——政(zheng)(zheng)府引導(dao),市場(chang)(chang)推(tui)動。更(geng)好發(fa)揮(hui)政(zheng)(zheng)府作(zuo)(zuo)用(yong),加(jia)快綠色低碳科(ke)技和機制(zhi)創(chuang)新,健(jian)全綠色低碳法規(gui)標準體系、政(zheng)(zheng)策體系,提升要(yao)素資源(yuan)配(pei)置(zhi)(zhi)效(xiao)益。發(fa)揮(hui)市場(chang)(chang)在資源(yuan)配(pei)置(zhi)(zhi)中的(de)決定性作(zuo)(zuo)用(yong),落實用(yong)能權(quan)交易、碳排放(fang)權(quan)交易和生(sheng)態保護補償等制(zhi)度,激(ji)發(fa)市場(chang)(chang)主體活力,形成有效(xiao)激(ji)勵約(yue)束機制(zhi)。 二、主要目標 三、重點任務 (一)能源綠色低碳轉型行動。統籌能源低碳發展和安全保供,加快發展新能源,穩定油氣消費增長,科學控制煤炭消費,加快構建清潔低碳高效安全的能源體系。 2.加快火電(dian)(dian)結構優化升(sheng)級。統籌(chou)電(dian)(dian)力安全保供(gong)與(yu)轉型升(sheng)級,嚴(yan)格控(kong)制除(chu)民生熱(re)(re)電(dian)(dian)以外的煤(mei)(mei)(mei)電(dian)(dian)項目(mu)建(jian)設(she),按照等容量置換原則,積(ji)極推進城區煤(mei)(mei)(mei)電(dian)(dian)機(ji)(ji)組(zu)(zu)“退城進郊(jiao)(園)”,在(zai)嚴(yan)格落實國家(jia)電(dian)(dian)力規劃布局(ju)的前提下(xia),在(zai)豫南、豫東等電(dian)(dian)力缺口較大(da)地(di)方有序(xu)建(jian)設(she)大(da)容量高效清潔支撐(cheng)電(dian)(dian)源。持續優化調整(zheng)存量煤(mei)(mei)(mei)電(dian)(dian),淘(tao)汰退出(chu)落后和布局(ju)不(bu)合理(li)煤(mei)(mei)(mei)電(dian)(dian)機(ji)(ji)組(zu)(zu),有序(xu)關停整(zheng)合30萬千瓦(wa)及以上熱(re)(re)電(dian)(dian)聯產機(ji)(ji)組(zu)(zu)供(gong)熱(re)(re)合理(li)半徑范(fan)圍內的落后燃(ran)煤(mei)(mei)(mei)小熱(re)(re)電(dian)(dian)機(ji)(ji)組(zu)(zu)(含自備電(dian)(dian)廠)。實施煤(mei)(mei)(mei)電(dian)(dian)機(ji)(ji)組(zu)(zu)標桿引領行動(dong),深化煤(mei)(mei)(mei)電(dian)(dian)行業(ye)節(jie)能降碳改造、供(gong)熱(re)(re)改造、靈活性(xing)改造“三改聯動(dong)”,鼓(gu)勵(li)煤(mei)(mei)(mei)電(dian)(dian)企業(ye)建(jian)設(she)碳捕集(ji)利(li)用與(yu)封存示(shi)范(fan)項目(mu),推動(dong)煤(mei)(mei)(mei)電(dian)(dian)向基礎保障(zhang)性(xing)和系統調節(jie)性(xing)電(dian)(dian)源并重(zhong)轉型。加強工業(ye)余(yu)熱(re)(re)回收再利(li)用,積(ji)極發展余(yu)熱(re)(re)發電(dian)(dian)。 3.合理(li)調(diao)(diao)控油(you)氣(qi)(qi)消(xiao)費(fei)(fei)(fei)。保持石油(you)消(xiao)費(fei)(fei)(fei)處(chu)于合理(li)區間,逐步調(diao)(diao)整汽油(you)消(xiao)費(fei)(fei)(fei)規模,大(da)(da)力推(tui)進先進生物液體燃(ran)料(liao)、可持續航空燃(ran)料(liao)等替代傳統燃(ran)油(you),提升(sheng)終端(duan)燃(ran)油(you)產品能效。有(you)序引導天然(ran)(ran)氣(qi)(qi)消(xiao)費(fei)(fei)(fei),優(you)化利用(yong)(yong)(yong)結(jie)構,優(you)先保障民生用(yong)(yong)(yong)氣(qi)(qi),大(da)(da)力推(tui)動天然(ran)(ran)氣(qi)(qi)與(yu)多種能源(yuan)融合發(fa)展,因(yin)地制宜建設鄭州、洛(luo)陽(yang)、濮陽(yang)等天然(ran)(ran)氣(qi)(qi)調(diao)(diao)峰電站,合理(li)引導工(gong)業用(yong)(yong)(yong)氣(qi)(qi)和化工(gong)原(yuan)料(liao)用(yong)(yong)(yong)氣(qi)(qi)。支(zhi)持船舶使用(yong)(yong)(yong)液化天然(ran)(ran)氣(qi)(qi)作為燃(ran)料(liao)。