為深入貫(guan)徹落實黨(dang)中央(yang)、國(guo)務院及自治區黨(dang)委和政府關(guan)于碳(tan)達(da)峰碳(tan)中和的重大戰略決策部署,穩妥有(you)序推進寧東能(neng)源化(hua)工基地碳(tan)達(da)峰工作,制定如下(xia)實施方案。

一、總體要求

二、主要目標

“十四五”時(shi)期,產業結構調整取得(de)明顯進展(zhan),能(neng)源(yuan)(yuan)結構明顯優化,重(zhong)(zhong)點(dian)行(xing)業能(neng)源(yuan)(yuan)利(li)用效率明顯提升,煤炭消費增(zeng)長得(de)到合理控制,綠(lv)色低碳發展(zhan)水平顯著提高。到2025年(nian),新能(neng)源(yuan)(yuan)裝機(ji)容量超過700萬(wan)(wan)千瓦,綠(lv)氫生產能(neng)力(li)達到8萬(wan)(wan)噸(dun),非化石能(neng)源(yuan)(yuan)消費比重(zhong)(zhong)達到8%左右,力(li)爭二(er)氧化碳資(zi)源(yuan)(yuan)化利(li)用規(gui)模達到百萬(wan)(wan)噸(dun),單位地(di)區(qu)生產總(zong)值能(neng)源(yuan)(yuan)消耗累計下降17%,單位地(di)區(qu)生產總(zong)值二(er)氧化碳排放累計下降18%。

三、重點任務

3.推動(dong)有色金屬行(xing)業碳達(da)峰。嚴禁新(xin)增(zeng)電(dian)(dian)(dian)(dian)(dian)(dian)解(jie)鋁產(chan)能(neng)(neng)(neng),著(zhu)力推進(jin)電(dian)(dian)(dian)(dian)(dian)(dian)解(jie)鋁清(qing)(qing)潔能(neng)(neng)(neng)源替代(dai),提(ti)高可再(zai)生能(neng)(neng)(neng)源消費(fei)比例。圍(wei)繞電(dian)(dian)(dian)(dian)(dian)(dian)解(jie)鋁產(chan)品,推廣(guang)鋁電(dian)(dian)(dian)(dian)(dian)(dian)解(jie)槽側部(bu)散熱余(yu)熱回(hui)收、利用(yong)鼓(gu)泡(pao)流化床的技術改善殘極(ji)(ji)和新(xin)極(ji)(ji)換(huan)熱、鋁新(xin)型陰極(ji)(ji)結構及焙(bei)燒(shao)啟動(dong)與(yu)控(kong)(kong)制技術、大型鋁電(dian)(dian)(dian)(dian)(dian)(dian)解(jie)系列不停電(dian)(dian)(dian)(dian)(dian)(dian)(全電(dian)(dian)(dian)(dian)(dian)(dian)流)技術、低(di)溫低(di)電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)鋁電(dian)(dian)(dian)(dian)(dian)(dian)解(jie)新(xin)技術、高陽極(ji)(ji)電(dian)(dian)(dian)(dian)(dian)(dian)流密度超大型鋁電(dian)(dian)(dian)(dian)(dian)(dian)解(jie)槽等(deng)先進(jin)工(gong)(gong)藝,實施裝置內(nei)襯(chen)結構及工(gong)(gong)藝過程智能(neng)(neng)(neng)化改造,提(ti)升(sheng)能(neng)(neng)(neng)效水平。采(cai)用(yong)風光(guang)互補(bu)模(mo)式開發,實施電(dian)(dian)(dian)(dian)(dian)(dian)解(jie)鋁配套(tao)自備電(dian)(dian)(dian)(dian)(dian)(dian)廠靈活性改造,通過壓(ya)減出力騰出的用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)負荷由新(xin)能(neng)(neng)(neng)源清(qing)(qing)潔電(dian)(dian)(dian)(dian)(dian)(dian)力等(deng)量(liang)(liang)替代(dai),大幅減少二氧化碳排放。到2025年,電(dian)(dian)(dian)(dian)(dian)(dian)解(jie)鋁產(chan)能(neng)(neng)(neng)控(kong)(kong)制在57萬噸(dun)以(yi)內(nei),電(dian)(dian)(dian)(dian)(dian)(dian)解(jie)鋁清(qing)(qing)潔能(neng)(neng)(neng)源替代(dai)取得顯著(zhu)成效;“十五五”期間,有色行(xing)業碳排放總(zong)量(liang)(liang)穩中有降(jiang)。(責任(ren)單位(wei):經濟發展局(ju))

