一、現狀與形勢

(一)面臨形(xing)勢隨著各(ge)國應對氣候(hou)變(bian)化壓力增大、能(neng)源(yuan)(yuan)低碳(tan)(tan)轉(zhuan)型加速,作為(wei)清潔低碳(tan)(tan)、靈(ling)活高(gao)效和應用場(chang)景豐富的新型能(neng)源(yuan)(yuan),氫能(neng)已逐步成(cheng)為(wei)未來全(quan)球(qiu)能(neng)源(yuan)(yuan)戰略的重要組成(cheng)部分,并在部分領域實現了(le)商(shang)業化應用。

從國際來看(kan),全球(qiu)主要(yao)經(jing)濟體都(dou)在(zai)(zai)積極布(bu)局(ju)氫(qing)能(neng)(neng)產(chan)(chan)業(ye),氫(qing)能(neng)(neng)正陸續成為(wei)各國能(neng)(neng)源(yuan)(yuan)轉(zhuan)型、培(pei)育經(jing)濟新增長(chang)點的重要(yao)戰(zhan)略選擇,氫(qing)能(neng)(neng)技術日趨成熟,氫(qing)能(neng)(neng)產(chan)(chan)業(ye)蓬(peng)勃(bo)興起。截至2021年底,全球(qiu)年制氫(qing)產(chan)(chan)量(liang)約(yue)7000萬噸,氫(qing)燃料電(dian)池汽車保有(you)量(liang)近(jin)5萬輛,加氫(qing)站數(shu)量(liang)685座(zuo)。根據國際氫(qing)能(neng)(neng)委員會(hui)預(yu)測(ce),到2050年,全球(qiu)氫(qing)能(neng)(neng)產(chan)(chan)業(ye)將(jiang)創(chuang)造3000萬個工作崗位(wei),減少60億(yi)噸二(er)氧化碳(tan)排放,創(chuang)造2.5萬億(yi)美元的市場規模,在(zai)(zai)全球(qiu)能(neng)(neng)源(yuan)(yuan)消費(fei)結構占(zhan)比中(zhong)達到18%。

從國(guo)內(nei)來看(kan),自2019年(nian)首(shou)次(ci)寫入政(zheng)府工(gong)作報告以來,氫(qing)能(neng)成為(wei)備受關注(zhu)的能(neng)源(yuan)轉(zhuan)型(xing)發(fa)(fa)展(zhan)熱點。氫(qing)能(neng)產業(ye)(ye)發(fa)(fa)展(zhan)頂層設計日益完(wan)善,國(guo)家(jia)發(fa)(fa)布首(shou)個氫(qing)能(neng)產業(ye)(ye)發(fa)(fa)展(zhan)中長(chang)(chang)期規(gui)劃(hua),啟動燃料電池汽車(che)示范應(ying)用。多個省(區(qu)、市)發(fa)(fa)布省級氫(qing)能(neng)專項(xiang)規(gui)劃(hua)或指導意見。氫(qing)能(neng)產業(ye)(ye)體系逐漸完(wan)備,初步形(xing)成長(chang)(chang)三角、粵(yue)港澳(ao)大(da)灣區(qu)、京津冀、成渝等產業(ye)(ye)集(ji)聚發(fa)(fa)展(zhan)區(qu)域。截至2021年(nian)底,全國(guo)年(nian)制氫(qing)產量(liang)約(yue)3300萬(wan)(wan)噸(dun),氫(qing)燃料電池汽車(che)保有(you)量(liang)近(jin)9000輛(liang),加(jia)氫(qing)站數(shu)量(liang)已(yi)超過250座。根據國(guo)家(jia)氫(qing)能(neng)產業(ye)(ye)發(fa)(fa)展(zhan)規(gui)劃(hua),到(dao)2025年(nian),全國(guo)燃料電池車(che)輛(liang)保有(you)量(liang)約(yue)5萬(wan)(wan)輛(liang),可再生能(neng)源(yuan)制氫(qing)量(liang)達(da)到(dao)10-20萬(wan)(wan)噸(dun)/年(nian),實現(xian)二氧(yang)化碳減排100-200萬(wan)(wan)噸(dun)/年(nian)。

從氫(qing)(qing)(qing)(qing)能技(ji)術(shu)發展來(lai)(lai)看(kan),氫(qing)(qing)(qing)(qing)能全產業鏈核心關鍵技(ji)術(shu)日漸(jian)成熟(shu)。制(zhi)氫(qing)(qing)(qing)(qing)環(huan)節(jie)(jie),化(hua)石(shi)能源制(zhi)氫(qing)(qing)(qing)(qing)和化(hua)工副(fu)產氫(qing)(qing)(qing)(qing)提純技(ji)術(shu)相對(dui)成熟(shu)、制(zhi)氫(qing)(qing)(qing)(qing)成本低廉,是目前(qian)氫(qing)(qing)(qing)(qing)氣的(de)主要制(zhi)取路徑(jing),電(dian)解水制(zhi)氫(qing)(qing)(qing)(qing)技(ji)術(shu)快速發展,在應(ying)對(dui)氣候變化(hua)背景(jing)下,未(wei)來(lai)(lai)可(ke)再生(sheng)能源電(dian)解水制(zhi)氫(qing)(qing)(qing)(qing)將成為發展主流。儲(chu)運(yun)環(huan)節(jie)(jie),高壓(ya)氣態(tai)(tai)儲(chu)氫(qing)(qing)(qing)(qing)技(ji)術(shu)相對(dui)成熟(shu),液態(tai)(tai)、固態(tai)(tai)氫(qing)(qing)(qing)(qing)氣儲(chu)運(yun)技(ji)術(shu)不斷進(jin)步,多元氫(qing)(qing)(qing)(qing)氣儲(chu)運(yun)技(ji)術(shu)體(ti)系持續完善。加(jia)(jia)氫(qing)(qing)(qing)(qing)環(huan)節(jie)(jie),加(jia)(jia)氫(qing)(qing)(qing)(qing)設備成本持續降(jiang)低,加(jia)(jia)氫(qing)(qing)(qing)(qing)運(yun)行效率穩步提高,加(jia)(jia)氫(qing)(qing)(qing)(qing)站(zhan)的(de)經濟性大(da)大(da)提升。氫(qing)(qing)(qing)(qing)燃料電(dian)池環(huan)節(jie)(jie),氫(qing)(qing)(qing)(qing)燃料電(dian)池出貨(huo)量快速增(zeng)長、成本持續下降(jiang),氫(qing)(qing)(qing)(qing)燃料電(dian)池正由示范應(ying)用逐步走(zou)向(xiang)規模化(hua)推(tui)廣(guang)。

