一(yi)、準確把(ba)握今年(nian)能源(yuan)迎峰度夏總體工作(zuo)要求 (二)基本(ben)原則。堅(jian)(jian)持保(bao)障民(min)生,確保(bao)居民(min)、農業、重要公用事(shi)業和公益性(xing)服務等用能(neng)(neng);堅(jian)(jian)持安(an)全穩(wen)(wen)定,切實保(bao)障能(neng)(neng)源供(gong)應各(ge)環(huan)節穩(wen)(wen)定運行(xing)和安(an)全可靠;堅(jian)(jian)持靈活調節,不(bu)斷提高供(gong)給(gei)側和需(xu)求側系統調峰能(neng)(neng)力;堅(jian)(jian)持優化結構(gou),全力促進清潔(jie)能(neng)(neng)源多發(fa)滿(man)發(fa);堅(jian)(jian)持市場(chang)化,鼓勵積極通(tong)過市場(chang)化方式做(zuo)好(hao)能(neng)(neng)源供(gong)應保(bao)障各(ge)項(xiang)工(gong)作。 (三)準確把握能源供(gong)(gong)需(xu)形(xing)勢。今年以來(lai),全國能源需(xu)求(qiu)持續(xu)快(kuai)速(su)增長,隨(sui)著迎峰度(du)(du)夏期間(jian)全國氣(qi)(qi)溫不(bu)斷攀升和空調制冷負荷不(bu)斷釋放,局部地(di)區高峰時段將出現供(gong)(gong)需(xu)偏緊,如遇大范圍持續(xu)極(ji)端高溫天氣(qi)(qi),形(xing)勢將更(geng)趨嚴峻。各地(di)要(yao)加強(qiang)(qiang)對(dui)本(ben)地(di)煤(mei)電油(you)氣(qi)(qi)運(yun)供(gong)(gong)需(xu)形(xing)勢的跟蹤監測(ce),密切(qie)關注市場需(xu)求(qiu)變化和氣(qi)(qi)溫來(lai)水情(qing)況,加強(qiang)(qiang)產運(yun)需(xu)銜接和相關部門之間(jian)的配合,預(yu)判(pan)外(wai)部因素對(dui)煤(mei)電油(you)氣(qi)(qi)運(yun)供(gong)(gong)應的影響(xiang),及時協調解(jie)決(jue)出現的矛(mao)盾和問題,加大力度(du)(du)保(bao)供(gong)(gong)穩(wen)價,保(bao)持合理(li)庫存水平,妥善做好應對(dui)安排。 二、強化安全(quan)生產,全(quan)力保持(chi)能源穩產增產 (二(er))促進(jin)清潔能(neng)源多發(fa)(fa)(fa)(fa)滿發(fa)(fa)(fa)(fa)。各地要(yao)(yao)嚴格落實優先(xian)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)制(zhi)(zhi)度,按照《國(guo)家(jia)發(fa)(fa)(fa)(fa)展改(gai)革委 (三)提高(gao)(gao)石(shi)油(you)天然(ran)(ran)氣(qi)供應能(neng)力。各地要加強(qiang)(qiang)石(shi)油(you)天然(ran)(ran)氣(qi)供需形勢監測(ce)分析,嚴格(ge)簽(qian)訂履(lv)行合同,加強(qiang)(qiang)資(zi)源組(zu)織,切實保障供應。中(zhong)石(shi)油(you)、中(zhong)石(shi)化、中(zhong)海油(you)等主(zhu)要供氣(qi)企(qi)(qi)業要加快推進重點氣(qi)田(tian)新建產(chan)能(neng)建設,同時,供氣(qi)企(qi)(qi)業和管道企(qi)(qi)業要合理安排基礎設施檢修,共同保障夏季高(gao)(gao)峰發電合理天然(ran)(ran)氣(qi)需求(qiu),確保天然(ran)(ran)氣(qi)供應穩定。 (四)確保安(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)。