吉林電力發展“十四五”規劃:推動儲能調峰電站建設、大力發展新型儲能

11月7日,吉林省能源(yuan)局(ju)印發(fa)《吉林省電力發(fa)展“十(shi)四五”規(gui)劃(hua)(hua)》,規(gui)劃(hua)(hua)提出(chu),為滿足“十(shi)四五”期(qi)間,全省規(gui)劃(hua)(hua)3000萬(wan)千(qian)瓦新能源(yuan)發(fa)展需要(yao),從網、荷(he)、儲三(san)側(ce)發(fa)力、多措并舉,即開(kai)辟(pi)吉林省第一條特高(gao)壓外送通道、提高(gao)魯固直流(liu)利用率、推動(dong)電站建設、深(shen)挖省內消納潛(qian)力。加(jia)快“山水蓄能三(san)峽”建設、大力發(fa)展、重視(shi)氫(qing)電協同;充(chong)分挖掘(jue)省內消納能力。

大力推進“綠電”產(chan)業園(yuan)區建(jian)(jian)設,園(yuan)區建(jian)(jian)設采(cai)用源-網-荷(he)模式或源-網-荷(he)-儲(chu)模式,鼓勵全產(chan)業鏈開發風光資源,產(chan)生產(chan)業鏈虹吸效應;發揮園(yuan)區低(di)電價優勢,吸引用電大戶企(qi)業落戶園(yuan)區,引進大數(shu)據中心、儲(chu)能、動(dong)力電池等(deng)高載(zai)能產(chan)業。加快電力交易平臺(tai)的(de)技術升級,豐(feng)富交易品種,將(jiang)現有(you)電力交易市場主體擴(kuo)大到分(fen)布式電源、電動(dong)汽車、儲(chu)能等(deng)。

“十四五(wu)”期間是我(wo)國全面建成小(xiao)康社(she)會、實現第一個(ge)百年奮斗目標之后,乘勢而上開啟(qi)全面建設社(she)會主義現代(dai)化(hua)國家(jia)新征(zheng)程(cheng)、向第二個(ge)百年奮斗目標進軍的第一個(ge)五(wu)年。全面振(zhen)興(xing)吉(ji)林省(sheng)(sheng)老工業基地,構建清(qing)潔低(di)碳、安全高效的現代(dai)能源體系(xi),保障吉(ji)林省(sheng)(sheng)“十四五(wu)”經濟社(she)會高質量發展具有重要意義。

電(dian)(dian)(dian)力行(xing)(xing)(xing)業(ye)是(shi)支(zhi)撐國(guo)民經(jing)(jing)濟和(he)社會(hui)發(fa)(fa)展(zhan)(zhan)的(de)基礎產業(ye),是(shi)能(neng)源(yuan)行(xing)(xing)(xing)業(ye)的(de)重要(yao)(yao)組成(cheng)部(bu)分,關系國(guo)民經(jing)(jing)濟命脈(mo)和(he)社會(hui)穩定,是(shi)構建(jian)社會(hui)主(zhu)義和(he)諧社會(hui)的(de)重要(yao)(yao)基礎。吉(ji)(ji)林省(sheng)(sheng)電(dian)(dian)(dian)力發(fa)(fa)展(zhan)(zhan)“十四五”規劃是(shi)全(quan)省(sheng)(sheng)能(neng)源(yuan)規劃在電(dian)(dian)(dian)力行(xing)(xing)(xing)業(ye)的(de)延伸和(he)細化,根據吉(ji)(ji)林省(sheng)(sheng)國(guo)民經(jing)(jing)濟發(fa)(fa)展(zhan)(zhan)及經(jing)(jing)濟結(jie)構調整對電(dian)(dian)(dian)力行(xing)(xing)(xing)業(ye)發(fa)(fa)展(zhan)(zhan)的(de)要(yao)(yao)求,闡述“十四五”期間(jian)全(quan)省(sheng)(sheng)電(dian)(dian)(dian)力行(xing)(xing)(xing)業(ye)發(fa)(fa)展(zhan)(zhan)的(de)指(zhi)導思想、發(fa)(fa)展(zhan)(zhan)目(mu)標、主(zhu)要(yao)(yao)任務及其(qi)保障(zhang)措(cuo)施,是(shi)指(zhi)導電(dian)(dian)(dian)力行(xing)(xing)(xing)業(ye)發(fa)(fa)展(zhan)(zhan)布局、建(jian)設項目(mu)核準(審批(pi))、具(ju)體投資計(ji)劃安排等事項的(de)重要(yao)(yao)依(yi)據。