從氫(qing)能(neng)產業發展(zhan)來看,市場(chang)前景(jing)廣(guang)闊。氫(qing)能(neng)應(ying)用場(chang)景(jing)日益豐富,在(zai)交通(tong)運輸、電(dian)力(li)(li)供給、工業替(ti)代等領域將實現更為多元的應(ying)用。通(tong)過(guo)燃料電(dian)池在(zai)交通(tong)領域的應(ying)用,可推動交通(tong)用能(neng)清潔化;通(tong)過(guo)與電(dian)力(li)(li)、熱(re)力(li)(li)互(hu)聯互(hu)補,可提(ti)高(gao)能(neng)源利(li)用效率;通(tong)過(guo)與鋼鐵(tie)、冶(ye)金等行業融合(he),可助力(li)(li)深度脫(tuo)碳。

(二)發展基礎(chu)湖南(nan)省氫(qing)能(neng)(neng)產業(ye)鏈較為完整,氫(qing)源相對(dui)穩(wen)定(ding),氫(qing)燃料(liao)電池(chi)汽車研發制造實力較強,氫(qing)能(neng)(neng)示范(fan)有所(suo)突(tu)破,具備氫(qing)能(neng)(neng)產業(ye)規模(mo)化發展的基礎(chu)條件。

氫(qing)能(neng)(neng)產(chan)業(ye)(ye)鏈初步(bu)成型(xing)。省內(nei)現有(you)氫(qing)能(neng)(neng)產(chan)業(ye)(ye)相關的企(qi)(qi)(qi)業(ye)(ye)及(ji)研(yan)究機構(gou)約30余家,涵(han)蓋氫(qing)氣(qi)制取、儲(chu)運、加注、燃(ran)料(liao)(liao)電池(chi)、氫(qing)燃(ran)料(liao)(liao)電池(chi)汽車(che)制造及(ji)配(pei)套產(chan)業(ye)(ye)等環(huan)節(jie)(jie)。制氫(qing)環(huan)節(jie)(jie)有(you)淳華氫(qing)能(neng)(neng)、華龍特氣(qi)、正拓標氫(qing)、氫(qing)氫(qing)松松等企(qi)(qi)(qi)業(ye)(ye),部分企(qi)(qi)(qi)業(ye)(ye)產(chan)品(pin)達到國內(nei)先進水平;儲(chu)運環(huan)節(jie)(jie)有(you)時代(dai)新材、鉑陸氫(qing)能(neng)(neng)、金博股份(fen)等企(qi)(qi)(qi)業(ye)(ye);加注環(huan)節(jie)(jie)有(you)中石化(hua)(湖南(nan))、五凌電力等企(qi)(qi)(qi)業(ye)(ye);燃(ran)料(liao)(liao)電池(chi)環(huan)節(jie)(jie)有(you)振邦氫(qing)能(neng)(neng)、氫(qing)捷新能(neng)(neng)源、湖南(nan)理工燃(ran)料(liao)(liao)電池(chi)等企(qi)(qi)(qi)業(ye)(ye),現階(jie)(jie)段主要以(yi)產(chan)品(pin)研(yan)發為主,尚(shang)處于起步(bu)階(jie)(jie)段;氫(qing)車(che)制造環(huan)節(jie)(jie)有(you)三一集團、中聯重科(ke)、中車(che)電動等企(qi)(qi)(qi)業(ye)(ye),龍頭企(qi)(qi)(qi)業(ye)(ye)轉型(xing)意愿強烈,具有(you)較強引領作用(yong)。

氫(qing)(qing)氣(qi)資源(yuan)(yuan)(yuan)(yuan)(yuan)供給穩定。全(quan)省(sheng)年制(zhi)氫(qing)(qing)產(chan)量約14萬(wan)(wan)噸(dun)(dun),年可(ke)(ke)外供氫(qing)(qing)氣(qi)近9萬(wan)(wan)噸(dun)(dun),可(ke)(ke)滿(man)足(zu)應(ying)用(yong)需求。工業(ye)副產(chan)氫(qing)(qing)方面(mian),省(sheng)內擁(yong)有巴陵石(shi)化(hua)、建(jian)(jian)滔化(hua)工、漣源(yuan)(yuan)(yuan)(yuan)(yuan)鋼鐵、船形化(hua)工、金悅科技等眾(zhong)多企(qi)業(ye)。其中巴陵石(shi)化(hua)年產(chan)氫(qing)(qing)氣(qi)達(da)10萬(wan)(wan)噸(dun)(dun),建(jian)(jian)滔化(hua)工年產(chan)氫(qing)(qing)氣(qi)1萬(wan)(wan)噸(dun)(dun);漣源(yuan)(yuan)(yuan)(yuan)(yuan)鋼鐵擁(yong)有成熟的(de)(de)焦爐(lu)煤氣(qi)制(zhi)氫(qing)(qing)技術及設備,現(xian)有制(zhi)氫(qing)(qing)裝(zhuang)置(zhi)1座(700標方/小(xiao)時)。豐富的(de)(de)工業(ye)副產(chan)氫(qing)(qing)資源(yuan)(yuan)(yuan)(yuan)(yuan)可(ke)(ke)滿(man)足(zu)氫(qing)(qing)能(neng)產(chan)業(ye)起步階段的(de)(de)用(yong)氫(qing)(qing)需求。可(ke)(ke)再(zai)生能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)制(zhi)氫(qing)(qing)方面(mian),經資源(yuan)(yuan)(yuan)(yuan)(yuan)普查,全(quan)省(sheng)可(ke)(ke)開發(fa)(fa)風電、光(guang)伏(fu)發(fa)(fa)電資源(yuan)(yuan)(yuan)(yuan)(yuan)超過1億千(qian)瓦,2021年全(quan)省(sheng)可(ke)(ke)再(zai)生能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)(fa)電裝(zhuang)機(ji)3062萬(wan)(wan)千(qian)瓦,預(yu)計2025年全(quan)省(sheng)可(ke)(ke)再(zai)生能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)裝(zhuang)機(ji)達(da)到4450萬(wan)(wan)千(qian)瓦,豐富的(de)(de)可(ke)(ke)再(zai)生能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)(yuan)(yuan)和持續增長的(de)(de)可(ke)(ke)再(zai)生能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)(fa)電裝(zhuang)機(ji),可(ke)(ke)支撐可(ke)(ke)再(zai)生能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)制(zhi)氫(qing)(qing)的(de)(de)發(fa)(fa)展。

