ting)車(che)(che)(che)(che)場集中式充(chong)(chong)換(huan)電(dian)設(she)施建設(she),提高充(chong)(chong)電(dian)設(she)施服(fu)務(wu)便利性。重點區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)域包括各區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)縣(市(shi)(shi)(shi))城(cheng)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)居住(zhu)(zhu)小(xiao)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)、商(shang)(shang)業配(pei)套停(ting)車(che)(che)(che)(che)場、公(gong)(gong)共(gong)停(ting)車(che)(che)(che)(che)場、政府機關及企(qi)事業單位內部(bu)停(ting)車(che)(che)(che)(che)場。重點區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)域包括鞏義市(shi)(shi)(shi)城(cheng)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)紫荊路(lu)(lu)(lu)(lu)、新(xin)興路(lu)(lu)(lu)(lu)、嵩山路(lu)(lu)(lu)(lu)、隴海路(lu)(lu)(lu)(lu)周(zhou)邊(bian)社區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)及路(lu)(lu)(lu)(lu)側公(gong)(gong)共(gong)停(ting)車(che)(che)(che)(che)場;滎(ying)陽市(shi)(shi)(shi)北(bei)部(bu)城(cheng)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)、滎(ying)運路(lu)(lu)(lu)(lu)、滎(ying)澤大道(dao)(dao)附近(jin);新(xin)密市(shi)(shi)(shi)西部(bu)和(he)南部(bu)城(cheng)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)、新(xin)密汽(qi)車(che)(che)(che)(che)站附近(jin);新(xin)鄭市(shi)(shi)(shi)主城(cheng)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)居住(zhu)(zhu)小(xiao)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)、新(xin)鄭新(xin)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)工業園;登封市(shi)(shi)(shi)主城(cheng)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)商(shang)(shang)場配(pei)建停(ting)車(che)(che)(che)(che)場、主干(gan)道(dao)(dao)路(lu)(lu)(lu)(lu)側停(ting)車(che)(che)(che)(che)場、中岳(yue)街道(dao)(dao)等;中牟(mou)縣祥達路(lu)(lu)(lu)(lu)附近(jin)工業區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)、前程街道(dao)(dao)、廣(guang)惠街街道(dao)(dao)及縣城(cheng)南部(bu)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)域;上街區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)東(dong)部(bu)居住(zhu)(zhu)小(xiao)區(qu)(qu)(qu)(qu)(qu)(qu)(qu)(qu)。 (二)公共服務領域充電設施建設 在(zai)城市公交、環衛、物流配送集(ji)中(zhong)區域(yu)(yu)(yu),增加專用(yong)大功率充(chong)電(dian)設(she)(she)(she)施建設(she)(she)(she),推動城市公共領(ling)(ling)(ling)域(yu)(yu)(yu)用(yong)車(che)全面電(dian)動化。到(dao)2025年(nian),公共服務領(ling)(ling)(ling)域(yu)(yu)(yu)停車(che)場(chang)配建充(chong)電(dian)設(she)(she)(she)施的車(che)位比(bi)例不低于25%。各區縣(市)根據(ju)公共領(ling)(ling)(ling)域(yu)(yu)(yu)車(che)輛電(dian)動化更換情(qing)況(kuang),就近(jin)選(xuan)擇(ze)場(chang)地建設(she)(she)(she)專用(yong)充(chong)電(dian)設(she)(she)(she)施。重點區域(yu)(yu)(yu)包括中(zhong)牟縣西部(bu)(bu)物流園(yuan)、航空港區東南部(bu)(bu)和東北部(bu)(bu)物流集(ji)散(san)區。 (三)公路干線及高速服務區充電設施建設 在干(gan)線(xian)公路沿線(xian)要配(pei)建(jian)單樁(zhuang)功率不低于60kW的快(kuai)速(su)充(chong)(chong)電設(she)施(shi)(shi)。高(gao)速(su)公路新建(jian)服(fu)務區(qu)要按照不低于停車位總數40%的比例(li)配(pei)建(jian)快(kuai)速(su)充(chong)(chong)電樁(zhuang)或預(yu)留充(chong)(chong)電設(she)施(shi)(shi)接口。高(gao)速(su)服(fu)務區(qu)已建(jian)充(chong)(chong)電設(she)施(shi)(shi)企業要根(gen)據假期新能源汽車充(chong)(chong)電排隊情(qing)況,增(zeng)建(jian)大(da)功率充(chong)(chong)電設(she)施(shi)(shi)或者臨時(shi)增(zeng)加移動式充(chong)(chong)電設(she)施(shi)(shi)。