2月6日,河(he)南省人民政(zheng)府印發《河(he)南省碳達峰實施方(fang)案(an)》。方(fang)案(an)提(ti)出,積(ji)極(ji)推(tui)動源網荷(he)儲(chu)一(yi)體(ti)(ti)化(hua)和多能(neng)(neng)互補(bu)發展(zhan),開展(zhan)西華經開區(qu)、焦作礦區(qu)等增量配電(dian)(dian)網區(qu)域源網荷(he)儲(chu)一(yi)體(ti)(ti)化(hua)示范,推(tui)進(jin)濮陽(yang)、商丘、信陽(yang)等“風光火儲(chu)一(yi)體(ti)(ti)化(hua)”“風光水火儲(chu)一(yi)體(ti)(ti)化(hua)”示范項目建(jian)設(she)。加快新(xin)型(xing)(xing)儲(chu)能(neng)(neng)規(gui)(gui)(gui)模(mo)化(hua)應用(yong)(yong),推(tui)動新(xin)能(neng)(neng)源場(chang)站(zhan)合理配置新(xin)型(xing)(xing)儲(chu)能(neng)(neng),優(you)化(hua)電(dian)(dian)網側儲(chu)能(neng)(neng)布局(ju),鼓(gu)勵(li)大用(yong)(yong)戶、工業(ye)園區(qu)布局(ju)新(xin)型(xing)(xing)儲(chu)能(neng)(neng),支持家庭(ting)儲(chu)能(neng)(neng)示范應用(yong)(yong)。深(shen)化(hua)電(dian)(dian)力(li)體(ti)(ti)制改(gai)革,完(wan)善電(dian)(dian)力(li)價(jia)格市場(chang)化(hua)形成機(ji)制。到(dao)2025年,新(xin)型(xing)(xing)儲(chu)能(neng)(neng)裝機(ji)規(gui)(gui)(gui)模(mo)達到(dao)220萬千瓦(wa)以(yi)上,新(xin)增抽(chou)水蓄能(neng)(neng)裝機(ji)規(gui)(gui)(gui)模(mo)240萬千瓦(wa)。到(dao)2030年,抽(chou)水蓄能(neng)(neng)電(dian)(dian)站(zhan)裝機(ji)規(gui)(gui)(gui)模(mo)達到(dao)1500萬千瓦(wa)以(yi)上,電(dian)(dian)力(li)系統(tong)基本具備(bei)5%以(yi)上的尖峰負荷(he)響應能(neng)(neng)力(li)。

為有(you)力有(you)序有(you)效(xiao)做好(hao)碳(tan)達峰工(gong)(gong)作,根(gen)據《中(zhong)共中(zhong)央、國務(wu)院關(guan)于(yu)完整準確(que)全(quan)面貫(guan)徹新(xin)發展理念做好(hao)碳(tan)達峰碳(tan)中(zhong)和(he)工(gong)(gong)作的意見》等文(wen)件精神,結合我省(sheng)實(shi)際,制定如下實(shi)施(shi)方案。

一、總體要求

(一(yi))指導思(si)想。以(yi)習近平新時(shi)代中(zhong)(zhong)國特色社(she)會(hui)(hui)主義思(si)想為指導,全(quan)(quan)面貫徹黨的(de)十(shi)九大和十(shi)九屆(jie)歷次(ci)全(quan)(quan)會(hui)(hui)精神,深入貫徹習近平生態(tai)文(wen)明思(si)想,落實(shi)促進(jin)(jin)中(zhong)(zhong)部(bu)地區崛起、黃(huang)河流(liu)域生態(tai)保(bao)(bao)護和高質量發(fa)展等國家戰略,立足(zu)新發(fa)展階(jie)段,完整、準確、全(quan)(quan)面貫徹新發(fa)展理(li)念,服務構建新發(fa)展格(ge)局,深入踐行綠(lv)水青山就是金(jin)山銀山理(li)念,把碳(tan)達峰(feng)(feng)、碳(tan)中(zhong)(zhong)和納入經(jing)濟社(she)會(hui)(hui)發(fa)展全(quan)(quan)局,堅持系統觀(guan)念,統籌發(fa)展和安全(quan)(quan),以(yi)經(jing)濟社(she)會(hui)(hui)發(fa)展全(quan)(quan)面綠(lv)色轉(zhuan)型為引(yin)領,以(yi)推(tui)動(dong)能源(yuan)綠(lv)色低碳(tan)發(fa)展為關(guan)鍵(jian),深入推(tui)進(jin)(jin)碳(tan)達峰(feng)(feng)行動(dong),加快形成節(jie)約(yue)資(zi)源(yuan)和保(bao)(bao)護環境的(de)產業結構、生產方式、生活(huo)方式、空間格(ge)局,確保(bao)(bao)如期實(shi)現2030年(nian)前碳(tan)達峰(feng)(feng)目標。

(二)工作原則

——統籌規劃,協同推進(jin)。堅持前瞻性思(si)維,加強(qiang)統籌協調,一體(ti)(ti)謀劃、一體(ti)(ti)部署、一體(ti)(ti)推動(dong)、一體(ti)(ti)考核(he)碳達峰(feng)、碳中和工作。處理(li)好發展和減(jian)排、整體(ti)(ti)和局部、長遠目(mu)標和短期目(mu)標、政府和市場(chang)的(de)關系,搶(qiang)抓發展機遇,推動(dong)經濟社會綠色(se)低(di)碳轉型(xing)發展。

——穩妥有序,安全(quan)(quan)降碳(tan)。堅持底線思(si)維,強化風險意識,統籌經(jing)濟增長和(he)平穩降碳(tan),確(que)保能源安全(quan)(quan)、產業鏈(lian)供(gong)應(ying)鏈(lian)安全(quan)(quan)、糧食安全(quan)(quan)和(he)人民群眾正常(chang)生產生活。

——目標(biao)(biao)引領,分類施(shi)策。堅(jian)持一(yi)盤(pan)棋(qi)思維,按(an)照(zhao)系統性、動態性要求,科學(xue)設置各地(di)及重點領域、行業、企(qi)業碳(tan)達(da)峰目標(biao)(biao)任務。堅(jian)持目標(biao)(biao)導(dao)向(xiang)(xiang)、結(jie)果導(dao)向(xiang)(xiang),精準施(shi)策,分類推(tui)進(jin),為實現(xian)碳(tan)達(da)峰目標(biao)(biao)提(ti)供有力(li)支(zhi)撐。

——政(zheng)府引(yin)導(dao),市(shi)場推動。更好發(fa)揮政(zheng)府作(zuo)用(yong),加(jia)快綠色低碳(tan)科技和機制(zhi)創(chuang)新,健全綠色低碳(tan)法規標(biao)準體(ti)系、政(zheng)策體(ti)系,提升要素資源(yuan)配置(zhi)效(xiao)益(yi)。發(fa)揮市(shi)場在資源(yuan)配置(zhi)中的決定性(xing)作(zuo)用(yong),落(luo)實用(yong)能權交易(yi)、碳(tan)排放權交易(yi)和生態保護補償等(deng)制(zhi)度,激(ji)發(fa)市(shi)場主(zhu)體(ti)活(huo)力(li),形成有效(xiao)激(ji)勵(li)約束(shu)機制(zhi)。

二、主要目標

“十四五”期間,全省(sheng)產(chan)業結構(gou)(gou)和(he)能(neng)(neng)源(yuan)(yuan)結構(gou)(gou)優化(hua)調整取(qu)得明顯進展(zhan),能(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)利用(yong)效率大幅提(ti)升,煤炭消(xiao)費持續減少,新(xin)能(neng)(neng)源(yuan)(yuan)占比逐漸(jian)提(ti)高(gao)的新(xin)型電力系(xi)統加快構(gou)(gou)建,綠色(se)低碳技術研(yan)發(fa)和(he)推(tui)(tui)廣應用(yong)取(qu)得新(xin)進展(zhan),減污降碳協同推(tui)(tui)進,人才隊(dui)伍發(fa)展(zhan)壯(zhuang)大,綠色(se)生(sheng)產(chan)生(sheng)活方式得到(dao)普遍(bian)推(tui)(tui)行,綠色(se)低碳循環發(fa)展(zhan)經(jing)濟體系(xi)初步形(xing)成(cheng)。到(dao)2025年,全省(sheng)非化(hua)石能(neng)(neng)源(yuan)(yuan)消(xiao)費比重比2020年提(ti)高(gao)5個百分點,確保單位生(sheng)產(chan)總值能(neng)(neng)源(yuan)(yuan)消(xiao)耗、單位生(sheng)產(chan)總值二(er)氧化(hua)碳排(pai)放和(he)煤炭消(xiao)費總量(liang)控制(zhi)完成(cheng)國家下達指(zhi)標,為實(shi)現碳達峰(feng)奠(dian)定堅實(shi)基礎。

“十五五”期間,產(chan)業(ye)結構調整取得(de)(de)重(zhong)大進展(zhan),清潔低(di)碳(tan)(tan)安全高效的能源(yuan)(yuan)體(ti)系初步(bu)建立,非化(hua)(hua)石(shi)能源(yuan)(yuan)成(cheng)為新增用能供給主(zhu)體(ti),煤炭消費(fei)占比持(chi)續下(xia)(xia)降(jiang),重(zhong)點行業(ye)能源(yuan)(yuan)利(li)(li)用效率達到(dao)國(guo)內先進水平(ping),科技(ji)創新水平(ping)明顯(xian)(xian)增強(qiang),市(shi)場機制更加靈活,全民踐行簡約適度、綠(lv)色低(di)碳(tan)(tan)生活理念的氛圍基(ji)本形(xing)成(cheng),經濟社會發展(zhan)全面綠(lv)色轉型取得(de)(de)顯(xian)(xian)著成(cheng)效。到(dao)2030年,全省(sheng)非化(hua)(hua)石(shi)能源(yuan)(yuan)消費(fei)比重(zhong)進一步(bu)提高,單(dan)位(wei)生產(chan)總(zong)值能源(yuan)(yuan)消耗和(he)(he)單(dan)位(wei)生產(chan)總(zong)值二氧化(hua)(hua)碳(tan)(tan)排放(fang)持(chi)續下(xia)(xia)降(jiang),順利(li)(li)實現碳(tan)(tan)達峰目標(biao),為實現2060年前(qian)碳(tan)(tan)中和(he)(he)目標(biao)打下(xia)(xia)堅(jian)實基(ji)礎(chu)。

三、重點任務

(一)能源綠色(se)低(di)(di)碳(tan)轉(zhuan)型行動。統籌(chou)能源低(di)(di)碳(tan)發(fa)展(zhan)和安全保(bao)供(gong),加快發(fa)展(zhan)新能源,穩定油氣消(xiao)(xiao)費(fei)增長,科(ke)學控制(zhi)煤炭消(xiao)(xiao)費(fei),加快構建清潔低(di)(di)碳(tan)高效安全的能源體系。