氫能產(chan)品(pin)研發成(cheng)(cheng)果初顯。工程(cheng)機械(xie)、新材料(liao)、軌道交(jiao)通(tong)、通(tong)用航空等優勢(shi)領(ling)域(yu)企業積極轉型(xing),向氫能產(chan)業鏈延伸(shen)拓展。三(san)一集團(tuan)成(cheng)(cheng)功研制氫燃(ran)(ran)料(liao)電(dian)池(chi)攪(jiao)拌車(che)(che)(che)、自卸車(che)(che)(che)和(he)牽(qian)引車(che)(che)(che),后續可(ke)拓展10余(yu)款氫能工程(cheng)車(che)(che)(che)輛型(xing)號,下線氫燃(ran)(ran)料(liao)電(dian)池(chi)系統、車(che)(che)(che)載氫系統、氫氣壓縮(suo)機、加(jia)氫站成(cheng)(cheng)套裝備等產(chan)品(pin)。中(zhong)聯重科成(cheng)(cheng)功研制氫燃(ran)(ran)料(liao)電(dian)池(chi)叉車(che)(che)(che)和(he)抑塵(chen)車(che)(che)(che),發布氫燃(ran)(ran)料(liao)電(dian)池(chi)重型(xing)底盤。中(zhong)車(che)(che)(che)電(dian)動擁(yong)有成(cheng)(cheng)熟的氫燃(ran)(ran)料(liao)電(dian)池(chi)功率變換器生(sheng)產(chan)線,同時具(ju)備氫燃(ran)(ran)料(liao)電(dian)池(chi)客車(che)(che)(che)設計開發和(he)產(chan)業化能力。中(zhong)車(che)(che)(che)株機研制了全球軌道交(jiao)通(tong)最大功率氫能調車(che)(che)(che)機車(che)(che)(che)。

示(shi)范應用實現突破。建成投運岳陽云(yun)港路油氫(qing)(qing)一體化綜(zong)合(he)交通能源服(fu)務站(zhan),在建加氫(qing)(qing)站(zhan)1座。2021年12月正式投運首批氫(qing)(qing)燃料電池攪拌車。此(ci)外,部分市出臺了氫(qing)(qing)能發(fa)展(zhan)規(gui)劃、加氫(qing)(qing)站(zhan)管理辦法。

(三)機(ji)遇與挑戰碳(tan)達(da)峰(feng)碳(tan)中(zhong)和(he)目標下氫(qing)能(neng)(neng)產業迎來新變局。氫(qing)能(neng)(neng)作為一(yi)種高(gao)效的(de)(de)清潔(jie)能(neng)(neng)源,其技(ji)術開發(fa)和(he)應(ying)用是支撐可再生(sheng)能(neng)(neng)源規模化開發(fa)和(he)交(jiao)通、工業等領域深(shen)度脫碳(tan)的(de)(de)重(zhong)要選擇。在(zai)碳(tan)達(da)峰(feng)碳(tan)中(zhong)和(he)目標驅(qu)動下,國家對氫(qing)能(neng)(neng)研發(fa)和(he)應(ying)用的(de)(de)政策支持(chi)持(chi)續加力(li),科研機(ji)構(gou)和(he)大型(xing)企業對氫(qing)能(neng)(neng)的(de)(de)技(ji)術攻(gong)關不斷加強,氫(qing)能(neng)(neng)應(ying)用場景日(ri)益(yi)豐富,氫(qing)能(neng)(neng)產業步(bu)入發(fa)展快車道。

國內氫(qing)(qing)(qing)能(neng)(neng)產業發(fa)展潛力巨(ju)大。氫(qing)(qing)(qing)能(neng)(neng)產業鏈包(bao)括(kuo)上游制氫(qing)(qing)(qing),中(zhong)游儲運和加氫(qing)(qing)(qing),下(xia)游包(bao)括(kuo)交通運輸、工業、建筑、電(dian)(dian)力等應(ying)用。國內氫(qing)(qing)(qing)能(neng)(neng)產業發(fa)展總(zong)體處于導入期,氫(qing)(qing)(qing)燃料(liao)電(dian)(dian)池(chi)車推廣應(ying)用有望成(cheng)為市場規模(mo)化(hua)應(ying)用的突破口。然(ran)而,燃料(liao)電(dian)(dian)池(chi)產品總(zong)體功(gong)率(lv)密度較低,關鍵材料(liao)設備(bei)有待進一(yi)步突破,氫(qing)(qing)(qing)能(neng)(neng)產業發(fa)展格局仍(reng)在(zai)形成(cheng)和調(diao)整之中(zhong),我省(sheng)有一(yi)定突破空間。

省內工程(cheng)機(ji)械(xie)行業(ye)氫動力(li)(li)化(hua)有望形成(cheng)新增(zeng)長點。雙碳背景下,工程(cheng)機(ji)械(xie)行業(ye)動力(li)(li)電氣化(hua)、氫能化(hua)轉型勢在必(bi)行。隨著省內龍(long)頭企業(ye)加大氫動力(li)(li)工程(cheng)機(ji)械(xie)尤其是氫燃料電池發(fa)動機(ji)研(yan)發(fa)力(li)(li)度,憑借我省世界級工程(cheng)機(ji)械(xie)產業(ye)集群優勢,將有可能形成(cheng)新的經濟增(zeng)長點,帶動產業(ye)實現二次(ci)騰飛(fei)。

同時(shi),我省(sheng)氫(qing)(qing)能(neng)(neng)(neng)(neng)產業(ye)發(fa)展也面(mian)臨不(bu)少挑戰(zhan)。一是(shi)(shi)氫(qing)(qing)能(neng)(neng)(neng)(neng)關(guan)鍵核(he)(he)心技術(shu)不(bu)成(cheng)(cheng)熟。關(guan)鍵核(he)(he)心技術(shu)、部分關(guan)鍵材料及零(ling)部件仍有待突破。二是(shi)(shi)氫(qing)(qing)能(neng)(neng)(neng)(neng)利用(yong)成(cheng)(cheng)本高(gao)。氫(qing)(qing)能(neng)(neng)(neng)(neng)項(xiang)目經濟(ji)性普遍(bian)較(jiao)差(cha),商業(ye)化前景(jing)尚(shang)不(bu)明朗,限(xian)制了氫(qing)(qing)能(neng)(neng)(neng)(neng)全面(mian)推廣(guang)應用(yong)。三是(shi)(shi)氫(qing)(qing)能(neng)(neng)(neng)(neng)基礎設(she)施(shi)相對薄弱,加氫(qing)(qing)站(zhan)等設(she)施(shi)建(jian)設(she)進展較(jiao)慢。四是(shi)(shi)氫(qing)(qing)能(neng)(neng)(neng)(neng)行(xing)業(ye)管理(li)機(ji)(ji)制有待完善。各環節安全管理(li)機(ji)(ji)制尚(shang)不(bu)健全,政策支持體(ti)系尚(shang)未(wei)形成(cheng)(cheng),難以適應氫(qing)(qing)能(neng)(neng)(neng)(neng)產業(ye)的快速發(fa)展。