各地(di)、各企業(ye)(ye)要(yao)(yao)樹牢安(an)(an)(an)(an)全(quan)(quan)發展理(li)念,嚴(yan)格落實(shi)(shi)安(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)責任制,防范化(hua)(hua)解(jie)重大(da)安(an)(an)(an)(an)全(quan)(quan)風險,堅(jian)決(jue)守住(zhu)安(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)底(di)線(xian)。煤(mei)炭企業(ye)(ye)要(yao)(yao)加強(qiang)“一通(tong)三防”工(gong)(gong)作,強(qiang)化(hua)(hua)沖擊地(di)壓、瓦(wa)斯(si)、水害等隱患排查治理(li),堅(jian)決(jue)禁止不具(ju)備安(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)條件的煤(mei)礦復(fu)工(gong)(gong)復(fu)產(chan)(chan),嚴(yan)防超(chao)能(neng)力(li)(li)(li)、超(chao)強(qiang)度(du)(du)、超(chao)定員、超(chao)層越界和(he)(he)非正規開采,堅(jian)決(jue)遏(e)制重特大(da)安(an)(an)(an)(an)全(quan)(quan)事故。電(dian)力(li)(li)(li)企業(ye)(ye)要(yao)(yao)嚴(yan)格落實(shi)(shi)安(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)主(zhu)體(ti)責任,著力(li)(li)(li)提高(gao)技術防范水平,確保電(dian)力(li)(li)(li)設備安(an)(an)(an)(an)全(quan)(quan)穩定運行(xing)。油氣企業(ye)(ye)要(yao)(yao)加強(qiang)管道(dao)巡護,加大(da)管道(dao)占(zhan)壓清理(li)、第三方(fang)施(shi)工(gong)(gong)等管控力(li)(li)(li)度(du)(du),切(qie)實(shi)(shi)做好管道(dao)安(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)和(he)(he)保護工(gong)(gong)作。 三(san)、注重有效調節,提升能源供應保障能力 (一)切實提升煤炭(tan)供應保障(zhang)能(neng)力(li)。各(ge)地和大(da)型煤炭(tan)企業要(yao)(yao)多措并舉,建立(li)健全煤炭(tan)供給體系,確保煤炭(tan)特別(bie)是電(dian)煤供應穩定可(ke)靠(kao)。有關方面(mian)要(yao)(yao)將(jiang)電(dian)煤保障(zhang)作為(wei)當前工作的重(zhong)中之重(zhong),千方百(bai)計落實煤炭(tan)資源,及(ji)時幫助(zhu)存(cun)煤偏低電(dian)廠(chang)(chang)協調落實煤源和運力(li),將(jiang)電(dian)廠(chang)(chang)存(cun)煤天數提升到(dao)合(he)理水平(ping)。要(yao)(yao)組織煤炭(tan)和電(dian)力(li)企業再簽訂一批中長期合(he)同(tong),督(du)促已簽訂中長期合(he)同(tong)嚴格履約,月度履約率要(yao)(yao)提高到(dao)90%以(yi)上(shang)。 (二)切實提升(sheng)電(dian)力(li)(li)供(gong)(gong)應保(bao)(bao)障能力(li)(li)。各(ge)地要(yao)(yao)提前摸(mo)清(qing)本(ben)地電(dian)煤、天(tian)然氣等燃料(liao)資源落實情(qing)況,指導本(ben)地發(fa)電(dian)企(qi)業(ye)千方(fang)百計提升(sheng)高峰時段(duan)發(fa)電(dian)供(gong)(gong)電(dian)能力(li)(li);加大(da)監管和懲處力(li)(li)度(du),避免(mian)出現煤價上漲導致臨時檢修和出力(li)(li)受(shou)(shou)阻的(de)情(qing)況。