1.大力發(fa)(fa)(fa)(fa)展(zhan)(zhan)新能(neng)(neng)(neng)源(yuan)。加快風能(neng)(neng)(neng)資(zi)源(yuan)開(kai)(kai)發(fa)(fa)(fa)(fa)利(li)用,以(yi)(yi)沿黃淺(qian)山丘陵(含黃河故道)和(he)中東部平原(yuan)(yuan)地區為重點(dian),規劃建設(she)(she)(she)(she)一批百萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)(wa)級高質量(liang)風電(dian)(dian)(dian)(dian)(dian)基(ji)地,到(dao)(dao)2025年(nian),風電(dian)(dian)(dian)(dian)(dian)累計并(bing)網容(rong)量(liang)達到(dao)(dao)2700萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)(wa)以(yi)(yi)上(shang)。加快智能(neng)(neng)(neng)光(guang)伏(fu)產業創新升級和(he)特(te)色應用,鼓勵利(li)用大中型城(cheng)市(shi)屋(wu)頂資(zi)源(yuan)和(he)開(kai)(kai)發(fa)(fa)(fa)(fa)區、工業園區、標(biao)準廠房、大型公共(gong)建筑(zhu)屋(wu)頂等(deng)發(fa)(fa)(fa)(fa)展(zhan)(zhan)分布(bu)式(shi)光(guang)伏(fu)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian),推(tui)進登封、商城(cheng)等(deng)整縣(市(shi)、區)屋(wu)頂分布(bu)式(shi)光(guang)伏(fu)試點(dian)建設(she)(she)(she)(she),結合采(cai)煤沉(chen)陷區、石漠化(hua)、油井礦山廢棄地治理(li)等(deng),建設(she)(she)(she)(she)一批高標(biao)準“光(guang)伏(fu)+”基(ji)地,到(dao)(dao)2025年(nian),光(guang)伏(fu)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)并(bing)網容(rong)量(liang)達到(dao)(dao)2000萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)(wa)以(yi)(yi)上(shang)。因(yin)地制宜發(fa)(fa)(fa)(fa)展(zhan)(zhan)生(sheng)物質發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)、生(sheng)物質能(neng)(neng)(neng)清潔供暖和(he)生(sheng)物質天(tian)然氣,建立(li)健全(quan)資(zi)源(yuan)收集、加工轉換、就近(jin)利(li)用的生(sheng)產消費體系,以(yi)(yi)熱(re)定電(dian)(dian)(dian)(dian)(dian)設(she)(she)(she)(she)計建設(she)(she)(she)(she)生(sheng)物質熱(re)電(dian)(dian)(dian)(dian)(dian)聯產項目,“十四五”期間,新增生(sheng)物質天(tian)然氣產能(neng)(neng)(neng)3000萬(wan)(wan)(wan)立(li)方(fang)米(mi)/年(nian)以(yi)(yi)上(shang)。探(tan)索深化(hua)地熱(re)能(neng)(neng)(neng)開(kai)(kai)發(fa)(fa)(fa)(fa)利(li)用,建設(she)(she)(she)(she)鄭(zheng)州、開(kai)(kai)封、濮陽(yang)、周口(kou)4個千(qian)萬(wan)(wan)(wan)平方(fang)米(mi)地熱(re)供暖規模(mo)化(hua)利(li)用示(shi)范(fan)區。科學(xue)發(fa)(fa)(fa)(fa)展(zhan)(zhan)氫(qing)(qing)(qing)能(neng)(neng)(neng)產業,按照“保障(zhang)需求、適度超前”原(yuan)(yuan)則統籌布(bu)局加氫(qing)(qing)(qing)網絡,優(you)先(xian)支持在(zai)氫(qing)(qing)(qing)能(neng)(neng)(neng)產業發(fa)(fa)(fa)(fa)展(zhan)(zhan)較快地區布(bu)局建設(she)(she)(she)(she)一批加氫(qing)(qing)(qing)基(ji)礎(chu)設(she)(she)(she)(she)施(shi),鼓勵建設(she)(she)(she)(she)氫(qing)(qing)(qing)電(dian)(dian)(dian)(dian)(dian)油氣綜合能(neng)(neng)(neng)源(yuan)站(zhan)。推(tui)進鄭(zheng)州、新鄉、開(kai)(kai)封、焦作、安陽(yang)、洛陽(yang)建設(she)(she)(she)(she)國家氫(qing)(qing)(qing)燃料電(dian)(dian)(dian)(dian)(dian)池(chi)汽車(che)示(shi)范(fan)城(cheng)市(shi)群,打造(zao)鄭(zheng)汴洛濮氫(qing)(qing)(qing)走廊。到(dao)(dao)2025年(nian),全(quan)省可(ke)再(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)裝機(ji)(ji)容(rong)量(liang)達到(dao)(dao)5000萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)(wa)以(yi)(yi)上(shang),發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)裝機(ji)(ji)比重達到(dao)(dao)40%以(yi)(yi)上(shang),推(tui)廣示(shi)范(fan)各類(lei)氫(qing)(qing)(qing)燃料電(dian)(dian)(dian)(dian)(dian)池(chi)汽車(che)數量(liang)力爭突破(po)5000輛。到(dao)(dao)2030年(nian),可(ke)再(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)裝機(ji)(ji)容(rong)量(liang)超過8000萬(wan)(wan)(wan)千(qian)瓦(wa)(wa)(wa),發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)裝機(ji)(ji)比重提高至50%以(yi)(yi)上(shang)。

2.加快火電(dian)(dian)結構(gou)優化升級(ji)。統(tong)籌電(dian)(dian)力(li)安全保供與(yu)轉(zhuan)型升級(ji),嚴(yan)格(ge)控制除民生(sheng)熱(re)(re)電(dian)(dian)以外(wai)的煤電(dian)(dian)項目建(jian)設(she),按照(zhao)等(deng)容量(liang)置換原則(ze),積極推(tui)進城區煤電(dian)(dian)機組(zu)“退城進郊(jiao)(園)”,在嚴(yan)格(ge)落實國(guo)家電(dian)(dian)力(li)規(gui)劃布(bu)局的前提(ti)下,在豫(yu)南、豫(yu)東等(deng)電(dian)(dian)力(li)缺口(kou)較大(da)地方(fang)有(you)序建(jian)設(she)大(da)容量(liang)高效(xiao)清(qing)潔支(zhi)撐電(dian)(dian)源。持續優化調整存量(liang)煤電(dian)(dian),淘汰退出落后和(he)布(bu)局不合(he)理煤電(dian)(dian)機組(zu),有(you)序關(guan)停(ting)整合(he)30萬千(qian)瓦及以上(shang)熱(re)(re)電(dian)(dian)聯產機組(zu)供熱(re)(re)合(he)理半徑范圍內(nei)的落后燃(ran)煤小熱(re)(re)電(dian)(dian)機組(zu)(含自(zi)備電(dian)(dian)廠)。實施煤電(dian)(dian)機組(zu)標桿引領行動,深化煤電(dian)(dian)行業(ye)節能降碳改(gai)造、供熱(re)(re)改(gai)造、靈活性改(gai)造“三改(gai)聯動”,鼓勵煤電(dian)(dian)企業(ye)建(jian)設(she)碳捕集(ji)利用與(yu)封存示范項目,推(tui)動煤電(dian)(dian)向基礎保障(zhang)性和(he)系統(tong)調節性電(dian)(dian)源并重轉(zhuan)型。加強工業(ye)余(yu)熱(re)(re)回(hui)收(shou)再利用,積極發(fa)展余(yu)熱(re)(re)發(fa)電(dian)(dian)。

3.合理(li)(li)調(diao)控油(you)(you)(you)氣(qi)(qi)消(xiao)費(fei)(fei)。保(bao)持(chi)石(shi)油(you)(you)(you)消(xiao)費(fei)(fei)處于(yu)合理(li)(li)區(qu)間,逐步調(diao)整(zheng)汽油(you)(you)(you)消(xiao)費(fei)(fei)規模,大力(li)推(tui)進(jin)先進(jin)生物液(ye)體燃(ran)(ran)(ran)料(liao)、可(ke)持(chi)續航空燃(ran)(ran)(ran)料(liao)等(deng)替代傳統燃(ran)(ran)(ran)油(you)(you)(you),提升終端燃(ran)(ran)(ran)油(you)(you)(you)產品能效。有序引(yin)導(dao)天然(ran)氣(qi)(qi)消(xiao)費(fei)(fei),優(you)化利用(yong)(yong)(yong)結構,優(you)先保(bao)障民生用(yong)(yong)(yong)氣(qi)(qi),大力(li)推(tui)動天然(ran)氣(qi)(qi)與多(duo)種(zhong)能源(yuan)融合發展,因地制宜建(jian)設鄭州、洛陽、濮(pu)陽等(deng)天然(ran)氣(qi)(qi)調(diao)峰電站,合理(li)(li)引(yin)導(dao)工業用(yong)(yong)(yong)氣(qi)(qi)和化工原料(liao)用(yong)(yong)(yong)氣(qi)(qi)。支持(chi)船舶使用(yong)(yong)(yong)液(ye)化天然(ran)氣(qi)(qi)作為燃(ran)(ran)(ran)料(liao)。鼓勵推(tui)進(jin)頁巖氣(qi)(qi)、煤層氣(qi)(qi)、致密油(you)(you)(you)氣(qi)(qi)等(deng)非常(chang)規油(you)(you)(you)氣(qi)(qi)資源(yuan)開發利用(yong)(yong)(yong)。到(dao)2025年(nian)(nian),天然(ran)氣(qi)(qi)管(guan)輸供應(ying)能力(li)超過200億立方(fang)米,2030年(nian)(nian)達到(dao)260億立方(fang)米以上(shang)。