二、總體要求

(一)指(zhi)導思想以(yi)(yi)(yi)(yi)習近平新時代(dai)中國特色社(she)會主(zhu)義思想為指(zhi)導,全(quan)面貫徹黨(dang)(dang)的(de)十九(jiu)(jiu)大和(he)十九(jiu)(jiu)屆歷次全(quan)會精神,認真落實黨(dang)(dang)中央、國務(wu)院(yuan)決策部署和(he)省(sheng)第(di)十二(er)次黨(dang)(dang)代(dai)會要求,緊緊圍繞(rao)碳(tan)達峰碳(tan)中和(he)目標(biao)要求和(he)“三高四(si)新”戰(zhan)略定位和(he)使命任(ren)務(wu),以(yi)(yi)(yi)(yi)構(gou)建氫(qing)能(neng)(neng)產供儲銷體(ti)系為主(zhu)線,以(yi)(yi)(yi)(yi)氫(qing)能(neng)(neng)示范應用為突破口,以(yi)(yi)(yi)(yi)氫(qing)能(neng)(neng)技術創新為支(zhi)撐(cheng),以(yi)(yi)(yi)(yi)完善氫(qing)能(neng)(neng)管理(li)體(ti)系為動力,以(yi)(yi)(yi)(yi)氫(qing)能(neng)(neng)安全(quan)發(fa)展為底線,發(fa)揮湖(hu)南綜合(he)優勢,提(ti)高產業裝備(bei)水平,貫通氫(qing)能(neng)(neng)產業鏈(lian)條,打造(zao)湖(hu)南氫(qing)能(neng)(neng)品(pin)牌,提(ti)升產業發(fa)展效益,為湖(hu)南能(neng)(neng)源(yuan)綠色低碳(tan)轉型和(he)高質量發(fa)展提(ti)供戰(zhan)略支(zhi)撐(cheng)力量。

(二)基本原則堅持(chi)自(zi)主創(chuang)新(xin)、開(kai)放(fang)合(he)(he)作(zuo)。堅持(chi)自(zi)主創(chuang)新(xin)和(he)(he)引(yin)進消化吸收再創(chuang)新(xin)相(xiang)結合(he)(he),完善氫能(neng)產(chan)業創(chuang)新(xin)體系,增強(qiang)產(chan)業鏈穩定(ding)性和(he)(he)競(jing)爭力,加(jia)(jia)快形成具有自(zi)主知識產(chan)權的(de)技術、產(chan)品(pin)和(he)(he)標準。推動重點企業和(he)(he)高校(xiao)院(yuan)所加(jia)(jia)強(qiang)研發,降低氫能(neng)應用成本。加(jia)(jia)強(qiang)國(guo)際國(guo)內交流合(he)(he)作(zuo),注重引(yin)進龍頭(tou)企業和(he)(he)高端人才,提升開(kai)放(fang)水平和(he)(he)格(ge)局(ju)。

堅持示(shi)范引領(ling)、穩步推進(jin)。因地制宜選(xuan)擇(ze)氫(qing)(qing)(qing)能(neng)示(shi)范應(ying)(ying)用區域(yu)(yu),優先選(xuan)擇(ze)氫(qing)(qing)(qing)源供給(gei)充足、產(chan)業(ye)基礎好、市(shi)場(chang)潛力較大的區域(yu)(yu),加(jia)快完善氫(qing)(qing)(qing)能(neng)基礎設施建(jian)設。發(fa)揮氫(qing)(qing)(qing)能(neng)示(shi)范項目的引領(ling)作用,穩步推進(jin)氫(qing)(qing)(qing)能(neng)多領(ling)域(yu)(yu)多場(chang)景示(shi)范應(ying)(ying)用,逐步實現氫(qing)(qing)(qing)能(neng)產(chan)業(ye)規模化、商業(ye)化發(fa)展。

堅持市場主導、政府(fu)引(yin)導。充分(fen)發(fa)揮市場在(zai)資源配置中(zhong)的決定性作(zuo)用,積極探索(suo)適(shi)合產(chan)業不(bu)同發(fa)展(zhan)(zhan)階段(duan)的商業模式,提高氫能(neng)利用經濟(ji)性。發(fa)揮政府(fu)對(dui)產(chan)業發(fa)展(zhan)(zhan)的扶持引(yin)導作(zuo)用,規范發(fa)展(zhan)(zhan)秩序,引(yin)導市場消費,激發(fa)市場活力,營造良(liang)好環(huan)境。

堅(jian)持(chi)安(an)(an)全(quan)(quan)高效、清潔低(di)碳。牢(lao)固(gu)樹立(li)安(an)(an)全(quan)(quan)發展理念,建立(li)健全(quan)(quan)涵蓋氫能(neng)全(quan)(quan)產(chan)業(ye)鏈的(de)安(an)(an)全(quan)(quan)標準(zhun)和規范體系,增(zeng)強氫能(neng)利用全(quan)(quan)過程(cheng)安(an)(an)全(quan)(quan)風險管控能(neng)力,保障氫能(neng)產(chan)業(ye)安(an)(an)全(quan)(quan)發展。堅(jian)持(chi)低(di)碳化制(zhi)(zhi)氫方向,嚴格控制(zhi)(zhi)化石能(neng)源(yuan)制(zhi)(zhi)氫,重點發展可再生能(neng)源(yuan)制(zhi)(zhi)氫技術(shu)。

(三(san))發展目標以躋身全(quan)國氫(qing)能產業發展第(di)一(yi)方(fang)陣為目標,全(quan)力打造氫(qing)能工程機械之都,實(shi)現湖(hu)南氫(qing)能產業的跨越式發展。

2022-2025年(nian)為(wei)全(quan)省(sheng)氫(qing)能產(chan)業(ye)培育期,形成氫(qing)源和燃料電池(chi)(chi)整車雙(shuang)輪驅動(dong)、100家以上氫(qing)能產(chan)業(ye)相關企業(ye)全(quan)面發展格局,氫(qing)能全(quan)產(chan)業(ye)鏈初具規(gui)模。工業(ye)副(fu)產(chan)氫(qing)利用率明顯提(ti)升,可(ke)再(zai)生(sheng)能源制氫(qing)實現突破,氫(qing)能在工程(cheng)機械(xie)、交通(tong)運輸、港口、分布式發電等(deng)領域的示范應用逐步推廣。建(jian)成加氫(qing)站10座,推廣應用氫(qing)燃料電池(chi)(chi)汽車500輛(liang),氫(qing)能基(ji)礎設(she)施逐步完(wan)善(shan)。

