3月6日,廣東省河(he)源(yuan)市人民政府(fu)發布關于印發《河(he)源(yuan)市能源(yuan)發展“十四五”規(gui)劃》的通(tong)知。

一、發展成效

“十三(san)五”以來,河(he)源市深入踐(jian)行(xing)新發展理念(nian),全面(mian)貫徹落實能源革(ge)命(ming)戰略,積極推(tui)進保供應、調結(jie)構(gou)、提(ti)效率(lv)、促改(gai)革(ge)、惠(hui)民(min)生等各項能源工作,基本(ben)完成“十三(san)五”規劃確定的主要目標和(he)任務(wu),為(wei)服務(wu)經濟(ji)高質量發展和(he)全面(mian)建成小(xiao)康社會(hui)提(ti)供了有力(li)支撐(cheng)。

——能(neng)(neng)源(yuan)結(jie)(jie)構(gou)顯(xian)著(zhu)優化(hua)。一(yi)次能(neng)(neng)源(yuan)消(xiao)(xiao)費(fei)結(jie)(jie)構(gou)中,煤炭(tan)、石(shi)油、天(tian)然氣、一(yi)次電(dian)力(li)及其(qi)他能(neng)(neng)源(yuan)占(zhan)比(bi)由2015年的48.31%、25.81%、0.68%、25.21%調整為(wei)2020年的39.93%、18.01%、1.90%、40.16%,煤炭(tan)消(xiao)(xiao)費(fei)占(zhan)比(bi)下降(jiang)(jiang)8.38個百分點、石(shi)油消(xiao)(xiao)費(fei)占(zhan)比(bi)下降(jiang)(jiang)7.8個百分點、天(tian)然氣消(xiao)(xiao)費(fei)占(zhan)比(bi)上(shang)升(sheng)1.22個百分點、一(yi)次電(dian)力(li)及其(qi)他能(neng)(neng)源(yuan)消(xiao)(xiao)費(fei)占(zhan)比(bi)上(shang)升(sheng)14.96個百分點,能(neng)(neng)源(yuan)消(xiao)(xiao)費(fei)結(jie)(jie)構(gou)進一(yi)步向清潔低碳(tan)化(hua)轉變。全面(mian)完成燃煤電(dian)廠超低排(pai)放改造,加快推進工業園區高污染燃料(liao)鍋爐淘(tao)汰和(he)清潔能(neng)(neng)源(yuan)改造升(sheng)級。能(neng)(neng)源(yuan)綠色發(fa)展顯(xian)著(zhu)推動空氣質量改善,二氧化(hua)硫(liu)、氮(dan)氧化(hua)物和(he)煙塵排(pai)放量大幅(fu)下降(jiang)(jiang),為(wei)堅決打(da)好(hao)污染防治攻(gong)堅戰、打(da)贏藍天(tian)保(bao)衛戰提供(gong)了重要支撐。

——能源儲(chu)(chu)運設施穩(wen)步(bu)發(fa)展。“十三五”期間,河(he)源擴建(jian)(jian)500KV上(shang)寨變電(dian)(dian)(dian)(dian)(dian)站(zhan),新(xin)增變電(dian)(dian)(dian)(dian)(dian)容量1000MVA;新(xin)增220KV變電(dian)(dian)(dian)(dian)(dian)站(zhan)4座(zuo),分別(bie)為萬綠湖(hu)站(zhan)、奎閣站(zhan)、霍山站(zhan)、九連(lian)山站(zhan),擴建(jian)(jian)1座(zuo),新(xin)增變電(dian)(dian)(dian)(dian)(dian)容量1440MVA。到(dao)2020年底(di),全市建(jian)(jian)成(cheng)500千伏(fu)(fu)變電(dian)(dian)(dian)(dian)(dian)站(zhan)1座(zuo),220千伏(fu)(fu)變電(dian)(dian)(dian)(dian)(dian)站(zhan)11座(zuo),110千伏(fu)(fu)變電(dian)(dian)(dian)(dian)(dian)站(zhan)58座(zuo),35千伏(fu)(fu)變電(dian)(dian)(dian)(dian)(dian)站(zhan)27座(zuo),形成(cheng)35千伏(fu)(fu)及以上(shang)變電(dian)(dian)(dian)(dian)(dian)容量11540.5萬千伏(fu)(fu)安、線路總長度3988.4公里(li),電(dian)(dian)(dian)(dian)(dian)網整體(ti)供電(dian)(dian)(dian)(dian)(dian)能力充裕。“十三五”期間,西(xi)氣東輸三線閩粵(yue)支干線(廣州—潮州段(duan))及粵(yue)東天(tian)然(ran)氣主干管網惠(hui)州—河(he)源支干線項目正式投產,“多氣源互聯互通”供應(ying)格局加快構(gou)建(jian)(jian)。截(jie)至2020年底(di),河(he)源市累計建(jian)(jian)成(cheng)天(tian)然(ran)氣門站(zhan)1座(zuo),LNG氣化(hua)站(zhan)5座(zuo),供氣管道1430公里(li),液化(hua)石油氣儲(chu)(chu)配站(zhan)26座(zuo),液化(hua)石油氣供應(ying)站(zhan)585座(zuo),城燃企業天(tian)然(ran)氣儲(chu)(chu)氣能力約(yue)0.13萬立方米(液態)。

——能(neng)(neng)(neng)源利用效率(lv)逐(zhu)步提高(gao)(gao)。“十(shi)三五(wu)”期間,全市單位(wei)GDP能(neng)(neng)(neng)耗(hao)累計(ji)下(xia)降16.02%,能(neng)(neng)(neng)耗(hao)強(qiang)度(du)及碳強(qiang)度(du)在(zai)北部生(sheng)態發展區五(wu)市中(zhong)均(jun)為第(di)一低位(wei);能(neng)(neng)(neng)源消(xiao)費新增量32.36萬(wan)噸(dun)標(biao)(biao)準(zhun)煤(mei),年(nian)(nian)(nian)均(jun)增長(chang)1.7%,2020年(nian)(nian)(nian)能(neng)(neng)(neng)源消(xiao)費總量控制(zhi)在(zai)399.27萬(wan)噸(dun)標(biao)(biao)準(zhun)煤(mei),超額完成(cheng)省下(xia)達的(de)“十(shi)三五(wu)”能(neng)(neng)(neng)耗(hao)雙(shuang)控目標(biao)(biao)任(ren)務(wu)。2020年(nian)(nian)(nian),六大高(gao)(gao)耗(hao)能(neng)(neng)(neng)行業綜(zong)合能(neng)(neng)(neng)源消(xiao)費量為133.70萬(wan)噸(dun)標(biao)(biao)準(zhun)煤(mei),占全市規(gui)模以上(shang)工(gong)業能(neng)(neng)(neng)耗(hao)的(de)比(bi)例為81%,較2015年(nian)(nian)(nian)下(xia)降了2.5個百分點。煤(mei)炭消(xiao)費得到有(you)效控制(zhi),2020年(nian)(nian)(nian)規(gui)上(shang)工(gong)業煤(mei)炭消(xiao)費量214.02萬(wan)噸(dun),較2015年(nian)(nian)(nian)減(jian)少9.11%。

——可(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)成為電(dian)(dian)(dian)(dian)力(li)主力(li)軍。河源(yuan)(yuan)(yuan)(yuan)(yuan)市(shi)(shi)無煤、油、氣(qi),水能(neng)資源(yuan)(yuan)(yuan)(yuan)(yuan)已基本(ben)開發(fa)完畢,新能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)開發(fa)潛力(li)大,屬化(hua)石能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)匱乏、可(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)相對(dui)豐富的市(shi)(shi)域。截至(zhi)2020年底(di),全(quan)市(shi)(shi)電(dian)(dian)(dian)(dian)力(li)裝機(ji)容量達(da)296.44萬(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa),其中,煤電(dian)(dian)(dian)(dian)120萬(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa),水電(dian)(dian)(dian)(dian)126.24萬(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa)(省調(diao)機(ji)組新豐江和楓樹壩共55.50萬(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa),地(di)調(diao)機(ji)組70.74萬(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa)),風(feng)電(dian)(dian)(dian)(dian)9.90萬(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa),光伏發(fa)電(dian)(dian)(dian)(dian)38.13萬(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa),生(sheng)(sheng)物(wu)質發(fa)電(dian)(dian)(dian)(dian)及其他2.17萬(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa)。全(quan)市(shi)(shi)電(dian)(dian)(dian)(dian)力(li)裝機(ji)容量較2015年新增(zeng)45.01萬(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa),增(zeng)長17.90%,新增(zeng)電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)(yuan)裝機(ji)均(jun)為光伏發(fa)電(dian)(dian)(dian)(dian)、風(feng)電(dian)(dian)(dian)(dian)、水電(dian)(dian)(dian)(dian)等(deng)可(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)。可(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)(dian)裝機(ji)176.44萬(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa),裝機(ji)占比(bi)近60%,其中光伏裝機(ji)38.13萬(wan)(wan)(wan)千(qian)(qian)(qian)瓦(wa),裝機(ji)增(zeng)長近18倍。全(quan)市(shi)(shi)逐(zhu)步形成以水電(dian)(dian)(dian)(dian)、火電(dian)(dian)(dian)(dian)為基礎,風(feng)、光等(deng)可(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)全(quan)面發(fa)展的多元化(hua)電(dian)(dian)(dian)(dian)力(li)供應體(ti)系。