鼓勵(li)推(tui)進頁巖氣(qi)(qi)、煤(mei)層氣(qi)(qi)、致密油(you)氣(qi)(qi)等非常(chang)規油(you)氣(qi)(qi)資源(yuan)開發(fa)利用(yong)(yong)(yong)。到2025年(nian)(nian),天然(ran)(ran)氣(qi)(qi)管輸供應(ying)能力超過200億立方米,2030年(nian)(nian)達到260億立方米以上(shang)。 (四)交通運輸綠色低碳發展行動。加快調整優化交通運輸結構,提高交通運輸工具能效水平,推進基礎設施低碳建設改造,引導形成綠色低碳運輸方式、出行方式。 (六)碳匯能力提升行動。大力開展森林河南生態建設,發展生態農業,加強生態敏感脆弱區的生態保護和修復,統籌推進全省山水林田湖草沙整體保護、系統修復和綜合治理。 1.鞏固生態系(xi)統(tong)固碳(tan)能(neng)(neng)力(li)。強化國(guo)土空間(jian)規劃和用途(tu)管控,嚴(yan)守生態保(bao)(bao)護(hu)紅線(xian),全(quan)面(mian)清理占用生態紅線(xian)的建(jian)設(she)項(xiang)目,健(jian)全(quan)長效機制,確保(bao)(bao)功能(neng)(neng)不(bu)(bu)降低、面(mian)積不(bu)(bu)減(jian)少、性質不(bu)(bu)改(gai)變(bian)。優化國(guo)土空間(jian)生態修復(fu)和森林河南建(jian)設(she)總(zong)體布局,推(tui)進國(guo)土空間(jian)全(quan)域(yu)生態保(bao)(bao)護(hu)修復(fu),積極開展山(shan)水林田湖草(cao)沙保(bao)(bao)護(hu)和修復(fu)工程,增強生態系(xi)統(tong)固碳(tan)能(neng)(neng)力(li)。嚴(yan)格執行土地(di)使用標準(zhun),加強節(jie)約集約用地(di)評(ping)價,推(tui)廣節(jie)地(di)技術(shu)和節(jie)地(di)模(mo)式。 2.提(ti)(ti)(ti)升(sheng)生(sheng)態(tai)(tai)(tai)系統碳匯(hui)增量。實(shi)(shi)施(shi)(shi)國土綠化重點工(gong)程,大(da)力(li)推進(jin)山區困難(nan)地(di)(di)造林(lin)和(he)平(ping)原綠化,抓(zhua)好生(sheng)態(tai)(tai)(tai)廊道提(ti)(ti)(ti)質(zhi)(zhi)(zhi)(zhi),開(kai)(kai)展森(sen)林(lin)城市、美(mei)麗鄉(xiang)村建設。加強(qiang)優(you)質(zhi)(zhi)(zhi)(zhi)森(sen)林(lin)資源培育,實(shi)(shi)施(shi)(shi)集約人(ren)工(gong)林(lin)栽培、現有林(lin)改(gai)(gai)培,大(da)力(li)培育鄉(xiang)土樹種(zhong)、珍貴樹種(zhong)、大(da)徑級(ji)用材林(lin),形成樹種(zhong)搭配合理、結構優(you)化的人(ren)工(gong)林(lin)資源體(ti)系。實(shi)(shi)施(shi)(shi)森(sen)林(lin)質(zhi)(zhi)(zhi)(zhi)量精(jing)準提(ti)(ti)(ti)升(sheng)工(gong)程,大(da)力(li)開(kai)(kai)展森(sen)林(lin)撫育經(jing)營、退化林(lin)修復(fu)(fu),培育健(jian)康(kang)穩定、優(you)質(zhi)(zhi)(zhi)(zhi)高(gao)效(xiao)的森(sen)林(lin)資源。鞏固(gu)退耕(geng)還(huan)林(lin)還(huan)草成果,加強(qiang)退化土地(di)(di)修復(fu)(fu)治(zhi)理,開(kai)(kai)展荒漠化、石漠化、水(shui)土流(liu)(liu)失綜合治(zhi)理,實(shi)(shi)施(shi)(shi)歷(li)史遺留礦(kuang)山生(sheng)態(tai)(tai)(tai)修復(fu)(fu)工(gong)程。開(kai)(kai)展退養還(huan)灘、生(sheng)態(tai)(tai)(tai)補水(shui),實(shi)(shi)施(shi)(shi)濕(shi)(shi)地(di)(di)保(bao)護(hu)修復(fu)(fu),全面提(ti)(ti)(ti)升(sheng)黃(huang)河(he)(he)干流(liu)(liu)、淮河(he)(he)干流(liu)(liu)、沙潁河(he)(he)、唐白河(he)(he)、湍河(he)(he)、伊洛河(he)(he)及平(ping)原地(di)(di)區等濕(shi)(shi)地(di)(di)生(sheng)態(tai)(tai)(tai)系統質(zhi)(zhi)(zhi)(zhi)量。