“十四五”期間,綠色(se)(se)(se)低碳循環發(fa)展的(de)經濟體(ti)系(xi)(xi)初步形成,電(dian)力、煤炭、鋼鐵、焦化(hua)(hua)、化(hua)(hua)工、有色(se)(se)(se)金屬、建(jian)材等重(zhong)點(dian)行業(ye)能源利(li)用(yong)效率大(da)幅提(ti)升(sheng),煤炭清(qing)潔(jie)高效利(li)用(yong)積極推進(jin),煤炭消費增(zeng)長(chang)得到(dao)(dao)嚴格(ge)控(kong)制(zhi),新型電(dian)力系(xi)(xi)統(tong)加(jia)快(kuai)構建(jian),綠色(se)(se)(se)低碳技術研發(fa)和(he)推廣取得新進(jin)展,綠色(se)(se)(se)生(sheng)產生(sheng)活方式得到(dao)(dao)普遍推行,有利(li)于綠色(se)(se)(se)低碳發(fa)展的(de)政策保障制(zhi)度體(ti)系(xi)(xi)進(jin)一步完(wan)善。到(dao)(dao)2025年,非化(hua)(hua)石(shi)能源消費比(bi)重(zhong)達(da)到(dao)(dao)12%,新能源和(he)清(qing)潔(jie)能源裝機占(zhan)比(bi)達(da)到(dao)(dao)50%、發(fa)電(dian)量(liang)占(zhan)比(bi)達(da)到(dao)(dao)30%,單(dan)位(wei)地區生(sheng)產總值能源消耗(hao)和(he)二氧化(hua)(hua)碳排放下降確保完(wan)成國家下達(da)目標,為實(shi)現(xian)碳達(da)峰(feng)奠定堅實(shi)基礎。 “十五五”期間,資源(yuan)型經濟(ji)轉型任務基本完成(cheng),經濟(ji)社會發展全面綠(lv)色(se)轉型取得顯著成(cheng)效,重點耗能(neng)行業能(neng)源(yuan)利用效率達(da)到國內先進水平,部分達(da)到國際先進水平,清潔低碳(tan)(tan)(tan)安(an)全高效的(de)現代能(neng)源(yuan)體系(xi)初步建立,煤(mei)炭消費(fei)逐步減少(shao),綠(lv)色(se)低碳(tan)(tan)(tan)技術取得關(guan)鍵(jian)突破,綠(lv)色(se)生(sheng)活方式成(cheng)為公眾自覺選擇,綠(lv)色(se)低碳(tan)(tan)(tan)發展的(de)政策制度體系(xi)基本健全。到2030年,非化石能(neng)源(yuan)消費(fei)比(bi)重達(da)到18%,新能(neng)源(yuan)和清潔能(neng)源(yuan)裝機占比(bi)達(da)到60%以上(shang),單位(wei)地區(qu)生(sheng)產總值能(neng)源(yuan)消耗和二氧化碳(tan)(tan)(tan)排(pai)放持續下降,在保(bao)障國家能(neng)源(yuan)安(an)全的(de)前提(ti)下二氧化碳(tan)(tan)(tan)排(pai)放量力爭達(da)到峰(feng)值。 二、深化能(neng)源革命試點(dian),夯實碳達峰基(ji)石(shi) 立足山西(xi)作為能(neng)源(yuan)大省(sheng)的基本(ben)省(sheng)情,以保障國家能(neng)源(yuan)安全(quan)為根本(ben),堅持煤(mei)炭和煤(mei)電(dian)、煤(mei)電(dian)和新能(neng)源(yuan)、煤(mei)炭和煤(mei)化工、煤(mei)炭產(chan)業和數(shu)字技(ji)術(shu)(shu)、煤(mei)炭產(chan)業和降碳(tan)技(ji)術(shu)(shu)“五個一體化”融(rong)合發展的主要戰(zhan)略方向(xiang),引(yin)深(shen)能(neng)源(yuan)革命綜(zong)合改(gai)革試點(dian),加強煤(mei)炭清潔高(gao)效利用,實施傳統能(neng)源(yuan)綠(lv)色(se)低碳(tan)轉型、新能(neng)源(yuan)和清潔能(neng)源(yuan)替代、節(jie)能(neng)降碳(tan)增(zeng)效三(san)大行(xing)動(dong),加快規劃建設(she)新型能(neng)源(yuan)體系,促進能(neng)源(yuan)生(sheng)產(chan)和消費結構(gou)調整,有(you)效控制碳(tan)排放(fang)的源(yuan)頭和入(ru)口(kou)。 (一)傳統能源綠色低碳轉型行動 六、完善政策保障 (一)建立健全碳排放統計核算體系 按照(zhao)國家(jia)碳(tan)排(pai)(pai)放(fang)統計(ji)核(he)算方法,建立(li)(li)完善(shan)山西省(sheng)(sheng)(sheng)碳(tan)排(pai)(pai)放(fang)核(he)算體系(xi)(xi)。加(jia)強碳(tan)排(pai)(pai)放(fang)統計(ji)能(neng)力(li)建設(she),夯實能(neng)源統計(ji)基層(ceng)基礎,強化能(neng)源消費數(shu)據審核(he),科(ke)學編制(zhi)能(neng)源平衡表。探索(suo)建立(li)(li)省(sheng)(sheng)(sheng)級(ji)溫室氣體綜合(he)管(guan)理(li)平臺(tai),建立(li)(li)山西省(sheng)(sheng)(sheng)重(zhong)點領域(yu)碳(tan)排(pai)(pai)放(fang)核(he)算與跟蹤預警體系(xi)(xi)框架。建設(she)重(zhong)點行(xing)業(ye)(ye)、企業(ye)(ye)碳(tan)排(pai)(pai)放(fang)監(jian)(jian)測體系(xi)(xi),推動重(zhong)點企業(ye)(ye)日常碳(tan)排(pai)(pai)放(fang)監(jian)(jian)控和(he)年度碳(tan)排(pai)(pai)放(fang)報告(gao)核(he)查,率(lv)先開展太原國家(jia)級(ji)碳(tan)監(jian)(jian)測評估試點。綜合(he)運用地面環境(jing)二(er)氧化碳(tan)濃度監(jian)(jian)測、衛星遙感(gan)反演、模(mo)式模(mo)擬的(de)二(er)氧化碳(tan)濃度分布等數(shu)據,科(ke)學評估各市碳(tan)達峰行(xing)動成效。推進全省(sheng)(sheng)(sheng)企業(ye)(ye)碳(tan)賬戶管(guan)理(li)體系(xi)(xi)建設(she),提高企業(ye)(ye)碳(tan)資產管(guan)理(li)意識(shi)和(he)能(neng)力(li)。(省(sheng)(sheng)(sheng)發展改革委(wei)、省(sheng)(sheng)(sheng)統計(ji)局、省(sheng)(sheng)(sheng)生態環境(jing)廳、省(sheng)(sheng)(sheng)能(neng)源局、省(sheng)(sheng)(sheng)工(gong)信(xin)廳、省(sheng)(sheng)(sheng)氣象局等按職(zhi)責分工(gong)負(fu)責) (二)完善地方性法規和標準體系 推(tui)動清理(li)現行地方性(xing)法(fa)規(gui)中(zhong)與(yu)碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和(he)工(gong)作不相(xiang)(xiang)適應的(de)內容,推(tui)動制(zhi)定(ding)、修訂《山(shan)西省節約能(neng)源(yuan)條(tiao)例》《山(shan)西省煤炭管理(li)條(tiao)例》《山(shan)西省循(xun)環經濟促(cu)進(jin)條(tiao)例》《山(shan)西省大氣污染防(fang)治條(tiao)例》等促(cu)進(jin)應對氣候變(bian)化和(he)碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和(he)工(gong)作的(de)相(xiang)(xiang)關(guan)(guan)地方性(xing)法(fa)規(gui),增強相(xiang)(xiang)關(guan)(guan)法(fa)規(gui)的(de)針對性(xing)和(he)有效性(xing)。落實國(guo)家各項(xiang)綠(lv)色(se)標(biao)準,支持(chi)重點企(qi)業和(he)機構積極參與(yu)國(guo)際、國(guo)家、行業能(neng)效和(he)低(di)碳(tan)(tan)標(biao)準制(zhi)定(ding)。