嘉興市貫徹落實《浙江省促進民營經濟高質量發展若干措施》實施方案

為(wei)深入貫徹(che)中共中央、國(guo)務(wu)院關于促進(jin)民營經濟(ji)(ji)發(fa)展(zhan)(zhan)壯大(da)的決策部署,全面落實《浙(zhe)江省促進(jin)民營經濟(ji)(ji)高質量發(fa)展(zhan)(zhan)若干措施(shi)》,激發(fa)民營經濟(ji)(ji)發(fa)展(zhan)(zhan)活(huo)力,提振民營經濟(ji)(ji)發(fa)展(zhan)(zhan)信心(xin),結合嘉興實際(ji),制定本(ben)實施(shi)方案(an)。

一、加強民營經濟資源要素支持

(一)強化財稅(shui)(shui)政(zheng)(zheng)策(ce)保(bao)障。貫徹落實(shi)(shi)黨(dang)中央、國務院關于延續優化完善實(shi)(shi)施(shi)階段(duan)性稅(shui)(shui)費優惠(hui)政(zheng)(zheng)策(ce)的決(jue)策(ce)部署,依規(gui)加大減(jian)稅(shui)(shui)降費力(li)度。增(zeng)值稅(shui)(shui)小(xiao)規(gui)模(mo)(mo)納稅(shui)(shui)人(ren)減(jian)免(mian)增(zeng)值稅(shui)(shui),小(xiao)微(wei)(wei)(wei)企(qi)(qi)業減(jian)按25%計(ji)(ji)入(ru)應納稅(shui)(shui)所得(de)額,增(zeng)值稅(shui)(shui)小(xiao)規(gui)模(mo)(mo)納稅(shui)(shui)人(ren)、小(xiao)型微(wei)(wei)(wei)利企(qi)(qi)業和(he)(he)個(ge)體(ti)工商(shang)戶(hu)減(jian)半(ban)征(zheng)(zheng)收“六稅(shui)(shui)兩費”,金(jin)融機構小(xiao)微(wei)(wei)(wei)企(qi)(qi)業和(he)(he)個(ge)體(ti)工商(shang)戶(hu)小(xiao)額貸款利息收入(ru)免(mian)征(zheng)(zheng)增(zeng)值稅(shui)(shui),為農戶(hu)、小(xiao)微(wei)(wei)(wei)企(qi)(qi)業及個(ge)體(ti)工商(shang)戶(hu)提供融資擔(dan)保(bao)及再擔(dan)保(bao)業務免(mian)征(zheng)(zheng)增(zeng)值稅(shui)(shui),金(jin)融機構與(yu)小(xiao)微(wei)(wei)(wei)企(qi)(qi)業簽訂(ding)借款合(he)同免(mian)征(zheng)(zheng)印花稅(shui)(shui)等政(zheng)(zheng)策(ce)延續執行至2027年(nian)底。對個(ge)體(ti)工商(shang)戶(hu)年(nian)應納稅(shui)(shui)所得(de)額不(bu)超過200萬元部分減(jian)半(ban)征(zheng)(zheng)收個(ge)人(ren)所得(de)稅(shui)(shui),頂格上浮重點群體(ti)和(he)(he)退役(yi)士兵創業就(jiu)業稅(shui)(shui)費扣(kou)除限(xian)額,并延續至2027年(nian)底。符(fu)合(he)條(tiao)件行業企(qi)(qi)業研發費用稅(shui)(shui)前加計(ji)(ji)扣(kou)除比例提高至100%,作為制度性安排長期(qi)實(shi)(shi)施(shi)。(市稅(shui)(shui)務局、市財政(zheng)(zheng)局、市科技局、市人(ren)力(li)社保(bao)局、市退役(yi)軍人(ren)事務局,各縣(xian)〔市、區〕政(zheng)(zheng)府(fu),列(lie)第一位的為牽頭單(dan)位,下(xia)同。以下(xia)均需各縣(xian)〔市、區〕政(zheng)(zheng)府(fu)落實(shi)(shi),不(bu)再列(lie)出)