新建(jian)區(qu)域包括(kuo)城市邊(bian)緣過境省道沿線(xian)、G107空(kong)港服(fu)務區(qu)、鄭民(min)高(gao)速(su)中(zhong)牟南(nan)服(fu)務區(qu)、安羅高(gao)速(su)中(zhong)牟東服(fu)務區(qu)等(deng)。 (四)鄉鎮及景區充電設施建設 加(jia)快推進周邊(bian)村(cun)(cun)鎮(zhen)(zhen)(zhen)(zhen)(zhen)、景(jing)區(qu)充(chong)(chong)(chong)(chong)電設(she)施建(jian)設(she),根據場地(di)條件(jian),合(he)(he)理配置快慢充(chong)(chong)(chong)(chong)設(she)施比例(li)。具(ju)備(bei)條件(jian)的城(cheng)市(shi)(shi)(shi)周邊(bian)村(cun)(cun)鎮(zhen)(zhen)(zhen)(zhen)(zhen),鼓勵村(cun)(cun)集體自建(jian)或(huo)者引(yin)入專(zhuan)業的充(chong)(chong)(chong)(chong)電設(she)施運營(ying)企業投建(jian)公(gong)用充(chong)(chong)(chong)(chong)電設(she)施。全(quan)市(shi)(shi)(shi)A級以上旅游景(jing)區(qu)要結合(he)(he)游客接待量和充(chong)(chong)(chong)(chong)電需求配建(jian)充(chong)(chong)(chong)(chong)電設(she)施。重(zhong)點景(jing)區(qu)包括(kuo)康百萬莊(zhuang)園(yuan)、伏羲大峽谷(gu)景(jing)區(qu)、竹(zhu)林長壽山(shan)景(jing)區(qu)、黃帝故里、萬山(shan)森林公(gong)園(yuan)、五(wu)云山(shan)山(shan)地(di)生態公(gong)園(yuan)等。重(zhong)點鄉鎮(zhen)(zhen)(zhen)(zhen)(zhen)包括(kuo)鞏義市(shi)(shi)(shi)芝田(tian)鎮(zhen)(zhen)(zhen)(zhen)(zhen)、西(xi)村(cun)(cun)鎮(zhen)(zhen)(zhen)(zhen)(zhen);滎陽市(shi)(shi)(shi)王村(cun)(cun)鎮(zhen)(zhen)(zhen)(zhen)(zhen)、高(gao)(gao)村(cun)(cun)鄉、廣武鎮(zhen)(zhen)(zhen)(zhen)(zhen)、高(gao)(gao)山(shan)鎮(zhen)(zhen)(zhen)(zhen)(zhen)、劉河鎮(zhen)(zhen)(zhen)(zhen)(zhen);新(xin)密市(shi)(shi)(shi)米村(cun)(cun)鎮(zhen)(zhen)(zhen)(zhen)(zhen)、岳村(cun)(cun)鎮(zhen)(zhen)(zhen)(zhen)(zhen)、城(cheng)關鎮(zhen)(zhen)(zhen)(zhen)(zhen);新(xin)鄭(zheng)市(shi)(shi)(shi)鄭(zheng)新(xin)快速通道沿(yan)線村(cun)(cun)鎮(zhen)(zhen)(zhen)(zhen)(zhen)、新(xin)村(cun)(cun)鎮(zhen)(zhen)(zhen)(zhen)(zhen);登封(feng)市(shi)(shi)(shi)東(dong)華鎮(zhen)(zhen)(zhen)(zhen)(zhen)、告(gao)成鎮(zhen)(zhen)(zhen)(zhen)(zhen);中牟縣(xian)萬灘(tan)鎮(zhen)(zhen)(zhen)(zhen)(zhen)、官(guan)渡鎮(zhen)(zhen)(zhen)(zhen)(zhen)、黃店鎮(zhen)(zhen)(zhen)(zhen)(zhen)。 四、建設場景規劃 根據城市規(gui)劃情況,充電站建設具體落地場景主(zhu)要有(you)以下幾(ji)種: (一)公共充電站 公(gong)共充(chong)電(dian)站(zhan)指滿足運營車(che)輛(包(bao)括網(wang)約車(che)、出租車(che)、物流車(che)等(deng))及社會車(che)輛日(ri)常(chang)充(chong)電(dian)需(xu)求(qiu),在社會公(gong)共停車(che)場建設的充(chong)電(dian)場站(zhan)。公(gong)共充(chong)電(dian)站(zhan)主要分布在城(cheng)市核心商圈、交(jiao)通樞紐、商務辦公(gong)場所(suo)、產業園(yuan)區(qu)周邊等(deng)交(jiao)通便利(li)的車(che)流熱點區(qu)域。 (二)專用充電站 專用(yong)充電(dian)站指主(zhu)要服(fu)務于公交車、環衛車、特種車、渣土及攪拌(ban)車等(deng),一般以車輛運營單(dan)位自有場地為主(zhu)進行(xing)建設的充電(dian)場站,如各機關及行(xing)政機構屬(shu)地、公交場站、環衛場站等(deng)。 (三)單位內部充電站 單位內部(bu)充電(dian)站是指(zhi)用(yong)于服務公務車、企事業(ye)內部(bu)員工車輛,以車輛停駛時間較長的公共場景為主,在政府機構、事業(ye)單位、辦公樓(lou)等場所(suo)建設的充電(dian)站。 (四)換電站 換(huan)(huan)電站主要服務部分私(si)家(jia)車(che)(che)、運營車(che)(che)輛及(ji)重(zhong)型貨(huo)(huo)車(che)(che),私(si)家(jia)車(che)(che)和運營車(che)(che)輛換(huan)(huan)電站以公(gong)共(gong)停車(che)(che)場(chang)為(wei)主要建設場(chang)地,也可選擇條件允許(xu)的公(gong)共(gong)充電站進(jin)行(xing)合(he)作,做(zuo)到(dao)充換(huan)(huan)一(yi)體化綜合(he)利用。重(zhong)型貨(huo)(huo)車(che)(che)換(huan)(huan)電站以貨(huo)(huo)車(che)(che)停車(che)(che)場(chang)為(wei)主進(jin)行(xing)建設,遵循就近原則(ze)。 (五)示范性集中式充電站 示范(fan)性集中(zhong)式充(chong)(chong)電(dian)(dian)站(zhan)(以(yi)下簡稱(cheng)“示范(fan)站(zhan)”)是以(yi)獨立的(de)停(ting)車(che)場(chang)(chang)(chang)為(wei)充(chong)(chong)電(dian)(dian)站(zhan)建(jian)設(she)場(chang)(chang)(chang)地,配建(jian)大(da)功率充(chong)(chong)電(dian)(dian)設(she)施,并(bing)適度(du)應用(yong)超(chao)充(chong)(chong)技術、V2G(電(dian)(dian)動汽車(che)與電(dian)(dian)網雙(shuang)向互動)技術,為(wei)運營車(che)輛及社(she)會車(che)輛提(ti)供充(chong)(chong)電(dian)(dian)服務的(de)示范(fan)性充(chong)(chong)電(dian)(dian)站(zhan)。示范(fan)站(zhan)內劃分(fen)供配電(dian)(dian)區、充(chong)(chong)電(dian)(dian)區、商超(chao)區、休息區、消防區,規范(fan)設(she)計行車(che)道和(he)停(ting)車(che)位,并(bing)配套建(jian)設(she)獨立的(de)停(ting)車(che)管(guan)理(li)系統(tong)和(he)視頻監控系統(tong)。示范(fan)站(zhan)需要(yao)的(de)場(chang)(chang)(chang)地面積較大(da),一般在城市建(jian)成(cheng)區邊緣地帶(dai)或(huo)者大(da)型地上停(ting)車(che)場(chang)(chang)(chang)內規劃建(jian)設(she)。 (六)超級充電站 超(chao)級(ji)充電(dian)(dian)站是指(zhi)配置超(chao)級(ji)快充設施的充電(dian)(dian)站,超(chao)級(ji)快充設施需滿足單(dan)槍充電(dian)(dian)功率不(bu)小于350kW,最大輸(shu)出電(dian)(dian)壓(ya)不(bu)小于800V,持續(xu)充電(dian)(dian)電(dian)(dian)流不(bu)小于400A的要求(qiu)。超(chao)級(ji)充電(dian)(dian)站適宜在高速服務區(qu)、干(gan)線(xian)(xian)公路沿線(xian)(xian)、商業中心等場所建設。 (七)光儲充換綜合站 在(zai)公共充(chong)(chong)電(dian)(dian)(dian)(dian)站、專用充(chong)(chong)電(dian)(dian)(dian)(dian)站以及換(huan)電(dian)(dian)(dian)(dian)站適當配(pei)置光(guang)伏(fu)系(xi)統(tong)、儲(chu)能(neng)系(xi)統(tong),進(jin)一步提(ti)升(sheng)整個項目對電(dian)(dian)(dian)(dian)網(wang)“削峰填谷(gu)”的調節能(neng)力,同(tong)時(shi)儲(chu)存(cun)更多的谷(gu)時(shi)電(dian)(dian)(dian)(dian)量或光(guang)伏(fu)余(yu)電(dian)(dian)(dian)(dian),以供車輛充(chong)(chong)電(dian)(dian)(dian)(dian)及項目地(di)部分(fen)供電(dian)(dian)(dian)(dian)需求,真(zhen)正使(shi)得項目達(da)到(dao)“零碳”目標,提(ti)升(sheng)項目經濟效益。光(guang)儲(chu)充(chong)(chong)換(huan)綜合站一般選擇(ze)產業園區、綜合能(neng)源港、大型地(di)上停車場(chang)、高速服務區等(deng)場(chang)所(suo)建設(she)。 (八)綜合能源港 綜(zong)(zong)合能源港是集合加油(you)、充電、加氫、光伏、儲能、餐飲、購物、汽(qi)車后服務(wu)等(deng)功能于一(yi)(yi)體的“新(xin)物種”,在降本增效的同(tong)時,輔助電力(li)市場調(diao)節,實現能量精細化管理。綜(zong)(zong)合能源港一(yi)(yi)般(ban)在加油(you)站(zhan)基礎上進行改造,可以根據(ju)場地條件選擇充電設施、換(huan)電設施、加氫設備等(deng)要素進行組合搭(da)配(pei),充分發(fa)揮區(qu)位(wei)優勢(shi),為廣大車主提供一(yi)(yi)站(zhan)式綜(zong)(zong)合服務(wu)。 第六章 重點任務 一、構建完善的充電網絡 (一)加快推進居住小區充電設施建設 新(xin)建(jian)(jian)(jian)居(ju)(ju)住(zhu)小(xiao)區(qu)配建(jian)(jian)(jian)停(ting)車位(wei)應100%建(jian)(jian)(jian)設(she)(she)充電(dian)(dian)設(she)(she)施或(huo)(huo)預留安裝(zhuang)條(tiao)件。既有(you)居(ju)(ju)住(zhu)小(xiao)區(qu)根據實際(ji)需(xu)求(qiu)和場(chang)地、電(dian)(dian)源、供(gong)電(dian)(dian)容(rong)量、消防等建(jian)(jian)(jian)設(she)(she)條(tiao)件,按照“能裝(zhuang)盡裝(zhuang)”原(yuan)則,有(you)序(xu)推進充電(dian)(dian)設(she)(she)施建(jian)(jian)(jian)設(she)(she)。沒有(you)固定(ding)停(ting)車位(wei)的(de)既有(you)居(ju)(ju)住(zhu)小(xiao)區(qu),鼓(gu)勵(li)通(tong)過公共場(chang)地的(de)改造,建(jian)(jian)(jian)設(she)(she)一(yi)定(ding)數量的(de)公用充電(dian)(dian)設(she)(she)施。鼓(gu)勵(li)充電(dian)(dian)設(she)(she)施運(yun)營企業或(huo)(huo)居(ju)(ju)住(zhu)小(xiao)區(qu)管(guan)(guan)理(li)(li)單位(wei)接受業主委托(tuo),開(kai)展(zhan)居(ju)(ju)住(zhu)小(xiao)區(qu)充電(dian)(dian)設(she)(she)施“統(tong)建(jian)(jian)(jian)統(tong)營”,統(tong)一(yi)提供(gong)充電(dian)(dian)設(she)(she)施建(jian)(jian)(jian)設(she)(she)、運(yun)營與維護等服務,提高(gao)(gao)充電(dian)(dian)設(she)(she)施安全管(guan)(guan)理(li)(li)水平(ping)。