5.有(you)(you)序(xu)(xu)推(tui)動(dong)煤(mei)(mei)炭(tan)(tan)(tan)(tan)消(xiao)費轉(zhuan)型。立(li)足以煤(mei)(mei)為(wei)主的(de)(de)基本(ben)國情(qing)和(he)(he)(he)省情(qing),堅持先立(li)后(hou)(hou)破,合(he)理控制(zhi)煤(mei)(mei)炭(tan)(tan)(tan)(tan)消(xiao)費,抓好煤(mei)(mei)炭(tan)(tan)(tan)(tan)清潔(jie)高效利(li)用工(gong)作。推(tui)動(dong)重點(dian)用煤(mei)(mei)行業減(jian)煤(mei)(mei)限煤(mei)(mei),持續實施新建(含改擴建)項目煤(mei)(mei)炭(tan)(tan)(tan)(tan)消(xiao)費等(deng)量或減(jian)量替代。穩妥有(you)(you)序(xu)(xu)推(tui)進燃(ran)(ran)料類煤(mei)(mei)氣(qi)(qi)發生(sheng)爐(lu)(lu)、燃(ran)(ran)煤(mei)(mei)熱(re)(re)(re)(re)風爐(lu)(lu)、加熱(re)(re)(re)(re)爐(lu)(lu)、熱(re)(re)(re)(re)處(chu)理爐(lu)(lu)、干燥爐(lu)(lu)(窯)以及建材行業煤(mei)(mei)炭(tan)(tan)(tan)(tan)減(jian)量,實施清潔(jie)電(dian)力(li)和(he)(he)(he)天然氣(qi)(qi)替代,推(tui)動(dong)淘汰供熱(re)(re)(re)(re)管網覆蓋(gai)范(fan)圍內(nei)的(de)(de)燃(ran)(ran)煤(mei)(mei)鍋爐(lu)(lu)和(he)(he)(he)散(san)煤(mei)(mei)。加大落后(hou)(hou)燃(ran)(ran)煤(mei)(mei)鍋爐(lu)(lu)和(he)(he)(he)燃(ran)(ran)煤(mei)(mei)小熱(re)(re)(re)(re)電(dian)退出(chu)力(li)度(du),推(tui)動(dong)以工(gong)業余(yu)熱(re)(re)(re)(re)、電(dian)廠余(yu)熱(re)(re)(re)(re)、清潔(jie)能源等(deng)替代煤(mei)(mei)炭(tan)(tan)(tan)(tan)供熱(re)(re)(re)(re)(蒸(zheng)汽)。有(you)(you)序(xu)(xu)推(tui)進電(dian)代煤(mei)(mei)、氣(qi)(qi)代煤(mei)(mei)、生(sheng)物(wu)質代煤(mei)(mei)。大力(li)推(tui)動(dong)煤(mei)(mei)炭(tan)(tan)(tan)(tan)清潔(jie)利(li)用,合(he)理劃定禁止散(san)燒區(qu)域,積極有(you)(you)序(xu)(xu)推(tui)進散(san)煤(mei)(mei)替代,逐步減(jian)少直至禁止煤(mei)(mei)炭(tan)(tan)(tan)(tan)散(san)燒。

(二)工業(ye)(ye)領域碳達峰(feng)行(xing)動。搶抓發展機遇,大力發展低(di)碳高(gao)效產(chan)(chan)業(ye)(ye),加快(kuai)傳統產(chan)(chan)業(ye)(ye)綠色轉型,堅決遏制“兩高(gao)一低(di)”(高(gao)耗能、高(gao)排(pai)放(fang)、低(di)水平)項目盲目發展,構建綠色低(di)碳循(xun)環(huan)產(chan)(chan)業(ye)(ye)體系。

2.堅(jian)決遏制(zhi)(zhi)“兩高(gao)一低”項(xiang)目(mu)盲(mang)目(mu)發展。健全(quan)(quan)“兩高(gao)一低”項(xiang)目(mu)管理機制(zhi)(zhi),實(shi)行(xing)清單(dan)管理、動態監控(kong)。全(quan)(quan)面排查在建(jian)項(xiang)目(mu),對未(wei)按要求落實(shi)煤炭(tan)消費(fei)減量替代(dai)或(huo)能(neng)(neng)效水(shui)(shui)平(ping)未(wei)達到本(ben)行(xing)業標(biao)桿水(shui)(shui)平(ping)的,按有(you)關(guan)規定停工整改,推動能(neng)(neng)效水(shui)(shui)平(ping)應提盡提,力爭達到國內先進水(shui)(shui)平(ping)。深入挖潛存量項(xiang)目(mu),實(shi)施節能(neng)(neng)降碳改造行(xing)動。規范擬建(jian)高(gao)耗(hao)能(neng)(neng)高(gao)排放項(xiang)目(mu)部門會(hui)商(shang)聯審,嚴(yan)格執(zhi)行(xing)國家產業政策,嚴(yan)把新(xin)建(jian)項(xiang)目(mu)審批、能(neng)(neng)耗(hao)和(he)環境準入關(guan)口。

3.推動(dong)傳統產(chan)業(ye)(ye)綠(lv)(lv)(lv)色低(di)碳改(gai)造(zao)。加(jia)快退出落后產(chan)能(neng)(neng)(neng)(neng),引導重點(dian)行(xing)業(ye)(ye)和(he)領域改(gai)造(zao)升(sheng)級,支(zhi)(zhi)持企業(ye)(ye)建(jian)(jian)(jian)設能(neng)(neng)(neng)(neng)源消費(fei)和(he)碳排(pai)放一體(ti)化(hua)(hua)智(zhi)(zhi)慧管(guan)控中心,構(gou)建(jian)(jian)(jian)能(neng)(neng)(neng)(neng)源管(guan)理體(ti)系(xi),推動(dong)工業(ye)(ye)領域數字化(hua)(hua)、智(zhi)(zhi)能(neng)(neng)(neng)(neng)化(hua)(hua)、綠(lv)(lv)(lv)色化(hua)(hua)融(rong)合(he)發(fa)展,加(jia)快產(chan)業(ye)(ye)“綠(lv)(lv)(lv)色、高效、清潔(jie)、智(zhi)(zhi)慧”轉型(xing)。促(cu)進工業(ye)(ye)能(neng)(neng)(neng)(neng)源消費(fei)低(di)碳化(hua)(hua),推動(dong)化(hua)(hua)石能(neng)(neng)(neng)(neng)源清潔(jie)高效利用,提高可再生能(neng)(neng)(neng)(neng)源應(ying)用比重,加(jia)強電(dian)力(li)需(xu)求(qiu)側管(guan)理,提升(sheng)工業(ye)(ye)電(dian)氣化(hua)(hua)水平,支(zhi)(zhi)持園區(qu)、企業(ye)(ye)建(jian)(jian)(jian)設綠(lv)(lv)(lv)色微電(dian)網。深入實施綠(lv)(lv)(lv)色制(zhi)造(zao)工程,大力(li)推行(xing)綠(lv)(lv)(lv)色設計,完善綠(lv)(lv)(lv)色制(zhi)造(zao)體(ti)系(xi),打造(zao)綠(lv)(lv)(lv)色低(di)碳工廠、綠(lv)(lv)(lv)色低(di)碳工業(ye)(ye)園區(qu)、綠(lv)(lv)(lv)色低(di)碳供應(ying)鏈,通過典型(xing)示范帶動(dong)生產(chan)模(mo)式綠(lv)(lv)(lv)色轉型(xing)。圍繞工業(ye)(ye)節能(neng)(neng)(neng)(neng)、綠(lv)(lv)(lv)色制(zhi)造(zao)、循環利用、數字賦(fu)能(neng)(neng)(neng)(neng)等方向(xiang),支(zhi)(zhi)持鋼鐵(tie)、有色金(jin)屬、建(jian)(jian)(jian)材、化(hua)(hua)工等傳統產(chan)業(ye)(ye)聯(lian)合(he)科研院所、第(di)三(san)方機(ji)構(gou)等專業(ye)(ye)力(li)量組建(jian)(jian)(jian)綠(lv)(lv)(lv)色技(ji)術(shu)創新聯(lian)合(he)體(ti),打造(zao)省級綠(lv)(lv)(lv)色制(zhi)造(zao)公(gong)共服務平臺(tai)。

4.推動(dong)鋼鐵(tie)(tie)行(xing)(xing)業碳(tan)(tan)達峰。嚴格執(zhi)行(xing)(xing)產(chan)能置換,優(you)(you)化(hua)存量,淘汰落后產(chan)能,提高(gao)行(xing)(xing)業集中度。促進(jin)鋼鐵(tie)(tie)行(xing)(xing)業結構優(you)(you)化(hua)和清潔能源替代,大力推進(jin)非(fei)高(gao)爐煉鐵(tie)(tie)技(ji)術示范,提升廢(fei)鋼資(zi)源回收利(li)用水(shui)平,推行(xing)(xing)全(quan)廢(fei)鋼電爐工藝(yi)。瞄準下游(you)用鋼產(chan)業升級(ji)與戰略性新興產(chan)業發展(zhan)方向,持續優(you)(you)化(hua)產(chan)品結構,推動(dong)鋼鐵(tie)(tie)行(xing)(xing)業向服務型(xing)制造(zao)轉(zhuan)型(xing)。實施鋼鐵(tie)(tie)行(xing)(xing)業超低(di)排放改(gai)造(zao),深挖節(jie)能降碳(tan)(tan)潛力,實現減污(wu)降碳(tan)(tan)協(xie)同推進(jin)。推廣(guang)先進(jin)適用技(ji)術,鼓勵鋼化(hua)聯產(chan),探索開展(zhan)氫冶金、二氧化(hua)碳(tan)(tan)捕集利(li)用一(yi)體化(hua)等試點(dian)示范,推動(dong)低(di)品位余(yu)熱供暖發展(zhan)。

5.推動(dong)有(you)(you)色金屬(shu)行業碳(tan)(tan)達(da)峰(feng)。鞏固化(hua)解(jie)電(dian)解(jie)鋁過剩產(chan)能(neng)成果(guo),嚴(yan)格執(zhi)行產(chan)能(neng)置換,嚴(yan)控新增產(chan)能(neng)。推進清潔能(neng)源替(ti)代,提高風電(dian)、太陽能(neng)發(fa)電(dian)等應(ying)用比(bi)重(zhong)。加(jia)(jia)快再生(sheng)(sheng)有(you)(you)色金屬(shu)產(chan)業發(fa)展,加(jia)(jia)強廢(fei)(fei)舊金屬(shu)回收市(shi)場(chang)建設,完善廢(fei)(fei)棄(qi)有(you)(you)色金屬(shu)資(zi)源回收、分(fen)選和加(jia)(jia)工網絡,提高再生(sheng)(sheng)有(you)(you)色金屬(shu)產(chan)量。推進全(quan)(quan)過程智(zhi)能(neng)化(hua)控制技術(shu)應(ying)用,加(jia)(jia)強碳(tan)(tan)減排與“三廢(fei)(fei)”污染(ran)物協(xie)同控制,提高全(quan)(quan)生(sheng)(sheng)命周期冶煉技術(shu)水(shui)平(ping)。加(jia)(jia)快推廣應(ying)用先(xian)進適用綠色低碳(tan)(tan)技術(shu),提升有(you)(you)色金屬(shu)生(sheng)(sheng)產(chan)過程余熱回收水(shui)平(ping),推動(dong)單位產(chan)品能(neng)耗持續下降。

6.推(tui)(tui)(tui)動(dong)建(jian)(jian)材(cai)行(xing)業碳(tan)達峰。嚴(yan)格執行(xing)產能置換,加(jia)快低(di)效(xiao)(xiao)產能退出,引導(dao)建(jian)(jian)材(cai)行(xing)業向輕型化(hua)、集約化(hua)、制品(pin)化(hua)轉型。推(tui)(tui)(tui)動(dong)水泥錯峰生(sheng)產常態化(hua),合理縮短水泥熟(shu)料裝置運轉時(shi)間(jian)。因地制宜利用(yong)(yong)風能、太(tai)陽能等可再生(sheng)能源,逐步提高電力、天然氣及其(qi)他(ta)清(qing)潔能源應(ying)用(yong)(yong)比重(zhong)。鼓勵建(jian)(jian)材(cai)企(qi)業使(shi)用(yong)(yong)粉煤(mei)灰(hui)、工業廢渣、尾礦渣等作為原料或水泥混合材(cai)。加(jia)快推(tui)(tui)(tui)進綠色(se)建(jian)(jian)材(cai)產品(pin)認證和應(ying)用(yong)(yong)推(tui)(tui)(tui)廣(guang),加(jia)強(qiang)新(xin)型膠凝材(cai)料、低(di)碳(tan)混凝土、木(mu)竹建(jian)(jian)材(cai)等低(di)碳(tan)建(jian)(jian)材(cai)產品(pin)研(yan)發應(ying)用(yong)(yong)。推(tui)(tui)(tui)廣(guang)節能技術(shu)設(she)(she)備,開展能源管理體(ti)系建(jian)(jian)設(she)(she),實現節能增效(xiao)(xiao)。