4.推動建(jian)材(cai)行業碳(tan)達峰。嚴禁新增水(shui)(shui)泥(ni)(ni)熟(shu)料(liao)產能,合理實(shi)施水(shui)(shui)泥(ni)(ni)錯峰生產,鼓勵建(jian)材(cai)企(qi)業使用(yong)(yong)粉煤(mei)(mei)灰、煤(mei)(mei)矸石(shi)、電(dian)石(shi)渣、脫硫石(shi)膏等作為原料(liao)或水(shui)(shui)泥(ni)(ni)混(hun)(hun)合材(cai),加(jia)快實(shi)施水(shui)(shui)泥(ni)(ni)窯余熱綜(zong)合利用(yong)(yong)回(hui)收。加(jia)強新型(xing)膠凝材(cai)料(liao)、低(di)碳(tan)混(hun)(hun)凝土等低(di)碳(tan)建(jian)材(cai)產品研發(fa)和推廣應(ying)用(yong)(yong),逐步提升綠色建(jian)材(cai)應(ying)用(yong)(yong)比例。到2025年,水(shui)(shui)泥(ni)(ni)熟(shu)料(liao)產能控(kong)制在(zai)100萬噸以內;“十五五”期(qi)間(jian),水(shui)(shui)泥(ni)(ni)行業碳(tan)排(pai)放總量穩中有降。(責任(ren)單位:經濟發(fa)展(zhan)局(ju)、建(jian)設和交通局(ju)、科技(ji)和信(xin)息(xi)化(hua)局(ju)、寧東(dong)市場監督管(guan)理局(ju))

5.堅決(jue)(jue)遏制高(gao)(gao)耗(hao)(hao)能高(gao)(gao)排(pai)(pai)(pai)放(fang)低(di)水(shui)平項(xiang)(xiang)目(mu)盲目(mu)發展。嚴(yan)格落實(shi)自治區能耗(hao)(hao)雙控產業(ye)結構調整(zheng)指導目(mu)錄,對高(gao)(gao)耗(hao)(hao)能高(gao)(gao)排(pai)(pai)(pai)放(fang)項(xiang)(xiang)目(mu)實(shi)行清單(dan)管理(li)、分類處置、動態監管。對標國(guo)際國(guo)內先進水(shui)平,推動在建(jian)項(xiang)(xiang)目(mu)能效(xiao)水(shui)平應提盡(jin)提。新(xin)建(jian)高(gao)(gao)耗(hao)(hao)能高(gao)(gao)排(pai)(pai)(pai)放(fang)項(xiang)(xiang)目(mu)在履行各項(xiang)(xiang)審批手續之前,要深(shen)入論證建(jian)設必要性和可行性,認(ren)真分析評估對能耗(hao)(hao)雙控、碳排(pai)(pai)(pai)放(fang)、產業(ye)高(gao)(gao)質(zhi)量(liang)發展和環境(jing)質(zhi)量(liang)的影(ying)響。深(shen)入挖潛存量(liang)項(xiang)(xiang)目(mu),加快淘汰(tai)落后(hou)產能,加快實(shi)施重點領域節(jie)能降碳技(ji)術改造,通過改造升(sheng)級挖掘節(jie)能減排(pai)(pai)(pai)潛力。強(qiang)化常態化監管,堅決(jue)(jue)淘汰(tai)不(bu)符合要求的高(gao)(gao)耗(hao)(hao)能高(gao)(gao)排(pai)(pai)(pai)放(fang)低(di)水(shui)平項(xiang)(xiang)目(mu)。(責任單(dan)位:經(jing)濟發展局、自然資源局、生(sheng)態環境(jing)局、招(zhao)商局)

(五)交(jiao)通(tong)運(yun)輸清潔低碳(tan)行動。加快(kuai)建(jian)設綠色低碳(tan)交(jiao)通(tong)運(yun)輸體系(xi),形(xing)成綠色低碳(tan)運(yun)輸方式(shi),確(que)保(bao)交(jiao)通(tong)運(yun)輸領域碳(tan)排放增長保(bao)持在合理區間。