完善濕(shi)(shi)地(di)(di)保(bao)護(hu)治(zhi)理體(ti)系,加快河(he)(he)湖水(shui)庫周邊觀光林(lin)帶和(he)生(sheng)態(tai)(tai)(tai)濕(shi)(shi)地(di)(di)建設,提(ti)(ti)(ti)高(gao)濕(shi)(shi)地(di)(di)涵養水(shui)源、保(bao)持水(shui)土和(he)固(gu)沙能力(li),防止水(shui)土流(liu)(liu)失,改(gai)(gai)善濕(shi)(shi)地(di)(di)生(sheng)態(tai)(tai)(tai)質(zhi)(zhi)(zhi)(zhi)量,維(wei)護(hu)濕(shi)(shi)地(di)(di)生(sheng)態(tai)(tai)(tai)系統的完整性(xing)和(he)穩定性(xing)。到(dao)2025年,全省(sheng)森(sen)林(lin)覆蓋率達(da)到(dao)26.09%,森(sen)林(lin)蓄積量達(da)到(dao)22269萬立方米,全省(sheng)生(sheng)態(tai)(tai)(tai)安全屏障(zhang)進(jin)一步(bu)筑牢,森(sen)林(lin)河(he)(he)南基(ji)本建成。 3.穩步提升(sheng)(sheng)生(sheng)(sheng)態農(nong)(nong)業碳(tan)匯(hui)能(neng)(neng)力。加強對農(nong)(nong)田(tian)防護與生(sheng)(sheng)態環境保持工(gong)(gong)程的規劃,以高標準農(nong)(nong)田(tian)項目區(qu)防護林(lin)網建(jian)設為重點(dian),推(tui)(tui)進平(ping)原農(nong)(nong)區(qu)農(nong)(nong)田(tian)防護林(lin)改(gai)擴建(jian),建(jian)設帶(dai)、片、網相結合(he)(he),多樹種(zhong)、多層次穩固的平(ping)原農(nong)(nong)林(lin)復合(he)(he)生(sheng)(sheng)態系統。發(fa)展“生(sheng)(sheng)態綠色、品質(zhi)優良、環境友(you)好”綠色低(di)碳(tan)循環農(nong)(nong)業,有序發(fa)展沼氣、生(sheng)(sheng)物(wu)質(zhi)等(deng)新(xin)能(neng)(neng)源,推(tui)(tui)行“農(nong)(nong)光互(hu)補”“光伏+”設施(shi)農(nong)(nong)業等(deng)低(di)碳(tan)農(nong)(nong)業模式(shi),提升(sheng)(sheng)農(nong)(nong)業設施(shi)利用(yong)(yong)太陽能(neng)(neng)等(deng)可再生(sheng)(sheng)能(neng)(neng)源水(shui)平(ping)。開(kai)展耕(geng)地(di)(di)質(zhi)量提升(sheng)(sheng)行動(dong)(dong),推(tui)(tui)動(dong)(dong)保護性耕(geng)作(zuo),提升(sheng)(sheng)秸(jie)稈(gan)肥(fei)(fei)料化(hua)(hua)利用(yong)(yong)水(shui)平(ping),實施(shi)糞肥(fei)(fei)利用(yong)(yong)綜(zong)合(he)(he)養分(fen)管(guan)理(li)(li),建(jian)設以農(nong)(nong)作(zuo)物(wu)秸(jie)稈(gan)、畜禽(qin)糞污(wu)為主(zhu)要(yao)原料的有機(ji)肥(fei)(fei)工(gong)(gong)程,推(tui)(tui)廣(guang)水(shui)肥(fei)(fei)一體(ti)化(hua)(hua)、有機(ji)肥(fei)(fei)合(he)(he)理(li)(li)施(shi)用(yong)(yong)和綠肥(fei)(fei)種(zhong)植技術(shu),提升(sheng)(sheng)農(nong)(nong)田(tian)土壤有機(ji)質(zhi)含量,增強固碳(tan)能(neng)(neng)力。合(he)(he)理(li)(li)控(kong)制化(hua)(hua)肥(fei)(fei)、農(nong)(nong)藥、地(di)(di)膜使用(yong)(yong)量,實施(shi)化(hua)(hua)肥(fei)(fei)農(nong)(nong)藥減量增效行動(dong)(dong),進一步完善主(zhu)要(yao)農(nong)(nong)作(zuo)物(wu)施(shi)肥(fei)(fei)指標體(ti)系,強化(hua)(hua)病蟲害監測預警和統防統治,促進肥(fei)(fei)料新(xin)產(chan)品新(xin)技術(shu)、高效低(di)毒低(di)風險(xian)農(nong)(nong)藥、綠色防控(kong)技術(shu)示范和推(tui)(tui)廣(guang),加強農(nong)(nong)膜及農(nong)(nong)藥包裝廢(fei)棄(qi)物(wu)回收(shou)治理(li)(li)。到2025年,全省主(zhu)要(yao)糧食作(zuo)物(wu)化(hua)(hua)肥(fei)(fei)、農(nong)(nong)藥利用(yong)(yong)率(lv)達(da)到43%,秸(jie)稈(gan)綜(zong)合(he)(he)利用(yong)(yong)率(lv)達(da)到93%。 (七)減碳科技創新行動。