第(di)一(yi)章 發展基礎及背景

第一節 基本情況

1.能源資源情況

吉林省能(neng)(neng)(neng)源(yuan)資源(yuan)種(zhong)類較(jiao)為齊全,傳統化石能(neng)(neng)(neng)源(yuan)儲(chu)量不足,風(feng)能(neng)(neng)(neng)、生物質能(neng)(neng)(neng)、太陽能(neng)(neng)(neng)等清(qing)潔能(neng)(neng)(neng)源(yuan)發展潛力較(jiao)大。

水電資源:主要(yao)分布(bu)在東部松花(hua)江、鴨綠(lv)江、圖們江各水系,抽水蓄能理論蘊藏(zang)量裝機容(rong)量超(chao)過3000萬(wan)千瓦。可開(kai)發常規水電裝機容(rong)量574.4萬(wan)千瓦,目(mu)前已開(kai)發480.5萬(wan)千瓦。

煤炭(tan)資(zi)源:到2020年(nian)底(di),煤炭(tan)保有資(zi)源儲(chu)量約(yue)28億噸,可(ke)采(cai)資(zi)源儲(chu)量約(yue)7億噸,主要分布在長春、吉林、白山和延邊地區。

油氣(qi)資(zi)源:到2020年底,原油探(tan)明(ming)儲量(liang)累計(ji)17.62億噸;天然氣(qi)探(tan)明(ming)儲量(liang)累計(ji)2309億立方米(mi)。

風(feng)能資源:潛在開發(fa)量約2億千瓦,可裝(zhuang)機(ji)容量約為6900萬千瓦,主要分布(bu)在西部白城、松原、四平(ping)雙遼等(deng)地區,占全省(sheng)可裝(zhuang)機(ji)容量80%以上(shang)。

生物質(zhi)能資源(yuan):農(nong)作物秸稈(gan)產出量約(yue)為(wei)4500萬(wan)噸/年,可(ke)收集(ji)量約(yue)為(wei)3500萬(wan)噸/年,可(ke)能源(yuan)化(hua)利用的(de)資源(yuan)總量約(yue)為(wei)1200萬(wan)噸/年。林業(ye)剩余物資源(yuan)約(yue)為(wei)1000萬(wan)噸,可(ke)能源(yuan)化(hua)利用量約(yue)為(wei)400萬(wan)噸。

太(tai)陽能資(zi)源(yuan)(yuan):太(tai)陽能資(zi)源(yuan)(yuan)總體(ti)屬于二(er)類。西部地(di)區太(tai)陽能資(zi)源(yuan)(yuan)最為(wei)豐富,年日照(zhao)時數為(wei)2800-3000小時。全省地(di)面光伏電(dian)站(zhan)潛在開發容(rong)量為(wei)9600萬(wan)千瓦(wa),可裝機容(rong)量約為(wei)4600萬(wan)千瓦(wa)。