——重(zhong)點(dian)(dian)項(xiang)(xiang)目(mu)建(jian)(jian)設有(you)(you)序推進。建(jian)(jian)成投(tou)產東(dong)源(yuan)(yuan)天華陽(yang)光(guang)農(nong)光(guang)互(hu)補(bu)示范園項(xiang)(xiang)目(mu)(100MW)、連平(ping)大湖(hu)(40MW)、連平(ping)隆街(40MW)、連平(ping)上坪(20MW)農(nong)業(ye)光(guang)伏(fu)項(xiang)(xiang)目(mu)、西氣東(dong)輸三線閩粵支干(gan)線(廣州(zhou)(zhou)—潮(chao)州(zhou)(zhou)段)、粵東(dong)天然(ran)氣主干(gan)管網惠(hui)州(zhou)(zhou)—河源(yuan)(yuan)支干(gan)線等(deng)(deng)一批(pi)能源(yuan)(yuan)基礎設施項(xiang)(xiang)目(mu)。有(you)(you)序推進河源(yuan)(yuan)電廠二期、東(dong)江流域(yu)水(shui)安全保障提升工(gong)程(cheng)等(deng)(deng)一批(pi)重(zhong)點(dian)(dian)項(xiang)(xiang)目(mu)建(jian)(jian)設。擁有(you)(you)廣東(dong)省(sheng)車載智能液晶顯示屏企(qi)業(ye)重(zhong)點(dian)(dian)實驗室(shi)和(he)廣東(dong)省(sheng)移(yi)動能源(yuan)(yuan)企(qi)業(ye)重(zhong)點(dian)(dian)實驗室(shi)2家省(sheng)級企(qi)業(ye)重(zhong)點(dian)(dian)實驗室(shi)。“農(nong)光(guang)互(hu)補(bu)”“漁光(guang)互(hu)補(bu)”和(he)屋頂(ding)光(guang)伏(fu)等(deng)(deng)太陽(yang)能光(guang)伏(fu)項(xiang)(xiang)目(mu)加快(kuai)推進,光(guang)伏(fu)應用(yong)規模持續擴大。光(guang)伏(fu)發(fa)電、水(shui)電開發(fa)、超超臨界燃煤發(fa)電等(deng)(deng)先(xian)進高效能源(yuan)(yuan)技術應用(yong)和(he)產業(ye)日益(yi)集聚(ju)發(fa)展(zhan)。

——能源(yuan)體制(zhi)改(gai)革積(ji)極推進。電(dian)力市場化(hua)改(gai)革不斷深化(hua),引(yin)導(dao)工業(ye)園(yuan)區(qu)等(deng)大電(dian)力用(yong)戶直(zhi)(zhi)接(jie)參與電(dian)力市場交易,有效降低企(qi)業(ye)用(yong)電(dian)成本(ben),到2020年(nian)底(di),全市共(gong)有515家(jia)市場主體獲準入電(dian)力市場交易,累計實現直(zhi)(zhi)接(jie)交易電(dian)量(liang)47.51億千瓦時,降低企(qi)業(ye)用(yong)電(dian)成本(ben)約1.82億元(yuan),助(zhu)推河源(yuan)市經濟社會轉型升(sheng)級。積(ji)極鼓(gu)勵公共(gong)機(ji)構和重點用(yong)能企(qi)業(ye)推行合同能源(yuan)管理模式。

——能(neng)(neng)源服務水平不斷提(ti)(ti)高。加(jia)快能(neng)(neng)源民(min)生保(bao)障(zhang)工(gong)程(cheng)建設,推動城鄉居民(min)獲得基(ji)本(ben)能(neng)(neng)源供應和服務均等化,獨立(li)供電(dian)(dian)(dian)(dian)區(qu)域農電(dian)(dian)(dian)(dian)體制改(gai)革任務基(ji)本(ben)完成,農村地區(qu)基(ji)本(ben)實現穩(wen)定(ding)可(ke)靠(kao)的供電(dian)(dian)(dian)(dian)服務全覆(fu)蓋(gai)。供電(dian)(dian)(dian)(dian)可(ke)靠(kao)性、電(dian)(dian)(dian)(dian)壓合格率(lv)(lv)(lv)、環網(wang)率(lv)(lv)(lv)、可(ke)轉供電(dian)(dian)(dian)(dian)率(lv)(lv)(lv)、饋線自動化覆(fu)蓋(gai)率(lv)(lv)(lv)、智能(neng)(neng)電(dian)(dian)(dian)(dian)表覆(fu)蓋(gai)率(lv)(lv)(lv)、低壓集(ji)抄覆(fu)蓋(gai)率(lv)(lv)(lv)、通信覆(fu)蓋(gai)率(lv)(lv)(lv)均得到不同程(cheng)度的提(ti)(ti)升,農村戶均容量達到2.12千(qian)伏/戶。制定(ding)出臺河源市實施光伏扶(fu)貧(pin)工(gong)程(cheng)指導意見,建立(li)光伏企(qi)業招(zhao)標名錄(lu),強(qiang)化光伏企(qi)業資質(zhi)、產(chan)品質(zhi)量、后續(xu)維護的監(jian)管(guan),促進光伏扶(fu)貧(pin)產(chan)業健(jian)康有序(xu)發展,保(bao)障(zhang)貧(pin)困戶利(li)益,讓(rang)能(neng)(neng)源改(gai)革發展成果更多(duo)更公平惠及(ji)全體人民(min)。

二、存在問題

——不(bu)同年(nian)份(fen)能(neng)(neng)(neng)(neng)耗“雙控(kong)”形勢(shi)差異(yi)(yi)較(jiao)大。“十(shi)(shi)三(san)(san)五(wu)”期間,河源以能(neng)(neng)(neng)(neng)耗年(nian)均增長1.7%的增速,支撐年(nian)均5.4%的GDP增長,順利完成(cheng)省下達的能(neng)(neng)(neng)(neng)耗“雙控(kong)”目標任(ren)務,節能(neng)(neng)(neng)(neng)降(jiang)耗取(qu)得顯著成(cheng)效。但是“十(shi)(shi)三(san)(san)五(wu)”前(qian)四年(nian)單(dan)(dan)位GDP能(neng)(neng)(neng)(neng)耗累計僅(jin)降(jiang)低(di)8.4%,且2018年(nian)單(dan)(dan)位GDP能(neng)(neng)(neng)(neng)耗不(bu)降(jiang)反升,2020年(nian)單(dan)(dan)位GDP能(neng)(neng)(neng)(neng)耗則下降(jiang)8.32%,各年(nian)度能(neng)(neng)(neng)(neng)耗“雙控(kong)”形勢(shi)差異(yi)(yi)較(jiao)大。

——經(jing)濟增(zeng)長對能源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)的依賴(lai)性較(jiao)(jiao)大。河(he)源(yuan)(yuan)(yuan)在(zai)廣東(dong)屬于(yu)后發展(zhan)地區(qu),當前經(jing)濟總(zong)量和能耗(hao)總(zong)量偏小,短期(qi)內水(shui)泥、鋼(gang)鐵、陶瓷、玻璃等(deng)高(gao)耗(hao)能行業仍占主(zhu)導地位,傳(chuan)統產(chan)業升級(ji)步伐較(jiao)(jiao)慢。隨著河(he)源(yuan)(yuan)(yuan)深入參與“雙區(qu)”和深圳(zhen)都(dou)市(shi)圈建(jian)設,主(zhu)動承接廣州(zhou)、深圳(zhen)在(zai)產(chan)業、技術、資(zi)金(jin)等(deng)方(fang)面溢出資(zi)源(yuan)(yuan)(yuan),推動電(dian)子信息(xi)產(chan)業、水(shui)產(chan)業、先進(jin)材(cai)料產(chan)業、生態旅游業、現(xian)代(dai)高(gao)效農業等(deng)產(chan)業興市(shi)行動,全市(shi)能源(yuan)(yuan)(yuan)消費(fei)需求(qiu)也(ye)將持續增(zeng)長。綜合(he)考慮區(qu)域發展(zhan)優勢、產(chan)業發展(zhan)基(ji)礎(chu)、產(chan)業結構特(te)征、重大項目布局(ju)等(deng)因素,當前河(he)源(yuan)(yuan)(yuan)經(jing)濟發展(zhan)對能源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)的依賴(lai)性仍較(jiao)(jiao)大。

——可再生能(neng)源(yuan)(yuan)進(jin)(jin)一步(bu)開發(fa)(fa)(fa)面(mian)臨(lin)制(zhi)約。目前河源(yuan)(yuan)市可再生能(neng)源(yuan)(yuan)電(dian)(dian)力裝機(ji)以水(shui)(shui)(shui)電(dian)(dian)站(zhan)為主,水(shui)(shui)(shui)電(dian)(dian)占(zhan)可再生能(neng)源(yuan)(yuan)電(dian)(dian)力裝機(ji)的(de)比重約70%。上世紀50年(nian)代開始(shi)(shi),河源(yuan)(yuan)就出現了(le)利(li)用江河水(shui)(shui)(shui)力發(fa)(fa)(fa)電(dian)(dian)的(de)水(shui)(shui)(shui)電(dian)(dian)站(zhan),經過了(le)幾十年(nian)的(de)開發(fa)(fa)(fa)建設,當前水(shui)(shui)(shui)能(neng)資源(yuan)(yuan)已基本開發(fa)(fa)(fa)完畢。陸上風(feng)電(dian)(dian)受生態嚴格控制(zhi)區(qu)和林地(di)指標限制(zhi),進(jin)(jin)展(zhan)相對緩(huan)慢。“十三五(wu)”期間(jian),河源(yuan)(yuan)市光伏發(fa)(fa)(fa)電(dian)(dian)開始(shi)(shi)快速發(fa)(fa)(fa)展(zhan),但“十四五(wu)”開始(shi)(shi),風(feng)電(dian)(dian)、光伏發(fa)(fa)(fa)展(zhan)將(jiang)進(jin)(jin)入平價階段,不(bu)再進(jin)(jin)行財政補貼,實現市場化、競爭化發(fa)(fa)(fa)展(zhan)。未來進(jin)(jin)一步(bu)提(ti)升可再生能(neng)源(yuan)(yuan)利(li)用規模將(jiang)面(mian)臨(lin)較(jiao)大壓力。

——天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)發(fa)展(zhan)利用尚(shang)處于起步(bu)階(jie)段(duan)。到2020年底,河源(yuan)市管道天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)普(pu)及率(lv)僅為(wei)33.8%,低于粵北地區47.7%的平均(jun)水平。全(quan)市仍有4個縣(xian)(xian)級行政區未通達天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)主(zhu)干管道,包(bao)括龍川縣(xian)(xian)、和(he)平縣(xian)(xian)、東源(yuan)縣(xian)(xian)、連平縣(xian)(xian)。目前河源(yuan)市尚(shang)未實現門站供(gong)氣(qi)(qi),天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)終端價格偏(pian)高,其中,天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)居民用戶價格(第一檔)為(wei)3.89元/方,而全(quan)省實現門站供(gong)氣(qi)(qi)的16個地級市平均(jun)為(wei)3.6元/方。近年來天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)應用于發(fa)電(dian)和(he)工(gong)業的步(bu)伐較慢,天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)規模化利用發(fa)展(zhan)受到限制。