完善科技創新體制機制,提升創新能力,聚焦綠色低碳循環發展關鍵核心技術,促進先進適用技術規模化利用、產業化發展。 1.完(wan)善(shan)創新(xin)(xin)體(ti)(ti)制機(ji)制。制定(ding)我省科技(ji)支撐碳達峰碳中和(he)行(xing)動方案,實施碳達峰碳中和(he)重(zhong)大(da)科技(ji)創新(xin)(xin)項目,建(jian)立(li)(li)高水平創新(xin)(xin)載體(ti)(ti)平臺,加大(da)研究與試驗發(fa)展經費投入,建(jian)立(li)(li)以企(qi)業(ye)為主(zhu)體(ti)(ti)、市(shi)場(chang)為導向(xiang)、產(chan)學(xue)研相結合的技(ji)術(shu)創新(xin)(xin)體(ti)(ti)系,鼓勵(li)企(qi)業(ye)承擔綠(lv)(lv)色(se)低(di)(di)碳重(zhong)大(da)科技(ji)項目,持續(xu)推(tui)進綠(lv)(lv)色(se)低(di)(di)碳關鍵核心技(ji)術(shu)攻關。完(wan)善(shan)綠(lv)(lv)色(se)低(di)(di)碳創新(xin)(xin)體(ti)(ti)系,加強知識產(chan)權保護,落實綠(lv)(lv)色(se)低(di)(di)碳技(ji)術(shu)和(he)產(chan)品檢測(ce)、評估、認證體(ti)(ti)系。建(jian)立(li)(li)健全(quan)綠(lv)(lv)色(se)低(di)(di)碳創新(xin)(xin)績(ji)效考核制度,提高科研成(cheng)果轉化質量和(he)效率。 2.加強(qiang)創(chuang)新(xin)能力建(jian)設(she)。發(fa)揮科(ke)技(ji)創(chuang)新(xin)的(de)(de)引(yin)領支撐作用,在綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)(tan)(tan)領域(yu)建(jian)成一(yi)批(pi)技(ji)術創(chuang)新(xin)中(zhong)心和(he)重點實驗室(shi),適度超前布局碳(tan)(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)(tan)中(zhong)和(he)相關重大科(ke)技(ji)基礎(chu)設(she)施,建(jian)設(she)一(yi)批(pi)綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)(tan)(tan)技(ji)術產(chan)教融合創(chuang)新(xin)平臺。提(ti)高綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)(tan)(tan)技(ji)術自主創(chuang)新(xin)能力,強(qiang)化(hua)企(qi)業(ye)在技(ji)術創(chuang)新(xin)中(zhong)的(de)(de)主體地(di)位(wei),引(yin)導(dao)行業(ye)龍頭企(qi)業(ye)聯(lian)合高校、科(ke)研單位(wei)和(he)上下游(you)企(qi)業(ye)建(jian)設(she)一(yi)批(pi)省級綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)(tan)(tan)產(chan)業(ye)創(chuang)新(xin)中(zhong)心。積極引(yin)入(ru)外省市低(di)碳(tan)(tan)(tan)(tan)研究機構、企(qi)業(ye),匯聚(ju)更多科(ke)技(ji)資源推進(jin)綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)(tan)(tan)技(ji)術創(chuang)新(xin),增強(qiang)核心競(jing)爭力,形成良性競(jing)爭的(de)(de)市場(chang)環境。 3.強(qiang)化(hua)綠色(se)低碳重(zhong)大科(ke)技(ji)(ji)攻關(guan)。圍繞重(zhong)點領域節能(neng)(neng)(neng)減碳、優化(hua)升(sheng)級的重(zhong)大科(ke)技(ji)(ji)需求(qiu),整合集聚(ju)各(ge)類創新(xin)要素,開展一批具有前(qian)瞻性、戰略性的前(qian)沿科(ke)技(ji)(ji)項目攻關(guan)。聚(ju)焦低碳零碳負碳技(ji)(ji)術(shu),大力研發電能(neng)(neng)(neng)替代、氫基工業、生物燃料等(deng)工藝(yi)革新(xin)技(ji)(ji)術(shu),研發新(xin)能(neng)(neng)(neng)源(yuan)(yuan)利用(yong)氣象保障、新(xin)能(neng)(neng)(neng)源(yuan)(yuan)耦(ou)合利用(yong)、綠氫、能(neng)(neng)(neng)源(yuan)(yuan)回收與再利用(yong)、資源(yuan)(yuan)循環高效(xiao)利用(yong)、原(yuan)料多元化(hua)煉化(hua)、生物質(zhi)(zhi)高效(xiao)高質(zhi)(zhi)化(hua)利用(yong)、物質(zhi)(zhi)流(liu)和能(neng)(neng)(neng)量流(liu)協同優化(hua)、能(neng)(neng)(neng)源(yuan)(yuan)流(liu)網絡集成等(deng)技(ji)(ji)術(shu)。 