供(gong)(gong)需(xu)形勢(shi)偏緊(jin)的(de)地區,要(yao)(yao)主(zhu)動與送電(dian)省份政府部門和國家電(dian)網(wang)(wang)公司、南方(fang)電(dian)網(wang)(wang)公司銜(xian)接,加大(da)跨省區送受(shou)(shou)電(dian)力(li)(li)度(du),通過市場化(hua)(hua)(hua)交易提高供(gong)(gong)應能力(li)(li)。電(dian)網(wang)(wang)企(qi)業(ye)要(yao)(yao)優(you)(you)化(hua)(hua)(hua)安排電(dian)力(li)(li)系統(tong)運行(xing)方(fang)式,確(que)保(bao)(bao)全(quan)方(fang)式全(quan)接線運行(xing),增(zeng)強省間余缺調(diao)劑(ji)能力(li)(li),實現大(da)范圍資源優(you)(you)化(hua)(hua)(hua)配(pei)置;要(yao)(yao)加大(da)配(pei)電(dian)網(wang)(wang)建設和改造(zao)力(li)(li)度(du),有效緩解(jie)“卡脖子(zi)”問題。發(fa)電(dian)企(qi)業(ye)要(yao)(yao)統(tong)籌考(kao)慮生產(chan)和經營的(de)關系,加強設備運行(xing)維護和管理,努力(li)(li)減(jian)少機組(zu)(zu)出力(li)(li)受(shou)(shou)阻情(qing)況,確(que)保(bao)(bao)機組(zu)(zu)穩發(fa)穩供(gong)(gong)。 (三)切(qie)實提升油氣供應(ying)(ying)保(bao)障能力(li)(li)(li)。中石油、中石化、中海(hai)油、國家管(guan)(guan)(guan)網(wang)等主要油氣生產運輸企業(ye)要加(jia)強與有關部(bu)門(men)和地(di)方溝通(tong)協調,合理組織生產,加(jia)強油氣管(guan)(guan)(guan)網(wang)運行調度,確保(bao)資(zi)源安全(quan)穩定供應(ying)(ying)。要推(tui)(tui)動(dong)油氣多元化進(jin)口,加(jia)強油氣進(jin)口統籌協調,保(bao)障國內油氣安全(quan)穩定供應(ying)(ying)。充分發揮“全(quan)國一張網(wang)”優勢,加(jia)快推(tui)(tui)進(jin)主干管(guan)(guan)(guan)網(wang)建設(she)和互聯互通(tong),提高油氣互供互保(bao)能力(li)(li)(li)。統籌加(jia)強電(dian)力(li)(li)(li)天然(ran)氣聯調互保(bao),保(bao)障重點(dian)地(di)區發電(dian)用氣合理需求,增加(jia)頂峰(feng)電(dian)力(li)(li)(li)供應(ying)(ying)。 (四)切(qie)實提(ti)升運(yun)輸(shu)(shu)(shu)保障(zhang)能力。各地、各有關單位要(yao)深(shen)入貫徹落實黨中央、國務院關于推進(jin)運(yun)輸(shu)(shu)(shu)結構調整的(de)(de)決策部署,在確保煤(mei)炭、油品等重(zhong)點(dian)(dian)物(wu)資運(yun)輸(shu)(shu)(shu)保障(zhang)的(de)(de)基礎上(shang)大力推動(dong)“公轉鐵、公轉水(shui)”,做(zuo)好(hao)運(yun)輸(shu)(shu)(shu)保障(zhang)方(fang)案和應急運(yun)輸(shu)(shu)(shu)方(fang)案,充(chong)分(fen)發(fa)揮各種運(yun)輸(shu)(shu)(shu)方(fang)式的(de)(de)綜合效能。鐵路、港(gang)(gang)航(hang)企業要(yao)切(qie)實組織好(hao)車船調配和港(gang)(gang)口(kou)(kou)裝(zhuang)卸,深(shen)入挖掘(jue)煤(mei)炭外(wai)運(yun)通(tong)道運(yun)輸(shu)(shu)(shu)潛力,努力增加發(fa)往(wang)主要(yao)煤(mei)炭中轉港(gang)(gang)口(kou)(kou)的(de)(de)鐵路運(yun)力;突出重(zhong)點(dian)(dian)急需(xu),對存(cun)煤(mei)明顯偏低的(de)(de)重(zhong)點(dian)(dian)電(dian)廠,優(you)先安排(pai)裝(zhuang)車發(fa)運(yun)和港(gang)(gang)口(kou)(kou)接卸。 