——新能(neng)源產(chan)業(ye)(ye)發(fa)(fa)展(zhan)落后(hou)。光伏發(fa)(fa)電(dian)、風電(dian)、水電(dian)等(deng)可再(zai)生能(neng)源發(fa)(fa)電(dian)裝機(ji)占全(quan)市裝機(ji)的比(bi)重近60%,可再(zai)生能(neng)源已成(cheng)為河源電(dian)力體系(xi)的主(zhu)力軍。但(dan)全(quan)市新能(neng)源產(chan)業(ye)(ye)研發(fa)(fa)力量(liang)較為薄(bo)弱,領軍人才(cai)缺(que)乏,人才(cai)結構(gou)仍以傳(chuan)統工業(ye)(ye)低端(duan)生產(chan)技術(shu)人才(cai)為主(zhu),現(xian)有(you)的技術(shu)人才(cai)培(pei)育架構(gou)和引進機(ji)制(zhi)難以形成(cheng)高(gao)端(duan)人才(cai)集聚效應(ying),自主(zhu)創新基(ji)礎力量(liang)不足。新能(neng)源裝備(bei)制(zhi)造整體水平與全(quan)省先進水平相(xiang)比(bi)仍有(you)較大差距,關鍵核心(xin)技術(shu)和先進裝備(bei)對(dui)外依賴(lai)程度較高(gao),且全(quan)省新能(neng)源產(chan)業(ye)(ye)集群(qun)行動計劃對(dui)河源也沒有(you)太多的布(bu)局,新能(neng)源產(chan)業(ye)(ye)有(you)待進一步(bu)培(pei)育壯大。

第二節 發展環境

“十四五”及中長(chang)期(qi),隨著我(wo)國積極構建以國內大循環為主體,國內國際雙(shuang)(shuang)循環相互(hu)促進的新發(fa)(fa)展(zhan)格局,推動碳(tan)(tan)達峰與碳(tan)(tan)中和、“雙(shuang)(shuang)區”建設等多重國家戰略(lve)和先行先試政策在我(wo)省(sheng)疊加(jia),以及我(wo)市(shi)爭(zheng)當(dang)融入(ru)粵港澳大灣(wan)區的生(sheng)態優先、綠色發(fa)(fa)展(zhan)排頭兵,加(jia)快建設幸福和諧(xie)美麗河源,我(wo)市(shi)能源事業也將(jiang)迎來新的發(fa)(fa)展(zhan)機遇(yu)和挑(tiao)戰。

一、發展機遇

——體(ti)制機制改(gai)革深(shen)化推進。國家和省(sheng)按(an)照“放(fang)開兩頭、管住中間”總體(ti)思路,積極穩(wen)步(bu)推進能(neng)源(yuan)體(ti)制改(gai)革,加(jia)快(kuai)(kuai)構建充分競爭、公平有(you)序的(de)能(neng)源(yuan)市(shi)場體(ti)系。隨著(zhu)國家管網(wang)集團廣(guang)東省(sheng)管網(wang)有(you)限公司的(de)成立和全省(sheng)天然氣(qi)“縣(xian)縣(xian)通工程”的(de)實施,加(jia)快(kuai)(kuai)形成覆蓋全省(sheng)、資源(yuan)共(gong)享、公平開放(fang)的(de)天然氣(qi)“一張網(wang)”,有(you)利(li)于消除(chu)資源(yuan)輸送(song)瓶頸,降低(di)終(zhong)端用戶用氣(qi)成本,促(cu)進河源(yuan)經(jing)濟社會發展。

——電(dian)(dian)力(li)(li)(li)(li)供(gong)需(xu)格局相對(dui)(dui)寬(kuan)松。“十二五”時(shi)期及(ji)“十三五”前(qian)兩年,河(he)(he)源(yuan)市(shi)(shi)電(dian)(dian)力(li)(li)(li)(li)供(gong)需(xu)寬(kuan)裕(yu),具有一定的(de)電(dian)(dian)力(li)(li)(li)(li)富余,電(dian)(dian)力(li)(li)(li)(li)保障供(gong)應(ying)的(de)壓力(li)(li)(li)(li)相對(dui)(dui)較輕。隨著河(he)(he)源(yuan)社會發展(zhan)全(quan)面加速和(he)人民(min)生活(huo)水平的(de)進一步(bu)提高,自2018年開始,河(he)(he)源(yuan)市(shi)(shi)供(gong)用(yong)電(dian)(dian)形勢發生了轉折,用(yong)電(dian)(dian)需(xu)求增長(chang)大于供(gong)電(dian)(dian)能力(li)(li)(li)(li)的(de)增長(chang),電(dian)(dian)力(li)(li)(li)(li)供(gong)應(ying)較為(wei)(wei)緊張(zhang),需(xu)從(cong)市(shi)(shi)外(wai)調(diao)入電(dian)(dian)力(li)(li)(li)(li)。“十四五”時(shi)期,河(he)(he)源(yuan)電(dian)(dian)廠(chang)二期項目及(ji)東源(yuan)天(tian)然(ran)氣熱電(dian)(dian)聯(lian)產(chan)項目建成投產(chan)后(hou),將(jiang)有效(xiao)解決電(dian)(dian)力(li)(li)(li)(li)供(gong)應(ying)緊張(zhang)問題,全(quan)市(shi)(shi)的(de)電(dian)(dian)力(li)(li)(li)(li)供(gong)應(ying)將(jiang)從(cong)緊缺轉變為(wei)(wei)富余,電(dian)(dian)力(li)(li)(li)(li)供(gong)需(xu)格局相對(dui)(dui)寬(kuan)松。

二、面臨挑戰

——能源(yuan)供應外(wai)部(bu)條(tiao)件(jian)不(bu)穩(wen)。全(quan)球地(di)緣政治關系日趨復雜、油氣(qi)價格大(da)幅震(zhen)蕩、能源(yuan)治理體系加速重(zhong)構,加劇能源(yuan)資源(yuan)供應外(wai)部(bu)條(tiao)件(jian)的不(bu)確定性,加之近年來廣東省夏季出(chu)現電力供應緊張情況(kuang),對河源(yuan)能源(yuan)供應保障(zhang)帶(dai)來較(jiao)大(da)安全(quan)風險(xian)和隱(yin)患。

——能(neng)源發展(zhan)(zhan)約(yue)束因素(su)趨緊(jin)。在碳達峰目標與碳中和愿景下,要求大(da)力發展(zhan)(zhan)可再生能(neng)源,擴大(da)天然氣(qi)利(li)用(yong)規模,提高煤(mei)炭清潔(jie)高效利(li)用(yong)水平,加快能(neng)源綠色發展(zhan)(zhan)進程。但河(he)源仍處(chu)于(yu)工業化階(jie)段的中期(qi),未來開(kai)發利(li)用(yong)重點(dian)項目、承接產業梯度(du)轉移都(dou)將加劇資源環境約(yue)束矛盾,帶來土地(di)利(li)用(yong)、建設(she)空(kong)間(jian)、拆遷安置(zhi)等社會問(wen)題,加大(da)能(neng)源項目建設(she)難度(du)。

——國外技術(shu)封鎖(suo)加劇。當前中美(mei)貿易(yi)摩擦,特別是(shi)電子信息(xi)、高(gao)端(duan)裝備、能(neng)源(yuan)等領域的國產技術(shu)自給已提升到了(le)戰(zhan)略(lve)安全(quan)層(ceng)面。能(neng)源(yuan)領域事(shi)關(guan)國家穩定和安全(quan),能(neng)源(yuan)技術(shu)也存(cun)在著技術(shu)封鎖(suo)的風險。

——國家(jia)相關補貼(tie)(tie)政策(ce)退坡。“十四五”期間(jian),可再(zai)生能源(yuan)發展(zhan)將進入(ru)市場化(hua)(hua)發展(zhan)階(jie)段(duan),發揮市場在可再(zai)生能源(yuan)資(zi)源(yuan)配(pei)置中的決(jue)定(ding)性作用。從2021年(nian)開始,風電、光伏發展(zhan)將進入(ru)平價階(jie)段(duan),中央財政不(bu)再(zai)補貼(tie)(tie),實(shi)現市場化(hua)(hua)發展(zhan)、競爭(zheng)化(hua)(hua)發展(zhan)。

第三節 需求預測

綜合(he)考(kao)慮河源(yuan)市(shi)經(jing)(jing)濟發(fa)(fa)展(zhan)、重點項目布(bu)局、產業(ye)升級方(fang)向(xiang)、終端用能(neng)效(xiao)率和清潔低(di)碳(tan)能(neng)源(yuan)發(fa)(fa)展(zhan)潛力(li)對能(neng)源(yuan)供需(xu)的(de)(de)影響,立足于廣(guang)東省和河源(yuan)市(shi)自身(shen)資源(yuan)稟賦、經(jing)(jing)濟發(fa)(fa)展(zhan)階段(duan)和產業(ye)體系建設等實際情(qing)況,按照體現綠色低(di)碳(tan)發(fa)(fa)展(zhan)理(li)念、滿足社會發(fa)(fa)展(zhan)需(xu)求的(de)(de)要求,合(he)理(li)控制能(neng)源(yuan)消費總量,完成省下(xia)達的(de)(de)單位GDP能(neng)耗(hao)累(lei)計(ji)下(xia)降幅度任務。

按照“控煤、節油、提(ti)氣(qi)、增非(fei)化石(shi)”的能源(yuan)結構優化調整總體思路,逐步(bu)擴(kuo)大天然氣(qi)利用規(gui)模(mo),加快開發利用光伏、風電(dian)等新能源(yuan),河源(yuan)市能源(yuan)消費持續向(xiang)綠色低碳轉型,預計(ji)到2025年,全市天然氣(qi)、可再生能源(yuan)等清潔能源(yuan)消費大幅提(ti)高(gao),天然氣(qi)消費持續提(ti)高(gao),非(fei)化石(shi)能源(yuan)消費比(bi)重(zhong)提(ti)高(gao)至(zhi)40%。