鼓(gu)勵(li)社區(qu)業主、物業管(guan)(guan)理(li)(li)企業參與充電(dian)(dian)設(she)(she)施日(ri)常(chang)運(yun)營管(guan)(guan)理(li)(li),通(tong)過“社區(qu)自治”,合理(li)(li)協調(diao)燃油汽(qi)車和電(dian)(dian)動汽(qi)車停(ting)車需(xu)求(qiu),解決(jue)停(ting)車、占(zhan)位(wei)與充電(dian)(dian)矛盾。鼓(gu)勵(li)智能有(you)序(xu)充電(dian)(dian)技術推廣,加快開(kai)展(zhan)智能有(you)序(xu)充電(dian)(dian)示范小(xiao)區(qu)建(jian)(jian)(jian)設(she)(she),逐步提高(gao)(gao)智能有(you)序(xu)充電(dian)(dian)樁建(jian)(jian)(jian)設(she)(she)比例。 (二)加快推進單位內部充電設施建設 具備條(tiao)件(jian)的(de)公共機構(gou)和(he)企業(ye)(ye)要結合單位(wei)電(dian)動汽(qi)車(che)(che)配(pei)備更新計劃(hua)(hua)及(ji)職工購買使用(yong)電(dian)動汽(qi)車(che)(che)需(xu)求(qiu),合理(li)規劃(hua)(hua)建(jian)設(she)(she)(she)(she)充(chong)(chong)電(dian)設(she)(she)(she)(she)施。到2025年,市(shi)、縣級公共機構(gou)及(ji)市(shi)屬國資企業(ye)(ye)配(pei)建(jian)充(chong)(chong)電(dian)設(she)(she)(she)(she)施的(de)車(che)(che)位(wei)比例不低于(yu)10%。鼓勵(li)其他社會企業(ye)(ye)參照(zhao)以上(shang)標準開(kai)展內(nei)部(bu)充(chong)(chong)電(dian)設(she)(she)(she)(she)施建(jian)設(she)(she)(she)(she)。各單位(wei)在既有(you)停車(che)(che)位(wei)安裝充(chong)(chong)電(dian)設(she)(she)(she)(she)施的(de),無需(xu)辦(ban)理(li)建(jian)設(she)(she)(she)(she)用(yong)地規劃(hua)(hua)許(xu)可證(zheng)、建(jian)設(she)(she)(she)(she)工程規劃(hua)(hua)許(xu)可證(zheng)和(he)施工許(xu)可證(zheng)。建(jian)設(she)(she)(she)(she)企業(ye)(ye)需(xu)按“經濟(ji)實(shi)用(yong)、快慢互(hu)濟(ji)”原則做好(hao)快慢充(chong)(chong)比例配(pei)置。 (三)加快公路沿線快速充電設施布局 干線(xian)公路(lu)(lu)沿(yan)線(xian)要配建(jian)(jian)單樁(zhuang)功率不低(di)于60kW的快(kuai)(kuai)速(su)充(chong)(chong)(chong)電(dian)樁(zhuang)。高速(su)公路(lu)(lu)新建(jian)(jian)服務(wu)區(qu)要按照(zhao)不低(di)于停車(che)位總數40%的比例(li)(li)配建(jian)(jian)快(kuai)(kuai)速(su)充(chong)(chong)(chong)電(dian)樁(zhuang)或(huo)預(yu)留(liu)充(chong)(chong)(chong)電(dian)設施接口,相關標準納(na)入(ru)高速(su)公路(lu)(lu)設計、驗收規范;現(xian)有服務(wu)區(qu)具備條件的要按照(zhao)不低(di)于停車(che)位總數40%的比例(li)(li)配建(jian)(jian)快(kuai)(kuai)速(su)充(chong)(chong)(chong)電(dian)樁(zhuang)或(huo)預(yu)留(liu)充(chong)(chong)(chong)電(dian)設施接口。國道(dao)、省道(dao)和城際(ji)快(kuai)(kuai)速(su)公路(lu)(lu)沿(yan)線(xian)加油(氣)站在滿足安全(quan)(quan)條件的前提(ti)下,到(dao)2025年全(quan)(quan)部配建(jian)(jian)快(kuai)(kuai)速(su)充(chong)(chong)(chong)電(dian)樁(zhuang)。 (四)優化城市公共充電網絡建設布局 進一步(bu)優(you)化主(zhu)城區公(gong)(gong)(gong)(gong)共充(chong)(chong)(chong)電(dian)網絡(luo)布(bu)局(ju),加大周邊區縣(市)公(gong)(gong)(gong)(gong)共充(chong)(chong)(chong)電(dian)設(she)(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)(she)力度,因地制宜布(bu)局(ju)換(huan)電(dian)站(zhan),提升(sheng)公(gong)(gong)(gong)(gong)共充(chong)(chong)(chong)電(dian)服務保(bao)障能力。鼓(gu)勵充(chong)(chong)(chong)電(dian)運(yun)營企(qi)業通過(guo)新建(jian)、改建(jian)、擴容、遷移、老舊設(she)(she)(she)(she)施(shi)(shi)升(sheng)級改造等方式,逐步(bu)提高快充(chong)(chong)(chong)樁占比。大型公(gong)(gong)(gong)(gong)共建(jian)筑(zhu)物配(pei)建(jian)停(ting)車(che)(che)場(chang)、社會(hui)公(gong)(gong)(gong)(gong)共停(ting)車(che)(che)場(chang)建(jian)設(she)(she)(she)(she)充(chong)(chong)(chong)電(dian)設(she)(she)(she)(she)施(shi)(shi)或預(yu)留建(jian)設(she)(she)(she)(she)安(an)(an)裝條(tiao)件的車(che)(che)位(wei)比例(li)不低于10%。