2.電力需求情況

2020年(nian),吉林省全(quan)社(she)會用(yong)電(dian)量(liang)(liang)805.4億(yi)千(qian)(qian)瓦(wa)(wa)時(shi)(shi),同(tong)(tong)比(bi)增(zeng)(zeng)(zeng)長(chang)(chang)3.2%。其(qi)中:第(di)一產業用(yong)電(dian)量(liang)(liang)15.4億(yi)千(qian)(qian)瓦(wa)(wa)時(shi)(shi),同(tong)(tong)比(bi)增(zeng)(zeng)(zeng)長(chang)(chang)24.9%,占比(bi)1.9%;第(di)二產業用(yong)電(dian)量(liang)(liang)479.5億(yi)千(qian)(qian)瓦(wa)(wa)時(shi)(shi),同(tong)(tong)比(bi)增(zeng)(zeng)(zeng)長(chang)(chang)2%,占比(bi)59.5%;第(di)三產業用(yong)電(dian)量(liang)(liang)169.3億(yi)千(qian)(qian)瓦(wa)(wa)時(shi)(shi),同(tong)(tong)比(bi)降低0.4%,占比(bi)21%;城(cheng)鄉居民(min)生活用(yong)電(dian)量(liang)(liang)141.2億(yi)千(qian)(qian)瓦(wa)(wa)時(shi)(shi),同(tong)(tong)比(bi)增(zeng)(zeng)(zeng)長(chang)(chang)10.3%,占比(bi)17.6%。2020年(nian),全(quan)社(she)會最(zui)大(da)(da)負荷為1486.5萬千(qian)(qian)瓦(wa)(wa),同(tong)(tong)比(bi)增(zeng)(zeng)(zeng)長(chang)(chang)4%,最(zui)大(da)(da)峰谷差430萬千(qian)(qian)瓦(wa)(wa)。

3.電力供應情況

第二節 主要成績

1.電力(li)保障能力(li)持續增強

截至2020年底,全省電(dian)力裝機(ji)容(rong)量(liang)(liang)(liang)3277.6萬(wan)千(qian)瓦(wa)(wa),年均增長(chang)4.6%。其中(zhong),煤電(dian)裝機(ji)容(rong)量(liang)(liang)(liang)1771.8萬(wan)千(qian)瓦(wa)(wa);非(fei)化石能(neng)源發(fa)電(dian)裝機(ji)容(rong)量(liang)(liang)(liang)1504.6萬(wan)千(qian)瓦(wa)(wa)(常規水電(dian)480.5萬(wan)千(qian)瓦(wa)(wa),抽水蓄能(neng)30萬(wan)千(qian)瓦(wa)(wa),風電(dian)577.1萬(wan)千(qian)瓦(wa)(wa),光(guang)伏發(fa)電(dian)337.8萬(wan)千(qian)瓦(wa)(wa),生物質發(fa)電(dian)79.2萬(wan)千(qian)瓦(wa)(wa)),年均增長(chang)11.5%,占總裝機(ji)容(rong)量(liang)(liang)(liang)的(de)45.9%,比(bi)2015年提(ti)高12.4個百(bai)分點(dian)。2020年全省非(fei)化石能(neng)源發(fa)電(dian)量(liang)(liang)(liang)達到301.9億千(qian)瓦(wa)(wa)時,年均增長(chang)17.2%,占總發(fa)電(dian)量(liang)(liang)(liang)的(de)30.5%,比(bi)2015年提(ti)高11.1個百(bai)分點(dian),在能(neng)源結構調整中(zhong)發(fa)揮了重要作(zuo)用。

2.電力設施建設有序推進

電(dian)(dian)(dian)(dian)力(li)保障和調節能力(li)不斷增(zeng)強(qiang),豐滿水(shui)電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)新建(jian)6臺機組(zu)全(quan)面投(tou)入運行,長(chang)(chang)春(chun)(chun)東南熱(re)(re)電(dian)(dian)(dian)(dian)廠、大唐長(chang)(chang)春(chun)(chun)三熱(re)(re)背壓機組(zu)等項目建(jian)成(cheng)投(tou)運,敦化抽水(shui)蓄(xu)能電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)穩步(bu)推(tui)進,蛟河(he)抽水(shui)蓄(xu)能電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)開工建(jian)設(she)。電(dian)(dian)(dian)(dian)網(wang)供電(dian)(dian)(dian)(dian)能力(li)和網(wang)架(jia)結構進一步(bu)加強(qiang),500千(qian)伏主網(wang)架(jia)初(chu)步(bu)形(xing)成(cheng),220千(qian)伏電(dian)(dian)(dian)(dian)網(wang)覆蓋全(quan)省9個市(州(zhou)),各市(州(zhou))均(jun)形(xing)成(cheng)多層66千(qian)伏環(huan)網(wang)。至2020年,全(quan)省共有(you)500千(qian)伏變(bian)(bian)電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)17座(zuo)(zuo),變(bian)(bian)電(dian)(dian)(dian)(dian)容(rong)量2686萬千(qian)伏安(an),線(xian)路長(chang)(chang)度(du)5740公里;220千(qian)伏變(bian)(bian)電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)97座(zuo)(zuo),變(bian)(bian)電(dian)(dian)(dian)(dian)容(rong)量2586萬千(qian)伏安(an),線(xian)路長(chang)(chang)度(du)12965公里;66千(qian)伏變(bian)(bian)電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)928座(zuo)(zuo),變(bian)(bian)電(dian)(dian)(dian)(dian)容(rong)量2584萬千(qian)伏安(an),線(xian)路長(chang)(chang)度(du)20044公里。