從能(neng)源(yuan)分(fen)類看(kan):“十四(si)五(wu)(wu)”河(he)源(yuan)市(shi)煤炭(tan)消費有(you)一定增(zeng)(zeng)長(chang),主(zhu)要受(shou)(shou)河(he)源(yuan)電(dian)(dian)廠(chang)二期拉動(dong)。河(he)源(yuan)市(shi)煤炭(tan)消費主(zhu)要由(you)煤電(dian)(dian)廠(chang)、鋼鐵(tie)廠(chang)、水(shui)泥廠(chang)和陶瓷廠(chang)構成(cheng)。綜(zong)合考(kao)慮電(dian)(dian)力負荷和電(dian)(dian)力需(xu)求(qiu)保(bao)持中(zhong)高(gao)速(su)增(zeng)(zeng)長(chang)的客(ke)觀實際,充分(fen)發揮煤電(dian)(dian)托底保(bao)障作用(yong),提(ti)高(gao)電(dian)(dian)煤占(zhan)煤炭(tan)消費比重(zhong),合理支撐經(jing)濟社會發展電(dian)(dian)力需(xu)要,非發電(dian)(dian)用(yong)煤總體壓減(jian)。“十四(si)五(wu)(wu)”河(he)源(yuan)市(shi)石油消費受(shou)(shou)經(jing)濟、人口拉動(dong)略(lve)有(you)增(zeng)(zeng)長(chang)。隨著東源(yuan)天然氣(qi)熱(re)電(dian)(dian)聯(lian)產(chan)項目建成(cheng)、“煤改氣(qi)”推進和城鎮管(guan)道(dao)天然氣(qi)普及率提(ti)高(gao),“十四(si)五(wu)(wu)”河(he)源(yuan)市(shi)天然氣(qi)利用(yong)水(shui)平(ping)將大幅提(ti)高(gao)。預(yu)(yu)計到2025年(nian),天然氣(qi)消費量約5.2億立方米。以電(dian)(dian)動(dong)汽車、5G、智能(neng)制(zhi)造、智能(neng)家居為代表的新(xin)(xin)產(chan)業(ye)、新(xin)(xin)業(ye)態(tai)將成(cheng)為用(yong)電(dian)(dian)增(zeng)(zeng)長(chang)新(xin)(xin)動(dong)能(neng),電(dian)(dian)能(neng)替代深入推進,全社會電(dian)(dian)氣(qi)化水(shui)平(ping)持續提(ti)高(gao),預(yu)(yu)計到2025年(nian),我市(shi)全社會用(yong)電(dian)(dian)量約166億千瓦時,“十四(si)五(wu)(wu)”年(nian)均增(zeng)(zeng)長(chang)10.8%。

第二章 總體要求

——市(shi)場驅動,創新(xin)發展。深入(ru)推(tui)進電力體(ti)制和油氣體(ti)制改革,充分發揮市(shi)場在能源(yuan)資源(yuan)配置(zhi)中的決定性作用,逐步(bu)理順能源(yuan)價(jia)格機制,調動市(shi)場主體(ti)積極性,推(tui)進能源(yuan)治理體(ti)系和治理能力現代化。

第三節 發展目標

經(jing)過“十四五”時期的建設和發展(zhan),全市能(neng)(neng)(neng)源(yuan)(yuan)供應保障(zhang)能(neng)(neng)(neng)力和能(neng)(neng)(neng)源(yuan)(yuan)利(li)用效(xiao)率進一步提高(gao)(gao),可再生能(neng)(neng)(neng)源(yuan)(yuan)消費(fei)比重(zhong)等關鍵(jian)指標繼續保持省內領先地(di)位,新能(neng)(neng)(neng)源(yuan)(yuan)產業和能(neng)(neng)(neng)源(yuan)(yuan)現代治理水平(ping)顯(xian)著(zhu)提升,努力構建高(gao)(gao)質(zhi)(zhi)量綠色低(di)碳能(neng)(neng)(neng)源(yuan)(yuan)保障(zhang)體系,更好地(di)支撐(cheng)經(jing)濟社會(hui)高(gao)(gao)質(zhi)(zhi)量發展(zhan)。到2025年(nian):

——能源供(gong)應(ying)更加(jia)安全(quan)可靠:電(dian)力裝機容(rong)量達到890.7萬(wan)千瓦,新增594萬(wan)千瓦;天然(ran)氣(qi)普及率達到55%,新增供(gong)氣(qi)管道700公里,天然(ran)氣(qi)門站(zhan)5座,儲氣(qi)設(she)施(shi)2座。能源供(gong)應(ying)和儲運能力顯著增強。

——能源(yuan)利用更加節約(yue)高效:能源(yuan)消費總量控制在合理區間(jian),單位GDP能耗累計下降幅度完成省下達任務,火電供電煤(mei)耗和電網綜合網損率進一步降低(di)。

——能(neng)源結(jie)構更加清潔低碳:天然(ran)氣、可再生能(neng)源等(deng)清潔能(neng)源消費大(da)幅提(ti)高,非化(hua)石能(neng)源消費比重提(ti)高至40%左右,能(neng)源結(jie)構向清潔、低碳方向持(chi)續優化(hua)。

——能(neng)源(yuan)產業更(geng)加集群發展:穩步推進(jin)天然氣(qi)熱電聯產、可再(zai)生能(neng)源(yuan)設施、氫(qing)能(neng)推廣應用等重大能(neng)源(yuan)工程項目建(jian)設,加快形成(cheng)新能(neng)源(yuan)產業集群,能(neng)源(yuan)產業競(jing)爭力大幅提升(sheng)。

進一(yi)步(bu)優(you)化(hua)完(wan)善電(dian)網、油(you)氣(qi)儲(chu)運體系(xi)和(he)新(xin)能源(yuan)(yuan)交通基(ji)礎(chu)設施(shi),補(bu)齊能源(yuan)(yuan)儲(chu)運調峰基(ji)礎(chu)設施(shi)短板(ban),推(tui)進能源(yuan)(yuan)基(ji)礎(chu)設施(shi)公平開(kai)放和(he)互聯互通。

——電(dian)(dian)網。優化(hua)完善主網,提升配電(dian)(dian)網可靠性(xing)和靈活(huo)性(xing),加快(kuai)構(gou)建適應大規(gui)模(mo)新能(neng)源(yuan)接(jie)入并滿足分布式能(neng)源(yuan)“即(ji)插(cha)即(ji)用”要求(qiu)的智能(neng)電(dian)(dian)網,提供(gong)(gong)優質、差異(yi)化(hua)、多元化(hua)的供(gong)(gong)電(dian)(dian)模(mo)式,滿足社會經濟(ji)發展對高可靠性(xing)供(gong)(gong)電(dian)(dian)需求(qiu)。

——油(you)氣(qi)管(guan)(guan)網(wang)(wang)。加快推進(jin)天(tian)然氣(qi)主干(gan)管(guan)(guan)網(wang)(wang)及“縣(xian)縣(xian)通(tong)”接駁工程建設(she),建設(she)東源門(men)站、龍(long)川(chuan)門(men)站、連平(ping)門(men)站、和平(ping)門(men)站、江東新(xin)區門(men)站及配套管(guan)(guan)網(wang)(wang),形成(cheng)接入國家主干(gan)管(guan)(guan)網(wang)(wang)、覆蓋一區五縣(xian)的天(tian)然氣(qi)管(guan)(guan)網(wang)(wang)發展(zhan)新(xin)格局。積極(ji)推進(jin)油(you)氣(qi)儲備(bei)調峰設(she)施建設(she),進(jin)一步優(you)化完善(shan)成(cheng)品油(you)輸送管(guan)(guan)網(wang)(wang)體(ti)系。

——新能源交(jiao)通服務網(wang)絡。加快(kuai)推(tui)動(dong)(dong)城鄉公共充電網(wang)絡建(jian)設(she),支持(chi)推(tui)進(jin)居(ju)民小區充電設(she)施建(jian)設(she),積極推(tui)動(dong)(dong)機關及企(qi)事業(ye)單位內(nei)部(bu)專用停車場(chang)充電基(ji)礎設(she)施建(jian)設(she),完善充電基(ji)礎設(she)施配套政策(ce)措施,強化充電基(ji)礎設(she)施建(jian)設(she)及運營管理(li)。謀劃(hua)布局和規劃(hua)建(jian)設(she)加氫站,開(kai)展燃料電池汽車應用試點示范(fan)。研究(jiu)推(tui)進(jin)加油加氫合建(jian)站,積極發(fa)展交(jiao)通領(ling)域的氫能利用,開(kai)創交(jiao)通領(ling)域能源服務新模式。

第三節(jie) 打造多個智慧(hui)能源平臺(tai)

——因地制宜開(kai)發利(li)用(yong)生(sheng)(sheng)物質(zhi)能(neng)。以生(sheng)(sheng)物質(zhi)能(neng)資(zi)源(yuan)的能(neng)源(yuan)化(hua)循環利(li)用(yong)和(he)清潔利(li)用(yong)為重(zhong)點,按照(zhao)“以城(cheng)(cheng)帶(dai)鄉、區(qu)域聯動、設施共享(xiang)”原則,在確(que)保安全(quan)可靠、先進(jin)環保、省地節能(neng)、經濟(ji)適用(yong)的前提下,規(gui)范建設河源(yuan)市熱力發電廠(chang)、東源(yuan)縣綜合(he)(he)(he)資(zi)源(yuan)利(li)用(yong)中心等垃(la)圾發電項(xiang)目,統籌(chou)解決城(cheng)(cheng)市、縣城(cheng)(cheng)及其周邊鄉鎮的生(sheng)(sheng)活垃(la)圾處理問題。依托(tuo)生(sheng)(sheng)物質(zhi)資(zi)源(yuan)量、品種屬(shu)性及綜合(he)(he)(he)利(li)用(yong)趨勢,綜合(he)(he)(he)考慮交通、氣候等因素,建設龍川縣順(shun)民生(sheng)(sheng)物質(zhi)發電項(xiang)目。“十四五”期間(jian)新增(zeng)生(sheng)(sheng)物質(zhi)發電裝機10.5萬千瓦。

二、加快建設抽水蓄能(neng)電站

科學(xue)研究抽水(shui)(shui)(shui)蓄(xu)能(neng)電(dian)(dian)站(zhan)項目(mu)選址(zhi),因地制宜實施以(yi)安(an)全、環保為目(mu)標(biao)的抽水(shui)(shui)(shui)蓄(xu)能(neng)電(dian)(dian)站(zhan)建設。加快(kuai)推(tui)動條件適宜的岑田抽水(shui)(shui)(shui)蓄(xu)能(neng)電(dian)(dian)站(zhan)項目(mu)建設。優化水(shui)(shui)(shui)電(dian)(dian)資源開發利(li)用,加強對水(shui)(shui)(shui)電(dian)(dian)站(zhan)生態流(liu)量管理(li),持續推(tui)進老舊水(shui)(shui)(shui)電(dian)(dian)站(zhan)更新和(he)技術(shu)改(gai)造(zao)。

三、積(ji)極發(fa)展天然氣發(fa)電

在工業園、產業園區等有用(yong)熱需求(qiu)的地區按(an)“以熱定電”原則謀劃(hua)布局天(tian)然(ran)氣(qi)熱電聯(lian)產項(xiang)(xiang)目。積極(ji)推進東源(yuan)天(tian)然(ran)氣(qi)熱電聯(lian)產項(xiang)(xiang)目建設工作。到(dao)2025年全市(shi)天(tian)然(ran)氣(qi)發電裝(zhuang)機規模達到(dao)80萬千瓦。