四(si)、加強(qiang)動態平衡,發揮能源(yuan)儲備作(zuo)用 (一(yi))加強(qiang)儲煤(mei)(mei)(mei)設(she)施建(jian)設(she),提升電(dian)煤(mei)(mei)(mei)庫(ku)存水平。煤(mei)(mei)(mei)炭(tan)企(qi)業(ye)要(yao)積(ji)極整(zheng)合資(zi)源,完善(shan)儲煤(mei)(mei)(mei)設(she)施,落實最(zui)低最(zui)高庫(ku)存制度(du),確保(bao)(bao)迎峰度(du)夏發(fa)電(dian)用煤(mei)(mei)(mei)基(ji)本需求(qiu)。鼓勵有條件的地方(fang)和(he)企(qi)業(ye)在煤(mei)(mei)(mei)炭(tan)生產(chan)地、消費(fei)地、鐵路交通(tong)樞紐、主要(yao)中轉(zhuan)港口建(jian)立煤(mei)(mei)(mei)炭(tan)產(chan)品儲備,按(an)照合理(li)輻射半徑(jing),培育(yu)建(jian)設(she)一(yi)批儲煤(mei)(mei)(mei)基(ji)地。發(fa)電(dian)企(qi)業(ye)要(yao)認真履行保(bao)(bao)障(zhang)供應主體責(ze)任,將保(bao)(bao)供任務責(ze)任細化落實到個人,主動(dong)加強(qiang)與煤(mei)(mei)(mei)炭(tan)、運(yun)輸企(qi)業(ye)溝通(tong)聯系,擴大市(shi)場(chang)煤(mei)(mei)(mei)采購范(fan)圍(wei),落實所(suo)需資(zi)源和(he)運(yun)力(li),提前(qian)做(zuo)好電(dian)煤(mei)(mei)(mei)儲備工(gong)作,避(bi)免出(chu)現缺煤(mei)(mei)(mei)停機情況。 (二)加強調(diao)峰能(neng)力(li)(li)建設(she),提(ti)(ti)高電力(li)(li)系統(tong)靈活性。各地要(yao)壓實責(ze)任,加強應(ying)急(ji)備用和調(diao)峰電源能(neng)力(li)(li)建設(she),切(qie)實提(ti)(ti)高迎峰度夏期(qi)間(jian)的(de)電力(li)(li)應(ying)急(ji)保障能(neng)力(li)(li);要(yao)將擬淘汰退役但(dan)仍具備改造為應(ying)急(ji)備用電源條件(jian)的(de)煤電機組予以保留;要(yao)加大力(li)(li)度推動(dong)抽水蓄(xu)能(neng)和新型儲能(neng)加快(kuai)發(fa)展,不(bu)斷健全(quan)市場(chang)化(hua)運行(xing)機制,全(quan)力(li)(li)提(ti)(ti)升電源側、電網側、用戶側儲能(neng)調(diao)峰能(neng)力(li)(li)。 (三)加快(kuai)儲氣(qi)(qi)(qi)設(she)(she)(she)施(shi)建(jian)設(she)(she)(she),補齊儲氣(qi)(qi)(qi)能力短板。各(ge)地要(yao)(yao)加強統籌(chou)規劃(hua),加快(kuai)儲氣(qi)(qi)(qi)設(she)(she)(she)施(shi)建(jian)設(she)(she)(she),推動列入規劃(hua)范圍(wei)的(de)儲氣(qi)(qi)(qi)設(she)(she)(she)施(shi)項(xiang)(xiang)目盡早建(jian)成投(tou)(tou)產(chan)(chan)。