(省能(neng)源(yuan)局、省發展(zhan)改革委、省生態(tai)環境廳(ting)、省自然資源(yuan)廳(ting)、省市場監管局、省工(gong)信廳(ting)等按職責分工(gong)負(fu)責) (三)完善財稅金融及價格政策 加大財政(zheng)對高碳(tan)行業低碳(tan)轉型、綠(lv)(lv)色低碳(tan)產業發(fa)展(zhan)和技術研發(fa)等(deng)支持(chi)(chi)(chi)力(li)度。強化環境保護、節(jie)能(neng)節(jie)水(shui)、新(xin)能(neng)源(yuan)和清潔能(neng)源(yuan)車船稅收優惠(hui)政(zheng)策(ce)(ce)落(luo)實(shi)(shi)(shi)。持(chi)(chi)(chi)續落(luo)實(shi)(shi)(shi)銷(xiao)售自(zi)產的(de)利用風力(li)生(sheng)產的(de)電(dian)(dian)力(li)產品增值稅即征即退50%政(zheng)策(ce)(ce),落(luo)實(shi)(shi)(shi)國(guo)家關于可(ke)再生(sheng)能(neng)源(yuan)并網消納等(deng)財稅支持(chi)(chi)(chi)政(zheng)策(ce)(ce)。完(wan)(wan)(wan)善(shan)與可(ke)再生(sheng)能(neng)源(yuan)規模化發(fa)展(zhan)相(xiang)適應(ying)的(de)價(jia)(jia)格機制(zhi),全(quan)面(mian)放開競爭性(xing)環節(jie)電(dian)(dian)價(jia)(jia),完(wan)(wan)(wan)善(shan)分時電(dian)(dian)價(jia)(jia)、階梯電(dian)(dian)價(jia)(jia)等(deng)綠(lv)(lv)色電(dian)(dian)價(jia)(jia)政(zheng)策(ce)(ce),加大峰(feng)谷電(dian)(dian)價(jia)(jia)差,全(quan)面(mian)落(luo)實(shi)(shi)(shi)戰略性(xing)新(xin)興產業電(dian)(dian)價(jia)(jia)機制(zhi)。推動(dong)山西(xi)能(neng)源(yuan)轉型發(fa)展(zhan)基金(jin)(jin)投(tou)資(zi)(zi)向碳(tan)達峰(feng)碳(tan)中和領域傾斜。鼓勵支持(chi)(chi)(chi)企業采取(qu)基礎設施領域不動(dong)產投(tou)資(zi)(zi)信托基金(jin)(jin)(REITs)等(deng)方式盤活存量資(zi)(zi)產,投(tou)資(zi)(zi)相(xiang)關項目建設。完(wan)(wan)(wan)善(shan)綠(lv)(lv)色金(jin)(jin)融(rong)激勵機制(zhi),支持(chi)(chi)(chi)有條件的(de)地(di)區申報(bao)國(guo)家氣候投(tou)融(rong)資(zi)(zi)試點。(省(sheng)財政(zheng)廳(ting)、省(sheng)稅務局(ju)、省(sheng)發(fa)展(zhan)改革委、省(sheng)能(neng)源(yuan)局(ju)、省(sheng)工信廳(ting)、省(sheng)生(sheng)態(tai)環境廳(ting)、人行太原中心(xin)支行、省(sheng)地(di)方金(jin)(jin)融(rong)監管局(ju)等(deng)按職責(ze)分工負(fu)責(ze)) (四)建立健全市場化機制 積(ji)極參與全(quan)國碳排放權交(jiao)易(yi)(yi)(yi)市(shi)(shi)場(chang)(chang)(chang)建設,按國家要(yao)求逐步擴大交(jiao)易(yi)(yi)(yi)行業(ye)(ye)范圍(wei),強化(hua)數(shu)據質(zhi)量監督(du)管理(li),探(tan)索制定碳普惠、公益性(xing)碳交(jiao)易(yi)(yi)(yi)等(deng)(deng)激勵政策。積(ji)極參與國家碳排放權、用能權等(deng)(deng)市(shi)(shi)場(chang)(chang)(chang)交(jiao)易(yi)(yi)(yi)。深(shen)化(hua)電(dian)力(li)(li)市(shi)(shi)場(chang)(chang)(chang)化(hua)改革,推進電(dian)力(li)(li)現貨交(jiao)易(yi)(yi)(yi)試點。