7.推動(dong)石化(hua)(hua)(hua)(hua)(hua)化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)行(xing)業(ye)碳達峰(feng)。優化(hua)(hua)(hua)(hua)(hua)產(chan)(chan)能規模(mo)和布局,加(jia)大落(luo)后產(chan)(chan)能淘汰力(li)度(du),依(yi)法依(yi)規化(hua)(hua)(hua)(hua)(hua)解過剩產(chan)(chan)能。嚴格項(xiang)目(mu)準(zhun)入(ru),合理安排建(jian)(jian)設時(shi)序,嚴控新(xin)增(zeng)煉(lian)油(you)和傳統煤(mei)(mei)化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)生產(chan)(chan)能力(li)。未納入(ru)國家有關領域產(chan)(chan)業(ye)規劃的,一律不得新(xin)建(jian)(jian)改擴建(jian)(jian)煉(lian)油(you)和新(xin)建(jian)(jian)乙烯、對二甲苯(ben)、煤(mei)(mei)制烯烴(jing)項(xiang)目(mu)。推動(dong)化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)行(xing)業(ye)園區化(hua)(hua)(hua)(hua)(hua)、循(xun)環化(hua)(hua)(hua)(hua)(hua)、綠色化(hua)(hua)(hua)(hua)(hua)發展,提升上(shang)下游產(chan)(chan)業(ye)關聯度(du)、耦合度(du)。引(yin)導(dao)企(qi)業(ye)轉變用(yong)(yong)(yong)能方式,促(cu)進(jin)煤(mei)(mei)炭分(fen)質(zhi)分(fen)級(ji)(ji)清潔高(gao)效利(li)用(yong)(yong)(yong),鼓勵以(yi)電力(li)、天然氣(qi)(qi)等替代煤(mei)(mei)炭。引(yin)導(dao)生物質(zhi)制合成氣(qi)(qi),調(diao)整原(yuan)料(liao)結構,拓展富氫原(yuan)料(liao)來源(yuan),推動(dong)石化(hua)(hua)(hua)(hua)(hua)化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)原(yuan)料(liao)輕(qing)質(zhi)化(hua)(hua)(hua)(hua)(hua)。優化(hua)(hua)(hua)(hua)(hua)產(chan)(chan)品結構,促(cu)進(jin)石化(hua)(hua)(hua)(hua)(hua)化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)與煤(mei)(mei)炭開采、冶金、建(jian)(jian)材、化(hua)(hua)(hua)(hua)(hua)纖等產(chan)(chan)業(ye)協同(tong)發展,加(jia)強(qiang)煉(lian)廠干氣(qi)(qi)、液化(hua)(hua)(hua)(hua)(hua)氣(qi)(qi)等副產(chan)(chan)氣(qi)(qi)體高(gao)效利(li)用(yong)(yong)(yong)。鼓勵企(qi)業(ye)節能升級(ji)(ji)改造(zao),加(jia)強(qiang)二氧(yang)化(hua)(hua)(hua)(hua)(hua)碳資源(yuan)化(hua)(hua)(hua)(hua)(hua)綜合利(li)用(yong)(yong)(yong)技術攻(gong)關,推動(dong)能量梯(ti)級(ji)(ji)利(li)用(yong)(yong)(yong)、物料(liao)循(xun)環利(li)用(yong)(yong)(yong)。

(三)城鄉建(jian)設綠(lv)(lv)色低(di)碳發展(zhan)行動。全面轉變(bian)城鄉建(jian)設模(mo)式(shi),提升綠(lv)(lv)色建(jian)筑(zhu)品質(zhi),優(you)化建(jian)筑(zhu)用能(neng)結(jie)構,執行綠(lv)(lv)色建(jian)筑(zhu)標準(zhun),提高(gao)建(jian)筑(zhu)能(neng)效水平(ping)。

3.加(jia)快優化(hua)(hua)建(jian)(jian)(jian)(jian)(jian)筑(zhu)用(yong)(yong)(yong)能結構(gou)。鼓(gu)勵(li)在建(jian)(jian)(jian)(jian)(jian)筑(zhu)領域規模化(hua)(hua)應(ying)用(yong)(yong)(yong)可(ke)(ke)(ke)再生(sheng)(sheng)能源(yuan),提高太陽能、風能、地(di)熱(re)能、生(sheng)(sheng)物(wu)質能等(deng)可(ke)(ke)(ke)再生(sheng)(sheng)能源(yuan)綜合(he)利(li)(li)用(yong)(yong)(yong)水(shui)平。可(ke)(ke)(ke)再生(sheng)(sheng)能源(yuan)利(li)(li)用(yong)(yong)(yong)設(she)施(shi)與建(jian)(jian)(jian)(jian)(jian)筑(zhu)主體(ti)工(gong)程同(tong)步(bu)(bu)設(she)計、同(tong)步(bu)(bu)施(shi)工(gong)、同(tong)步(bu)(bu)驗(yan)收。開展(zhan)建(jian)(jian)(jian)(jian)(jian)筑(zhu)屋(wu)(wu)頂光(guang)(guang)伏行動,充(chong)分利(li)(li)用(yong)(yong)(yong)既(ji)有建(jian)(jian)(jian)(jian)(jian)筑(zhu)屋(wu)(wu)頂資源(yuan)建(jian)(jian)(jian)(jian)(jian)設(she)光(guang)(guang)伏發電(dian)設(she)施(shi),鼓(gu)勵(li)工(gong)業廠房屋(wu)(wu)頂建(jian)(jian)(jian)(jian)(jian)設(she)光(guang)(guang)伏發電(dian)設(she)施(shi),大幅提高建(jian)(jian)(jian)(jian)(jian)筑(zhu)采暖(nuan)、生(sheng)(sheng)活(huo)熱(re)水(shui)、炊事等(deng)電(dian)氣化(hua)(hua)普及(ji)率。推(tui)進(jin)熱(re)電(dian)聯產集(ji)中供(gong)暖(nuan),加(jia)快推(tui)動工(gong)業余熱(re)供(gong)暖(nuan)規模化(hua)(hua)發展(zhan),因地(di)制宜推(tui)行熱(re)泵、生(sheng)(sheng)物(wu)質能、地(di)熱(re)能等(deng)清潔低碳供(gong)暖(nuan)。提高建(jian)(jian)(jian)(jian)(jian)筑(zhu)終(zhong)端電(dian)氣化(hua)(hua)水(shui)平,建(jian)(jian)(jian)(jian)(jian)設(she)集(ji)光(guang)(guang)伏發電(dian)、儲(chu)能、直流配電(dian)、柔性用(yong)(yong)(yong)電(dian)于(yu)一體(ti)的(de)“光(guang)(guang)儲(chu)直柔”建(jian)(jian)(jian)(jian)(jian)筑(zhu)。到(dao)2025年,城鎮建(jian)(jian)(jian)(jian)(jian)筑(zhu)可(ke)(ke)(ke)再生(sheng)(sheng)能源(yuan)替代率達(da)到(dao)8%,新建(jian)(jian)(jian)(jian)(jian)公共(gong)機構(gou)建(jian)(jian)(jian)(jian)(jian)筑(zhu)、新建(jian)(jian)(jian)(jian)(jian)廠房屋(wu)(wu)頂光(guang)(guang)伏覆(fu)蓋(gai)率力爭(zheng)達(da)到(dao)50%。

4.推(tui)進農(nong)村建(jian)設(she)和(he)用能(neng)(neng)(neng)綠(lv)色(se)(se)低碳轉型(xing)(xing)。推(tui)進綠(lv)色(se)(se)農(nong)房(fang)建(jian)設(she),結合農(nong)村人居環境改(gai)善,提升農(nong)房(fang)設(she)計建(jian)造水(shui)平,因(yin)地制宜解(jie)決日照間距、保溫采(cai)暖、通(tong)風采(cai)光等問題(ti)。推(tui)廣(guang)使用綠(lv)色(se)(se)建(jian)材(cai),鼓勵農(nong)民新建(jian)和(he)改(gai)建(jian)農(nong)房(fang)執行(xing)綠(lv)色(se)(se)建(jian)筑評價標準,選用裝配式(shi)鋼結構(gou)等安全(quan)可靠的新型(xing)(xing)建(jian)造方(fang)式(shi)。實施既(ji)有農(nong)房(fang)節能(neng)(neng)(neng)改(gai)造,加(jia)快農(nong)村電網(wang)建(jian)設(she),推(tui)動農(nong)村用能(neng)(neng)(neng)電氣化(hua)。深化(hua)推(tui)廣(guang)蘭考縣(xian)農(nong)村能(neng)(neng)(neng)源革(ge)命試點成(cheng)果。

(四)交(jiao)(jiao)通運(yun)輸(shu)綠色低(di)碳(tan)發(fa)展(zhan)行(xing)動(dong)。加快(kuai)調整優(you)化交(jiao)(jiao)通運(yun)輸(shu)結構(gou),提高交(jiao)(jiao)通運(yun)輸(shu)工具能(neng)效水(shui)平,推進基礎(chu)設施(shi)低(di)碳(tan)建設改(gai)造(zao),引導形成(cheng)綠色低(di)碳(tan)運(yun)輸(shu)方(fang)式(shi)、出行(xing)方(fang)式(shi)。