中石油(you)、中石化(hua)、中海油(you)、國家(jia)管網要(yao)(yao)加大儲氣(qi)(qi)(qi)設(she)(she)(she)施(shi)建(jian)設(she)(she)(she)投(tou)(tou)入力度,確保列入年度重大項(xiang)(xiang)目清單的(de)儲氣(qi)(qi)(qi)設(she)(she)(she)施(shi)項(xiang)(xiang)目全面開工建(jian)設(she)(she)(she),對已建(jian)成的(de)儲氣(qi)(qi)(qi)設(she)(she)(she)施(shi)抓(zhua)緊安(an)排(pai)投(tou)(tou)產(chan)(chan)運行,入冬前應儲盡儲,提前做好(hao)冬季調峰(feng)保供(gong)的(de)資源(yuan)儲備(bei)。各(ge)省、區、市相(xiang)關(guan)部門也(ye)要(yao)(yao)統籌(chou)加快(kuai)“城(cheng)燃企業5%、地方政府3天(tian)”儲氣(qi)(qi)(qi)能力建(jian)設(she)(she)(she),已投(tou)(tou)產(chan)(chan)儲氣(qi)(qi)(qi)設(she)(she)(she)施(shi)入冬前應儲盡儲。 五、堅持底(di)線(xian)思(si)維,完善(shan)能源需求側管理 (一)加(jia)強用煤(mei)(mei)(mei)需(xu)求(qiu)(qiu)側管理。各地(di)要認(ren)真對(dui)標對(dui)表碳(tan)達(da)峰、碳(tan)中(zhong)和目標,統籌(chou)減煤(mei)(mei)(mei)和保供,有序(xu)推(tui)進(jin)煤(mei)(mei)(mei)炭替代(dai),把握工作(zuo)力度(du),保障重點領域用煤(mei)(mei)(mei)需(xu)求(qiu)(qiu)。各地(di)特別是煤(mei)(mei)(mei)炭供應(ying)保障難度(du)大(da)的地(di)區要摸清重點行業用煤(mei)(mei)(mei)情況,制(zhi)定詳實可操作(zuo)的有序(xu)用煤(mei)(mei)(mei)預案,做好應(ying)急值守和及時響應(ying),確保民生用煤(mei)(mei)(mei)不受影響。 (二)加強用(yong)(yong)(yong)(yong)電需求側管理。各(ge)地(di)(di)要(yao)(yao)嚴格(ge)落實優(you)(you)先購(gou)電制(zhi)度(du),供(gong)應緊張時精細(xi)化(hua)實施有序用(yong)(yong)(yong)(yong)電方案(an),優(you)(you)先保障(zhang)居民、農業(ye)、重要(yao)(yao)公(gong)用(yong)(yong)(yong)(yong)事業(ye)和公(gong)益性服(fu)務(wu)用(yong)(yong)(yong)(yong)電。要(yao)(yao)根(gen)據供(gong)需情況科學編(bian)制(zhi)有序用(yong)(yong)(yong)(yong)電方案(an),細(xi)化(hua)完(wan)(wan)善電力可中斷負(fu)(fu)荷清單,按(an)照“一(yi)用(yong)(yong)(yong)(yong)一(yi)調(diao)(diao)整(zheng)、一(yi)年兩調(diao)(diao)整(zheng)”的(de)(de)原則(ze)完(wan)(wan)善動態調(diao)(diao)整(zheng)機制(zhi),實現本地(di)(di)區可調(diao)(diao)用(yong)(yong)(yong)(yong)電負(fu)(fu)荷達到最(zui)大用(yong)(yong)(yong)(yong)電負(fu)(fu)荷的(de)(de)15%以上。提升市場化(hua)需求側調(diao)(diao)峰(feng)能力,充分發(fa)揮電能服(fu)務(wu)商、負(fu)(fu)荷集(ji)成(cheng)商、售電公(gong)司等市場主體資源整(zheng)合(he)優(you)(you)勢(shi),引導和激勵電力用(yong)(yong)(yong)(yong)戶挖掘調(diao)(diao)峰(feng)資源,參與系統調(diao)(diao)峰(feng),形成(cheng)占年度(du)最(zui)大用(yong)(yong)(yong)(yong)電負(fu)(fu)荷3%左(zuo)右的(de)(de)需求響(xiang)應能力。 (三)加(jia)(jia)強用(yong)(yong)氣(qi)用(yong)(yong)油需求側管理(li)。