2026-2030年為全省氫(qing)(qing)(qing)能(neng)(neng)產業(ye)(ye)市場開拓期,產業(ye)(ye)集群進(jin)一(yi)步(bu)壯大,形(xing)成5-10家具(ju)備核(he)心競(jing)爭(zheng)力的(de)氫(qing)(qing)(qing)能(neng)(neng)企業(ye)(ye)。氫(qing)(qing)(qing)能(neng)(neng)產業(ye)(ye)鏈特(te)色(se)環(huan)節(jie)競(jing)爭(zheng)力明顯提高,氫(qing)(qing)(qing)能(neng)(neng)工(gong)程機械之都(dou)名(ming)片基(ji)本形(xing)成,中部地區氫(qing)(qing)(qing)源基(ji)地初具(ju)雛形(xing)。氫(qing)(qing)(qing)能(neng)(neng)技(ji)術創新體系逐步(bu)完善,在(zai)制氫(qing)(qing)(qing)、儲氫(qing)(qing)(qing)、燃料電(dian)池等領(ling)域實(shi)(shi)現階段性技(ji)術突破。氫(qing)(qing)(qing)能(neng)(neng)示范應用場景進(jin)一(yi)步(bu)拓展,“綠(lv)氫(qing)(qing)(qing)”在(zai)工(gong)業(ye)(ye)領(ling)域的(de)示范應用實(shi)(shi)現起步(bu)。

2031-2035年為全省氫(qing)能(neng)產業(ye)規模(mo)化應用期,氫(qing)能(neng)產業(ye)鏈整體達到國內先進水(shui)平。形成完(wan)備(bei)的氫(qing)能(neng)技術(shu)自主創(chuang)新和開(kai)放合作體系(xi),核心技術(shu)實(shi)現(xian)關鍵(jian)性突破(po)。氫(qing)能(neng)產供(gong)儲(chu)銷網絡基本建成,“綠氫(qing)”在終端能(neng)源消(xiao)費占比明顯提升(sheng),為我省能(neng)源供(gong)應保障以及綠色低碳轉型提供(gong)有力(li)支撐。

三、著(zhu)力(li)創新驅(qu)動,突(tu)破氫(qing)能核心技術瓶(ping)頸

依托省內(nei)(nei)氫能(neng)(neng)技術基礎,聚焦(jiao)氫能(neng)(neng)產(chan)業(ye)未(wei)來發展趨勢,在關鍵技術上提前布局,加(jia)大技術攻關力(li)度,搭建產(chan)業(ye)創(chuang)(chuang)新(xin)載體,建設專業(ye)人才隊(dui)伍(wu),構(gou)建自主創(chuang)(chuang)新(xin)與開放合作(zuo)相結合的氫能(neng)(neng)產(chan)業(ye)創(chuang)(chuang)新(xin)體系。著力(li)提升產(chan)業(ye)創(chuang)(chuang)新(xin)能(neng)(neng)力(li)和成果轉化能(neng)(neng)力(li),不(bu)斷(duan)增強省內(nei)(nei)氫能(neng)(neng)產(chan)業(ye)競爭力(li)。

(一(yi))加大氫(qing)(qing)(qing)能技(ji)術(shu)(shu)(shu)(shu)(shu)攻(gong)關(guan)(guan)(guan)力(li)度(du)圍繞氫(qing)(qing)(qing)能產(chan)業(ye)高(gao)質量發(fa)展需求,聚焦氫(qing)(qing)(qing)能技(ji)術(shu)(shu)(shu)(shu)(shu)未來發(fa)展方(fang)向,加大氫(qing)(qing)(qing)能技(ji)術(shu)(shu)(shu)(shu)(shu)攻(gong)關(guan)(guan)(guan)力(li)度(du),實現核(he)心(xin)技(ji)術(shu)(shu)(shu)(shu)(shu)突破,搶占戰略(lve)制(zhi)高(gao)點。加強氫(qing)(qing)(qing)能安全利用(yong)相關(guan)(guan)(guan)技(ji)術(shu)(shu)(shu)(shu)(shu)創(chuang)新力(li)度(du),提升(sheng)氫(qing)(qing)(qing)能利用(yong)安全性。開展高(gao)效率、低成本(ben)、大規模電(dian)(dian)解(jie)水制(zhi)氫(qing)(qing)(qing)技(ji)術(shu)(shu)(shu)(shu)(shu)攻(gong)關(guan)(guan)(guan),降低可(ke)再生能源制(zhi)氫(qing)(qing)(qing)成本(ben)。開展高(gao)效、清潔、經濟的副產(chan)氫(qing)(qing)(qing)提純技(ji)術(shu)(shu)(shu)(shu)(shu)攻(gong)關(guan)(guan)(guan),提升(sheng)省(sheng)(sheng)內工(gong)業(ye)副產(chan)氫(qing)(qing)(qing)資(zi)源利用(yong)率,實現“灰(hui)氫(qing)(qing)(qing)”向“藍氫(qing)(qing)(qing)”加速轉變。開展氫(qing)(qing)(qing)燃(ran)料(liao)(liao)電(dian)(dian)池(chi)(chi)關(guan)(guan)(guan)鍵材料(liao)(liao)、核(he)心(xin)零部件、系統集成技(ji)術(shu)(shu)(shu)(shu)(shu)等(deng)領域技(ji)術(shu)(shu)(shu)(shu)(shu)攻(gong)關(guan)(guan)(guan),補齊省(sheng)(sheng)內氫(qing)(qing)(qing)燃(ran)料(liao)(liao)電(dian)(dian)池(chi)(chi)環節短板。強化氫(qing)(qing)(qing)燃(ran)料(liao)(liao)電(dian)(dian)池(chi)(chi)在工(gong)程(cheng)機械(xie)、軌道交(jiao)通(tong)和通(tong)用(yong)航空等(deng)領域的終端應(ying)(ying)用(yong)技(ji)術(shu)(shu)(shu)(shu)(shu)研發(fa),推動氫(qing)(qing)(qing)能與(yu)省(sheng)(sheng)內優勢產(chan)業(ye)融(rong)合發(fa)展。積極探(tan)索氫(qing)(qing)(qing)氣儲存(cun)、運輸、工(gong)業(ye)替代、建(jian)筑供(gong)熱等(deng)領域關(guan)(guan)(guan)鍵技(ji)術(shu)(shu)(shu)(shu)(shu)創(chuang)新,推動氫(qing)(qing)(qing)能商業(ye)化、規模化應(ying)(ying)用(yong)進(jin)程(cheng)。