3.加快煤電產能(neng)提質增效

積極推進煤(mei)電(dian)落后產能淘汰工(gong)作(zuo),相(xiang)(xiang)繼關停(ting)大唐長山(shan)、樺甸熱(re)電(dian)、蛟河(he)熱(re)電(dian)、渾江電(dian)廠和(he)白山(shan)煤(mei)矸(gan)石電(dian)廠等(deng)機(ji)組(zu)(zu),累計容量110.7萬(wan)(wan)千(qian)瓦,超額(e)完成“十三五”期(qi)間火電(dian)組(zu)(zu)關停(ting)任(ren)務(wu)(wu)。按照(zhao)國家(jia)能源局、生態環境部(bu)的(de)相(xiang)(xiang)關要求,推進燃煤(mei)電(dian)廠超低排放改(gai)造,累計完成超低排放改(gai)造機(ji)組(zu)(zu)1353萬(wan)(wan)千(qian)瓦,超額(e)完成國家(jia)下(xia)達的(de)目(mu)標任(ren)務(wu)(wu)。

4.有(you)效推(tui)進(jin)電(dian)能清潔供(gong)暖

“十三五”期間,積(ji)極落實(shi)國(guo)家及省(sheng)政(zheng)府關于北方地(di)區冬季清(qing)潔(jie)取(qu)暖(nuan)(nuan)的重要精(jing)神,積(ji)極推(tui)廣清(qing)潔(jie)采暖(nuan)(nuan)技術。在電(dian)采暖(nuan)(nuan)領域,2017年(nian)我省(sheng)出臺了《關于推(tui)進電(dian)能(neng)清(qing)潔(jie)供暖(nuan)(nuan)的實(shi)施意見(jian)》,省(sheng)能(neng)源局會同省(sheng)財政(zheng)廳制定印發了《吉林省(sheng)電(dian)能(neng)清(qing)潔(jie)取(qu)暖(nuan)(nuan)獎補資(zi)金(jin)管理辦法》,通過(guo)市場化方式,引導企業和社會加大投入。2020年(nian)全(quan)省(sheng)電(dian)能(neng)清(qing)潔(jie)供暖(nuan)(nuan)面(mian)積(ji)累計達到(dao)3534萬平(ping)方米,占全(quan)省(sheng)總供暖(nuan)(nuan)面(mian)積(ji)3.93%,每年(nian)可消納(na)電(dian)力28億(yi)千瓦時。

5.電力體(ti)制改革持(chi)續深化(hua)

完善電(dian)力(li)市(shi)(shi)場(chang)(chang)交(jiao)易(yi)(yi)規(gui)則(ze),出臺(tai)《吉(ji)(ji)林(lin)省(sheng)(sheng)售電(dian)公司準入與退出管理實施(shi)細則(ze)》、《吉(ji)(ji)林(lin)省(sheng)(sheng)電(dian)力(li)中長期交(jiao)易(yi)(yi)規(gui)則(ze)》、《吉(ji)(ji)林(lin)省(sheng)(sheng)售電(dian)側市(shi)(shi)場(chang)(chang)化交(jiao)易(yi)(yi)實施(shi)細則(ze)》、《吉(ji)(ji)林(lin)省(sheng)(sheng)電(dian)力(li)市(shi)(shi)場(chang)(chang)交(jiao)易(yi)(yi)售電(dian)公司履(lv)約保函管理辦(ban)法》等規(gui)則(ze)及制度(du);加快(kuai)放開發用(yong)電(dian)計劃,提高市(shi)(shi)場(chang)(chang)化電(dian)量交(jiao)易(yi)(yi)規(gui)模,省(sheng)(sheng)內經(jing)營性用(yong)戶全(quan)面放開。