四、科學有序發展清(qing)潔煤電

發揮煤電(dian)機組的托底保障作(zuo)用,合理推(tui)動(dong)(dong)支(zhi)撐性(xing)基(ji)礎(chu)性(xing)煤電(dian)項目建設。持續推(tui)動(dong)(dong)煤電(dian)靈活性(xing)和節能增(zeng)效改造。統(tong)籌能源安(an)全(quan)保障和環(huan)境承載力,新(xin)增(zeng)投產(chan)河源電(dian)廠二期2×1000MW燃煤機組擴建工程。到(dao)2025年全(quan)市(shi)煤電(dian)裝(zhuang)機規模達到(dao)320萬千瓦。

專欄6 電(dian)源重(zhong)點(dian)工程

1.煤電(dian):新增投(tou)產河源(yuan)電(dian)廠二期(qi)2×1000MW燃煤機組(zu)擴建工程。

2.氣電:積極(ji)推進東源天然氣熱電聯(lian)產項目建(jian)設工作(zuo)。

3.光(guang)(guang)伏發(fa)電:“十四五(wu)”期間全市新增(zeng)光(guang)(guang)伏發(fa)電裝(zhuang)機容量(liang)約300萬千瓦。

二、完善油氣輸(shu)配網絡(luo)

完善油品(pin)管(guan)(guan)網(wang)體系,配合省(sheng)(sheng)成(cheng)品(pin)油管(guan)(guan)道(dao)“市(shi)(shi)市(shi)(shi)通(tong)”和(he)天(tian)然(ran)(ran)氣(qi)(qi)(qi)主管(guan)(guan)道(dao)“縣(xian)(xian)(xian)(xian)縣(xian)(xian)(xian)(xian)通(tong)”工(gong)程,建立多層(ceng)次、安全(quan)(quan)(quan)穩定的油氣(qi)(qi)(qi)儲備調峰新體系。推(tui)進(jin)惠州—韶關成(cheng)品(pin)油管(guan)(guan)道(dao)河(he)(he)(he)源(yuan)段項目建設(she)(she),建立健全(quan)(quan)(quan)成(cheng)品(pin)油配送體系。積極貫徹“全(quan)(quan)(quan)省(sheng)(sheng)一張網(wang)”,加(jia)快(kuai)完善天(tian)然(ran)(ran)氣(qi)(qi)(qi)輸配系統,推(tui)進(jin)市(shi)(shi)域天(tian)然(ran)(ran)氣(qi)(qi)(qi)長輸管(guan)(guan)線(xian)和(he)城(cheng)(cheng)市(shi)(shi)高壓管(guan)(guan)道(dao)建設(she)(she),加(jia)快(kuai)城(cheng)(cheng)鎮天(tian)然(ran)(ran)氣(qi)(qi)(qi)中低壓管(guan)(guan)網(wang)建設(she)(she)。加(jia)快(kuai)推(tui)進(jin)河(he)(he)(he)源(yuan)—東(dong)源(yuan)、興寧—和(he)平—連平天(tian)然(ran)(ran)氣(qi)(qi)(qi)主干管(guan)(guan)網(wang)及江東(dong)新區(qu)門(men)站、東(dong)源(yuan)門(men)站、龍川門(men)站、連平門(men)站、和(he)平門(men)站等“縣(xian)(xian)(xian)(xian)縣(xian)(xian)(xian)(xian)通(tong)”工(gong)程建設(she)(she),實現天(tian)然(ran)(ran)氣(qi)(qi)(qi)主干管(guan)(guan)網(wang)通(tong)達(da)河(he)(he)(he)源(yuan)市(shi)(shi)東(dong)源(yuan)縣(xian)(xian)(xian)(xian)、龍川縣(xian)(xian)(xian)(xian)、和(he)平縣(xian)(xian)(xian)(xian)、連平縣(xian)(xian)(xian)(xian),從而(er)實現河(he)(he)(he)源(yuan)一區(qu)五縣(xian)(xian)(xian)(xian)天(tian)然(ran)(ran)氣(qi)(qi)(qi)主干管(guan)(guan)網(wang)全(quan)(quan)(quan)覆蓋。加(jia)強中心(xin)城(cheng)(cheng)區(qu)城(cheng)(cheng)市(shi)(shi)燃(ran)氣(qi)(qi)(qi)管(guan)(guan)線(xian)建設(she)(she),擴(kuo)大全(quan)(quan)(quan)市(shi)(shi)城(cheng)(cheng)市(shi)(shi)燃(ran)氣(qi)(qi)(qi)管(guan)(guan)道(dao)覆蓋范圍(wei),提高城(cheng)(cheng)鎮居民(min)天(tian)然(ran)(ran)氣(qi)(qi)(qi)利用水平。推(tui)動(dong)全(quan)(quan)(quan)市(shi)(shi)形(xing)成(cheng)多渠道(dao)保障(zhang)、多主體供給、網(wang)絡(luo)化(hua)供應、靈活化(hua)調度的天(tian)然(ran)(ran)氣(qi)(qi)(qi)供應格局。

三、完善(shan)油(you)氣(qi)儲備體系

建(jian)設大容(rong)(rong)量(liang)成品(pin)油(you)中(zhong)轉(zhuan)庫和分銷庫,鼓(gu)(gu)勵民間資本參與儲(chu)備(bei)(bei)建(jian)設,建(jian)立(li)企(qi)(qi)業(ye)(ye)義務(wu)儲(chu)備(bei)(bei),鼓(gu)(gu)勵發展商業(ye)(ye)儲(chu)備(bei)(bei)。完(wan)善成品(pin)油(you)供(gong)應體(ti)系(xi)(xi),深入(ru)開展成品(pin)油(you)市(shi)場綜合整治(zhi)工作,提(ti)高(gao)全(quan)市(shi)油(you)品(pin)儲(chu)備(bei)(bei)能(neng)力(li)。以(yi)集中(zhong)建(jian)設為主,認真落實地級(ji)以(yi)上市(shi)達(da)到平(ping)均(jun)3天用氣(qi)(qi)量(liang)的儲(chu)氣(qi)(qi)能(neng)力(li),城鎮燃氣(qi)(qi)企(qi)(qi)業(ye)(ye)形成不低于年用氣(qi)(qi)量(liang)5%的儲(chu)氣(qi)(qi)能(neng)力(li),建(jian)立(li)健全(quan)政府儲(chu)備(bei)(bei)與企(qi)(qi)業(ye)(ye)社(she)會責任儲(chu)備(bei)(bei)有(you)機(ji)結合、互補聯動的天然氣(qi)(qi)儲(chu)備(bei)(bei)體(ti)系(xi)(xi),避免分散建(jian)設,不斷提(ti)升天然氣(qi)(qi)供(gong)給安全(quan)保(bao)障(zhang)(zhang)能(neng)力(li);加快(kuai)(kuai)推進儲(chu)氣(qi)(qi)基(ji)礎設施建(jian)設,進一步(bu)提(ti)高(gao)天然氣(qi)(qi)高(gao)壓管道系(xi)(xi)統供(gong)氣(qi)(qi)保(bao)障(zhang)(zhang)能(neng)力(li)和儲(chu)氣(qi)(qi)調峰能(neng)力(li);著力(li)完(wan)善儲(chu)氣(qi)(qi)服務(wu)市(shi)場,加快(kuai)(kuai)儲(chu)氣(qi)(qi)庫項目(mu)建(jian)設,同(tong)時(shi)建(jian)立(li)天然氣(qi)(qi)發展綜合協調和供(gong)需(xu)預測(ce)預警機(ji)制。“十四五”推進連(lian)平(ping)縣園區LNG儲(chu)配站(zhan)及連(lian)平(ping)縣LNG儲(chu)配站(zhan)建(jian)設,合計(ji)新增(zeng)儲(chu)罐容(rong)(rong)量(liang)4×100立(li)方米,LNG儲(chu)氣(qi)(qi)能(neng)力(li)400立(li)方米。到2025年,全(quan)市(shi)城燃企(qi)(qi)業(ye)(ye)儲(chu)氣(qi)(qi)能(neng)力(li)達(da)1.67萬立(li)方米(液態)。

四、增強煤(mei)炭儲備(bei)調(diao)節能(neng)力(li)

建立健(jian)全(quan)以企業社會責任儲(chu)備(bei)(bei)(bei)(bei)為主體、地方(fang)政府儲(chu)備(bei)(bei)(bei)(bei)為補(bu)充,產品儲(chu)備(bei)(bei)(bei)(bei)與(yu)產能儲(chu)備(bei)(bei)(bei)(bei)有機(ji)結合(he)的煤(mei)(mei)炭儲(chu)備(bei)(bei)(bei)(bei)體系。建設河源(yuan)電廠專用煤(mei)(mei)場等(deng)煤(mei)(mei)炭儲(chu)備(bei)(bei)(bei)(bei)場地,鼓勵河源(yuan)電廠進一步提(ti)高(gao)煤(mei)(mei)炭儲(chu)備(bei)(bei)(bei)(bei)能力,發揮煤(mei)(mei)電的兜底保供基(ji)礎(chu)作用。

五(wu)、加強電力(li)應急調峰儲備能力(li)建設

增(zeng)強(qiang)電(dian)(dian)力供給側靈活(huo)調(diao)(diao)節(jie)能力,合理配(pei)置應急備用和調(diao)(diao)峰電(dian)(dian)源,加快(kuai)推(tui)動(dong)(dong)岑田抽水蓄能電(dian)(dian)站(zhan)(zhan)項(xiang)目建設(she),推(tui)進河源電(dian)(dian)廠等火電(dian)(dian)機組靈活(huo)性改造(zao),因地制(zhi)宜發展天然氣調(diao)(diao)峰電(dian)(dian)站(zhan)(zhan),建設(she)新型(xing)儲能電(dian)(dian)站(zhan)(zhan)。大力提升電(dian)(dian)力需求側響(xiang)應調(diao)(diao)節(jie)能力,研究建立源網荷儲靈活(huo)高效互(hu)(hu)動(dong)(dong)的(de)電(dian)(dian)力運行與市場體系,鼓勵(li)各類電(dian)(dian)源、電(dian)(dian)力用戶(hu)、儲能及(ji)虛擬(ni)電(dian)(dian)廠靈活(huo)調(diao)(diao)節(jie)、多(duo)向互(hu)(hu)動(dong)(dong)。