(一)完(wan)善統(tong)(tong)(tong)計(ji)核算(suan)體(ti)系(xi)。加強(qiang)碳(tan)(tan)排放統(tong)(tong)(tong)計(ji)核算(suan)能(neng)(neng)(neng)力建(jian)(jian)設(she),加強(qiang)重點(dian)用(yong)能(neng)(neng)(neng)單(dan)位能(neng)(neng)(neng)源計(ji)量(liang)(liang)器具(ju)配備和(he)管(guan)理,鼓勵企(qi)業依據自(zi)身特點(dian)建(jian)(jian)立(li)健全碳(tan)(tan)排放計(ji)量(liang)(liang)體(ti)系(xi),引導企(qi)業自(zi)主加強(qiang)碳(tan)(tan)排放監測與管(guan)理。建(jian)(jian)立(li)健全重點(dian)用(yong)能(neng)(neng)(neng)單(dan)位能(neng)(neng)(neng)耗和(he)碳(tan)(tan)排放統(tong)(tong)(tong)計(ji)監測體(ti)系(xi),持續(xu)推(tui)進能(neng)(neng)(neng)耗在(zai)線監測系(xi)統(tong)(tong)(tong)建(jian)(jian)設(she),拓(tuo)展碳(tan)(tan)排放核算(suan)監測功能(neng)(neng)(neng),推(tui)動新(xin)興技(ji)術在(zai)碳(tan)(tan)排放實測技(ji)術領域應用(yong),提高(gao)統(tong)(tong)(tong)計(ji)核算(suan)智能(neng)(neng)(neng)化(hua)、信息化(hua)水平。(責任單(dan)位:經濟發展局、生態環境局、自(zi)然資源局、建(jian)(jian)設(she)和(he)交通局、寧(ning)東市場監督管(guan)理局)

(二)完(wan)善(shan)財稅價格政(zheng)策。加大財政(zheng)資金(jin)對綠色低(di)碳(tan)產業發展、重點(dian)行業低(di)碳(tan)技(ji)術(shu)示(shi)范工(gong)程的引導支持力度,統籌用(yong)好節能降碳(tan)專(zhuan)項資金(jin)。用(yong)足用(yong)好環(huan)境保(bao)護、節能節水、新能源(yuan)和(he)清潔(jie)能源(yuan)汽車車船稅、車輛購置(zhi)稅等稅收優惠政(zheng)策,嚴(yan)格落實差別化電(dian)價、分時電(dian)價和(he)居民階梯電(dian)價政(zheng)策。(責任單位:財政(zheng)金(jin)融局(ju)、寧東稅務局(ju)、國網寧東供電(dian)公司(si))

(三)積極發(fa)展綠(lv)色金(jin)融(rong)(rong)。探(tan)索普惠金(jin)融(rong)(rong)服務方式,鼓勵金(jin)融(rong)(rong)機構利用信息技術等現代化手段(duan)創新研發(fa)綠(lv)色低(di)碳(tan)金(jin)融(rong)(rong)產品和(he)(he)相(xiang)關服務,引(yin)導銀(yin)行等金(jin)融(rong)(rong)機構為綠(lv)色低(di)碳(tan)項目提供長期限、低(di)成本資(zi)(zi)金(jin)。支持(chi)符(fu)合條件的企業(ye)上市(shi)融(rong)(rong)資(zi)(zi)和(he)(he)再融(rong)(rong)資(zi)(zi)、發(fa)行綠(lv)色債券用于(yu)綠(lv)色低(di)碳(tan)項目建(jian)設運營。鼓勵委屬國(guo)有企業(ye)、社會資(zi)(zi)本加大綠(lv)色低(di)碳(tan)投(tou)資(zi)(zi)力度。(責(ze)任單位:財政金(jin)融(rong)(rong)局(ju)、寧(ning)東(dong)開發(fa)投(tou)資(zi)(zi)公司、寧(ning)東(dong)科創公司、寧(ning)東(dong)新能源公司)

(四)推進(jin)市(shi)場(chang)化機制建(jian)設。積極(ji)參與碳(tan)(tan)排(pai)(pai)放(fang)權交(jiao)(jiao)(jiao)易,逐(zhu)步擴大寧(ning)東基地碳(tan)(tan)排(pai)(pai)放(fang)權交(jiao)(jiao)(jiao)易主體(ti)范(fan)圍,落(luo)實企(qi)業及(ji)金融機構等碳(tan)(tan)排(pai)(pai)放(fang)報告和信息(xi)披(pi)露制度。積極(ji)開展(zhan)(zhan)排(pai)(pai)污權有(you)償使用(yong)和交(jiao)(jiao)(jiao)易改革(ge),率先探索開展(zhan)(zhan)用(yong)能權有(you)償使用(yong)和交(jiao)(jiao)(jiao)易試點,加強電力交(jiao)(jiao)(jiao)易、用(yong)能權交(jiao)(jiao)(jiao)易和碳(tan)(tan)排(pai)(pai)放(fang)權交(jiao)(jiao)(jiao)易的統籌銜接。發(fa)展(zhan)(zhan)市(shi)場(chang)化節能方式,推行(xing)合同能源管理,推廣節能綜合服務。(責(ze)任單位(wei):生態(tai)環境(jing)局、經濟發(fa)展(zhan)(zhan)局)