其中,新建(jian)大于2萬m2的商場(chang)、賓館、醫院、辦公(gong)(gong)(gong)(gong)樓等大型公(gong)(gong)(gong)(gong)共建(jian)筑(zhu)物配(pei)建(jian)停(ting)車(che)(che)場(chang)、社會(hui)公(gong)(gong)(gong)(gong)共停(ting)車(che)(che)場(chang)建(jian)設(she)(she)(she)(she)充(chong)(chong)(chong)電(dian)設(she)(she)(she)(she)施(shi)(shi)或預(yu)留建(jian)設(she)(she)(she)(she)安(an)(an)裝條(tiao)件的車(che)(che)位(wei)比例(li)不低于15%。 具備(bei)條(tiao)件的(de)(de)產業(ye)(ye)園(yuan)(yuan)區要結合園(yuan)(yuan)區內企業(ye)(ye)公務(wu)用車(che)(che)、通勤(qin)班車(che)(che)、貨運(yun)車(che)(che)輛、員(yuan)工個(ge)人乘用車(che)(che)等類型(xing)電(dian)(dian)(dian)動汽車(che)(che)的(de)(de)充電(dian)(dian)(dian)需(xu)求,合理規劃充電(dian)(dian)(dian)車(che)(che)位(wei),引導資質良好的(de)(de)充電(dian)(dian)(dian)設(she)施(shi)運(yun)營企業(ye)(ye)按比例配(pei)建充電(dian)(dian)(dian)設(she)施(shi)。大型(xing)物流園(yuan)(yuan)區要充分挖掘園(yuan)(yuan)區內停車(che)(che)資源,優先(xian)配(pei)建大功率(lv)快充設(she)施(shi)。到2025年(nian),省級產業(ye)(ye)園(yuan)(yuan)區配(pei)建充電(dian)(dian)(dian)設(she)施(shi)或預留充電(dian)(dian)(dian)設(she)施(shi)接口的(de)(de)車(che)(che)位(wei)比例不低(di)于30%。 (六)積極完善旅游景區充電設施建設 全力支持鄭州市(shi)全域(yu)旅游示范(fan)區(qu)創建工作,強(qiang)化基礎保(bao)障,積(ji)極完善景區(qu)公用充(chong)電(dian)(dian)設(she)施建設(she),全市(shi)A級(ji)以(yi)上旅游景區(qu)要(yao)結合游客接待量和(he)充(chong)電(dian)(dian)需求配建充(chong)電(dian)(dian)設(she)施。到(dao)2025年(nian),4A級(ji)以(yi)上旅游景區(qu)要(yao)設(she)立電(dian)(dian)動(dong)汽車(che)公用充(chong)電(dian)(dian)區(qu)域(yu),配建充(chong)電(dian)(dian)設(she)施或預(yu)留充(chong)電(dian)(dian)設(she)施接口的車(che)位比例不(bu)低(di)于(yu)15%。 (七)持續推進公共服務領域充換電設施建設 在公交、環衛、物流、通勤等公共服(fu)(fu)務領(ling)(ling)域,要因地制宜在運營線(xian)路沿線(xian)配(pei)建充(chong)換電設施(shi),到2025年(nian),公共服(fu)(fu)務領(ling)(ling)域停(ting)車場配(pei)建充(chong)電設施(shi)的車位比例不低于25%。 (八)加快推進鄉村地區充電設施建設 按照(zhao)全面推(tui)進鄉(xiang)(xiang)(xiang)(xiang)村振興和支(zhi)持新能源汽(qi)車下(xia)鄉(xiang)(xiang)(xiang)(xiang)的有關要求,適度超前建(jian)(jian)設(she)(she)充電基(ji)礎(chu)設(she)(she)施,創(chuang)新充電基(ji)礎(chu)設(she)(she)施建(jian)(jian)設(she)(she)、運營、維護模式,確保(bao)“有人建(jian)(jian)、有人管、能持續”。結合(he)推(tui)進以(yi)縣(xian)城(cheng)為重要載(zai)體的城(cheng)鎮化建(jian)(jian)設(she)(she),加快實現新能源汽(qi)車充電站(zhan)“縣(xian)縣(xian)全覆蓋(gai)”、充電樁(zhuang)“鄉(xiang)(xiang)(xiang)(xiang)鄉(xiang)(xiang)(xiang)(xiang)全覆蓋(gai)”。合(he)理推(tui)進集(ji)中(zhong)(zhong)式公共(gong)(gong)充電場(chang)(chang)站(zhan)建(jian)(jian)設(she)(she),優先在(zai)縣(xian)鄉(xiang)(xiang)(xiang)(xiang)企事業單位、商業建(jian)(jian)筑、交通樞(shu)紐(niu)(場(chang)(chang)站(zhan))、公路沿線服務區(站(zhan))等(deng)場(chang)(chang)所配(pei)置(zhi)公共(gong)(gong)充電設(she)(she)施,并向易地(di)搬遷集(ji)中(zhong)(zhong)安置(zhi)區、鄉(xiang)(xiang)(xiang)(xiang)村旅游(you)重點村等(deng)延伸,結合(he)鄉(xiang)(xiang)(xiang)(xiang)村自(zi)駕游(you)發展加快公路沿線、具備條件的加油站(zhan)等(deng)場(chang)(chang)所充電樁(zhuang)建(jian)(jian)設(she)(she)。 二、強化充電設施行業監督管理 (一)提升充電設施智能化管理水平 加(jia)快市級新能(neng)(neng)(neng)(neng)源(yuan)智(zhi)(zhi)能(neng)(neng)(neng)(neng)監測車(che)樁(zhuang)服務(wu)平(ping)臺(tai)(tai)建(jian)(jian)設(she)(she)運營(ying),推進(jin)市級平(ping)臺(tai)(tai)與省級平(ping)臺(tai)(tai)、國家平(ping)臺(tai)(tai)互聯互通工作,盡快整合車(che)樁(zhuang)資(zi)源(yuan),通過(guo)(guo)大數(shu)(shu)據(ju)(ju)(ju)分析技術,全(quan)面掌握鄭(zheng)(zheng)州(zhou)市新能(neng)(neng)(neng)(neng)源(yuan)汽車(che)和(he)(he)充(chong)(chong)(chong)電(dian)(dian)設(she)(she)施數(shu)(shu)據(ju)(ju)(ju),通過(guo)(guo)充(chong)(chong)(chong)電(dian)(dian)需(xu)求和(he)(he)供給矛(mao)盾對比,優化鄭(zheng)(zheng)州(zhou)市充(chong)(chong)(chong)電(dian)(dian)場站建(jian)(jian)設(she)(she)布局。