六、推進新能源交通服務網(wang)絡建設

以(yi)支(zhi)撐電(dian)動汽(qi)(qi)車(che)(che)(che)(che)推(tui)(tui)廣應用為(wei)核心(xin),堅(jian)持(chi)市(shi)(shi)場(chang)主導(dao)和政府引(yin)導(dao)相結(jie)合(he)(he),以(yi)公(gong)交及出(chu)租站(zhan)場(chang)、城(cheng)市(shi)(shi)公(gong)共建(jian)(jian)筑物停車(che)(che)(che)(che)場(chang)、社會公(gong)共停車(che)(che)(che)(che)場(chang)、路內臨時停車(che)(che)(che)(che)位配(pei)建(jian)(jian)的(de)(de)公(gong)共充(chong)電(dian)基(ji)礎(chu)(chu)設(she)施為(wei)主體,以(yi)住(zhu)宅小區停車(che)(che)(che)(che)場(chang)、公(gong)共機構及企業內部(bu)停車(che)(che)(che)(che)場(chang)配(pei)建(jian)(jian)的(de)(de)專用充(chong)電(dian)基(ji)礎(chu)(chu)設(she)施為(wei)補充(chong),以(yi)加(jia)(jia)油站(zhan)配(pei)建(jian)(jian)的(de)(de)公(gong)共充(chong)電(dian)基(ji)礎(chu)(chu)設(she)施助力出(chu)行(xing),以(yi)郊區、鄉鎮(zhen)配(pei)建(jian)(jian)快(kuai)充(chong)站(zhan)助力電(dian)動汽(qi)(qi)車(che)(che)(che)(che)下(xia)鄉,以(yi)充(chong)電(dian)智(zhi)能(neng)服(fu)(fu)務(wu)平(ping)臺為(wei)支(zhi)撐,加(jia)(jia)快(kuai)建(jian)(jian)設(she)適(shi)度(du)超(chao)前、便利高效、布局合(he)(he)理、便捷安全(quan)的(de)(de)充(chong)電(dian)服(fu)(fu)務(wu)體系,提升充(chong)電(dian)服(fu)(fu)務(wu)水平(ping),保(bao)障和促進電(dian)動汽(qi)(qi)車(che)(che)(che)(che)產業高質(zhi)量、可持(chi)續發展,不(bu)斷滿足人民群眾日益(yi)增長的(de)(de)電(dian)動汽(qi)(qi)車(che)(che)(che)(che)出(chu)行(xing)需(xu)要。到(dao)2025年底,全(quan)市(shi)(shi)累計(ji)建(jian)(jian)成集中式(shi)(shi)充(chong)電(dian)站(zhan)(點)500座(個)以(yi)上(shang),累計(ji)建(jian)(jian)成公(gong)共充(chong)電(dian)樁約2000個,公(gong)共樁樁車(che)(che)(che)(che)比(bi)達到(dao)1:6.4,在城(cheng)市(shi)(shi)核心(xin)區充(chong)電(dian)設(she)施服(fu)(fu)務(wu)半徑不(bu)超(chao)過2千米。在條件合(he)(he)適(shi)的(de)(de)地區,謀劃布局和規劃建(jian)(jian)設(she)加(jia)(jia)氫站(zhan),研(yan)究(jiu)推(tui)(tui)進加(jia)(jia)油加(jia)(jia)氫合(he)(he)建(jian)(jian)站(zhan)建(jian)(jian)設(she),開(kai)創(chuang)交通領域能(neng)源服(fu)(fu)務(wu)新模式(shi)(shi)。

2.油氣(qi)輸(shu)配網(wang)絡(luo):重(zhong)點建設(she)惠(hui)州-韶關成(cheng)品油管道(dao)河(he)源段(duan)項目,加快推進河(he)源—東(dong)源、興(xing)寧—和平(ping)—連平(ping)天然氣(qi)主干管網(wang)及江(jiang)東(dong)新區門站(zhan)、東(dong)源門站(zhan)、龍川門站(zhan)、連平(ping)門站(zhan)、和平(ping)門站(zhan)等天然氣(qi)“縣縣通(tong)”工程(cheng)建設(she)。

3.成品油儲備工程(cheng):中石(shi)(shi)化、中石(shi)(shi)油、中海油等(deng)主要(yao)成品油經營企業新建(jian)、擴建(jian)庫(ku)容。

4.城市LNG儲(chu)配站(zhan)建(jian)設(she)(she)項目:推進(jin)連平縣LNG儲(chu)配站(zhan)建(jian)設(she)(she)工(gong)程及(ji)連平縣園區LNG儲(chu)配站(zhan)建(jian)設(she)(she)工(gong)程,合計新(xin)增儲(chu)罐容量4×100立方米,LNG儲(chu)氣能力400立方米。

5.煤炭儲(chu)備工(gong)程:重點建設河源電廠專(zhuan)用煤場等煤炭儲(chu)備場地。

6.儲能項目(mu):發(fa)展(zhan)建(jian)設發(fa)電(dian)側、變(bian)電(dian)側、用(yong)戶側及(ji)獨立等調(diao)峰調(diao)頻新型儲能項目(mu)。

7.新(xin)能源交通服務(wu)網絡:到2025年底,全市(shi)累(lei)計建成集中(zhong)式(shi)充(chong)電(dian)站(zhan)(點(dian))500座(個(ge))以上,累(lei)計建成公(gong)共充(chong)電(dian)樁(zhuang)約2000個(ge),公(gong)共樁(zhuang)樁(zhuang)車比(bi)達到1:6.4,在(zai)城(cheng)市(shi)核心區充(chong)電(dian)設施服務(wu)半徑不(bu)超(chao)過(guo)2千(qian)米。

第三節 著力推動能源節約,建立高效用能新(xin)局面

一、持續(xu)推(tui)進(jin)能耗“雙控”工(gong)作

二、堅決遏制“兩高”項(xiang)目盲目發展

加強(qiang)產(chan)業(ye)布(bu)局與能(neng)耗雙控、碳達峰(feng)政策的銜(xian)接,合理控制“兩(liang)高(gao)”產(chan)業(ye)規(gui)模(mo)。嚴把(ba)“兩(liang)高(gao)”項(xiang)目(mu)準(zhun)入關,建立“兩(liang)高(gao)”項(xiang)目(mu)管理臺賬,強(qiang)化事中事后(hou)監(jian)管。深入挖掘(jue)存量(liang)“兩(liang)高(gao)”項(xiang)目(mu)節能(neng)減排潛力,對(dui)標國內先進水平,開展“兩(liang)高(gao)”項(xiang)目(mu)節能(neng)減排診斷,實施生產(chan)線節能(neng)環(huan)保改造和綠色(se)化升級。強(qiang)化“兩(liang)高(gao)”項(xiang)目(mu)節能(neng)監(jian)察執(zhi)法,扎實做好“兩(liang)高(gao)”項(xiang)目(mu)節能(neng)減排監(jian)測管理。

三(san)、全(quan)面加強重點領域節能(neng)

加快(kuai)調整產業(ye)和能(neng)源結(jie)構(gou),大力推廣(guang)先進節(jie)能(neng)技術,在(zai)工業(ye)領域組織實施重點用(yong)(yong)能(neng)設(she)備(bei)能(neng)效提(ti)升、能(neng)量系統優化、余(yu)(yu)熱余(yu)(yu)壓深度利用(yong)(yong)、合同能(neng)源管理推進等(deng)節(jie)能(neng)重點工程,促進企(qi)業(ye)降本增效,提(ti)高能(neng)源利用(yong)(yong)效率。在(zai)建筑(zhu)、交通、公(gong)共機構(gou)等(deng)多個(ge)領域共同發力,實現全方位節(jie)能(neng)。舉辦節(jie)能(neng)宣傳(chuan)(chuan)周、節(jie)能(neng)培訓等(deng)活動,在(zai)報刊、網(wang)站媒(mei)體等(deng)常態化開展節(jie)能(neng)宣傳(chuan)(chuan),強化全社會(hui)節(jie)能(neng)意識(shi)。

——全面推進工業(ye)(ye)(ye)節(jie)能(neng)(neng)(neng)降耗(hao)。深(shen)化(hua)供給(gei)側(ce)結(jie)構性改革(ge),促進制造業(ye)(ye)(ye)轉型升級,逐步(bu)實現工業(ye)(ye)(ye)用能(neng)(neng)(neng)結(jie)構優化(hua)調整。加快培育電(dian)子信息產業(ye)(ye)(ye)、水產業(ye)(ye)(ye)、先進材料產業(ye)(ye)(ye)、生(sheng)態旅游業(ye)(ye)(ye)、現代(dai)高(gao)(gao)效農業(ye)(ye)(ye)等(deng)五大產業(ye)(ye)(ye),進一步(bu)提高(gao)(gao)產業(ye)(ye)(ye)生(sheng)態化(hua)、綠色化(hua)發展(zhan)水平(ping)(ping),提高(gao)(gao)能(neng)(neng)(neng)源資源利用效率(lv),推動生(sheng)態優勢加快轉化(hua)為經濟優勢。對標國(guo)內行(xing)業(ye)(ye)(ye)能(neng)(neng)(neng)效先進水平(ping)(ping),梳理摸排“兩高(gao)(gao)”行(xing)業(ye)(ye)(ye)節(jie)能(neng)(neng)(neng)改造空間,督(du)促企(qi)業(ye)(ye)(ye)制定改造方案,通過(guo)差別電(dian)價、能(neng)(neng)(neng)源審(shen)計、清(qing)潔(jie)生(sheng)產審(shen)核(he)等(deng)手段,倒逼企(qi)業(ye)(ye)(ye)退出落(luo)(luo)后產能(neng)(neng)(neng)、改造落(luo)(luo)后工藝、提高(gao)(gao)能(neng)(neng)(neng)效水平(ping)(ping)。