第三節 存在問題

1.化石能源(yuan)短缺,對(dui)外依(yi)存度逐年加大

吉(ji)林省傳統化石能源(yuan)總量小,能源(yuan)工業(ye)起步早,資(zi)源(yuan)開采時間長,經濟開采儲量少,擴產空間有限(xian),產量逐年(nian)減少。2020年(nian)全省煤(mei)炭產量954.6萬噸(dun),煤(mei)炭自給率嚴重不足,對外(wai)依(yi)存度逐年(nian)加大。近幾年(nian)供(gong)暖(nuan)期,全省均面臨明顯(xian)的(de)缺煤(mei)狀(zhuang)況,煤(mei)電(dian)機組受電(dian)煤(mei)供(gong)應、煤(mei)質及供(gong)熱受阻等多重因素(su)影響,運行壓力(li)和調(diao)峰壓力(li)均顯(xian)著增(zeng)強。

2.清潔(jie)能源開發受限,亟(ji)需尋求有效消納途徑(jing)

全省(sheng)電力負荷基數相對較小(xiao),2020年(nian)煤電裝機(ji)為最大(da)負荷的1.2倍,為典型的電力送(song)出省(sheng)份,省(sheng)內用電市場不能(neng)(neng)有效(xiao)(xiao)滿足清(qing)潔(jie)(jie)能(neng)(neng)源(yuan)消納(na)需要。目前(qian),全省(sheng)清(qing)潔(jie)(jie)能(neng)(neng)源(yuan)已開發(fa)容量約占可(ke)開發(fa)量的10%,清(qing)潔(jie)(jie)能(neng)(neng)源(yuan)開發(fa)受限,亟需尋求多條有效(xiao)(xiao)消納(na)途徑,促進清(qing)潔(jie)(jie)能(neng)(neng)源(yuan)產(chan)業健(jian)康可(ke)持續發(fa)展。

3.調峰電源單一,系統(tong)調峰能力不足(zu)

受現有電(dian)(dian)源(yuan)(yuan)(yuan)結構影響,全(quan)省主力調(diao)(diao)峰(feng)電(dian)(dian)源(yuan)(yuan)(yuan)仍為煤電(dian)(dian),調(diao)(diao)峰(feng)依賴性較強(qiang),靈活性調(diao)(diao)峰(feng)電(dian)(dian)源(yuan)(yuan)(yuan)比例低,亟需新(xin)增抽水蓄能、儲能等(deng)靈活性調(diao)(diao)峰(feng)電(dian)(dian)源(yuan)(yuan)(yuan)。受地理(li)位置和氣候等(deng)因素影響,全(quan)省供熱期(qi)較長,冬季供熱期(qi)供熱機組調(diao)(diao)峰(feng)能力明顯不足。供暖期(qi)與(yu)風電(dian)(dian)大發期(qi)高度(du)重(zhong)合,進一步加劇供熱與(yu)清潔能源(yuan)(yuan)(yuan)消納矛盾(dun)。

4.主干網架仍需加(jia)強,省外輸電能力不足

吉(ji)林省(sheng)(sheng)主(zhu)干電(dian)(dian)網僅在中部地(di)區形成500千(qian)伏(fu)單(dan)環網結(jie)(jie)構(gou),全省(sheng)(sheng)輻射東西方(fang)向的電(dian)(dian)網結(jie)(jie)構(gou)較弱。隨(sui)著東部蓄(xu)能(neng)(neng)(neng)電(dian)(dian)站等(deng)電(dian)(dian)源(yuan)相(xiang)繼投(tou)運(yun),中部斷(duan)面輸(shu)電(dian)(dian)能(neng)(neng)(neng)力需求(qiu)明顯增強。黑(hei)吉(ji)省(sheng)(sheng)間、吉(ji)遼省(sheng)(sheng)間電(dian)(dian)網斷(duan)面輸(shu)電(dian)(dian)能(neng)(neng)(neng)力有(you)待進一步提高。西部豐(feng)富的清潔能(neng)(neng)(neng)源(yuan)資源(yuan)開發與全省(sheng)(sheng)有(you)限的消納能(neng)(neng)(neng)力沖突明顯,探索(suo)可靠電(dian)(dian)力外(wai)送通道需求(qiu)迫(po)切。