推進(jin)市級平(ping)臺(tai)(tai)與運營(ying)企(qi)業(ye)的(de)互聯互通工作,建(jian)(jian)立(li)和(he)(he)完善充(chong)(chong)(chong)電(dian)(dian)設(she)(she)施數(shu)(shu)據(ju)(ju)(ju)傳輸標準和(he)(he)數(shu)(shu)據(ju)(ju)(ju)采集(ji)機制,促進(jin)企(qi)業(ye)間數(shu)(shu)據(ju)(ju)(ju)共享,提升市民充(chong)(chong)(chong)電(dian)(dian)便(bian)利性。通過(guo)(guo)靜態數(shu)(shu)據(ju)(ju)(ju)和(he)(he)實時狀態數(shu)(shu)據(ju)(ju)(ju)采集(ji),加(jia)強安全(quan)監管能(neng)(neng)(neng)(neng)力。深(shen)度研究充(chong)(chong)(chong)電(dian)(dian)設(she)(she)施服務(wu)能(neng)(neng)(neng)(neng)力和(he)(he)潛存問題,為行業(ye)主管部(bu)門提供專業(ye)數(shu)(shu)據(ju)(ju)(ju)支(zhi)撐。推動新能(neng)(neng)(neng)(neng)源(yuan)汽車(che)、充(chong)(chong)(chong)電(dian)(dian)設(she)(she)施平(ping)臺(tai)(tai)、智(zhi)(zhi)能(neng)(neng)(neng)(neng)電(dian)(dian)網、停車(che)管理系(xi)統數(shu)(shu)據(ju)(ju)(ju)融合發展(zhan),構建(jian)(jian)“車(che)-樁(zhuang)-網-位(wei)”高度協同的(de)智(zhi)(zhi)能(neng)(neng)(neng)(neng)化充(chong)(chong)(chong)電(dian)(dian)服務(wu)體系(xi)。 (二)加強公共充換電設施安全管理 強化汽車、電(dian)(dian)池(chi)和充(chong)(chong)電(dian)(dian)設(she)(she)(she)施(shi)(shi)生產企業產品(pin)質量安(an)(an)(an)(an)全(quan)(quan)(quan)責任,嚴格(ge)建(jian)設(she)(she)(she)、設(she)(she)(she)計、施(shi)(shi)工、監(jian)理(li)(li)單(dan)位建(jian)設(she)(she)(she)安(an)(an)(an)(an)裝(zhuang)質量安(an)(an)(an)(an)全(quan)(quan)(quan)把關。在加(jia)(jia)油(you)站(zhan)、加(jia)(jia)氣站(zhan)建(jian)設(she)(she)(she)安(an)(an)(an)(an)裝(zhuang)充(chong)(chong)換(huan)電(dian)(dian)設(she)(she)(she)施(shi)(shi)應布置在輔助服務(wu)區內。充(chong)(chong)電(dian)(dian)設(she)(she)(she)施(shi)(shi)業主、居(ju)民委員會(hui)、售后(hou)(hou)維保單(dan)位等應加(jia)(jia)強充(chong)(chong)電(dian)(dian)設(she)(she)(she)施(shi)(shi)安(an)(an)(an)(an)全(quan)(quan)(quan)管(guan)理(li)(li),及時(shi)發(fa)現(xian)、消(xiao)除安(an)(an)(an)(an)全(quan)(quan)(quan)隱患。各級(ji)行(xing)業主管(guan)部門,要建(jian)立完善安(an)(an)(an)(an)全(quan)(quan)(quan)管(guan)理(li)(li)機制,加(jia)(jia)強充(chong)(chong)電(dian)(dian)設(she)(she)(she)施(shi)(shi)運營安(an)(an)(an)(an)全(quan)(quan)(quan)監(jian)管(guan),開展充(chong)(chong)電(dian)(dian)樁在線(xian)監(jian)測,對集(ji)中(zhong)式充(chong)(chong)換(huan)電(dian)(dian)設(she)(she)(she)施(shi)(shi)進行(xing)安(an)(an)(an)(an)全(quan)(quan)(quan)巡檢。建(jian)立火災事(shi)(shi)故調(diao)查處理(li)(li)、溯源(yuan)機制,形成(cheng)事(shi)(shi)前(qian)事(shi)(shi)中(zhong)事(shi)(shi)后(hou)(hou)全(quan)(quan)(quan)鏈條(tiao)閉環管(guan)理(li)(li)體系(xi)。 (三)補齊鄉村地區充電設施運維短板 結合農村(cun)地區充(chong)(chong)電(dian)(dian)設(she)施(shi)(shi)環境、電(dian)(dian)網基(ji)礎條件(jian)、運(yun)行維(wei)護要求(qiu)等(deng),開展充(chong)(chong)電(dian)(dian)設(she)施(shi)(shi)建設(she)標準制修訂和(he)典(dian)型設(she)計(ji)。完(wan)善(shan)充(chong)(chong)電(dian)(dian)設(she)施(shi)(shi)運(yun)維(wei)體系,提升設(she)施(shi)(shi)可用率和(he)故障(zhang)(zhang)處(chu)理(li)能力(li),推動(dong)公共充(chong)(chong)換電(dian)(dian)網絡運(yun)營(ying)商(shang)平(ping)臺(tai)互聯互通。鼓(gu)勵停車(che)場與(yu)(yu)充(chong)(chong)電(dian)(dian)設(she)施(shi)(shi)運(yun)營(ying)企業創新技術與(yu)(yu)管理(li)措施(shi)(shi),引導(dao)燃油汽車(che)與(yu)(yu)新能源汽車(che)分區停放,維(wei)護良好(hao)充(chong)(chong)電(dian)(dian)秩序。利用技術手段對充(chong)(chong)電(dian)(dian)需求(qiu)集中的(de)時(shi)段和(he)地段進行提前研判,并做(zuo)好(hao)服務保障(zhang)(zhang)。 (四)推進行業提質增效 制定充(chong)(chong)電(dian)站(zhan)等級評估機制,推動充(chong)(chong)電(dian)設(she)施(shi)運(yun)營(ying)企(qi)業(ye)良(liang)性競爭,提(ti)升充(chong)(chong)電(dian)站(zhan)服務質量(liang)。充(chong)(chong)電(dian)設(she)施(shi)運(yun)營(ying)企(qi)業(ye)要完善(shan)充(chong)(chong)電(dian)設(she)備運(yun)維體系,通(tong)過智能化和(he)(he)數字化手(shou)段,提(ti)升設(she)備可(ke)用率(lv)和(he)(he)故障處(chu)理(li)能力。針對設(she)備老(lao)舊、故障率(lv)高(gao)的存量(liang)充(chong)(chong)電(dian)場站(zhan),運(yun)營(ying)企(qi)業(ye)應及時進(jin)行設(she)備升級改(gai)造,保障設(she)備應有的充(chong)(chong)電(dian)服務能力。對于(yu)利用率(lv)低(di)、場站(zhan)區位較(jiao)好(hao)、無人管理(li)的存量(liang)充(chong)(chong)電(dian)樁(zhuang),鼓勵資(zi)質良(liang)好(hao)、運(yun)營(ying)經(jing)驗豐富的運(yun)營(ying)企(qi)業(ye)收購改(gai)造,盤(pan)活僵尸資(zi)產、低(di)效率(lv)資(zi)產。 三、推動新技術推廣和產業鏈協同發展 (一)加快超充技術應用推廣 大力支持(chi)(chi)超充(chong)(chong)技(ji)術應用(yong)推廣,鼓勵充(chong)(chong)電(dian)(dian)(dian)設(she)施運(yun)營企業優先在商業服務區、高速服務區、交通(tong)樞紐和主干(gan)道(dao)沿線停車(che)場(chang)建(jian)設(she)超級(ji)充(chong)(chong)電(dian)(dian)(dian)設(she)施,到2025年,全市(shi)建(jian)成超級(ji)充(chong)(chong)電(dian)(dian)(dian)站300座、充(chong)(chong)電(dian)(dian)(dian)設(she)施3600個,初步形成規模適(shi)度(du)(du)的(de)城市(shi)超充(chong)(chong)服務體(ti)系(xi)。支持(chi)(chi)在超級(ji)充(chong)(chong)電(dian)(dian)(dian)站內增建(jian)光伏儲(chu)能(neng)(neng)(neng)設(she)備,建(jian)設(she)智(zhi)能(neng)(neng)(neng)調度(du)(du)體(ti)系(xi),實現(xian)源網(wang)荷(he)儲(chu)互(hu)動、多(duo)能(neng)(neng)(neng)協同互(hu)補,以(yi)及用(yong)能(neng)(neng)(neng)需(xu)求智(zhi)能(neng)(neng)(neng)調控(kong),著(zhu)力提升能(neng)(neng)(neng)源系(xi)統(tong)效率(lv)。 (二)探索鄉村地區充電新模式 結合(he)新(xin)(xin)能源汽(qi)車下鄉和(he)鄉村振興的政策要(yao)求(qiu),著(zhu)力(li)提升新(xin)(xin)建充(chong)電(dian)(dian)(dian)基(ji)礎(chu)設施智(zhi)能化(hua)水平,將智(zhi)能有(you)序(xu)充(chong)電(dian)(dian)(dian)納(na)入充(chong)電(dian)(dian)(dian)基(ji)礎(chu)設施和(he)新(xin)(xin)能源汽(qi)車產(chan)品(pin)功(gong)能范圍,鼓勵(li)(li)新(xin)(xin)售新(xin)(xin)能源汽(qi)車隨(sui)車配建充(chong)電(dian)(dian)(dian)樁具備有(you)序(xu)充(chong)電(dian)(dian)(dian)功(gong)能,加快形(xing)成行業統一標準。鼓勵(li)(li)開展電(dian)(dian)(dian)動(dong)汽(qi)車與電(dian)(dian)(dian)網雙(shuang)向互(hu)動(dong)(V2G)、光(guang)儲(chu)(chu)充(chong)協同控制(zhi)等關鍵技術研(yan)究(jiu),探索在(zai)充(chong)電(dian)(dian)(dian)樁利用率較低的農村地區,建設提供光(guang)伏發電(dian)(dian)(dian)、儲(chu)(chu)能、充(chong)電(dian)(dian)(dian)一體(ti)化(hua)的充(chong)電(dian)(dian)(dian)基(ji)礎(chu)設施。 (三)推進示范性集中式公用充電站建設 支持(chi)商業模(mo)(mo)式(shi)創新,推(tui)進(jin)示范(fan)性(xing)(xing)集中式(shi)公用充電站建(jian)設,站內具備供電、充電、消防、商業、休息等功能分區(qu),探索綜合性(xing)(xing)充電場景,到2025年,各縣(xian)(市)至少建(jian)成1座示范(fan)性(xing)(xing)集中式(shi)公用充電站。在充電站建(jian)設標準(zhun)(zhun)、驗收(shou)規范(fan)、運維(wei)管理規范(fan)、安全管理標準(zhun)(zhun)、運營服務模(mo)(mo)式(shi)上(shang)敢于(yu)創新,打造高(gao)標準(zhun)(zhun)、重(zhong)服務、多樣化(hua)的充電模(mo)(mo)式(shi)。 (四)大力推進產業鏈協同發展 打造百億級的(de)充(chong)(chong)(chong)電(dian)設備(bei)產(chan)(chan)業集群。搶抓(zhua)充(chong)(chong)(chong)電(dian)設備(bei)龍頭企業產(chan)(chan)業布局機遇,以(yi)鄭州都市圈為主要承(cheng)接(jie)地,引進(jin)培育智(zhi)能充(chong)(chong)(chong)電(dian)設備(bei)、光伏儲(chu)能等重大項目,推進(jin)液冷超充(chong)(chong)(chong)技術(shu)、光儲(chu)充(chong)(chong)(chong)協同控制技術(shu)研發(fa)和產(chan)(chan)業化。