1.構(gou)建(jian)綠(lv)色(se)高(gao)效(xiao)(xiao)交通運(yun)輸(shu)體(ti)系。推(tui)動不(bu)同(tong)運(yun)輸(shu)方(fang)式(shi)合理分工(gong)、有效(xiao)(xiao)銜接,降低空(kong)載率(lv)和不(bu)合理客貨(huo)(huo)運(yun)周轉(zhuan)量。推(tui)廣高(gao)效(xiao)(xiao)運(yun)輸(shu)組織模式(shi),加(jia)快發(fa)展(zhan)多式(shi)聯運(yun),推(tui)進(jin)(jin)鐵路場站適(shi)(shi)貨(huo)(huo)化改造,創新(xin)發(fa)展(zhan)高(gao)鐵快運(yun),建(jian)設(she)空(kong)公(gong)鐵、鐵公(gong)水等多式(shi)聯運(yun)樞紐。優化客運(yun)組織,構(gou)建(jian)以高(gao)鐵、城(cheng)際鐵路為主(zhu)體(ti)的大容量快速低碳(tan)客運(yun)服務(wu)體(ti)系。加(jia)快城(cheng)鄉物(wu)流(liu)配(pei)(pei)送(song)(song)綠(lv)色(se)發(fa)展(zhan),完善郵(you)政(zheng)和快遞(di)服務(wu)網絡,大力發(fa)展(zhan)集中配(pei)(pei)送(song)(song)、共同(tong)配(pei)(pei)送(song)(song)、夜間配(pei)(pei)送(song)(song),提高(gao)城(cheng)市物(wu)流(liu)配(pei)(pei)送(song)(song)效(xiao)(xiao)率(lv)。加(jia)快先進(jin)(jin)適(shi)(shi)用(yong)技術應用(yong),提升民(min)航(hang)運(yun)行(xing)管(guan)理效(xiao)(xiao)率(lv),引導航(hang)空(kong)企業(ye)加(jia)強智慧運(yun)行(xing),實現系統化節(jie)能降碳(tan)。加(jia)快推(tui)進(jin)(jin)“公(gong)轉(zhuan)鐵”“公(gong)轉(zhuan)水”,建(jian)設(she)大型(xing)工(gong)礦企業(ye)、物(wu)流(liu)園(yuan)區(qu)和主(zhu)要港口等鐵路專(zhuan)用(yong)線(xian),實施(shi)鐵路專(zhuan)用(yong)線(xian)進(jin)(jin)企入(ru)園(yuan)工(gong)程(cheng),“十四五”期間新(xin)增鐵路專(zhuan)用(yong)線(xian)15條,確保打(da)通鐵路貨(huo)(huo)運(yun)“最后一公(gong)里”;實施(shi)內河(he)(he)水運(yun)暢通工(gong)程(cheng),推(tui)進(jin)(jin)淮河(he)(he)、沙潁河(he)(he)、唐河(he)(he)等航(hang)道及周口、信陽、南(nan)陽等港口建(jian)設(she)。

2.推(tui)(tui)(tui)動(dong)(dong)交(jiao)通(tong)(tong)(tong)運(yun)(yun)(yun)輸工具(ju)低碳(tan)轉型。積(ji)極(ji)擴大電(dian)力(li)、氫(qing)能(neng)(neng)、先進生物液(ye)體燃料等新(xin)能(neng)(neng)源(yuan)(yuan)、清(qing)潔能(neng)(neng)源(yuan)(yuan)在交(jiao)通(tong)(tong)(tong)運(yun)(yun)(yun)輸領(ling)域(yu)應用(yong)(yong)范圍。大力(li)推(tui)(tui)(tui)廣新(xin)能(neng)(neng)源(yuan)(yuan)汽(qi)車(che)(che),逐(zhu)步降(jiang)低傳統燃油汽(qi)車(che)(che)在新(xin)車(che)(che)產(chan)銷和汽(qi)車(che)(che)保(bao)有(you)量(liang)中(zhong)的占比(bi)(bi),推(tui)(tui)(tui)動(dong)(dong)城市公(gong)共(gong)服(fu)務車(che)(che)輛(liang)電(dian)動(dong)(dong)化(hua)(hua)(hua)替代(dai),除保(bao)留(liu)必要應急(ji)車(che)(che)輛(liang)外,推(tui)(tui)(tui)動(dong)(dong)城市地(di)(di)(di)面公(gong)交(jiao)、城市物流配送(song)、郵政快遞、出(chu)租(zu)汽(qi)車(che)(che)、公(gong)務用(yong)(yong)車(che)(che)、環衛車(che)(che)輛(liang)新(xin)能(neng)(neng)源(yuan)(yuan)替代(dai),推(tui)(tui)(tui)廣電(dian)力(li)、氫(qing)燃料重型貨運(yun)(yun)(yun)車(che)(che)輛(liang)。加快老舊(jiu)船(chuan)舶更新(xin)改造,發展(zhan)(zhan)電(dian)動(dong)(dong)、液(ye)化(hua)(hua)(hua)天然(ran)氣動(dong)(dong)力(li)船(chuan)舶,深入推(tui)(tui)(tui)進船(chuan)舶靠港使用(yong)(yong)岸電(dian),因地(di)(di)(di)制(zhi)宜開展(zhan)(zhan)內河綠(lv)色(se)智能(neng)(neng)船(chuan)舶示范應用(yong)(yong)。提升機場運(yun)(yun)(yun)行(xing)電(dian)動(dong)(dong)化(hua)(hua)(hua)、智能(neng)(neng)化(hua)(hua)(hua)水平(ping)。持續(xu)提升運(yun)(yun)(yun)輸工具(ju)能(neng)(neng)源(yuan)(yuan)利用(yong)(yong)效率(lv),健全交(jiao)通(tong)(tong)(tong)運(yun)(yun)(yun)輸裝(zhuang)備能(neng)(neng)效標(biao)識制(zhi)度(du)(du)。加快發展(zhan)(zhan)智能(neng)(neng)交(jiao)通(tong)(tong)(tong)、共(gong)享交(jiao)通(tong)(tong)(tong)。到(dao)2025年(nian)(nian),城市地(di)(di)(di)面公(gong)交(jiao)新(xin)能(neng)(neng)源(yuan)(yuan)車(che)(che)替代(dai)率(lv)達到(dao)100%(不含應急(ji)保(bao)障(zhang)車(che)(che)輛(liang)),營運(yun)(yun)(yun)交(jiao)通(tong)(tong)(tong)工具(ju)單位換算(suan)周(zhou)轉量(liang)碳(tan)排放強(qiang)度(du)(du)比(bi)(bi)2020年(nian)(nian)下降(jiang)4.5%左(zuo)右。到(dao)2030年(nian)(nian),營運(yun)(yun)(yun)交(jiao)通(tong)(tong)(tong)工具(ju)單位換算(suan)周(zhou)轉量(liang)碳(tan)排放強(qiang)度(du)(du)比(bi)(bi)2020年(nian)(nian)下降(jiang)13%左(zuo)右,鐵路綜合能(neng)(neng)耗強(qiang)度(du)(du)較(jiao)2020年(nian)(nian)下降(jiang)9.5%左(zuo)右。

(六)碳匯能力提升行動(dong)。大(da)力開展森林河南(nan)生態建設,發展生態農業,加強生態敏感脆弱區的生態保(bao)護和修復,統籌推進全省(sheng)山水林田湖草沙整體(ti)保(bao)護、系(xi)統修復和綜合治(zhi)理。

1.鞏(gong)固(gu)(gu)生(sheng)態(tai)系統(tong)固(gu)(gu)碳能(neng)(neng)力(li)。強(qiang)化國土空(kong)間(jian)規劃和用(yong)途管控,嚴守生(sheng)態(tai)保(bao)(bao)(bao)護紅(hong)線,全(quan)面清理占用(yong)生(sheng)態(tai)紅(hong)線的建設項(xiang)目,健全(quan)長(chang)效機制,確(que)保(bao)(bao)(bao)功能(neng)(neng)不降(jiang)低、面積(ji)不減(jian)少、性質不改變。優化國土空(kong)間(jian)生(sheng)態(tai)修(xiu)復(fu)和森林(lin)河南建設總體(ti)布局,推進國土空(kong)間(jian)全(quan)域生(sheng)態(tai)保(bao)(bao)(bao)護修(xiu)復(fu),積(ji)極開展山水林(lin)田湖草沙保(bao)(bao)(bao)護和修(xiu)復(fu)工程,增強(qiang)生(sheng)態(tai)系統(tong)固(gu)(gu)碳能(neng)(neng)力(li)。嚴格執行土地使用(yong)標準(zhun),加強(qiang)節(jie)約集約用(yong)地評價,推廣節(jie)地技術和節(jie)地模式。

2.提(ti)升(sheng)生(sheng)(sheng)態(tai)(tai)(tai)系(xi)(xi)(xi)統(tong)碳(tan)匯增量(liang)。實(shi)施國土(tu)綠化(hua)重點工(gong)(gong)(gong)程,大(da)力(li)推進山區困難(nan)地(di)(di)造(zao)林(lin)(lin)(lin)(lin)(lin)(lin)和(he)平(ping)原綠化(hua),抓好生(sheng)(sheng)態(tai)(tai)(tai)廊(lang)道提(ti)質(zhi)(zhi)(zhi),開展森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)(lin)(lin)城市、美麗鄉(xiang)村建(jian)設(she)(she)。加強優質(zhi)(zhi)(zhi)森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)(lin)(lin)資(zi)源(yuan)培(pei)育(yu),實(shi)施集約人(ren)工(gong)(gong)(gong)林(lin)(lin)(lin)(lin)(lin)(lin)栽培(pei)、現(xian)有林(lin)(lin)(lin)(lin)(lin)(lin)改培(pei),大(da)力(li)培(pei)育(yu)鄉(xiang)土(tu)樹種(zhong)、珍(zhen)貴樹種(zhong)、大(da)徑(jing)級用材林(lin)(lin)(lin)(lin)(lin)(lin),形(xing)成(cheng)(cheng)樹種(zhong)搭配合理、結構優化(hua)的(de)人(ren)工(gong)(gong)(gong)林(lin)(lin)(lin)(lin)(lin)(lin)資(zi)源(yuan)體(ti)系(xi)(xi)(xi)。實(shi)施森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)(lin)(lin)質(zhi)(zhi)(zhi)量(liang)精準提(ti)升(sheng)工(gong)(gong)(gong)程,大(da)力(li)開展森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)(lin)(lin)撫育(yu)經營、退(tui)化(hua)林(lin)(lin)(lin)(lin)(lin)(lin)修復,培(pei)育(yu)健康穩定、優質(zhi)(zhi)(zhi)高(gao)效的(de)森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)(lin)(lin)資(zi)源(yuan)。鞏固(gu)退(tui)耕還(huan)林(lin)(lin)(lin)(lin)(lin)(lin)還(huan)草(cao)成(cheng)(cheng)果,加強退(tui)化(hua)土(tu)地(di)(di)修復治理,開展荒漠(mo)化(hua)、石漠(mo)化(hua)、水土(tu)流失綜合治理,實(shi)施歷史遺留礦山生(sheng)(sheng)態(tai)(tai)(tai)修復工(gong)(gong)(gong)程。開展退(tui)養還(huan)灘(tan)、生(sheng)(sheng)態(tai)(tai)(tai)補(bu)水,實(shi)施濕(shi)地(di)(di)保護修復,全(quan)面提(ti)升(sheng)黃河(he)(he)(he)干(gan)流、淮河(he)(he)(he)干(gan)流、沙(sha)(sha)潁河(he)(he)(he)、唐白河(he)(he)(he)、湍河(he)(he)(he)、伊洛(luo)河(he)(he)(he)及(ji)平(ping)原地(di)(di)區等濕(shi)地(di)(di)生(sheng)(sheng)態(tai)(tai)(tai)系(xi)(xi)(xi)統(tong)質(zhi)(zhi)(zhi)量(liang)。完(wan)善(shan)濕(shi)地(di)(di)保護治理體(ti)系(xi)(xi)(xi),加快(kuai)河(he)(he)(he)湖(hu)水庫周邊觀(guan)光林(lin)(lin)(lin)(lin)(lin)(lin)帶(dai)和(he)生(sheng)(sheng)態(tai)(tai)(tai)濕(shi)地(di)(di)建(jian)設(she)(she),提(ti)高(gao)濕(shi)地(di)(di)涵(han)養水源(yuan)、保持水土(tu)和(he)固(gu)沙(sha)(sha)能(neng)力(li),防止水土(tu)流失,改善(shan)濕(shi)地(di)(di)生(sheng)(sheng)態(tai)(tai)(tai)質(zhi)(zhi)(zhi)量(liang),維(wei)護濕(shi)地(di)(di)生(sheng)(sheng)態(tai)(tai)(tai)系(xi)(xi)(xi)統(tong)的(de)完(wan)整性(xing)和(he)穩定性(xing)。到(dao)2025年,全(quan)省森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)(lin)(lin)覆蓋率(lv)達(da)到(dao)26.09%,森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)(lin)(lin)蓄(xu)積量(liang)達(da)到(dao)22269萬立方米(mi),全(quan)省生(sheng)(sheng)態(tai)(tai)(tai)安全(quan)屏障進一(yi)步筑牢,森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)(lin)(lin)河(he)(he)(he)南基本(ben)建(jian)成(cheng)(cheng)。