(二)搭建(jian)(jian)(jian)氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)產業(ye)(ye)(ye)(ye)創(chuang)新(xin)(xin)平(ping)(ping)(ping)(ping)臺(tai)依托企業(ye)(ye)(ye)(ye)、高校(xiao)(xiao)及研(yan)(yan)(yan)究(jiu)機構(gou),圍繞省(sheng)內(nei)氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)重點技術(shu)攻關領(ling)(ling)域,打造氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)產業(ye)(ye)(ye)(ye)創(chuang)新(xin)(xin)平(ping)(ping)(ping)(ping)臺(tai),為氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)技術(shu)創(chuang)新(xin)(xin)提供支(zhi)撐(cheng)。依托中南大學(xue)、湖南大學(xue)等高校(xiao)(xiao)和(he)研(yan)(yan)(yan)究(jiu)機構(gou)建(jian)(jian)(jian)設國(guo)家級、省(sheng)級氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)科學(xue)研(yan)(yan)(yan)究(jiu)平(ping)(ping)(ping)(ping)臺(tai),重點對(dui)氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)關鍵(jian)技術(shu)、核心(xin)材料的(de)研(yan)(yan)(yan)發進行(xing)攻關。整合省(sheng)內(nei)優質創(chuang)新(xin)(xin)資源,以工(gong)(gong)程(cheng)機械、軌道交通以及通用(yong)航空等領(ling)(ling)域龍頭企業(ye)(ye)(ye)(ye)為主體,構(gou)建(jian)(jian)(jian)多元化(hua)氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)產業(ye)(ye)(ye)(ye)工(gong)(gong)程(cheng)研(yan)(yan)(yan)究(jiu)和(he)裝備創(chuang)新(xin)(xin)平(ping)(ping)(ping)(ping)臺(tai),提升氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)工(gong)(gong)程(cheng)化(hua)應(ying)(ying)用(yong)和(he)裝備制造水平(ping)(ping)(ping)(ping)。合理利用(yong)國(guo)內(nei)外創(chuang)新(xin)(xin)資源,積極搭建(jian)(jian)(jian)氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)關鍵(jian)技術(shu)和(he)產業(ye)(ye)(ye)(ye)創(chuang)新(xin)(xin)對(dui)外合作(zuo)平(ping)(ping)(ping)(ping)臺(tai)。搭建(jian)(jian)(jian)產學(xue)研(yan)(yan)(yan)用(yong)協同(tong)創(chuang)新(xin)(xin)平(ping)(ping)(ping)(ping)臺(tai),促進氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)技術(shu)在能(neng)(neng)(neng)源、化(hua)工(gong)(gong)領(ling)(ling)域的(de)轉(zhuan)化(hua)應(ying)(ying)用(yong)。搭建(jian)(jian)(jian)氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)技術(shu)成果轉(zhuan)化(hua)與保障平(ping)(ping)(ping)(ping)臺(tai),提升氫(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)創(chuang)新(xin)(xin)技術(shu)孵化(hua)能(neng)(neng)(neng)力(li)和(he)知識產權保護力(li)度。

(三)建(jian)設氫(qing)(qing)能專業(ye)(ye)人才(cai)隊伍以氫(qing)(qing)能技(ji)(ji)(ji)(ji)術創(chuang)(chuang)新(xin)需求為導向(xiang),瞄準人才(cai)制高(gao)點(dian),加大引才(cai)、聚才(cai)、育才(cai)、留才(cai)力度,不斷強(qiang)化省(sheng)內氫(qing)(qing)能專業(ye)(ye)人才(cai)隊伍。充分發揮國(guo)家(jia)自主創(chuang)(chuang)新(xin)示范區和“雙一流”高(gao)校(xiao)集聚效應,用好(hao)各級人才(cai)政策,積極引進國(guo)內外氫(qing)(qing)能關鍵技(ji)(ji)(ji)(ji)術領域高(gao)層(ceng)次(ci)領軍(jun)人才(cai)、團隊和企業(ye)(ye)家(jia),不斷提升全省(sheng)氫(qing)(qing)能產業(ye)(ye)創(chuang)(chuang)新(xin)能力。積極構建(jian)本地氫(qing)(qing)能創(chuang)(chuang)新(xin)人才(cai)培養(yang)體系(xi),依托高(gao)校(xiao)和職業(ye)(ye)院校(xiao),加快建(jian)設氫(qing)(qing)能相關學(xue)科(ke),培育一批氫(qing)(qing)能領域創(chuang)(chuang)新(xin)型、技(ji)(ji)(ji)(ji)能型專業(ye)(ye)人才(cai)。支(zhi)持企業(ye)(ye)建(jian)立(li)院士(shi)工作站(zhan)、博士(shi)后科(ke)研工作站(zhan)及博士(shi)后創(chuang)(chuang)新(xin)實(shi)踐基地,為技(ji)(ji)(ji)(ji)術型和管(guan)理型領軍(jun)人才(cai)提供技(ji)(ji)(ji)(ji)術創(chuang)(chuang)新(xin)和管(guan)理實(shi)踐平臺(tai)。

四、著力示(shi)范引領(ling)(ling),推動(dong)氫能多(duo)元領(ling)(ling)域應用(yong)

在氫能產業發(fa)展培育(yu)期,充分發(fa)揮示(shi)范(fan)應用的引領作用,積極開展氫能示(shi)范(fan)城市(shi)建設,爭取(qu)氫能交通(tong)、可再生能源(yuan)制氫等領域國家級(ji)氫能應用示(shi)范(fan)項(xiang)目落地(di)湖南,著力研究合理的氫能產業發(fa)展商業化模式,積極探索拓展氫能多元(yuan)化發(fa)展空間。

(一)重點(dian)推動(dong)(dong)氫(qing)(qing)能(neng)(neng)在交通領域(yu)示(shi)(shi)(shi)范(fan)應用充(chong)分發(fa)揮氫(qing)(qing)燃料電(dian)(dian)池(chi)高(gao)功率(lv)、高(gao)能(neng)(neng)量密度等(deng)優勢(shi),優先推動(dong)(dong)氫(qing)(qing)燃料電(dian)(dian)池(chi)汽車(che)(che)在固定路線、長(chang)途運(yun)輸(shu)、高(gao)載重等(deng)特(te)殊場(chang)景(jing)(jing)的(de)(de)應用示(shi)(shi)(shi)范(fan),與純電(dian)(dian)動(dong)(dong)汽車(che)(che)形成優勢(shi)互補(bu)的(de)(de)發(fa)展模式,加(jia)速(su)交通領域(yu)碳(tan)減排進程。立足各(ge)地(di)區(qu)(qu)資源稟賦、產業基礎和(he)市場(chang)空間等(deng)因素,合理(li)布(bu)局(ju)氫(qing)(qing)燃料電(dian)(dian)池(chi)交通工具示(shi)(shi)(shi)范(fan)應用項目,重點(dian)在港口、物流、環(huan)衛、工業園區(qu)(qu)、公(gong)共交通、旅游景(jing)(jing)區(qu)(qu)等(deng)場(chang)景(jing)(jing)開展氫(qing)(qing)燃料電(dian)(dian)池(chi)汽車(che)(che)示(shi)(shi)(shi)范(fan)應用,適時開展氫(qing)(qing)燃料電(dian)(dian)池(chi)在船舶、軌道(dao)交通等(deng)領域(yu)的(de)(de)示(shi)(shi)(shi)范(fan)應用。積(ji)極探索氫(qing)(qing)能(neng)(neng)在交通領域(yu)的(de)(de)商業化路徑,支持(chi)各(ge)地(di)結合實(shi)際出臺氫(qing)(qing)燃料電(dian)(dian)池(chi)汽車(che)(che)購置和(he)運(yun)營補(bu)貼政策(ce),不斷提升(sheng)氫(qing)(qing)能(neng)(neng)在交通領域(yu)的(de)(de)市場(chang)應用規模。