六、組織實施

(一(yi))加(jia)強組(zu)織領(ling)導。黨工(gong)委(wei)加(jia)強對碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)(zhong)和工(gong)作的集中(zhong)(zhong)統(tong)一(yi)領(ling)導,碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)(zhong)和工(gong)作領(ling)導小組(zu)加(jia)強對碳(tan)(tan)達(da)峰相關(guan)工(gong)作進(jin)(jin)行(xing)整體(ti)部(bu)署和系統(tong)推進(jin)(jin),統(tong)籌研究解(jie)(jie)決重(zhong)要(yao)(yao)事項(xiang)、制定重(zhong)大(da)政(zheng)策、解(jie)(jie)決重(zhong)大(da)問題。碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)(zhong)和工(gong)作領(ling)導小組(zu)辦公室(經濟發展局)要(yao)(yao)加(jia)強統(tong)籌協調(diao),研究制定工(gong)作清單和責任清單,建(jian)立強有(you)力的工(gong)作推進(jin)(jin)機制,定期對重(zhong)點領(ling)域、重(zhong)點行(xing)業、重(zhong)點企業工(gong)作進(jin)(jin)展情況進(jin)(jin)行(xing)調(diao)度、評估(gu),協調(diao)解(jie)(jie)決有(you)關(guan)問題,督(du)促各項(xiang)目標任務(wu)落實落細。

(二)強化(hua)責(ze)任(ren)(ren)落(luo)實。各有(you)(you)關(guan)部(bu)門(單位(wei))要(yao)深刻認(ren)識碳(tan)達(da)(da)峰(feng)碳(tan)中和工作(zuo)的重要(yao)性、緊迫(po)性、復雜(za)性,堅決扛起碳(tan)達(da)(da)峰(feng)碳(tan)中和責(ze)任(ren)(ren),擬定(ding)推(tui)進落(luo)實重點任(ren)(ren)務的時間表、路線圖,細化(hua)工作(zuo)舉措(cuo),推(tui)動形(xing)成政府(fu)主導、部(bu)門聯合、企業主責(ze)、社(she)會參與工作(zuo)格局,確保各項任(ren)(ren)務有(you)(you)序推(tui)進。

(三)強(qiang)化(hua)項(xiang)目(mu)支撐(cheng)。按(an)照本方案(an)明確的目(mu)標任務,積極(ji)謀劃儲備一(yi)(yi)批(pi)重(zhong)(zhong)大項(xiang)目(mu),建(jian)立碳達峰(feng)(feng)碳中(zhong)和重(zhong)(zhong)大項(xiang)目(mu)庫。將重(zhong)(zhong)大項(xiang)目(mu)分解到年度工(gong)作計劃,明確實施主(zhu)體、責任單位和推(tui)(tui)進措施。建(jian)立重(zhong)(zhong)大項(xiang)目(mu)推(tui)(tui)進機制,積極(ji)做(zuo)(zuo)好項(xiang)目(mu)用地、環評(ping)、能評(ping)等前期工(gong)作,做(zuo)(zuo)到“謀劃一(yi)(yi)批(pi)、開工(gong)一(yi)(yi)批(pi)、投產一(yi)(yi)批(pi)、達效(xiao)一(yi)(yi)批(pi)”,有力支撐(cheng)碳達峰(feng)(feng)目(mu)標任務實現。

(四)嚴格監督考(kao)核(he)。將碳(tan)達(da)峰行(xing)(xing)動(dong)開展落實(shi)情(qing)況和二氧化(hua)碳(tan)排放年度(du)控制指標納入(ru)考(kao)核(he)體系,嚴格對重點(dian)企業碳(tan)排放達(da)峰行(xing)(xing)動(dong)落實(shi)情(qing)況的日常監管(guan),及時發現和跟進問題,適時有(you)效地進行(xing)(xing)督促和糾正。強化(hua)考(kao)核(he)結果運(yun)用(yong),對工(gong)作不力、問題突出的部門和單位,及時通報(bao)約談,并(bing)依法(fa)依規(gui)追(zhui)責(ze)(ze)問責(ze)(ze)。