3.穩步提(ti)(ti)升生(sheng)態農(nong)(nong)(nong)業碳(tan)(tan)匯能(neng)力。加(jia)強對(dui)農(nong)(nong)(nong)田防(fang)(fang)護(hu)與生(sheng)態環境(jing)保(bao)持(chi)工(gong)程的規劃,以(yi)高(gao)標準農(nong)(nong)(nong)田項目區防(fang)(fang)護(hu)林網建設為(wei)重點,推(tui)(tui)進平(ping)原農(nong)(nong)(nong)區農(nong)(nong)(nong)田防(fang)(fang)護(hu)林改(gai)擴建,建設帶、片、網相結合(he),多樹種(zhong)、多層次穩固(gu)的平(ping)原農(nong)(nong)(nong)林復合(he)生(sheng)態系統。發展(zhan)(zhan)(zhan)“生(sheng)態綠(lv)色(se)、品質(zhi)優良、環境(jing)友好”綠(lv)色(se)低(di)碳(tan)(tan)循(xun)環農(nong)(nong)(nong)業,有序發展(zhan)(zhan)(zhan)沼氣、生(sheng)物質(zhi)等(deng)(deng)新(xin)能(neng)源(yuan),推(tui)(tui)行“農(nong)(nong)(nong)光(guang)互補(bu)”“光(guang)伏+”設施(shi)(shi)農(nong)(nong)(nong)業等(deng)(deng)低(di)碳(tan)(tan)農(nong)(nong)(nong)業模式,提(ti)(ti)升農(nong)(nong)(nong)業設施(shi)(shi)利用(yong)(yong)太陽能(neng)等(deng)(deng)可再生(sheng)能(neng)源(yuan)水平(ping)。開展(zhan)(zhan)(zhan)耕(geng)地(di)質(zhi)量提(ti)(ti)升行動,推(tui)(tui)動保(bao)護(hu)性耕(geng)作(zuo)(zuo),提(ti)(ti)升秸(jie)稈(gan)肥(fei)料化(hua)利用(yong)(yong)水平(ping),實施(shi)(shi)糞(fen)肥(fei)利用(yong)(yong)綜合(he)養分管理(li)(li),建設以(yi)農(nong)(nong)(nong)作(zuo)(zuo)物秸(jie)稈(gan)、畜禽(qin)糞(fen)污為(wei)主要(yao)(yao)原料的有機(ji)肥(fei)工(gong)程,推(tui)(tui)廣(guang)水肥(fei)一(yi)(yi)體化(hua)、有機(ji)肥(fei)合(he)理(li)(li)施(shi)(shi)用(yong)(yong)和(he)綠(lv)肥(fei)種(zhong)植技術,提(ti)(ti)升農(nong)(nong)(nong)田土(tu)壤有機(ji)質(zhi)含量,增(zeng)強固(gu)碳(tan)(tan)能(neng)力。合(he)理(li)(li)控制(zhi)化(hua)肥(fei)、農(nong)(nong)(nong)藥(yao)、地(di)膜使用(yong)(yong)量,實施(shi)(shi)化(hua)肥(fei)農(nong)(nong)(nong)藥(yao)減量增(zeng)效行動,進一(yi)(yi)步完善主要(yao)(yao)農(nong)(nong)(nong)作(zuo)(zuo)物施(shi)(shi)肥(fei)指標體系,強化(hua)病蟲害(hai)監測預警和(he)統防(fang)(fang)統治,促進肥(fei)料新(xin)產(chan)品新(xin)技術、高(gao)效低(di)毒低(di)風險農(nong)(nong)(nong)藥(yao)、綠(lv)色(se)防(fang)(fang)控技術示范和(he)推(tui)(tui)廣(guang),加(jia)強農(nong)(nong)(nong)膜及農(nong)(nong)(nong)藥(yao)包(bao)裝廢棄物回收治理(li)(li)。到(dao)2025年(nian),全省主要(yao)(yao)糧食作(zuo)(zuo)物化(hua)肥(fei)、農(nong)(nong)(nong)藥(yao)利用(yong)(yong)率達到(dao)43%,秸(jie)稈(gan)綜合(he)利用(yong)(yong)率達到(dao)93%。

(七)減(jian)碳(tan)(tan)科(ke)技創新行動(dong)。完善科(ke)技創新體制機(ji)制,提升創新能(neng)力,聚焦綠色(se)低碳(tan)(tan)循環發展關(guan)鍵(jian)核心技術,促進(jin)(jin)先進(jin)(jin)適用技術規(gui)模化(hua)(hua)利用、產業化(hua)(hua)發展。

1.完善創(chuang)新(xin)(xin)(xin)體(ti)(ti)制機制。制定我省科技(ji)支撐碳(tan)達峰(feng)碳(tan)中和行動(dong)方案,實(shi)施(shi)碳(tan)達峰(feng)碳(tan)中和重(zhong)大科技(ji)創(chuang)新(xin)(xin)(xin)項目,建立高水平(ping)創(chuang)新(xin)(xin)(xin)載體(ti)(ti)平(ping)臺,加大研究與試驗發展經費投(tou)入,建立以企業為主體(ti)(ti)、市(shi)場為導向、產(chan)學研相結合的(de)技(ji)術創(chuang)新(xin)(xin)(xin)體(ti)(ti)系,鼓勵企業承擔綠(lv)色(se)(se)低(di)碳(tan)重(zhong)大科技(ji)項目,持續推(tui)進綠(lv)色(se)(se)低(di)碳(tan)關(guan)鍵核(he)心(xin)技(ji)術攻關(guan)。完善綠(lv)色(se)(se)低(di)碳(tan)創(chuang)新(xin)(xin)(xin)體(ti)(ti)系,加強知識產(chan)權(quan)保護,落實(shi)綠(lv)色(se)(se)低(di)碳(tan)技(ji)術和產(chan)品檢測、評估(gu)、認證體(ti)(ti)系。建立健(jian)全(quan)綠(lv)色(se)(se)低(di)碳(tan)創(chuang)新(xin)(xin)(xin)績效(xiao)考核(he)制度,提高科研成果轉(zhuan)化質量和效(xiao)率。

2.加(jia)強(qiang)創(chuang)新(xin)(xin)能力(li)(li)建設。發揮科技(ji)(ji)(ji)創(chuang)新(xin)(xin)的引領支(zhi)撐作用,在綠(lv)色(se)低(di)碳(tan)領域(yu)建成一批(pi)技(ji)(ji)(ji)術(shu)創(chuang)新(xin)(xin)中心和重點實驗室,適(shi)度超前布局碳(tan)達峰(feng)、碳(tan)中和相關(guan)重大(da)科技(ji)(ji)(ji)基礎設施,建設一批(pi)綠(lv)色(se)低(di)碳(tan)技(ji)(ji)(ji)術(shu)產教(jiao)融合創(chuang)新(xin)(xin)平臺。提高綠(lv)色(se)低(di)碳(tan)技(ji)(ji)(ji)術(shu)自(zi)主(zhu)創(chuang)新(xin)(xin)能力(li)(li),強(qiang)化企(qi)(qi)業在技(ji)(ji)(ji)術(shu)創(chuang)新(xin)(xin)中的主(zhu)體地位(wei),引導行業龍頭企(qi)(qi)業聯合高校、科研(yan)單位(wei)和上下游企(qi)(qi)業建設一批(pi)省(sheng)級綠(lv)色(se)低(di)碳(tan)產業創(chuang)新(xin)(xin)中心。積極引入外省(sheng)市(shi)低(di)碳(tan)研(yan)究機(ji)構、企(qi)(qi)業,匯聚更多科技(ji)(ji)(ji)資源推進綠(lv)色(se)低(di)碳(tan)技(ji)(ji)(ji)術(shu)創(chuang)新(xin)(xin),增強(qiang)核(he)心競(jing)爭(zheng)(zheng)力(li)(li),形成良性競(jing)爭(zheng)(zheng)的市(shi)場環境。

3.強化(hua)綠色低(di)碳重(zhong)大(da)(da)科技攻關。圍(wei)繞重(zhong)點(dian)領(ling)域節能(neng)(neng)(neng)減碳、優化(hua)升(sheng)級的重(zhong)大(da)(da)科技需求,整合(he)集聚各類創新(xin)(xin)(xin)(xin)要素,開(kai)展一批具有(you)前(qian)瞻性(xing)、戰略性(xing)的前(qian)沿科技項目攻關。聚焦低(di)碳零碳負碳技術,大(da)(da)力研(yan)發電能(neng)(neng)(neng)替代、氫基工業(ye)、生(sheng)物燃料等(deng)工藝革新(xin)(xin)(xin)(xin)技術,研(yan)發新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源利(li)用(yong)氣象(xiang)保障、新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源耦合(he)利(li)用(yong)、綠氫、能(neng)(neng)(neng)源回收與再利(li)用(yong)、資源循環高(gao)效利(li)用(yong)、原料多元化(hua)煉化(hua)、生(sheng)物質高(gao)效高(gao)質化(hua)利(li)用(yong)、物質流(liu)和能(neng)(neng)(neng)量流(liu)協同優化(hua)、能(neng)(neng)(neng)源流(liu)網絡(luo)集成等(deng)技術。

4.加快(kuai)先(xian)(xian)進適用技(ji)術(shu)(shu)研(yan)發(fa)和(he)推廣應用。集中力量開展(zhan)復雜(za)大(da)電(dian)網安(an)全穩(wen)定運行和(he)控制、大(da)容(rong)量風電(dian)、高效(xiao)光伏、大(da)容(rong)量電(dian)化(hua)學儲能、低(di)(di)成(cheng)本可再(zai)生(sheng)能源制氫(qing)、碳(tan)捕集利(li)用與封(feng)存等技(ji)術(shu)(shu)創(chuang)新。加快(kuai)推廣先(xian)(xian)進成(cheng)熟(shu)綠色低(di)(di)碳(tan)技(ji)術(shu)(shu),推進規(gui)(gui)模(mo)化(hua)碳(tan)捕集利(li)用與封(feng)存技(ji)術(shu)(shu)研(yan)發(fa)、示(shi)范(fan)和(he)產業(ye)化(hua)應用。加強氫(qing)能技(ji)術(shu)(shu)發(fa)展(zhan),推進氫(qing)能在工業(ye)、交通、城(cheng)鎮建筑等領域規(gui)(gui)模(mo)化(hua)應用。