支持優勢企業發(fa)展整機組裝、液冷槍線生產(chan)(chan)、充(chong)(chong)(chong)電(dian)樁(zhuang)生產(chan)(chan)、光伏設備(bei)生產(chan)(chan)、儲(chu)能設備(bei)生產(chan)(chan)、電(dian)力配套設備(bei)生產(chan)(chan)等項目,完善(shan)產(chan)(chan)業鏈,加(jia)快形(xing)成百億級的(de)充(chong)(chong)(chong)電(dian)設備(bei)產(chan)(chan)業集群。 四、鼓勵充電設施開放共享 引導居住(zhu)小區(qu)提供(gong)充電設(she)(she)施(shi)共享服(fu)務。對具備條件的(de)(de)居住(zhu)小區(qu),物業服(fu)務企業或(huo)充電設(she)(she)施(shi)運營企業應將(jiang)現有(you)(you)充電設(she)(she)施(shi)納入統一管(guan)理,有(you)(you)需要的(de)(de)固(gu)定車位(wei)應裝盡裝,利用現有(you)(you)充電車位(wei)的(de)(de)空閑時間,為小區(qu)居民及周邊(bian)車主(zhu)提供(gong)充電服(fu)務,切實保障(zhang)業主(zhu)合法(fa)權益。 鼓勵公共(gong)機(ji)(ji)構(gou)及企業(ye)充電(dian)設施(shi)有序開放(fang)。符合開放(fang)條(tiao)件的公共(gong)機(ji)(ji)構(gou)及企業(ye)要(yao)向實名預(yu)約的社(she)會車輛開放(fang)充電(dian)設施(shi)。各級公共(gong)機(ji)(ji)構(gou)節(jie)能管(guan)理部門要(yao)將公共(gong)機(ji)(ji)構(gou)充電(dian)設施(shi)配建、開放(fang)情況納入公共(gong)機(ji)(ji)構(gou)節(jie)能考核內容,在統計公共(gong)機(ji)(ji)構(gou)用電(dian)量(liang)時扣除(chu)新(xin)能源汽車用電(dian)量(liang)。 鼓勵(li)專用充電(dian)設施對(dui)社(she)會車(che)輛(liang)開(kai)放。公(gong)交、環衛、物流、通勤等公(gong)共(gong)服務領域的專用充電(dian)站,要在滿足本(ben)單位充電(dian)需(xu)求的基礎(chu)上,分區(qu)分時段對(dui)社(she)會車(che)輛(liang)開(kai)放。 第七章 保障措施 一、加強組織領導 統(tong)(tong)籌新能源(yuan)汽車充(chong)(chong)電(dian)基礎設(she)(she)(she)(she)施建(jian)(jian)(jian)設(she)(she)(she)(she)管理(li)工(gong)作(zuo),建(jian)(jian)(jian)立由(you)各級城(cheng)建(jian)(jian)(jian)部(bu)門(men)牽(qian)頭(tou)、各相關行(xing)業主管部(bu)門(men)密切(qie)配合的(de)協同工(gong)作(zuo)機(ji)制(zhi)(zhi),統(tong)(tong)籌制(zhi)(zhi)定區域內充(chong)(chong)電(dian)設(she)(she)(she)(she)施建(jian)(jian)(jian)設(she)(she)(she)(she)支持(chi)政策,協調推進重大(da)事項(xiang),促進充(chong)(chong)電(dian)設(she)(she)(she)(she)施建(jian)(jian)(jian)設(she)(she)(she)(she)工(gong)作(zuo)與(yu)(yu)電(dian)動汽車推廣(guang)應用有序銜(xian)(xian)接(jie)(jie),確(que)保充(chong)(chong)電(dian)設(she)(she)(she)(she)施建(jian)(jian)(jian)設(she)(she)(she)(she)工(gong)作(zuo)取得實效。重視充(chong)(chong)電(dian)設(she)(she)(she)(she)施規(gui)(gui)劃(hua)(hua)落地,研究與(yu)(yu)城(cheng)市空間規(gui)(gui)劃(hua)(hua)、電(dian)網規(gui)(gui)劃(hua)(hua)的(de)銜(xian)(xian)接(jie)(jie)機(ji)制(zhi)(zhi)和流程,制(zhi)(zhi)定與(yu)(yu)老舊小(xiao)區改(gai)造(zao)、城(cheng)市停車改(gai)造(zao)、城(cheng)鄉建(jian)(jian)(jian)設(she)(she)(she)(she)等相關行(xing)業管理(li)機(ji)制(zhi)(zhi)的(de)銜(xian)(xian)接(jie)(jie)措施。 二、加快配套建設 按照“適度(du)超前”原則,電力(li)(li)企業要加大(da)高(gao)速公路(lu)服務區(qu)(qu)(qu)(qu)、國(省)道(dao)和城(cheng)際快速公路(lu)沿線、鄉村地區(qu)(qu)(qu)(qu)等(deng)重點(dian)區(qu)(qu)(qu)(qu)域的(de)充電設(she)(she)(she)(she)施(shi)接(jie)入電網配(pei)套工程(cheng)建(jian)設(she)(she)(she)(she)力(li)(li)度(du)。新(xin)建(jian)居住小(xiao)區(qu)(qu)(qu)(qu)應統一將供電線路(lu)敷設(she)(she)(she)(she)至專用固定停(ting)車位(或預留敷設(she)(she)(she)(she)條件(jian)),預留電表箱(xiang)、充電設(she)(she)(she)(she)施(shi)安(an)裝位置和用電容量,配(pei)套供電設(she)(she)(she)(she)施(shi)應與主體建(jian)筑同(tong)步設(she)(she)(she)(she)計、同(tong)步施(shi)工。結合城(cheng)鎮老舊(jiu)小(xiao)區(qu)(qu)(qu)(qu)改造,積(ji)極推進居住小(xiao)區(qu)(qu)(qu)(qu)停(ting)車位的(de)電氣(qi)化(hua)改造,確保滿(man)足居住小(xiao)區(qu)(qu)(qu)(qu)充電設(she)(she)(she)(she)施(shi)用電需求。電力(li)(li)企業要為充電設(she)(she)(she)(she)施(shi)接(jie)入電網提(ti)供便利條件(jian),開辟綠色通道(dao),優化(hua)流程(cheng),簡化(hua)手續,提(ti)高(gao)效率,限時(shi)辦結。 三、強化政策支持