(二)加(jia)強產業(ye)基(ji)金(jin)(jin)(jin)支持。發揮產業(ye)基(ji)金(jin)(jin)(jin)引領作用,爭取省高端(duan)裝備產業(ye)基(ji)金(jin)(jin)(jin)和(he)(he)省科創母基(ji)金(jin)(jin)(jin)投向(xiang)我市(shi)民間投資(zi)項(xiang)(xiang)目。利用產業(ye)基(ji)金(jin)(jin)(jin)賦能招商引資(zi),加(jia)速一批優質(zhi)項(xiang)(xiang)目落(luo)地。重(zhong)點(dian)支持民營(ying)龍頭企(qi)業(ye)和(he)(he)專(zhuan)(zhuan)精特(te)新中小企(qi)業(ye)招引和(he)(he)培育。專(zhuan)(zhuan)項(xiang)(xiang)基(ji)金(jin)(jin)(jin)投向(xiang)民間投資(zi)項(xiang)(xiang)目比重(zhong)不低于(yu)70%。(市(shi)財政局(ju)、市(shi)經(jing)信(xin)局(ju)、市(shi)科技局(ju))

(三)保障合(he)理用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)需求。統籌新(xin)增(zeng)建(jian)(jian)(jian)設(she)(she)(she)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)、存量(liang)建(jian)(jian)(jian)設(she)(she)(she)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)支持(chi)民(min)間(jian)投(tou)資(zi)項目(mu)(mu)(mu)合(he)理用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)需求,支持(chi)工(gong)(gong)業(ye)(ye)(ye)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)采取彈性年(nian)期出(chu)讓(rang)、先租后讓(rang)、長期租賃等供應方(fang)式,引(yin)導(dao)民(min)間(jian)投(tou)資(zi)項目(mu)(mu)(mu)比(bi)重不低(di)于70%。探索混合(he)用(yong)(yong)(yong)(yong)途供地(di)(di)(di)(di)(di),單一工(gong)(gong)業(ye)(ye)(ye)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)可(ke)突出(chu)主導(dao)用(yong)(yong)(yong)(yong)途(工(gong)(gong)業(ye)(ye)(ye)建(jian)(jian)(jian)筑面(mian)(mian)積(ji)不低(di)于50%),兼容(rong)倉儲(chu)、物流(liu)、研發(fa)、辦公、商(shang)業(ye)(ye)(ye)等混合(he)用(yong)(yong)(yong)(yong)途。推動(dong)工(gong)(gong)業(ye)(ye)(ye)設(she)(she)(she)備“上(shang)樓”,經(jing)批(pi)準實施改(gai)(gai)(gai)造提(ti)(ti)(ti)升的項目(mu)(mu)(mu),在(zai)符(fu)(fu)合(he)詳細規(gui)劃(hua)(hua)及相關(guan)技(ji)術規(gui)范(fan)的前(qian)提(ti)(ti)(ti)下(xia),容(rong)積(ji)率宜高(gao)則高(gao)。在(zai)符(fu)(fu)合(he)詳細規(gui)劃(hua)(hua)、不改(gai)(gai)(gai)變土(tu)地(di)(di)(di)(di)(di)用(yong)(yong)(yong)(yong)途的前(qian)提(ti)(ti)(ti)下(xia),民(min)營企業(ye)(ye)(ye)在(zai)自有(you)工(gong)(gong)業(ye)(ye)(ye)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)上(shang)提(ti)(ti)(ti)高(gao)容(rong)積(ji)率新(xin)建(jian)(jian)(jian)、擴(kuo)建(jian)(jian)(jian)生產性用(yong)(yong)(yong)(yong)房或(huo)利用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)下(xia)空間(jian),不再(zai)(zai)增(zeng)收土(tu)地(di)(di)(di)(di)(di)價款(kuan)。