1.建立精準招(zhao)商(shang)(shang)(shang)(shang)機制。創新多元(yuan)化(hua)(hua)招(zhao)商(shang)(shang)(shang)(shang)方(fang)式,動態完善綠色(se)低(di)(di)碳(tan)(tan)產(chan)業重點(dian)產(chan)業鏈(lian)圖譜和招(zhao)商(shang)(shang)(shang)(shang)路(lu)線圖,鼓勵引進(jin)綠色(se)低(di)(di)碳(tan)(tan)產(chan)業鏈(lian)關(guan)鍵(jian)節(jie)點(dian)和薄弱環(huan)節(jie)相關(guan)企(qi)業,聚焦綠色(se)低(di)(di)碳(tan)(tan)循(xun)環(huan)發(fa)展關(guan)鍵(jian)節(jie)點(dian)企(qi)業,著力引進(jin)一(yi)(yi)批綠色(se)低(di)(di)碳(tan)(tan)重點(dian)項目(mu)。充(chong)分運用市場化(hua)(hua)手段,創新資本招(zhao)商(shang)(shang)(shang)(shang)、產(chan)業鏈(lian)招(zhao)商(shang)(shang)(shang)(shang)、“飛(fei)地(di)”招(zhao)商(shang)(shang)(shang)(shang)、線上招(zhao)商(shang)(shang)(shang)(shang)、駐(zhu)地(di)招(zhao)商(shang)(shang)(shang)(shang)、鄉情招(zhao)商(shang)(shang)(shang)(shang)等方(fang)式。按照國(guo)家部署參與應對氣候變化(hua)(hua)國(guo)際交流(liu),深化(hua)(hua)與共(gong)建“一(yi)(yi)帶(dai)一(yi)(yi)路(lu)”重點(dian)地(di)區合作,積(ji)極參與共(gong)建“一(yi)(yi)帶(dai)一(yi)(yi)路(lu)”綠色(se)低(di)(di)碳(tan)(tan)行業科技創新行動,爭取(qu)實力雄厚外企(qi)在豫投資。

(九)綠色(se)低(di)碳(tan)招才(cai)(cai)引(yin)智行動。高度重視人才(cai)(cai)對實現碳(tan)達(da)峰(feng)、碳(tan)中和(he)(he)目標(biao)的(de)智力支(zhi)撐作用,通過項目引(yin)才(cai)(cai)、平臺育才(cai)(cai)、活動聚(ju)才(cai)(cai),形成綠色(se)低(di)碳(tan)產業和(he)(he)人才(cai)(cai)的(de)雙向磁場效應(ying),加快構建(jian)與省情相(xiang)適(shi)應(ying)的(de)碳(tan)達(da)峰(feng)、碳(tan)中和(he)(he)人才(cai)(cai)體系(xi)。

1.加強人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍(wu)培養建(jian)(jian)設。組(zu)建(jian)(jian)河南(nan)省(sheng)碳(tan)達峰碳(tan)中(zhong)和專(zhuan)家庫,形成(cheng)涵蓋大氣(qi)、水文、地質、生態、林業、能(neng)源、交通、建(jian)(jian)筑、經濟、政策等(deng)領(ling)域(yu)(yu)的(de)咨詢機構。深入(ru)實施“中(zhong)原英(ying)才(cai)(cai)計(ji)劃”,培育(yu)綠(lv)色低(di)碳(tan)領(ling)域(yu)(yu)學(xue)(xue)術帶頭人(ren)(ren)(ren)、中(zhong)青年人(ren)(ren)(ren)才(cai)(cai)、研(yan)究團隊(dui),建(jian)(jian)設科(ke)研(yan)人(ren)(ren)(ren)才(cai)(cai)隊(dui)伍(wu),加快綠(lv)色低(di)碳(tan)發(fa)展人(ren)(ren)(ren)才(cai)(cai)培養。鼓勵鄭州大學(xue)(xue)、河南(nan)大學(xue)(xue)等(deng)開(kai)設應對氣(qi)候變(bian)化(hua)相關學(xue)(xue)科(ke),組(zu)建(jian)(jian)綠(lv)色低(di)碳(tan)領(ling)域(yu)(yu)研(yan)究院,推(tui)動綠(lv)色低(di)碳(tan)相關學(xue)(xue)科(ke)建(jian)(jian)設。鼓勵省(sheng)屬企業、大型(xing)工業企業開(kai)展低(di)碳(tan)發(fa)展戰略(lve)研(yan)究,積極與(yu)國(guo)內高校、職(zhi)業院校合作,探索引進國(guo)內外先進技術,推(tui)動“產學(xue)(xue)研(yan)”一體化(hua)發(fa)展。

2.加大人(ren)才引(yin)進力(li)度。加強綠色低碳領域高(gao)水平科(ke)研(yan)院所、新(xin)(xin)型研(yan)發(fa)機構(gou)、創新(xin)(xin)型企業、高(gao)端人(ren)才團隊引(yin)進和培(pei)育,制定實施更(geng)(geng)有競爭力(li)、吸引(yin)力(li)的人(ren)才政策,更(geng)(geng)好(hao)發(fa)揮中國·河(he)南招才引(yin)智創新(xin)(xin)發(fa)展大會等載體作用,健全(quan)以創新(xin)(xin)能(neng)力(li)、質量、實效、貢獻(xian)為導向的科(ke)技(ji)人(ren)才評價體系,暢通(tong)科(ke)技(ji)成(cheng)果轉移轉化(hua)通(tong)道。

(十)綠色(se)(se)(se)低碳全(quan)民行動(dong)。著力增強全(quan)民節約意識(shi)、環保意識(shi),積極倡導綠色(se)(se)(se)生活、綠色(se)(se)(se)消費,充分發揮公共機(ji)構表率作(zuo)用,引導企業(ye)履行社會(hui)責任,把建(jian)設美(mei)麗(li)河南轉化為全(quan)省人民自(zi)覺行動(dong)。

1.增強(qiang)全民(min)節(jie)能(neng)(neng)低(di)碳(tan)(tan)意識。將綠(lv)色(se)低(di)碳(tan)(tan)發展納(na)入國(guo)民(min)教育體系,開展多種(zhong)形式的資源能(neng)(neng)源環(huan)境國(guo)情(qing)省情(qing)教育,普及碳(tan)(tan)達峰(feng)(feng)、碳(tan)(tan)中和基礎知識。廣泛宣傳(chuan)(chuan)綠(lv)色(se)低(di)碳(tan)(tan)發展理念(nian),加大(da)宣傳(chuan)(chuan)力度,持(chi)續開展世(shi)界(jie)地球(qiu)日、世(shi)界(jie)環(huan)境日、世(shi)界(jie)氣象日、全國(guo)低(di)碳(tan)(tan)日、全省節(jie)能(neng)(neng)宣傳(chuan)(chuan)月等(deng)主(zhu)題宣傳(chuan)(chuan)活(huo)動,推動生態(tai)文明理念(nian)更(geng)加深(shen)入人心,引導全民(min)在衣、食、住、行等(deng)方面(mian)更(geng)加勤(qin)儉(jian)節(jie)約、綠(lv)色(se)低(di)碳(tan)(tan)、文明健(jian)康。支持(chi)具(ju)有典型(xing)代表(biao)性(xing)的城市、園區、企業(ye)開展碳(tan)(tan)達峰(feng)(feng)試(shi)點建設,加快實現綠(lv)色(se)低(di)碳(tan)(tan)轉型(xing),為全省提供可(ke)操作、可(ke)復制、可(ke)推廣的經(jing)驗做(zuo)法(fa)。

2.推(tui)廣綠(lv)色(se)低碳(tan)(tan)生(sheng)(sheng)活(huo)方式(shi)。根據國(guo)家部(bu)署開展(zhan)(zhan)國(guo)家綠(lv)色(se)低碳(tan)(tan)社會行(xing)動示(shi)范創建,深入推(tui)進綠(lv)色(se)生(sheng)(sheng)活(huo)創建行(xing)動,評選宣傳一批優秀示(shi)范典型(xing)、倡導(dao)簡約適度(du)、綠(lv)色(se)低碳(tan)(tan)、文明(ming)健康的生(sheng)(sheng)活(huo)理念和(he)生(sheng)(sheng)活(huo)方式(shi)。大力發(fa)展(zhan)(zhan)綠(lv)色(se)消(xiao)(xiao)費(fei)(fei),推(tui)廣綠(lv)色(se)低碳(tan)(tan)產品,推(tui)動增加綠(lv)色(se)產品和(he)服務供給(gei),支持發(fa)展(zhan)(zhan)共享經濟,構建綠(lv)色(se)產品流通(tong)體系(xi),拓展(zhan)(zhan)綠(lv)色(se)產品消(xiao)(xiao)費(fei)(fei)市場,提(ti)升(sheng)綠(lv)色(se)低碳(tan)(tan)產品市場占有率。倡導(dao)節能環保生(sheng)(sheng)活(huo)方式(shi),合(he)理控制(zhi)室(shi)內空調(diao)溫(wen)度(du),減(jian)少無(wu)效照(zhao)明(ming),提(ti)倡家庭節水節電(dian),減(jian)少使用一次性(xing)用品,做好(hao)生(sheng)(sheng)活(huo)垃圾減(jian)量分類處(chu)理工作(zuo),完善居(ju)民(min)社區再生(sheng)(sheng)資源(yuan)回收(shou)利用體系(xi)。