4.加(jia)快(kuai)先進(jin)(jin)(jin)適用技術(shu)研發(fa)和推廣應(ying)用。集(ji)中力量(liang)開展復雜大電網安全穩定(ding)運行和控制、大容量(liang)風電、高效(xiao)光伏、大容量(liang)電化學儲能(neng)(neng)、低成(cheng)本可再生能(neng)(neng)源制氫(qing)、碳捕(bu)(bu)集(ji)利(li)用與封存等(deng)技術(shu)創新。加(jia)快(kuai)推廣先進(jin)(jin)(jin)成(cheng)熟綠色低碳技術(shu),推進(jin)(jin)(jin)規模化碳捕(bu)(bu)集(ji)利(li)用與封存技術(shu)研發(fa)、示范(fan)和產(chan)業(ye)化應(ying)用。加(jia)強氫(qing)能(neng)(neng)技術(shu)發(fa)展,推進(jin)(jin)(jin)氫(qing)能(neng)(neng)在工業(ye)、交通(tong)、城(cheng)鎮建筑(zhu)等(deng)領域(yu)規模化應(ying)用。 (八)綠色低碳招商引資行動。建立健全綠色招商機制,用綠色招商推進綠色發展,實現高質量、高水平、可持續發展。 (九)綠色低碳招才引智行動。高度重視人才對實現碳達峰、碳中和目標的智力支撐作用,通過項目引才、平臺育才、活動聚才,形成綠色低碳產業和人才的雙向磁場效應,加快構建與省情相適應的碳達峰、碳中和人才體系。 1.加(jia)強人才(cai)(cai)隊伍培養(yang)建(jian)設(she)。組建(jian)河(he)南省(sheng)(sheng)碳(tan)達峰碳(tan)中(zhong)和(he)專家庫,形成涵蓋大(da)氣、水文、地質、生態、林(lin)業(ye)(ye)(ye)、能源(yuan)、交通(tong)、建(jian)筑、經(jing)濟、政策等領域的咨(zi)詢(xun)機構。深入實施(shi)“中(zhong)原英才(cai)(cai)計(ji)劃(hua)”,培育綠色(se)低(di)碳(tan)領域學術(shu)帶頭人、中(zhong)青年人才(cai)(cai)、研(yan)究團隊,建(jian)設(she)科研(yan)人才(cai)(cai)隊伍,加(jia)快(kuai)綠色(se)低(di)碳(tan)發展(zhan)人才(cai)(cai)培養(yang)。鼓(gu)勵(li)鄭州大(da)學、河(he)南大(da)學等開設(she)應對氣候變化相(xiang)關(guan)學科,組建(jian)綠色(se)低(di)碳(tan)領域研(yan)究院(yuan)(yuan),推動綠色(se)低(di)碳(tan)相(xiang)關(guan)學科建(jian)設(she)。鼓(gu)勵(li)省(sheng)(sheng)屬企(qi)業(ye)(ye)(ye)、大(da)型(xing)工業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)開展(zhan)低(di)碳(tan)發展(zhan)戰略研(yan)究,積極與國(guo)內高校、職(zhi)業(ye)(ye)(ye)院(yuan)(yuan)校合(he)作,探(tan)索引進(jin)國(guo)內外先進(jin)技(ji)術(shu),推動“產(chan)學研(yan)”一體化發展(zhan)。 2.加大(da)人(ren)才(cai)引進力度(du)。加強綠色低碳(tan)領域高水平科研院所、新(xin)型研發機構(gou)、創(chuang)新(xin)型企業、高端人(ren)才(cai)團隊引進和培(pei)育,制定實(shi)施更有競爭力、吸引力的人(ren)才(cai)政策(ce),更好發揮中國·河南招才(cai)引智創(chuang)新(xin)發展大(da)會等(deng)載體(ti)作用(yong),健全以創(chuang)新(xin)能力、質量(liang)、實(shi)效、貢(gong)獻為導(dao)向(xiang)的科技人(ren)才(cai)評價體(ti)系,暢通科技成果轉(zhuan)移(yi)轉(zhuan)化通道。 (十)綠色低碳全民行動。著力增強全民節約意識、環保意識,積極倡導綠色生活、綠色消費,充分發揮公共機構表率作用,引導企業履行社會責任,把建設美麗河南轉化為全省人民自覺行動。 1.增強(qiang)全(quan)(quan)民(min)節(jie)能(neng)(neng)低(di)碳(tan)(tan)(tan)意(yi)識(shi)。將綠(lv)(lv)色低(di)碳(tan)(tan)(tan)發展(zhan)(zhan)納入(ru)國(guo)民(min)教育體(ti)系,開(kai)(kai)展(zhan)(zhan)多種形(xing)式的資源能(neng)(neng)源環境國(guo)情省情教育,普及碳(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)中和基礎知識(shi)。