一、總體要求 (一)指導思想(xiang) 以(yi)習(xi)近平新(xin)時代(dai)(dai)中(zhong)國特色社會(hui)主義思想(xiang)為(wei)指(zhi)導(dao),全面貫(guan)徹黨的(de)二(er)十大(da)精神,深入貫(guan)徹習(xi)近平總書(shu)記(ji)對(dui)內蒙(meng)古的(de)重要指(zhi)示精神,忠誠踐行習(xi)近平總書(shu)記(ji)對(dui)包(bao)頭作出的(de)“一個創新(xin)、三(san)個實(shi)現”重要指(zhi)示,立足城(cheng)(cheng)(cheng)鎮(zhen)化發展實(shi)際,堅持以(yi)人為(wei)核心推進新(xin)型(xing)城(cheng)(cheng)(cheng)鎮(zhen)化,統籌縣(xian)(xian)城(cheng)(cheng)(cheng)生(sheng)(sheng)產、生(sheng)(sheng)活(huo)、生(sheng)(sheng)態(tai)、安全需要,堅持因(yin)城(cheng)(cheng)(cheng)施策、突出特色、強(qiang)化功(gong)能(neng),促進縣(xian)(xian)城(cheng)(cheng)(cheng)產業配套(tao)設施提質增效、市政公(gong)(gong)用設施提檔升(sheng)級、公(gong)(gong)共(gong)服務設施提標擴(kuo)面、環境基礎設施提級擴(kuo)能(neng),增強(qiang)縣(xian)(xian)城(cheng)(cheng)(cheng)綜(zong)合承載能(neng)力,提升(sheng)縣(xian)(xian)城(cheng)(cheng)(cheng)發展質量,更好滿足農牧民(min)到縣(xian)(xian)城(cheng)(cheng)(cheng)就業安家需求和縣(xian)(xian)城(cheng)(cheng)(cheng)居民(min)生(sheng)(sheng)產生(sheng)(sheng)活(huo)需要,為(wei)建設新(xin)時代(dai)(dai)現代(dai)(dai)化新(xin)包(bao)頭提供有(you)力支撐(cheng)。 (二)基本原則 堅(jian)持遵(zun)循規(gui)(gui)律(lv)、因城(cheng)施(shi)策。遵(zun)循城(cheng)鎮(zhen)化發展(zhan)規(gui)(gui)律(lv),順應縣(xian)城(cheng)人(ren)(ren)口(kou)流動(dong)變化趨勢,立(li)足(zu)資源環境承載能(neng)力、區位條件、產業基礎和功(gong)能(neng)定位,因地制宜、一縣(xian)一策,分類(lei)引導縣(xian)城(cheng)經濟(ji)和人(ren)(ren)口(kou)差異化發展(zhan),統籌推進農(nong)產品主產區和重點(dian)生態功(gong)能(neng)區縣(xian)城(cheng)建設。 堅持市場主導(dao)、政府引(yin)導(dao)。充分發揮市場在資源配置中的決定性作(zuo)用,引(yin)導(dao)支持各類市場主體參與(yu)縣城(cheng)建設;更好發揮政府作(zuo)用,切(qie)實履行(xing)制(zhi)定方案政策、提供公共服務、營造制(zhi)度環境等(deng)方面職責(ze)。 堅持補齊短板、改善民(min)生。突(tu)出(chu)問題(ti)導向,聚焦縣城(cheng)產業發(fa)展(zhan)、市政(zheng)設(she)施、公共(gong)服務、人(ren)居環境等方面問題(ti)補短板強弱(ruo)項(xiang),推動提升居民(min)生活品質、增進(jin)民(min)生福祉。 堅(jian)持嚴守底線、防(fang)范(fan)風(feng)險(xian)。統籌發(fa)展(zhan)與安全,嚴格落實耕地(di)(di)保護紅(hong)線、生態保護紅(hong)線、城(cheng)鎮開放邊界(jie),嚴格以(yi)水定城(cheng),守住(zhu)歷史文(wen)化根脈(mo),防(fang)控災(zai)害事(shi)故(gu)風(feng)險(xian),防(fang)范(fan)地(di)(di)方政(zheng)府債務風(feng)險(xian)。 (三)目(mu)標任務 到2025年(nian),縣(xian)(xian)域[根(gen)據《內蒙古自治區(qu)黨(dang)委(wei)辦公廳自治區(qu)人民政府辦公廳印發(fa)〈關于推進以縣(xian)(xian)城為(wei)重要(yao)載體的(de)(de)城鎮(zhen)化建設(she)(she)總(zong)體方(fang)案(2023—2025年(nian))〉的(de)(de)通知》(內黨(dang)辦發(fa)〔2023〕7號(hao)),我市(shi)土右旗、固陽縣(xian)(xian)和達(da)茂旗在此(ci)范(fan)圍]生產總(zong)值達(da)到500億元以上(2020年(nian)為(wei)319.1億元),縣(xian)(xian)城資源環境(jing)承載能力(li)明顯增強,特色(se)(se)優勢產業發(fa)展壯大,市(shi)政設(she)(she)施比(bi)較完備,公共服務水平全面提升,經濟(ji)和人口集聚能力(li)顯著(zhu)增強,人居環境(jing)有效改善,以縣(xian)(xian)城為(wei)重要(yao)載體的(de)(de)城鎮(zhen)化取(qu)得重要(yao)進展,各具特色(se)(se)的(de)(de)縣(xian)(xian)城發(fa)展格局基本(ben)形成。 二、立足功能定位,推動縣城錯位發展 (四)合理發(fa)展(zhan)農(nong)(nong)(nong)產品主產區縣城。推動(dong)土右旗集(ji)聚發(fa)展(zhan)農(nong)(nong)(nong)村(cun)二、三產業(ye)(ye),延長農(nong)(nong)(nong)業(ye)(ye)產業(ye)(ye)鏈條,發(fa)揮好(hao)保障國家糧食(shi)安全、服(fu)務“三農(nong)(nong)(nong)”、吸納(na)縣域內農(nong)(nong)(nong)牧業(ye)(ye)轉移(yi)人口功能,以“糧頭(tou)食(shi)尾”“農(nong)(nong)(nong)頭(tou)工(gong)尾”為抓手,推進產業(ye)(ye)園(yuan)區化、規模化發(fa)展(zhan),打造綠色(se)農(nong)(nong)(nong)畜(chu)產品精深加(jia)(jia)工(gong)基地(di)(di)。增強服(fu)務城市(shi)功能,建(jian)設“菜籃子”“奶罐”基地(di)(di)。發(fa)展(zhan)適應城市(shi)居民消費需求的都市(shi)型農(nong)(nong)(nong)業(ye)(ye)、節(jie)水農(nong)(nong)(nong)業(ye)(ye)和綠色(se)有機(ji)農(nong)(nong)(nong)業(ye)(ye)。發(fa)展(zhan)城鄉(xiang)一體(ti)化倉(cang)儲物(wu)流(liu)、金融、科技(ji)、商(shang)務等生產性服(fu)務業(ye)(ye)。加(jia)(jia)強與周邊地(di)(di)區聯營(ying)發(fa)展(zhan),提高特色(se)農(nong)(nong)(nong)產品規模及(ji)市(shi)場占有率。 (五)有序發(fa)(fa)展生(sheng)(sheng)(sheng)(sheng)態功能(neng)(neng)(neng)型縣城。完(wan)善財政轉(zhuan)移支(zhi)(zhi)付制度,增強公共服務供給(gei)能(neng)(neng)(neng)力,推進(jin)國(guo)家林業(ye)(ye)(ye)碳匯(hui)試點市和(he)(he)碳達峰碳中和(he)(he)林草碳匯(hui)(包頭)試驗區建設,探索生(sheng)(sheng)(sheng)(sheng)態產(chan)(chan)(chan)(chan)品價值實現機制,發(fa)(fa)展不影(ying)響主(zhu)體功能(neng)(neng)(neng)的適宜產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)。城市周邊(bian)(bian)(bian)縣城要發(fa)(fa)揮生(sheng)(sheng)(sheng)(sheng)態屏(ping)障作用(yong),建設城市“后花園”,發(fa)(fa)展生(sheng)(sheng)(sheng)(sheng)態旅(lv)游、健(jian)康養老等產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)。支(zhi)(zhi)持(chi)承接生(sheng)(sheng)(sheng)(sheng)態地區超(chao)載人口轉(zhuan)移,整合運用(yong)各類政策,推動(dong)(dong)生(sheng)(sheng)(sheng)(sheng)態產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)化(hua)和(he)(he)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)態化(hua)。支(zhi)(zhi)持(chi)發(fa)(fa)展體育運動(dong)(dong)、健(jian)康養生(sheng)(sheng)(sheng)(sheng)、汽車測試等產(chan)(chan)(chan)(chan)業(ye)(ye)(ye),傾斜布局“新能(neng)(neng)(neng)源+”產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)。