3.發揮公(gong)共(gong)(gong)機(ji)(ji)構(gou)示(shi)(shi)范引領作(zuo)用(yong)。對標碳達峰、碳中和目標,加強公(gong)共(gong)(gong)機(ji)(ji)構(gou)碳排放核算,開展(zhan)(zhan)綠(lv)(lv)色(se)低(di)碳試點,宣傳(chuan)節能降碳成(cheng)效(xiao)經(jing)驗。組(zu)織公(gong)共(gong)(gong)機(ji)(ji)構(gou)實施綠(lv)(lv)色(se)化(hua)(hua)改造,提高(gao)建(jian)筑和用(yong)能設(she)(she)(she)(she)備(bei)能效(xiao)水(shui)(shui)平。優化(hua)(hua)公(gong)共(gong)(gong)機(ji)(ji)構(gou)能源消費(fei)結構(gou),大力推(tui)進太(tai)陽(yang)能光伏、光熱項目建(jian)設(she)(she)(she)(she)。到(dao)(dao)2025年(nian),全省(sheng)公(gong)共(gong)(gong)機(ji)(ji)構(gou)新建(jian)建(jian)筑可安裝(zhuang)光伏屋頂(ding)面積光伏覆蓋(gai)率力爭達到(dao)(dao)50%。強化(hua)(hua)水(shui)(shui)資(zi)源節約(yue),提升用(yong)水(shui)(shui)效(xiao)率,全部省(sheng)直機(ji)(ji)關(guan)及60%以(yi)上(shang)(shang)的省(sheng)屬(shu)事業單(dan)位(wei)建(jian)成(cheng)節水(shui)(shui)型(xing)單(dan)位(wei)。分(fen)(fen)級有序推(tui)動(dong)公(gong)共(gong)(gong)機(ji)(ji)構(gou)生活垃(la)(la)圾分(fen)(fen)類處理,引導干部職工帶頭(tou)在家(jia)庭、社(she)區(qu)開展(zhan)(zhan)生活垃(la)(la)圾分(fen)(fen)類,分(fen)(fen)批建(jian)成(cheng)公(gong)共(gong)(gong)機(ji)(ji)構(gou)生活垃(la)(la)圾分(fen)(fen)類示(shi)(shi)范點。推(tui)行綠(lv)(lv)色(se)辦(ban)公(gong),提高(gao)辦(ban)公(gong)設(she)(she)(she)(she)備(bei)和資(zi)產(chan)使用(yong)效(xiao)率。全面開展(zhan)(zhan)節約(yue)型(xing)機(ji)(ji)關(guan)建(jian)設(she)(she)(she)(she),到(dao)(dao)2025年(nian),80%以(yi)上(shang)(shang)的縣級及以(yi)上(shang)(shang)機(ji)(ji)關(guan)達到(dao)(dao)建(jian)設(she)(she)(she)(she)要求。組(zu)織開展(zhan)(zhan)公(gong)共(gong)(gong)機(ji)(ji)構(gou)能效(xiao)、水(shui)(shui)效(xiao)領跑者引領行動(dong)。強化(hua)(hua)公(gong)共(gong)(gong)機(ji)(ji)構(gou)節能低(di)碳管(guan)(guan)理,加強管(guan)(guan)理體系建(jian)設(she)(she)(she)(she),完(wan)善管(guan)(guan)理制(zhi)度,提升信息化(hua)(hua)管(guan)(guan)理水(shui)(shui)平。

4.引導(dao)企(qi)業(ye)履行社(she)會(hui)責任。引導(dao)企(qi)業(ye)主動適應綠(lv)色低(di)碳(tan)發展要求(qiu),強化(hua)環(huan)境(jing)責任意(yi)識,加強能(neng)源資源節約(yue),提升綠(lv)色創新(xin)水平。重(zhong)點領(ling)域省屬國有企(qi)業(ye)制定實施企(qi)業(ye)碳(tan)達(da)峰(feng)行動方案,發揮示范引領(ling)作(zuo)(zuo)用。重(zhong)點用能(neng)單位要梳理(li)核(he)算自身碳(tan)排放情況,深入研究碳(tan)減(jian)排路(lu)徑,“一企(qi)一策”制定專(zhuan)項工作(zuo)(zuo)方案,推(tui)進節能(neng)降(jiang)碳(tan)。相關上市(shi)公(gong)(gong)司和發債企(qi)業(ye)按照環(huan)境(jing)信(xin)息依法披露要求(qiu),定期公(gong)(gong)布企(qi)業(ye)碳(tan)排放信(xin)息。充分發揮行業(ye)協會(hui)、產業(ye)聯(lian)盟等(deng)社(she)會(hui)團(tuan)體作(zuo)(zuo)用,督促引導(dao)企(qi)業(ye)自覺履行社(she)會(hui)責任。

5.強化領導干(gan)部(bu)培訓(xun)。將學(xue)(xue)習(xi)貫徹習(xi)近平生態文明思想作(zuo)(zuo)為干(gan)部(bu)教育培訓(xun)的重(zhong)要(yao)(yao)(yao)內容(rong),各(ge)級(ji)黨校(xiao)(行(xing)政學(xue)(xue)院)要(yao)(yao)(yao)把碳(tan)(tan)達峰(feng)(feng)、碳(tan)(tan)中和相關內容(rong)列入教學(xue)(xue)計(ji)劃,分階段(duan)、分層次對各(ge)級(ji)領導干(gan)部(bu)開展培訓(xun),普及科(ke)學(xue)(xue)知識,宣講政策要(yao)(yao)(yao)點,強化法治意識,深化各(ge)級(ji)領導干(gan)部(bu)對碳(tan)(tan)達峰(feng)(feng)、碳(tan)(tan)中和工作(zuo)(zuo)重(zhong)要(yao)(yao)(yao)性、緊(jin)迫性、科(ke)學(xue)(xue)性、系統性的認識。從(cong)事綠(lv)色低碳(tan)(tan)發(fa)展相關工作(zuo)(zuo)的領導干(gan)部(bu)要(yao)(yao)(yao)盡(jin)快提升(sheng)專業(ye)素養(yang)和業(ye)務能力(li),切實增(zeng)強推動(dong)綠(lv)色低碳(tan)(tan)發(fa)展的本領。

四、政策保障

(一(yi)(yi))健全(quan)法規標(biao)準及(ji)統(tong)(tong)計體系(xi)。構(gou)(gou)建(jian)有利于綠色(se)低碳(tan)(tan)(tan)發展(zhan)的(de)地方法規體系(xi),全(quan)面清(qing)理現(xian)行(xing)法規規章中與(yu)碳(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)中和工作不相(xiang)適應的(de)內容。在國(guo)(guo)家(jia)(jia)標(biao)準框架內制定出臺一(yi)(yi)批節能(neng)(neng)低碳(tan)(tan)(tan)地方標(biao)準,按照(zhao)國(guo)(guo)家(jia)(jia)部署支持相(xiang)關(guan)機構(gou)(gou)積(ji)極參(can)與(yu)國(guo)(guo)際和國(guo)(guo)家(jia)(jia)能(neng)(neng)效、低碳(tan)(tan)(tan)標(biao)準制定修訂(ding)。按照(zhao)國(guo)(guo)家(jia)(jia)統(tong)(tong)一(yi)(yi)規范(fan)的(de)碳(tan)(tan)(tan)排放統(tong)(tong)計核算(suan)體系(xi)有關(guan)要求,加強碳(tan)(tan)(tan)排放統(tong)(tong)計監測能(neng)(neng)力建(jian)設,健全(quan)建(jian)筑、交通、公共機構(gou)(gou)等(deng)重(zhong)點(dian)領域及(ji)煤炭、化(hua)工、建(jian)材(cai)、鋼鐵、有色(se)金屬、電力等(deng)重(zhong)點(dian)耗能(neng)(neng)行(xing)業的(de)能(neng)(neng)耗統(tong)(tong)計監測制度(du),提升(sheng)信息(xi)化(hua)監測水平。

(三(san))建(jian)立健全市場化機(ji)制。組織(zhi)省內電(dian)力企業積(ji)極參與全國(guo)碳排放權(quan)交(jiao)(jiao)易(yi),加強企業碳核查,做(zuo)好排放配(pei)(pei)(pei)額(e)分配(pei)(pei)(pei)、自愿交(jiao)(jiao)易(yi)、配(pei)(pei)(pei)套(tao)服(fu)務等工(gong)作(zuo)。修訂用(yong)能(neng)(neng)(neng)權(quan)有償使用(yong)和交(jiao)(jiao)易(yi)試點實(shi)施方(fang)案,完善用(yong)能(neng)(neng)(neng)權(quan)配(pei)(pei)(pei)額(e)分配(pei)(pei)(pei)辦法,推動用(yong)能(neng)(neng)(neng)權(quan)交(jiao)(jiao)易(yi)擴圍,優化能(neng)(neng)(neng)源(yuan)資源(yuan)配(pei)(pei)(pei)置。積(ji)極推行(xing)合同能(neng)(neng)(neng)源(yuan)管理,推廣節能(neng)(neng)(neng)咨詢、診(zhen)斷、設(she)計、融(rong)資、改造、托管等“一站(zhan)式”綜合服(fu)務模式。

五、組織實施

(一)加強(qiang)組織領(ling)(ling)(ling)導。加強(qiang)黨對(dui)碳(tan)達(da)峰、碳(tan)中(zhong)和(he)工(gong)(gong)作(zuo)(zuo)的領(ling)(ling)(ling)導,省碳(tan)達(da)峰碳(tan)中(zhong)和(he)工(gong)(gong)作(zuo)(zuo)領(ling)(ling)(ling)導小組要加強(qiang)整體部署和(he)系統推進,研究重(zhong)(zhong)大問題、組織重(zhong)(zhong)大工(gong)(gong)程、發布重(zhong)(zhong)要數據;領(ling)(ling)(ling)導小組成員(yuan)單位(wei)要加強(qiang)配合(he),扎實推進相關(guan)工(gong)(gong)作(zuo)(zuo);領(ling)(ling)(ling)導小組辦公室要加強(qiang)統籌協調(diao),定(ding)期對(dui)各地和(he)重(zhong)(zhong)點(dian)領(ling)(ling)(ling)域、重(zhong)(zhong)點(dian)行(xing)業工(gong)(gong)作(zuo)(zuo)進展情況進行(xing)調(diao)度,加強(qiang)跟(gen)蹤評估(gu)和(he)督促(cu)檢(jian)查,確保各項任務(wu)落實落細。

(二(er))強化責(ze)任(ren)落實(shi)(shi)。各(ge)地各(ge)部(bu)門要深(shen)刻(ke)認識碳達峰、碳中和(he)工作的重(zhong)要性(xing)、緊(jin)迫(po)性(xing)、復雜性(xing),切實(shi)(shi)扛起責(ze)任(ren),按照本(ben)實(shi)(shi)施(shi)方案確(que)定(ding)的主要目標(biao)和(he)重(zhong)點任(ren)務,著力抓好各(ge)項任(ren)務落實(shi)(shi),確(que)保政策(ce)到位(wei)、措施(shi)到位(wei)、成效(xiao)到位(wei)。工作落實(shi)(shi)情(qing)況(kuang)納入省委生(sheng)態環境保護督察。

(三)嚴格監督考核。落實(shi)國(guo)家碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)和(he)(he)綜合評(ping)價考核制(zhi)度,建(jian)立碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)和(he)(he)工作專(zhuan)項考核機制(zhi),對能源消(xiao)費和(he)(he)碳(tan)(tan)排放指標實(shi)行協同管理、協同分解、協同考核。加(jia)強(qiang)考核結果應用,按照(zhao)國(guo)家和(he)(he)省有關(guan)規定對碳(tan)(tan)達(da)峰工作成效突出的單位(wei)和(he)(he)個人給予表彰獎(jiang)勵(li),對未完成目標任(ren)務的地方、部門依規依紀依法進行通報批(pi)評(ping)和(he)(he)約談問責。各地各有關(guan)部門貫徹落實(shi)情況(kuang)每年向(xiang)省委和(he)(he)省政(zheng)府報告(gao)。