廣泛(fan)宣(xuan)傳(chuan)(chuan)(chuan)綠(lv)(lv)色低(di)碳(tan)(tan)(tan)發展(zhan)(zhan)理念(nian),加(jia)大宣(xuan)傳(chuan)(chuan)(chuan)力度,持(chi)續開(kai)(kai)展(zhan)(zhan)世(shi)界(jie)(jie)地球日(ri)(ri)、世(shi)界(jie)(jie)環境日(ri)(ri)、世(shi)界(jie)(jie)氣象日(ri)(ri)、全(quan)(quan)國(guo)低(di)碳(tan)(tan)(tan)日(ri)(ri)、全(quan)(quan)省節(jie)能(neng)(neng)宣(xuan)傳(chuan)(chuan)(chuan)月(yue)等主題宣(xuan)傳(chuan)(chuan)(chuan)活動,推動生態文(wen)明理念(nian)更(geng)加(jia)深入(ru)人心,引導(dao)全(quan)(quan)民(min)在(zai)衣、食、住、行(xing)等方面更(geng)加(jia)勤儉(jian)節(jie)約、綠(lv)(lv)色低(di)碳(tan)(tan)(tan)、文(wen)明健康(kang)。支持(chi)具有典型代表(biao)性(xing)的城市、園(yuan)區、企業(ye)開(kai)(kai)展(zhan)(zhan)碳(tan)(tan)(tan)達峰(feng)試(shi)點建設,加(jia)快實(shi)現(xian)綠(lv)(lv)色低(di)碳(tan)(tan)(tan)轉型,為全(quan)(quan)省提(ti)供可操作、可復(fu)制、可推廣的經驗做法。 2.推(tui)廣(guang)綠(lv)(lv)色(se)低(di)(di)碳(tan)生(sheng)活(huo)方(fang)式。根據國(guo)家(jia)部(bu)署開(kai)展(zhan)(zhan)國(guo)家(jia)綠(lv)(lv)色(se)低(di)(di)碳(tan)社會行(xing)動(dong)(dong)示范創(chuang)建,深入推(tui)進(jin)綠(lv)(lv)色(se)生(sheng)活(huo)創(chuang)建行(xing)動(dong)(dong),評選宣傳一(yi)批(pi)優秀示范典型、倡(chang)導(dao)簡約適度(du)、綠(lv)(lv)色(se)低(di)(di)碳(tan)、文明(ming)健康的生(sheng)活(huo)理(li)念和生(sheng)活(huo)方(fang)式。大(da)力發(fa)展(zhan)(zhan)綠(lv)(lv)色(se)消(xiao)費(fei),推(tui)廣(guang)綠(lv)(lv)色(se)低(di)(di)碳(tan)產品(pin),推(tui)動(dong)(dong)增(zeng)加綠(lv)(lv)色(se)產品(pin)和服務供給(gei),支持(chi)發(fa)展(zhan)(zhan)共享經濟(ji),構(gou)建綠(lv)(lv)色(se)產品(pin)流通(tong)體系,拓展(zhan)(zhan)綠(lv)(lv)色(se)產品(pin)消(xiao)費(fei)市場,提升(sheng)綠(lv)(lv)色(se)低(di)(di)碳(tan)產品(pin)市場占(zhan)有率。倡(chang)導(dao)節(jie)能環保生(sheng)活(huo)方(fang)式,合理(li)控(kong)制室內空調溫度(du),減(jian)少無效照明(ming),提倡(chang)家(jia)庭節(jie)水節(jie)電,減(jian)少使用(yong)一(yi)次性(xing)用(yong)品(pin),做好生(sheng)活(huo)垃圾減(jian)量(liang)分類處(chu)理(li)工作,完善居民(min)社區(qu)再生(sheng)資(zi)源回收利用(yong)體系。 3.發揮公(gong)(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)示范(fan)引領(ling)作用。對標碳達(da)峰、碳中和目(mu)標,加強(qiang)公(gong)(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)碳排放核算,開(kai)展綠色(se)低碳試(shi)點(dian)(dian),宣(xuan)傳(chuan)節(jie)能(neng)降碳成效(xiao)經驗。組(zu)織公(gong)(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)實施綠色(se)化改(gai)造,提(ti)(ti)(ti)高(gao)建(jian)(jian)(jian)筑(zhu)和用能(neng)設(she)備能(neng)效(xiao)水(shui)平。優化公(gong)(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)能(neng)源消(xiao)費結構(gou)(gou),大力(li)推(tui)進太陽能(neng)光(guang)伏、光(guang)熱項目(mu)建(jian)(jian)(jian)設(she)。