實施生(sheng)(sheng)(sheng)(sheng)態修復、水土保持(chi)、污染防治、水源涵養、防沙治沙等項目。支(zhi)(zhi)持(chi)邊(bian)(bian)(bian)境縣城強化(hua)信息化(hua)戎(rong)邊(bian)(bian)(bian)、優化(hua)配套公共服務布局,增強守邊(bian)(bian)(bian)固(gu)邊(bian)(bian)(bian)能(neng)(neng)(neng)力。 三、培育發展特色優勢產業,強化縣城集聚發展能力 (六)增強縣城產業(ye)(ye)支(zhi)撐能(neng)力。堅持宜(yi)(yi)工(gong)(gong)則(ze)(ze)工(gong)(gong)、宜(yi)(yi)農則(ze)(ze)農、宜(yi)(yi)游則(ze)(ze)游,持續推(tui)動(dong)“一(yi)縣一(yi)策”事項(xiang)清單落地(di)見效。差異化配置要素資(zi)源(yuan),大(da)力發(fa)展特色優勢產業(ye)(ye),壯大(da)主導產業(ye)(ye)。支(zhi)持土右旗加快傳統產業(ye)(ye)轉型升(sheng)級打(da)造新(xin)的增長極,固陽縣打(da)造農畜食(shi)品加工(gong)(gong)集聚(ju)區和產業(ye)(ye)轉移承載(zai)區,達茂旗建設可再生(sheng)能(neng)源(yuan)綜合應用示范區。(責任單位:市(shi)工(gong)(gong)信局、發(fa)改委、農牧局、文旅廣電局) (七)提升產(chan)(chan)(chan)業(ye)(ye)平(ping)臺功能。依托(tuo)工業(ye)(ye)園(yuan)(yuan)(yuan)區(qu)、產(chan)(chan)(chan)業(ye)(ye)集聚區(qu)、農(nong)(nong)(nong)民工返鄉創(chuang)業(ye)(ye)園(yuan)(yuan)(yuan)等(deng)平(ping)臺,優化(hua)土地(di)、用水、能耗(hao)、數(shu)據等(deng)要素資源配置,促進縣域(yu)產(chan)(chan)(chan)業(ye)(ye)集中(zhong)集聚集約發(fa)展(zhan)。深入推進“五個大起底”行(xing)動,推動產(chan)(chan)(chan)業(ye)(ye)集約節(jie)約發(fa)展(zhan)。優化(hua)整合(he)縣城(cheng)(cheng)周邊(bian)產(chan)(chan)(chan)業(ye)(ye)園(yuan)(yuan)(yuan)區(qu),到(dao)2025年(nian)園(yuan)(yuan)(yuan)區(qu)畝產(chan)(chan)(chan)效益比2020年(nian)提高20%。推動縣城(cheng)(cheng)中(zhong)小企(qi)業(ye)(ye)孵化(hua)園(yuan)(yuan)(yuan)、現代農(nong)(nong)(nong)業(ye)(ye)產(chan)(chan)(chan)業(ye)(ye)園(yuan)(yuan)(yuan)建設(she),加(jia)大園(yuan)(yuan)(yuan)區(qu)基礎(chu)設(she)施、公共(gong)服務平(ping)臺及(ji)標準廠房等(deng)生(sheng)產(chan)(chan)(chan)性基礎(chu)設(she)施投入力(li)度。鼓勵(li)農(nong)(nong)(nong)牧(mu)民工集中(zhong)的產(chan)(chan)(chan)業(ye)(ye)園(yuan)(yuan)(yuan)區(qu)及(ji)企(qi)業(ye)(ye)穩定增加(jia)縣城(cheng)(cheng)就(jiu)業(ye)(ye)崗位(wei)。支持依托(tuo)行(xing)業(ye)(ye)重(zhong)點企(qi)業(ye)(ye)建設(she)企(qi)業(ye)(ye)技(ji)(ji)術(shu)(shu)(shu)(研(yan)究開(kai)發(fa))中(zhong)心(xin)、重(zhong)點實驗室(shi)、工程(技(ji)(ji)術(shu)(shu)(shu))研(yan)究中(zhong)心(xin)等(deng)創(chuang)新平(ping)臺,鼓勵(li)建立(li)跨行(xing)業(ye)(ye)技(ji)(ji)術(shu)(shu)(shu)創(chuang)新聯(lian)盟、科技(ji)(ji)成果(guo)轉化(hua)基地(di)。(責任單位(wei):市工信局(ju)(ju)、發(fa)改委、農(nong)(nong)(nong)牧(mu)局(ju)(ju)、科技(ji)(ji)局(ju)(ju)、財政局(ju)(ju)、人(ren)社局(ju)(ju))