(一(yi))環(huan)(huan)境(jing)(jing)影(ying)響(xiang)(xiang)分析氫(qing)(qing)(qing)能(neng)(neng)是(shi)一(yi)種清潔無碳(tan)、靈活高效、應用(yong)(yong)豐富的二(er)次能(neng)(neng)源,發(fa)展(zhan)(zhan)氫(qing)(qing)(qing)能(neng)(neng)產(chan)(chan)(chan)業(ye)提高氫(qing)(qing)(qing)能(neng)(neng)開發(fa)利(li)用(yong)(yong),能(neng)(neng)有效減(jian)少化(hua)石(shi)能(neng)(neng)源的使用(yong)(yong),為(wei)(wei)可再(zai)生(sheng)(sheng)能(neng)(neng)源大規(gui)模發(fa)展(zhan)(zhan)提供支撐(cheng),氫(qing)(qing)(qing)能(neng)(neng)也能(neng)(neng)實(shi)現交通運(yun)(yun)輸、工(gong)(gong)業(ye)和(he)(he)(he)建筑等(deng)領域減(jian)碳(tan)轉型。然(ran)而(er),氫(qing)(qing)(qing)能(neng)(neng)產(chan)(chan)(chan)業(ye)發(fa)展(zhan)(zhan)客觀上也會產(chan)(chan)(chan)生(sheng)(sheng)一(yi)定的污(wu)染物排放和(he)(he)(he)環(huan)(huan)境(jing)(jing)影(ying)響(xiang)(xiang)。一(yi)是(shi)目前氫(qing)(qing)(qing)氣來源以(yi)化(hua)石(shi)能(neng)(neng)源制氫(qing)(qing)(qing)和(he)(he)(he)工(gong)(gong)業(ye)副產(chan)(chan)(chan)氫(qing)(qing)(qing)為(wei)(wei)主,氫(qing)(qing)(qing)氣運(yun)(yun)輸以(yi)柴(chai)油動(dong)力車為(wei)(wei)主,均(jun)會帶來煙塵(chen)、二(er)氧化(hua)硫、氮(dan)氧化(hua)物、有機廢(fei)(fei)氣的排放。二(er)是(shi)加氫(qing)(qing)(qing)站等(deng)基礎設(she)(she)施項目建設(she)(she)期間,主要有施工(gong)(gong)噪聲、施工(gong)(gong)揚塵(chen)、施工(gong)(gong)廢(fei)(fei)水等(deng)環(huan)(huan)境(jing)(jing)影(ying)響(xiang)(xiang)。三是(shi)氫(qing)(qing)(qing)燃料電(dian)池(chi)汽車和(he)(he)(he)電(dian)池(chi)等(deng)設(she)(she)備在生(sheng)(sheng)產(chan)(chan)(chan)和(he)(he)(he)報廢(fei)(fei)過(guo)(guo)(guo)程中,主要會產(chan)(chan)(chan)生(sheng)(sheng)二(er)甲苯、有機廢(fei)(fei)氣、COD、懸浮(fu)物以(yi)及固體(ti)廢(fei)(fei)物等(deng)污(wu)染物。規(gui)劃(hua)實(shi)施過(guo)(guo)(guo)程中,通過(guo)(guo)(guo)多(duo)措并舉(ju)、多(duo)管齊下的方式,積極助推污(wu)染防治和(he)(he)(he)生(sheng)(sheng)態(tai)文(wen)明(ming)建設(she)(she),預(yu)防和(he)(he)(he)減(jian)輕氫(qing)(qing)(qing)能(neng)(neng)產(chan)(chan)(chan)業(ye)發(fa)展(zhan)(zhan)對環(huan)(huan)境(jing)(jing)的不利(li)影(ying)響(xiang)(xiang),實(shi)現氫(qing)(qing)(qing)能(neng)(neng)產(chan)(chan)(chan)業(ye)和(he)(he)(he)生(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)和(he)(he)(he)諧發(fa)展(zhan)(zhan)。

(二(er))環(huan)(huan)境影響減緩措(cuo)施積極落實(shi)環(huan)(huan)境保(bao)護相關法律政策(ce)。按照(zhao)“環(huan)(huan)保(bao)優先(xian)、合理布局、嚴格(ge)準入(ru)、強化監管”原(yuan)則,堅持氫(qing)能(neng)產(chan)業發展與環(huan)(huan)境保(bao)護并重。嚴格(ge)執(zhi)行(xing)環(huan)(huan)境保(bao)護相關法律法規、建設(she)(she)項(xiang)(xiang)目(mu)環(huan)(huan)境影響評(ping)價(jia)制度,細化環(huan)(huan)境影響評(ping)價(jia)各(ge)項(xiang)(xiang)工作,重視氫(qing)能(neng)項(xiang)(xiang)目(mu)建設(she)(she)運(yun)(yun)營(ying)各(ge)環(huan)(huan)節的環(huan)(huan)境指標(biao)動態監測,加(jia)強項(xiang)(xiang)目(mu)建設(she)(she)和生產(chan)運(yun)(yun)行(xing)過程中(zhong)事故防范,嚴格(ge)執(zhi)行(xing)氫(qing)能(neng)項(xiang)(xiang)目(mu)開發的節能(neng)評(ping)估和審查制度,加(jia)大氫(qing)能(neng)項(xiang)(xiang)目(mu)環(huan)(huan)保(bao)投入(ru),減少污染物(wu)排放(fang),減輕(qing)項(xiang)(xiang)目(mu)建設(she)(she)運(yun)(yun)營(ying)對生態環(huan)(huan)境的不良影響。

積極(ji)(ji)推(tui)動清潔高效制氫(qing)(qing)技術(shu)研究(jiu)(jiu)和應用。重點(dian)聚焦(jiao)工業副產氫(qing)(qing)提純技術(shu)研究(jiu)(jiu),推(tui)動省(sheng)內工業副產氫(qing)(qing)企(qi)業進行氫(qing)(qing)氣收(shou)集提純改造,提升資源(yuan)的利用率,積極(ji)(ji)推(tui)進可再(zai)生能(neng)源(yuan)制氫(qing)(qing),不斷提升“綠氫(qing)(qing)”應用比例,降低制氫(qing)(qing)環(huan)節對環(huan)境的影響(xiang)。