到(dao)2025年,全省公(gong)(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)可(ke)安裝光(guang)伏屋頂面(mian)積光(guang)伏覆蓋率力(li)爭達(da)到(dao)50%。強(qiang)化水(shui)資源節(jie)約,提(ti)(ti)(ti)升用水(shui)效(xiao)率,全部省直機(ji)(ji)關及60%以(yi)上的省屬(shu)事(shi)業(ye)單位建(jian)(jian)(jian)成節(jie)水(shui)型單位。分(fen)(fen)級(ji)有(you)序(xu)推(tui)動公(gong)(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)生活垃(la)圾分(fen)(fen)類(lei)(lei)處理,引導干部職(zhi)工帶頭在(zai)家庭、社區開(kai)展生活垃(la)圾分(fen)(fen)類(lei)(lei),分(fen)(fen)批建(jian)(jian)(jian)成公(gong)(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)生活垃(la)圾分(fen)(fen)類(lei)(lei)示范(fan)點(dian)(dian)。推(tui)行(xing)綠色(se)辦公(gong)(gong)(gong),提(ti)(ti)(ti)高(gao)辦公(gong)(gong)(gong)設(she)備和資產使用效(xiao)率。全面(mian)開(kai)展節(jie)約型機(ji)(ji)關建(jian)(jian)(jian)設(she),到(dao)2025年,80%以(yi)上的縣級(ji)及以(yi)上機(ji)(ji)關達(da)到(dao)建(jian)(jian)(jian)設(she)要求。組(zu)織開(kai)展公(gong)(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)能(neng)效(xiao)、水(shui)效(xiao)領(ling)跑者引領(ling)行(xing)動。強(qiang)化公(gong)(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)節(jie)能(neng)低碳管理,加強(qiang)管理體系建(jian)(jian)(jian)設(she),完善(shan)管理制度,提(ti)(ti)(ti)升信息(xi)化管理水(shui)平。 4.引(yin)導企(qi)(qi)(qi)業(ye)履(lv)行(xing)(xing)社會(hui)責(ze)任。引(yin)導企(qi)(qi)(qi)業(ye)主動適應綠(lv)色低碳(tan)發展要求,強(qiang)化環境(jing)責(ze)任意識,加強(qiang)能源資(zi)源節約,提升綠(lv)色創(chuang)新水平。重(zhong)點領域省屬國有企(qi)(qi)(qi)業(ye)制定實(shi)施(shi)企(qi)(qi)(qi)業(ye)碳(tan)達峰行(xing)(xing)動方案,發揮示范引(yin)領作用。重(zhong)點用能單位要梳理(li)核算(suan)自(zi)身碳(tan)排放(fang)情況,深(shen)入研究碳(tan)減排路徑,“一(yi)(yi)企(qi)(qi)(qi)一(yi)(yi)策”制定專項工(gong)作方案,推進節能降碳(tan)。相關上市(shi)公(gong)司(si)和發債(zhai)企(qi)(qi)(qi)業(ye)按照環境(jing)信(xin)息(xi)依法披露要求,定期公(gong)布企(qi)(qi)(qi)業(ye)碳(tan)排放(fang)信(xin)息(xi)。充分發揮行(xing)(xing)業(ye)協會(hui)、產業(ye)聯(lian)盟等(deng)社會(hui)團體作用,督促引(yin)導企(qi)(qi)(qi)業(ye)自(zi)覺(jue)履(lv)行(xing)(xing)社會(hui)責(ze)任。 5.強化領導干(gan)(gan)部培(pei)訓(xun)(xun)。將學(xue)(xue)習(xi)貫徹習(xi)近平生態(tai)文明思想(xiang)作(zuo)(zuo)(zuo)為干(gan)(gan)部教(jiao)育培(pei)訓(xun)(xun)的重要內(nei)容,各(ge)級黨校(xiao)(行(xing)政(zheng)學(xue)(xue)院)要把碳(tan)達(da)峰(feng)(feng)、碳(tan)中和相關內(nei)容列(lie)入教(jiao)學(xue)(xue)計(ji)劃,分階段、分層次對各(ge)級領導干(gan)(gan)部開展培(pei)訓(xun)(xun),普及科(ke)學(xue)(xue)知識(shi),宣講政(zheng)策要點,強化法治意識(shi),深化各(ge)級領導干(gan)(gan)部對碳(tan)達(da)峰(feng)(feng)、碳(tan)中和工作(zuo)(zuo)(zuo)重要性(xing)、緊迫性(xing)、科(ke)學(xue)(xue)性(xing)、系統性(xing)的認識(shi)。從事綠色低(di)碳(tan)發展相關工作(zuo)(zuo)(zuo)的領導干(gan)(gan)部要盡快提升專業素(su)養和業務能力,切(qie)實增強推動綠色低(di)碳(tan)發展的本領。 