——推廣綠色低碳建(jian)筑(zhu)。積極推動既有建(jian)筑(zhu)節(jie)能(neng)(neng)(neng)改(gai)造,鼓勵采取合同(tong)能(neng)(neng)(neng)源管理、能(neng)(neng)(neng)源托管等市場(chang)化(hua)手段實施既有建(jian)筑(zhu)節(jie)能(neng)(neng)(neng)改(gai)造,實現(xian)運(yun)行管理專業(ye)化(hua)、節(jie)能(neng)(neng)(neng)改(gai)造市場(chang)化(hua)、能(neng)(neng)(neng)效提升最大(da)化(hua)。促進可再生能(neng)(neng)(neng)源建(jian)筑(zhu)應用(yong),在建(jian)筑(zhu)屋面和(he)條件適宜(yi)的(de)(de)(de)建(jian)筑(zhu)外墻,建(jian)設太(tai)(tai)陽能(neng)(neng)(neng)光伏設施,鼓勵小區級(ji)(ji)、街區級(ji)(ji)統(tong)(tong)籌布(bu)置,共(gong)(gong)(gong)同(tong)產出,共(gong)(gong)(gong)同(tong)使用(yong);鼓勵在電力(li)負荷大(da)、工商業(ye)基礎(chu)好的(de)(de)(de)項(xiang)目,按照就近利(li)用(yong)的(de)(de)(de)原則建(jian)設運(yun)營太(tai)(tai)陽能(neng)(neng)(neng)光伏建(jian)筑(zhu)應用(yong)項(xiang)目;加大(da)太(tai)(tai)陽能(neng)(neng)(neng)光熱(re)系統(tong)(tong)在城市低層(ceng)住宅及(ji)酒店、學校、醫院等有穩(wen)定(ding)熱(re)水需求的(de)(de)(de)公共(gong)(gong)(gong)建(jian)筑(zhu)中的(de)(de)(de)推廣力(li)度(du),促進建(jian)筑(zhu)領域的(de)(de)(de)太(tai)(tai)陽能(neng)(neng)(neng)熱(re)利(li)用(yong)與其他(ta)能(neng)(neng)(neng)源的(de)(de)(de)互補,進一步(bu)加大(da)空氣熱(re)能(neng)(neng)(neng)的(de)(de)(de)推廣應用(yong)。開展省級(ji)(ji)裝配式建(jian)筑(zhu)產業(ye)基地和(he)示(shi)范項(xiang)目認定(ding)工作,以發展裝配式建(jian)筑(zhu)促進建(jian)筑(zhu)業(ye)轉型升級(ji)(ji)。

——推(tui)進交(jiao)(jiao)通領域能源高效利(li)用(yong)。全面構建(jian)綠色(se)低碳交(jiao)(jiao)通運(yun)(yun)輸(shu)體(ti)系(xi),完善綜合運(yun)(yun)輸(shu)線(xian)路(lu)網絡(luo)和(he)(he)公(gong)(gong)(gong)路(lu)網體(ti)系(xi),推(tui)進內河航(hang)運(yun)(yun)體(ti)系(xi)建(jian)設,推(tui)進已建(jian)基(ji)(ji)礎設施的生態修復。完善運(yun)(yun)輸(shu)裝備體(ti)系(xi),加(jia)快(kuai)推(tui)進公(gong)(gong)(gong)路(lu)水(shui)路(lu)運(yun)(yun)輸(shu)運(yun)(yun)力結構調(diao)整,大(da)力發(fa)展(zhan)(zhan)新能源汽車(che)(che)和(he)(he)配套基(ji)(ji)礎設施建(jian)設;鼓勵液化天然氣、純電動、混合動力等清潔能源車(che)(che)船應用(yong)。大(da)力發(fa)展(zhan)(zhan)公(gong)(gong)(gong)共交(jiao)(jiao)通,合理(li)設置城市交(jiao)(jiao)通線(xian)路(lu)和(he)(he)站點(dian)(dian),科學組織(zhi)調(diao)度,逐步提高站點(dian)(dian)覆蓋率、車(che)(che)輛準(zhun)點(dian)(dian)率和(he)(he)換乘(cheng)效率,提高公(gong)(gong)(gong)共出行(xing)信息服(fu)務(wu)能力,積極倡導公(gong)(gong)(gong)眾采用(yong)公(gong)(gong)(gong)共交(jiao)(jiao)通、自行(xing)車(che)(che)和(he)(he)步行(xing)等綠色(se)出行(xing)方式。

——推(tui)(tui)動(dong)公(gong)共(gong)(gong)機(ji)(ji)構(gou)節能(neng)(neng)。加(jia)強公(gong)共(gong)(gong)機(ji)(ji)構(gou)能(neng)(neng)耗統計,在路(lu)燈(deng)照明、公(gong)共(gong)(gong)機(ji)(ji)構(gou)室(shi)內照明等領域推(tui)(tui)廣使(shi)用LED產(chan)品(pin),推(tui)(tui)動(dong)機(ji)(ji)關單(dan)(dan)位、學(xue)校、醫院等實(shi)施(shi)(shi)燃(ran)氣、供熱系統節能(neng)(neng)改造(zao)。組織開展星(xing)級酒店、商場和超市能(neng)(neng)耗限額專項(xiang)監察執(zhi)法,指(zhi)導(dao)相(xiang)關商貿單(dan)(dan)位實(shi)施(shi)(shi)節能(neng)(neng)改造(zao)。推(tui)(tui)進公(gong)共(gong)(gong)機(ji)(ji)構(gou)以(yi)合同能(neng)(neng)源管理(li)方式(shi)實(shi)施(shi)(shi)節能(neng)(neng)改造(zao),積極推(tui)(tui)進政府購買(mai)合同能(neng)(neng)源管理(li)服(fu)務,探索用能(neng)(neng)托管模式(shi)。公(gong)共(gong)(gong)機(ji)(ji)構(gou)率先使(shi)用太陽能(neng)(neng)、地熱能(neng)(neng)、空氣能(neng)(neng)等清潔能(neng)(neng)源。

——推(tui)(tui)(tui)動(dong)(dong)商貿流(liu)通(tong)和(he)民用節(jie)能。推(tui)(tui)(tui)動(dong)(dong)零售、批發、物流(liu)等(deng)(deng)商業(ye)(ye)服務業(ye)(ye)建設(she)(she)能源(yuan)管(guan)理體系,建立綠(lv)(lv)色(se)節(jie)能低碳運營(ying)管(guan)理流(liu)程和(he)機制(zhi),推(tui)(tui)(tui)動(dong)(dong)照明、制(zhi)冷和(he)供熱系統節(jie)能改造。貫(guan)徹綠(lv)(lv)色(se)商場標準,鼓(gu)勵商貿流(liu)通(tong)企業(ye)(ye)設(she)(she)置綠(lv)(lv)色(se)產品(pin)專柜,推(tui)(tui)(tui)動(dong)(dong)大型商貿企業(ye)(ye)實(shi)施(shi)綠(lv)(lv)色(se)供應鏈管(guan)理。推(tui)(tui)(tui)進綠(lv)(lv)色(se)飯店建設(she)(she)。加快綠(lv)(lv)色(se)倉儲(chu)建設(she)(she),支持倉儲(chu)設(she)(she)施(shi)利用太陽(yang)能等(deng)(deng)清潔(jie)能源(yuan)。在(zai)居民中(zhong)推(tui)(tui)(tui)廣使(shi)用高效節(jie)能家(jia)電、照明產品(pin),鼓(gu)勵購(gou)買新能源(yuan)汽車,支持乘用公共交(jiao)通(tong),大力提倡(chang)節(jie)能低碳的(de)生活、生產、消費方(fang)式。

四(si)、推動(dong)能源消費清潔(jie)低碳(tan)發展

——推進煤(mei)(mei)炭清(qing)潔(jie)高效利用(yong)(yong)(yong)。堅持(chi)節約優先(xian),合理控制煤(mei)(mei)炭消費(fei)。按照煤(mei)(mei)炭集中利用(yong)(yong)(yong)、清(qing)潔(jie)利用(yong)(yong)(yong)的(de)原則,減少非電(dian)(dian)(dian)行(xing)業燃(ran)煤(mei)(mei)消費(fei)量,提(ti)高煤(mei)(mei)炭用(yong)(yong)(yong)于發電(dian)(dian)(dian)的(de)比例。加大落后(hou)燃(ran)煤(mei)(mei)小熱(re)電(dian)(dian)(dian)、燃(ran)煤(mei)(mei)鍋爐淘汰力(li)度。持(chi)續實施煤(mei)(mei)改氣工(gong)程,推進散煤(mei)(mei)清(qing)潔(jie)替代(dai)。

——拓展天(tian)(tian)然(ran)(ran)氣(qi)(qi)消費(fei)規模。加快推進(jin)城鎮用(yong)戶(hu)(hu)“瓶改管(guan)(guan)”工程。新建(jian)住宅(zhai)應(ying)配套(tao)建(jian)設管(guan)(guan)道天(tian)(tian)然(ran)(ran)氣(qi)(qi)設施,鼓勵用(yong)戶(hu)(hu)開(kai)通使用(yong)天(tian)(tian)然(ran)(ran)氣(qi)(qi)。已(yi)建(jian)成(cheng)(cheng)管(guan)(guan)道天(tian)(tian)然(ran)(ran)氣(qi)(qi)設施的(de)住宅(zhai)要爭取實現開(kai)戶(hu)(hu)點火。持續(xu)推動(dong)燃煤工業鍋爐(lu)、爐(lu)窯和(he)機組天(tian)(tian)然(ran)(ran)氣(qi)(qi)改造工作,督導已(yi)完成(cheng)(cheng)改造的(de)企業實際使用(yong)天(tian)(tian)然(ran)(ran)氣(qi)(qi),在符(fu)合條(tiao)件(jian)的(de)工業園區和(he)產(chan)業集聚區有序推進(jin)天(tian)(tian)然(ran)(ran)氣(qi)(qi)管(guan)(guan)道便捷(jie)接(jie)入和(he)集中供熱(re)。推動(dong)東源天(tian)(tian)然(ran)(ran)氣(qi)(qi)熱(re)電聯產(chan)項目于2024年建(jian)成(cheng)(cheng)投產(chan)。到2025年,全市天(tian)(tian)然(ran)(ran)氣(qi)(qi)消費(fei)量達(da)5.2億立方米。

——加(jia)快(kuai)(kuai)終(zhong)端用(yong)(yong)能清潔化。積(ji)極推進居民生活(huo)、交(jiao)通、工業等領(ling)域“電(dian)(dian)能替代(dai)”,進一步提高電(dian)(dian)氣化水平。加(jia)快(kuai)(kuai)新能源汽(qi)(qi)車(che)(che)推廣使用(yong)(yong),加(jia)快(kuai)(kuai)電(dian)(dian)動(dong)汽(qi)(qi)車(che)(che)充電(dian)(dian)設施(shi)建(jian)設。