積極(ji)推(tui)動固體(ti)(ti)(ti)廢(fei)物(wu)污染(ran)防治。重點(dian)推(tui)動固體(ti)(ti)(ti)廢(fei)物(wu)(燃料(liao)電池等氫能設備)綜合循(xun)環(huan)利用(yong)產業鏈發展,加強固體(ti)(ti)(ti)廢(fei)棄物(wu)循(xun)環(huan)利用(yong)技(ji)術創(chuang)新力度,完善從(cong)源頭到處置場所(suo)的(de)固體(ti)(ti)(ti)廢(fei)物(wu)全(quan)過程(cheng)管理體(ti)(ti)(ti)系(xi),實現固體(ti)(ti)(ti)廢(fei)棄物(wu)的(de)減(jian)量(liang)化、資源化、無害化處理。

通(tong)過采取以(yi)上措(cuo)施(shi),規劃實施(shi)期全省(sheng)氫能產(chan)業的(de)產(chan)供儲銷等環(huan)(huan)(huan)節對環(huan)(huan)(huan)境的(de)負面影(ying)響(xiang)將(jiang)大大減輕,將(jiang)助力我省(sheng)能源(yuan)領域實現碳達(da)峰目標。本規劃符合環(huan)(huan)(huan)境保護(hu)相關要求,能夠(gou)實現氫能產(chan)業與經濟、環(huan)(huan)(huan)境的(de)協調發(fa)展。

九、保障措施

(一)加強組織協(xie)(xie)調(diao)充分發(fa)(fa)揮規(gui)劃對(dui)(dui)氫能產業(ye)(ye)(ye)發(fa)(fa)展(zhan)的(de)引導(dao)調(diao)控作用。各級各部門(men)要對(dui)(dui)照規(gui)劃確定(ding)的(de)發(fa)(fa)展(zhan)思路、基本原則、主要目(mu)標和(he)重點任(ren)務,強化組織協(xie)(xie)同,形成發(fa)(fa)展(zhan)合力,細化政策舉(ju)措,推進規(gui)劃實施。加強對(dui)(dui)規(gui)劃執行情況的(de)跟蹤評估,科學(xue)研判(pan)氫能產業(ye)(ye)(ye)發(fa)(fa)展(zhan)態勢,適(shi)時調(diao)整相關(guan)目(mu)標及(ji)任(ren)務,切實增強規(gui)劃實施效果(guo)。加強對(dui)(dui)產業(ye)(ye)(ye)重大政策、發(fa)(fa)展(zhan)戰略、關(guan)鍵(jian)目(mu)標、重點任(ren)務和(he)示范應(ying)用項目(mu)建設等方面的(de)統籌指(zhi)導(dao),協(xie)(xie)調(diao)解決產業(ye)(ye)(ye)發(fa)(fa)展(zhan)中的(de)主要矛盾和(he)突出(chu)問題。

(二)加(jia)(jia)大政(zheng)策(ce)支(zhi)(zhi)持(chi)(chi)堅持(chi)(chi)問題導(dao)向(xiang),聚焦(jiao)制約(yue)氫(qing)(qing)(qing)能(neng)產業發(fa)(fa)展的(de)政(zheng)策(ce)性障礙(ai),立(li)足我省社會經濟基礎和氫(qing)(qing)(qing)能(neng)產業發(fa)(fa)展現狀,重(zhong)點圍繞財稅、金融、投(tou)融資、用(yong)地、人(ren)才等(deng)方面(mian),創新(xin)政(zheng)策(ce)方式,豐富(fu)政(zheng)策(ce)手段。加(jia)(jia)強(qiang)對提升氫(qing)(qing)(qing)能(neng)應(ying)用(yong)安全(quan)性和經濟性關鍵(jian)(jian)技術(shu)(shu)研發(fa)(fa)支(zhi)(zhi)持(chi)(chi),推(tui)動氫(qing)(qing)(qing)能(neng)產業關鍵(jian)(jian)核心技術(shu)(shu)和安全(quan)技術(shu)(shu)協(xie)同發(fa)(fa)展。加(jia)(jia)強(qiang)氫(qing)(qing)(qing)能(neng)產業培育期(qi)對示范(fan)應(ying)用(yong)項(xiang)目的(de)支(zhi)(zhi)持(chi)(chi),加(jia)(jia)速氫(qing)(qing)(qing)能(neng)規(gui)模化、商(shang)業化進程(cheng)。將符合條(tiao)件(jian)的(de)氫(qing)(qing)(qing)能(neng)產業項(xiang)目納入省重(zhong)點項(xiang)目。鼓(gu)勵各(ge)市(shi)州在重(zhong)點領域燃(ran)料電池(chi)汽(qi)車應(ying)用(yong)、加(jia)(jia)氫(qing)(qing)(qing)站建(jian)設(she)運營(ying)管理、可再(zai)生能(neng)源電解水制氫(qing)(qing)(qing)等(deng)方面(mian)先行(xing)先試。

(三)深化(hua)產(chan)業(ye)(ye)合作(zuo)(zuo)(zuo)適時(shi)組建全(quan)省氫(qing)(qing)(qing)能產(chan)業(ye)(ye)聯盟,為省內(nei)氫(qing)(qing)(qing)能企(qi)業(ye)(ye)提(ti)供交流合作(zuo)(zuo)(zuo)平臺,形成上下游企(qi)業(ye)(ye)聯動、協同發展局(ju)面。依托省內(nei)價廉量足的(de)工業(ye)(ye)副產(chan)氫(qing)(qing)(qing)資源,積(ji)極謀(mou)求(qiu)與(yu)廣東、川渝等周(zhou)邊省市的(de)交流合作(zuo)(zuo)(zuo)。積(ji)極開展多(duo)層次國際交流合作(zuo)(zuo)(zuo),開展企(qi)業(ye)(ye)合資合作(zuo)(zuo)(zuo)與(yu)技術引進,彌補(bu)氫(qing)(qing)(qing)能產(chan)業(ye)(ye)自身(shen)短板與(yu)技術不足,促進氫(qing)(qing)(qing)能產(chan)業(ye)(ye)長遠發展。

(四)做好宣傳引導(dao)充分發揮(hui)輿論(lun)(lun)宣傳引導(dao)作用,通過媒體、網絡、講(jiang)座等方式做好氫(qing)(qing)能(neng)科普,提升全社會(hui)對氫(qing)(qing)能(neng)產(chan)業(ye)(ye)的(de)認知水平。通過舉(ju)辦(ban)有影響力(li)的(de)氫(qing)(qing)能(neng)論(lun)(lun)壇、會(hui)展(zhan)、峰(feng)會(hui)等活動,提升湖南氫(qing)(qing)能(neng)產(chan)業(ye)(ye)知名度,吸引省外企業(ye)(ye)、專業(ye)(ye)人才來湘(xiang)助力(li)氫(qing)(qing)能(neng)產(chan)業(ye)(ye)發展(zhan)。