第四節 面臨形勢

“十四(si)五(wu)”時期(qi),是我(wo)國(guo)全面建成小康社會、實現(xian)第一(yi)個百(bai)年奮斗目(mu)標(biao)之后(hou),乘勢(shi)而(er)上開啟(qi)全面建設社會主義現(xian)代化國(guo)家新(xin)征程、向第二個百(bai)年奮斗目(mu)標(biao)進軍(jun)的第一(yi)個五(wu)年,也(ye)是我(wo)國(guo)能源轉型變革(ge)的關鍵時期(qi),能源發展(zhan)面臨著老問題(ti)新(xin)情況不斷交(jiao)織(zhi)集聚、疊加演化的局面。能源需(xu)求(qiu)發生新(xin)變化,“高質量”和(he)“低碳”發展(zhan)要(yao)求(qiu)更加突出;能源安全面臨新(xin)挑戰,新(xin)舊風險交(jiao)織(zhi)并(bing)存;綠色轉型出現(xian)新(xin)形(xing)勢(shi),未來(lai)任務更加艱巨;創新(xin)發展(zhan)進入(ru)新(xin)階(jie)段,科技(ji)和(he)體制創新(xin)重要(yao)性更加凸顯。

第(di)二章 電力需求預測

第一節 國民經濟(ji)發展(zhan)預測

“十四(si)五”期(qi)間(jian),全(quan)省(sheng)重大(da)項目(mu)儲備較(jiao)為充(chong)裕,特別是作為全(quan)省(sheng)經濟(ji)(ji)(ji)支柱產業的汽車行(xing)業和(he)農(nong)產品加工行(xing)業發(fa)(fa)展(zhan)勢(shi)頭(tou)較(jiao)好(hao),其他產業如新(xin)材料、高端裝備、生(sheng)物醫藥、新(xin)能源、有機(ji)食品及旅(lv)游(you)業等(deng),亦(yi)將為全(quan)省(sheng)經濟(ji)(ji)(ji)較(jiao)好(hao)發(fa)(fa)展(zhan)注入新(xin)鮮活力。根據《吉林(lin)省(sheng)國民經濟(ji)(ji)(ji)和(he)社(she)會(hui)發(fa)(fa)展(zhan)第十四(si)個五年規劃和(he)2035年遠景(jing)目(mu)標綱要(yao)》,結合(he)國內外經濟(ji)(ji)(ji)形(xing)勢(shi)總體判(pan)斷,綜(zong)合(he)考慮吉林(lin)省(sheng)潛在經濟(ji)(ji)(ji)增(zeng)速、改(gai)革實(shi)施成(cheng)效(xiao)和(he)引導社(she)會(hui)預(yu)期(qi)等(deng)因素,預(yu)計“十四(si)五”期(qi)間(jian),全(quan)省(sheng)經濟(ji)(ji)(ji)將實(shi)現東北振(zhen)興率(lv)先突破,預(yu)計年均增(zeng)速6.5%。

“十四(si)五”期間,吉林省(sheng)消費需求(qiu)將(jiang)進一步(bu)擴大,投(tou)資規模適度增長。考慮(lv)到(dao)近幾年吉林省(sheng)各產業(ye)比(bi)重實際情況(kuang),隨著產業(ye)結(jie)構調整的(de)進一步(bu)深(shen)化(hua),預測到(dao)2025年全省(sheng)三次(ci)產業(ye)比(bi)重將(jiang)調整為10:41:49。

第二節 全社會用電量及最(zui)大負荷(he)預測

隨著經濟形勢的企穩(wen)回升(sheng),以及全(quan)(quan)省(sheng)(sheng)(sheng)“三(san)個五(wu)”戰略、長(chang)吉圖戰略、中東西“三(san)大板(ban)塊”建(jian)設在(zai)“十四(si)五(wu)”期間的持續推進,全(quan)(quan)省(sheng)(sheng)(sheng)全(quan)(quan)社會(hui)(hui)用電(dian)量仍將保持平穩(wen)增長(chang),預測(ce)2025年全(quan)(quan)省(sheng)(sheng)(sheng)全(quan)(quan)社會(hui)(hui)用電(dian)量達到960億千瓦時,年均增長(chang)3.6%;2025年全(quan)(quan)省(sheng)(sheng)(sheng)全(quan)(quan)社會(hui)(hui)最大負(fu)荷達到1850萬千瓦,年均增長(chang)4.5%。