各地(di)和上游供(gong)氣(qi)企業要按照“保民生、保公(gong)用(yong)(yong)、保重點(dian)”的要求,制訂完善(shan)應急預案,加(jia)(jia)強應急演(yan)練,切實保障民生用(yong)(yong)氣(qi)。要動態更新非居民可中(zhong)斷(duan)用(yong)(yong)戶(hu)調(diao)峰清單,不斷(duan)完善(shan)原油需求側管理(li)能力(li)。各地(di)要督促有關(guan)企業嚴格簽(qian)訂可中(zhong)斷(duan)供(gong)氣(qi)合同(tong),約定中(zhong)斷(duan)時間、氣(qi)量(liang)以及相應補償(chang)措(cuo)施,確保壓減預案科學(xue),相關(guan)審批和啟動程序(xu)規范。 (四)加強(qiang)安全隱患排查。各(ge)地(di)(di)要(yao)充分(fen)利用新技術手段,對(dui)迎峰度夏期間能源(yuan)供應的重(zhong)點地(di)(di)區(qu)、關鍵環(huan)節、重(zhong)要(yao)設(she)施(shi)加強(qiang)風險隱患排查,對(dui)發現(xian)的問(wen)題及(ji)早(zao)干預(yu)、及(ji)早(zao)處(chu)置,最大限度降低安全事故(gu)、重(zhong)大突(tu)發事件和(he)極端天氣(qi)對(dui)能源(yuan)供應的影(ying)響。各(ge)地(di)(di)要(yao)建立健(jian)全隱患排查掛牌督辦機制(zhi),督促企業認真落實安全生產主體責任(ren),對(dui)于發現(xian)的問(wen)題列出整改(gai)時間表和(he)路(lu)線(xian)圖,對(dui)于不能按期整改(gai)的企業要(yao)按規定予以嚴肅處(chu)理(li)。 六、加強組(zu)織實施(shi),切實保(bao)障各(ge)項(xiang)措施(shi)有效落實 (一(yi))明確(que)責任(ren)分工(gong)(gong)。各地要切實(shi)履(lv)行(xing)保障(zhang)煤(mei)電油氣運供應的責任(ren),層層壓實(shi)相關(guan)部門和企(qi)業的主體(ti)責任(ren),研究制定(ding)迎峰度夏能(neng)源(yuan)保障(zhang)工(gong)(gong)作(zuo)方案。要建立工(gong)(gong)作(zuo)協調機制,加(jia)強(qiang)部門間、企(qi)業間溝通聯系,強(qiang)化(hua)信(xin)息共享和工(gong)(gong)作(zuo)協同,形成(cheng)工(gong)(gong)作(zuo)合力。 (二)加強輿情(qing)監(jian)測引(yin)導。各地和能(neng)源企業(ye)要加強輿情(qing)監(jian)測,及時有(you)效引(yin)導和妥善應(ying)對(dui)相(xiang)關輿情(qing)。要切實做好節約用能(neng)社會(hui)宣(xuan)傳工(gong)作,倡(chang)導公(gong)用事業(ye)辦公(gong)場(chang)所(suo)、商(shang)業(ye)用戶主動降低空調(diao)負荷(he),引(yin)導全社會(hui)科學(xue)用能(neng)、節約用能(neng)、錯峰用能(neng)。 (三)建(jian)(jian)立健全通(tong)報(bao)制度。各地要加(jia)強能源(yuan)迎峰度夏各項(xiang)任務的細化(hua)和(he)落(luo)實,完善監管(guan)手段,提升監管(guan)能力(li),確保(bao)各項(xiang)保(bao)供(gong)措施(shi)落(luo)實到(dao)位。積極發揮(hui)第三方專業機(ji)構作用(yong),對(dui)迎峰度夏保(bao)供(gong)應、實施(shi)方案預(yu)案等重點工作進行評(ping)估,并建(jian)(jian)立健全通(tong)報(bao)制度,對(dui)于(yu)(yu)工作推進成效明顯(xian)的地區和(he)企業給予通(tong)報(bao)表揚(yang),對(dui)于(yu)(yu)工作推進不(bu)到(dao)位的進行通(tong)報(bao)批評(ping)。