明確新型儲能獨立(li)市(shi)(shi)場(chang)(chang)(chang)主(zhu)體地位,加快推動儲能進入電(dian)力(li)(li)市(shi)(shi)場(chang)(chang)(chang)參與獨立(li)調峰。加快建立(li)可再生能源(yuan)綠色電(dian)力(li)(li)證(zheng)書交(jiao)易(yi)(yi)(yi)制度,鼓(gu)勵可再生能源(yuan)發(fa)電(dian)企業(ye)(ye)通過(guo)綠電(dian)、綠證(zheng)交(jiao)易(yi)(yi)(yi)等(deng)(deng)獲得(de)合理(li)收益補償。(省(sheng)生態(tai)環境(jing)廳、省(sheng)能源(yuan)局、省(sheng)發(fa)展改革委(wei)、國網山西省(sheng)電(dian)力(li)(li)公司等(deng)(deng)按職責分工負責) 七、加強組織實施 (一)加強統籌協調 各地(di)、各部門(men)、各單位要(yao)全面貫徹黨中央、國(guo)務院關于碳(tan)達(da)峰碳(tan)中和(he)的重大(da)決策部署(shu),切實(shi)加強(qiang)對碳(tan)達(da)峰碳(tan)中和(he)工作(zuo)(zuo)(zuo)的領(ling)導(dao)。省推(tui)進(jin)碳(tan)達(da)峰碳(tan)中和(he)工作(zuo)(zuo)(zuo)領(ling)導(dao)小(xiao)組(zu)(zu)(zu)負責(ze)研究審議重大(da)問題、協(xie)調(diao)重大(da)政(zheng)策、制(zhi)定(ding)重大(da)規劃、安排(pai)重大(da)項(xiang)目。領(ling)導(dao)小(xiao)組(zu)(zu)(zu)成員單位要(yao)按照省委、省政(zheng)府決策部署(shu),扎實(shi)推(tui)進(jin)相關工作(zuo)(zuo)(zuo)。領(ling)導(dao)小(xiao)組(zu)(zu)(zu)辦公室要(yao)加強(qiang)統籌(chou)協(xie)調(diao),定(ding)期對各地(di)和(he)重點領(ling)域(yu)、行業工作(zuo)(zuo)(zuo)進(jin)展(zhan)情(qing)況(kuang)進(jin)行調(diao)度,督促各項(xiang)目標任務落細落實(shi)。各市人民(min)政(zheng)府要(yao)因地(di)制(zhi)宜制(zhi)定(ding)碳(tan)達(da)峰實(shi)施(shi)方案(an),方案(an)經省推(tui)進(jin)碳(tan)達(da)峰碳(tan)中和(he)工作(zuo)(zuo)(zuo)領(ling)導(dao)小(xiao)組(zu)(zu)(zu)綜合平衡(heng)、審核通過后自行印(yin)發實(shi)施(shi)。 (二)強化責任落實 各(ge)(ge)市、各(ge)(ge)有關部(bu)門要(yao)深刻(ke)認識(shi)碳(tan)(tan)達峰碳(tan)(tan)中和工作(zuo)(zuo)的重(zhong)要(yao)性(xing)、緊迫性(xing)、復雜性(xing),切(qie)實扛起責(ze)任(ren),按(an)照省委、省政(zheng)府《關于完整準確(que)(que)全面貫徹新發(fa)展理念(nian)切(qie)實做好碳(tan)(tan)達峰碳(tan)(tan)中和工作(zuo)(zuo)的實施(shi)意見(jian)》和本方案確(que)(que)定的主(zhu)要(yao)目標和重(zhong)點任(ren)務(wu),著(zhu)力抓好各(ge)(ge)項任(ren)務(wu)落實,避免“一刀切(qie)”限電限產或運(yun)動(dong)式“減碳(tan)(tan)”,確(que)(que)保政(zheng)策(ce)到位(wei)、措施(shi)到位(wei)、成效到位(wei),工作(zuo)(zuo)落實情況納入省級(ji)生態環境(jing)保護督察。各(ge)(ge)相關單(dan)位(wei)、人(ren)民團體、社會組(zu)織要(yao)按(an)照國家(jia)及我省有關部(bu)署,積(ji)極發(fa)揮自(zi)身作(zuo)(zuo)用,推進綠(lv)色(se)低碳(tan)(tan)發(fa)展。 (三)嚴格監督考核