——積(ji)(ji)極(ji)推進(jin)氫(qing)(qing)能(neng)(neng)(neng)研究(jiu)。積(ji)(ji)極(ji)引(yin)導企業從上下游產業鏈條(tiao)關(guan)(guan)(guan)系角度拓(tuo)展氫(qing)(qing)能(neng)(neng)(neng)相關(guan)(guan)(guan)產品市(shi)場(chang),增強(qiang)企業間(jian)的(de)聯系與合作,探索建立和完善氫(qing)(qing)能(neng)(neng)(neng)相關(guan)(guan)(guan)的(de)核(he)心(xin)產業鏈條(tiao)。抓住廣東省大(da)力推進(jin)氫(qing)(qing)燃料(liao)電池(chi)汽(qi)車(che)產業化趨勢,依托水資源(yuan)(yuan)等可(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)的(de)資源(yuan)(yuan)優勢,積(ji)(ji)極(ji)推進(jin)可(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)制氫(qing)(qing),拓(tuo)寬氫(qing)(qing)源(yuan)(yuan)渠道。探索發展氫(qing)(qing)燃料(liao)電池(chi)發電裝備(bei),加快氫(qing)(qing)能(neng)(neng)(neng)應用。

——積極推進地(di)(di)熱(re)能(neng)開發利(li)(li)用。以黃村(cun)地(di)(di)熱(re)能(neng)綜合利(li)(li)用示(shi)范(fan)工(gong)程為突破口,加快地(di)(di)熱(re)能(neng)前期勘探開發,建設集地(di)(di)熱(re)低溫(wen)發電(ORC)、工(gong)業(ye)(ye)企業(ye)(ye)集中供熱(re)(食品烘(hong)干(gan)等)、余(yu)熱(re)制冷、文旅(lv)康(kang)養(yang)(溫(wen)泉休閑度假)、智慧農業(ye)(ye)、生態(tai)養(yang)殖等于一體的(de)綠(lv)色能(neng)源(yuan)示(shi)范(fan)項目,充分利(li)(li)用河(he)源(yuan)地(di)(di)熱(re)資(zi)源(yuan)優勢,構建綠(lv)色能(neng)源(yuan)利(li)(li)用促進區域服務業(ye)(ye)發展的(de)新(xin)模式。

第四節(jie) 積極培育新能源產業(ye),加快構建現代產業(ye)體系

一、構建新(xin)能源產業鏈條(tiao)

第二(er)節(jie) 環境保護措施

“十四五”期間,充(chong)分發揮能源(yuan)規劃對能源(yuan)發展(zhan)的(de)引(yin)導(dao)和約束(shu)作用,加強能源(yuan)產供儲銷各環節的(de)環境保護以(yi)及能源(yuan)項目的(de)環境監(jian)督管理,推動實現(xian)能源(yuan)發展(zhan)與生態保護的(de)協調。

發(fa)揮能(neng)源(yuan)(yuan)規(gui)(gui)(gui)劃的引導(dao)和約(yue)束(shu)作用。做好各能(neng)源(yuan)(yuan)品(pin)種之間(jian)的規(gui)(gui)(gui)劃銜接(jie),科學規(gui)(gui)(gui)劃和合(he)理開發(fa)能(neng)源(yuan)(yuan)資源(yuan)(yuan),依據(ju)規(gui)(gui)(gui)劃布局(ju)能(neng)源(yuan)(yuan)基(ji)(ji)礎設(she)施(shi)(shi)建設(she),優化項(xiang)目實(shi)施(shi)(shi)方案(an),促(cu)進能(neng)源(yuan)(yuan)基(ji)(ji)礎設(she)施(shi)(shi)的互(hu)聯互(hu)通和公平開放,不(bu)斷提(ti)高資源(yuan)(yuan)綜合(he)利用水(shui)平和能(neng)源(yuan)(yuan)利用效率,降低對生態環(huan)境的影響。

加強能(neng)源產供儲銷各環(huan)(huan)(huan)節(jie)的(de)環(huan)(huan)(huan)境保護。強化源頭控制,積極采用先進(jin)的(de)清潔生(sheng)(sheng)產技術(shu),減(jian)少能(neng)源生(sheng)(sheng)產過(guo)程中的(de)污染物(wu)排(pai)放。推進(jin)油氣管網(wang)互(hu)聯互(hu)通建(jian)設,減(jian)少油氣裝(zhuang)卸、運(yun)輸(shu)過(guo)程中的(de)環(huan)(huan)(huan)境影響(xiang)。在重(zhong)點(dian)領域、重(zhong)點(dian)行業(ye)、重(zhong)點(dian)企業(ye)大(da)力(li)推進(jin)節(jie)能(neng)減(jian)排(pai)技術(shu)改造,淘(tao)汰落后產能(neng),提升環(huan)(huan)(huan)保水平。倡(chang)導(dao)綠色低碳的(de)生(sheng)(sheng)產、生(sheng)(sheng)活模式,營造節(jie)約能(neng)源、保護環(huan)(huan)(huan)境的(de)良好氛圍。

強化能源項(xiang)目的(de)環(huan)境(jing)(jing)監督管理。全面貫(guan)徹環(huan)境(jing)(jing)保護、節(jie)約(yue)能源資源相關法(fa)(fa)律法(fa)(fa)規,嚴格執行(xing)能源項(xiang)目的(de)環(huan)境(jing)(jing)影響評(ping)價制(zhi)度和節(jie)能審查制(zhi)度,切實落(luo)實建設項(xiang)目環(huan)評(ping)、水保要(yao)求和“三同時”制(zhi)度,重視項(xiang)目建設過程中的(de)水土保持和環(huan)境(jing)(jing)恢(hui)復,加強項(xiang)目生產(chan)運行(xing)過程中的(de)環(huan)境(jing)(jing)監測和事故防范。

實(shi)現(xian)能(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)與生態(tai)保(bao)(bao)護(hu)的(de)協調。嚴(yan)格落實(shi)“三線一(yi)單(dan)”管理要求,提前(qian)協調能(neng)(neng)源(yuan)(yuan)建(jian)設項目(mu)與生態(tai)環(huan)境(jing)(jing)保(bao)(bao)護(hu)之間(jian)存在相互制約的(de)空間(jian)功能(neng)(neng)區劃,加強對生態(tai)敏感區能(neng)(neng)源(yuan)(yuan)建(jian)設項目(mu)的(de)生態(tai)保(bao)(bao)護(hu)和環(huan)境(jing)(jing)監管。根(gen)據能(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)條(tiao)件(jian)、環(huan)境(jing)(jing)承載能(neng)(neng)力合理確定(ding)能(neng)(neng)源(yuan)(yuan)項目(mu)建(jian)設規模,實(shi)現(xian)保(bao)(bao)障能(neng)(neng)源(yuan)(yuan)供應(ying)、促進經濟發(fa)(fa)展(zhan)與生態(tai)環(huan)境(jing)(jing)保(bao)(bao)護(hu)的(de)有機統一(yi)。

通過規劃實(shi)施,到(dao)2025年,全市能(neng)源(yuan)發展的環境效(xiao)益更(geng)加凸顯,生產生活方(fang)式綠色轉型成(cheng)效(xiao)顯著,能(neng)源(yuan)資源(yuan)配置更(geng)加合理、利用效(xiao)率(lv)大幅提(ti)高(gao),實(shi)現能(neng)源(yuan)高(gao)質量發展。

第六章 保障措施

第一(yi)節 加強組織領導

在市(shi)委、市(shi)政府的(de)(de)(de)統籌指(zhi)導(dao)下,建立健全以市(shi)發(fa)展改革(ge)局組織協調(diao)(diao)、相關職能(neng)部(bu)門(men)積極(ji)配(pei)合、各縣(區)和重點能(neng)源(yuan)企業(ye)細化(hua)落(luo)實的(de)(de)(de)能(neng)源(yuan)規(gui)劃(hua)(hua)(hua)實施(shi)工作機(ji)制,加強對能(neng)源(yuan)重大戰略問題的(de)(de)(de)研(yan)究(jiu)和審議,強化(hua)規(gui)劃(hua)(hua)(hua)的(de)(de)(de)統籌協調(diao)(diao),推(tui)動(dong)規(gui)劃(hua)(hua)(hua)順利實施(shi)。

第二節 加(jia)強規劃(hua)實施

積(ji)極(ji)對接國家(jia)、省相關能源規(gui)(gui)劃,分解落(luo)實(shi)約束性目(mu)標(biao),明確(que)相關主體工作責(ze)任,加強(qiang)節能目(mu)標(biao)考核,共同推(tui)進落(luo)實(shi)規(gui)(gui)劃目(mu)標(biao)和(he)任務。統(tong)籌安排項(xiang)目(mu)建設(she),重點做(zuo)好能源項(xiang)目(mu)建設(she)用地(di)、環境總量(liang)指標(biao)平衡,協調(diao)能源規(gui)(gui)劃與(yu)土地(di)、環保(bao)、城鄉建設(she)、生態功(gong)能區劃以及交(jiao)通、水利(li)等專項(xiang)規(gui)(gui)劃,完善能源要素保(bao)障,加強(qiang)公眾溝通,促進能源項(xiang)目(mu)科學布局(ju)和(he)順利(li)落(luo)地(di)。

第(di)三節 加強政策支持

貫徹落(luo)實(shi)(shi)國家和(he)廣(guang)東省能(neng)(neng)(neng)源(yuan)(yuan)領域法規政策(ce),推動及(ji)時(shi)制定地方配套落(luo)實(shi)(shi)政策(ce)。鼓(gu)勵支持企業和(he)社會資本參與可再生能(neng)(neng)(neng)源(yuan)(yuan)、分布式能(neng)(neng)(neng)源(yuan)(yuan)、能(neng)(neng)(neng)源(yuan)(yuan)節約和(he)清潔能(neng)(neng)(neng)源(yuan)(yuan)利(li)用(yong)。加(jia)大對(dui)公益(yi)性能(neng)(neng)(neng)源(yuan)(yuan)設(she)施建設(she)的財(cai)政支持,積極探索(suo)節能(neng)(neng)(neng)環保、新(xin)能(neng)(neng)(neng)源(yuan)(yuan)領域股權(quan)、債(zhai)權(quan)融(rong)資。制定能(neng)(neng)(neng)源(yuan)(yuan)消費強度和(he)總量(liang)雙控、天然氣利(li)用(yong)、電動汽車充電設(she)施等(deng)政策(ce)措施。

第四節 加強評估調整

堅持規劃(hua)中期評估制度,嚴格評估程序,委托第(di)三方(fang)機構(gou)開展(zhan)評估工作,分析規劃(hua)實施效果,及時查(cha)找(zhao)和解(jie)決問題,對規劃(hua)滾動實施提出(chu)建議,根據規劃(hua)實施和政策調整情況,修(xiu)訂調整能源規劃(hua)目標和任務,強(qiang)化能源規劃(hua)對全市能源改革發展(zhan)的指導(dao)地(di)位。