對符(fu)(fu)合(he)條件(jian)改(gai)(gai)(gai)造新(xin)增(zeng)建(jian)(jian)(jian)筑面(mian)(mian)積(ji)部分,納(na)入“騰籠換鳥”專項經(jing)費支持(chi)范(fan)圍。鼓(gu)勵集中連片(pian)改(gai)(gai)(gai)造,對低(di)效(xiao)工(gong)(gong)業(ye)(ye)(ye)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)連片(pian)再(zai)(zai)開(kai)(kai)發(fa)范(fan)圍內的邊角地(di)(di)(di)(di)(di)、夾(jia)心地(di)(di)(di)(di)(di)、插(cha)花(hua)地(di)(di)(di)(di)(di)等無法單獨(du)出(chu)具(ju)規(gui)劃(hua)(hua)條件(jian)或(huo)難以獨(du)立開(kai)(kai)發(fa)的零(ling)星建(jian)(jian)(jian)設(she)(she)(she)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di),單宗(zong)面(mian)(mian)積(ji)不超(chao)過3畝(mu)且累計面(mian)(mian)積(ji)不超(chao)過再(zai)(zai)開(kai)(kai)發(fa)項目(mu)(mu)(mu)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)總面(mian)(mian)積(ji)10%的,可(ke)辦理協議出(chu)讓(rang)手(shou)續,并以市場評估價補交土(tu)地(di)(di)(di)(di)(di)出(chu)讓(rang)金。支持(chi)工(gong)(gong)業(ye)(ye)(ye)項目(mu)(mu)(mu)配套(tao)建(jian)(jian)(jian)設(she)(she)(she),對符(fu)(fu)合(he)條件(jian)的存量(liang)工(gong)(gong)業(ye)(ye)(ye)項目(mu)(mu)(mu),配套(tao)建(jian)(jian)(jian)設(she)(she)(she)行(xing)(xing)政辦公及生活服務設(she)(she)(she)施用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)面(mian)(mian)積(ji)占項目(mu)(mu)(mu)總用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)面(mian)(mian)積(ji)比(bi)例上(shang)限(xian)由7%提(ti)(ti)(ti)高(gao)至15%,建(jian)(jian)(jian)筑面(mian)(mian)積(ji)占比(bi)上(shang)限(xian)提(ti)(ti)(ti)高(gao)至30%。探索實行(xing)(xing)產業(ye)(ye)(ye)鏈(lian)供地(di)(di)(di)(di)(di),對產業(ye)(ye)(ye)鏈(lian)關(guan)鍵環節(jie)、核(he)心項目(mu)(mu)(mu),可(ke)統一規(gui)劃(hua)(hua)布(bu)局(ju),整體實施、按宗(zong)供應。(市自然資(zi)源和規(gui)劃(hua)(hua)局(ju)、市發(fa)展改(gai)(gai)(gai)革(ge)委、市經(jing)信局(ju)、市財(cai)政局(ju)、市建(jian)(jian)(jian)設(she)(she)(she)局(ju))

(四)強化用能(neng)(neng)(neng)保(bao)障(zhang)。統籌用好能(neng)(neng)(neng)耗(hao)增量(liang)、新增可(ke)再生能(neng)(neng)(neng)源抵扣以及節能(neng)(neng)(neng)改造(zao)、淘汰落后產能(neng)(neng)(neng)騰(teng)出用能(neng)(neng)(neng)空(kong)間(jian)等指標,加強重大民(min)間(jian)投(tou)資項(xiang)目用能(neng)(neng)(neng)保(bao)障(zhang),不搞(gao)“一刀切”。2023年新增光伏容量(liang)40萬千瓦,挖(wa)掘存量(liang)用能(neng)(neng)(neng)50萬噸標準煤(mei)以上,新增能(neng)(neng)(neng)耗(hao)合計150萬噸以上,支持民(min)間(jian)投(tou)資項(xiang)目的(de)比重不低于70%。(市發展改革委)