四、政策保障 (一)健(jian)全(quan)法規(gui)(gui)標準及(ji)統(tong)計(ji)(ji)體系(xi)。構建(jian)有利于綠色低碳(tan)(tan)(tan)發(fa)展的(de)地方法規(gui)(gui)體系(xi),全(quan)面清(qing)理現行(xing)法規(gui)(gui)規(gui)(gui)章中與(yu)碳(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)中和工作不(bu)相適應的(de)內容。在(zai)國(guo)(guo)家標準框架內制定(ding)出臺一批節(jie)能(neng)低碳(tan)(tan)(tan)地方標準,按照(zhao)國(guo)(guo)家部署(shu)支持相關(guan)機構積(ji)極參與(yu)國(guo)(guo)際和國(guo)(guo)家能(neng)效、低碳(tan)(tan)(tan)標準制定(ding)修訂。按照(zhao)國(guo)(guo)家統(tong)一規(gui)(gui)范(fan)的(de)碳(tan)(tan)(tan)排(pai)放(fang)統(tong)計(ji)(ji)核算體系(xi)有關(guan)要(yao)求,加強(qiang)碳(tan)(tan)(tan)排(pai)放(fang)統(tong)計(ji)(ji)監(jian)測(ce)能(neng)力建(jian)設(she),健(jian)全(quan)建(jian)筑、交通、公共(gong)機構等重(zhong)點領域及(ji)煤(mei)炭、化工、建(jian)材、鋼鐵、有色金屬、電力等重(zhong)點耗(hao)能(neng)行(xing)業的(de)能(neng)耗(hao)統(tong)計(ji)(ji)監(jian)測(ce)制度(du),提(ti)升信息化監(jian)測(ce)水平。 五、組織實施 (一(yi))加(jia)強(qiang)組(zu)織(zhi)(zhi)領導(dao)。加(jia)強(qiang)黨對碳(tan)達峰(feng)、碳(tan)中(zhong)和(he)(he)工作的領導(dao),省碳(tan)達峰(feng)碳(tan)中(zhong)和(he)(he)工作領導(dao)小(xiao)(xiao)組(zu)要(yao)(yao)(yao)加(jia)強(qiang)整體部署和(he)(he)系(xi)統推(tui)進(jin),研究重大問題、組(zu)織(zhi)(zhi)重大工程、發布(bu)重要(yao)(yao)(yao)數(shu)據;領導(dao)小(xiao)(xiao)組(zu)成員單位要(yao)(yao)(yao)加(jia)強(qiang)配合,扎實(shi)推(tui)進(jin)相(xiang)關工作;領導(dao)小(xiao)(xiao)組(zu)辦(ban)公室要(yao)(yao)(yao)加(jia)強(qiang)統籌協調,定(ding)期對各(ge)地和(he)(he)重點領域(yu)、重點行業(ye)工作進(jin)展情況進(jin)行調度,加(jia)強(qiang)跟蹤(zong)評估和(he)(he)督促(cu)檢查,確保各(ge)項(xiang)任務落實(shi)落細。 (二)強化(hua)責任(ren)落(luo)(luo)實(shi)(shi)。各(ge)地(di)各(ge)部門(men)要(yao)(yao)深刻認識(shi)碳達(da)峰、碳中和(he)工(gong)作的(de)重要(yao)(yao)性、緊迫性、復雜性,切實(shi)(shi)扛起責任(ren),按照本實(shi)(shi)施(shi)(shi)方案確(que)定的(de)主(zhu)要(yao)(yao)目標和(he)重點任(ren)務,著力抓好各(ge)項任(ren)務落(luo)(luo)實(shi)(shi),確(que)保(bao)政策到(dao)位(wei)、措施(shi)(shi)到(dao)位(wei)、成效到(dao)位(wei)。工(gong)作落(luo)(luo)實(shi)(shi)情況納入省委(wei)生態環(huan)境保(bao)護(hu)督察。 (三)嚴格監(jian)督考核(he)。落(luo)(luo)實國家碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中(zhong)和綜合評價考核(he)制度,建立碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中(zhong)和工作(zuo)專項考核(he)機制,對能源(yuan)消費(fei)和碳(tan)(tan)排放指(zhi)標實行(xing)協同(tong)管理(li)、協同(tong)分解(jie)、協同(tong)考核(he)。加強考核(he)結果應用(yong),按照國家和省有關(guan)規定對碳(tan)(tan)達(da)峰(feng)工作(zuo)成效突出的(de)單位和個人給予表(biao)彰獎(jiang)勵,對未完成目(mu)標任務的(de)地方、部門依(yi)規依(yi)紀(ji)依(yi)法進行(xing)通報批評和約談問責。各地各有關(guan)部門貫徹落(luo)(luo)實情況每年向省委和省政府報告。