堅持(chi)以電(dian)力市(shi)場需(xu)求為導向。深(shen)入開展電(dian)力市(shi)場調查,加強宏觀經(jing)濟(ji)(ji)分(fen)析,著重(zhong)研究新(xin)的(de)經(jing)濟(ji)(ji)技術(shu)因素對電(dian)力需(xu)求的(de)影響分(fen)析,重(zhong)視分(fen)地(di)區、分(fen)行(xing)業(ye)預測和負荷特性的(de)分(fen)析,科學預測電(dian)力市(shi)場需(xu)求。

堅持電(dian)源(yuan)綠色發(fa)(fa)展(zhan)(zhan)。調整電(dian)源(yuan)結構,優化電(dian)源(yuan)布局,積極推動清潔能(neng)源(yuan)的科學有序(xu)發(fa)(fa)展(zhan)(zhan),大力發(fa)(fa)展(zhan)(zhan)風能(neng)、太陽能(neng)等清潔能(neng)源(yuan),提(ti)高(gao)化石能(neng)源(yuan)清潔高(gao)效利用水平,促進全省電(dian)力行業持續、穩定(ding)、健康發(fa)(fa)展(zhan)(zhan)。

堅持開(kai)發利用與節(jie)能減(jian)排(pai)相結(jie)合。在科學開(kai)發利用能源資源的同時,大(da)力推進能源節(jie)約,努力提高能源利用效率。進一步減(jian)少二氧化硫、二氧化碳等有害氣(qi)體(ti)和(he)固體(ti)廢(fei)棄(qi)物排(pai)放(fang),開(kai)展(zhan)能源資源綜合利用,發展(zhan)循環經(jing)濟,促(cu)進資源節(jie)約型和(he)環境友好型社會建設,提升(sheng)生態系統(tong)質量和(he)穩定性。

堅持資源(yuan)優(you)化(hua)配置與節能(neng)(neng)并舉。從(cong)更大范圍考慮能(neng)(neng)源(yuan)資源(yuan)的優(you)化(hua)配置問題,提高能(neng)(neng)源(yuan)利(li)用效率(lv),實現電(dian)源(yuan)結構和布(bu)局(ju)的優(you)化(hua);從(cong)需(xu)求側(ce)、發(fa)電(dian)側(ce)、電(dian)網側(ce)三個方(fang)面明確節能(neng)(neng)目標(biao)和措施;保證電(dian)力行(xing)業(ye)發(fa)展(zhan)與環境保護協調一致,實現電(dian)力行(xing)業(ye)的可持續發(fa)展(zhan)戰略。

堅持科學(xue)發展與節約(yue)(yue)集(ji)(ji)約(yue)(yue)用(yong)地(di)(di)相結(jie)合(he)。在電(dian)源(yuan)項(xiang)目及電(dian)網項(xiang)目建設(she)過程中,嚴格執行各類土地(di)(di)使用(yong)標準,控制使用(yong)各種(zhong)保護(hu)用(yong)地(di)(di),加(jia)強建設(she)用(yong)地(di)(di)管理,優化建設(she)用(yong)地(di)(di)結(jie)構(gou),做好與國土空間規劃銜接,切實(shi)做到科學(xue)、合(he)理、節約(yue)(yue)集(ji)(ji)約(yue)(yue)用(yong)地(di)(di)。

第三節 發展目標

1.電源發展目標

持(chi)續布局抽水蓄能(neng)電(dian)站,大力發(fa)(fa)展清潔(jie)能(neng)源發(fa)(fa)電(dian)項目,配套建(jian)設“吉電(dian)南送”1000萬(wan)千(qian)瓦級清潔(jie)能(neng)源裝機;加快現有發(fa)(fa)電(dian)機組(zu)升級改(gai)造,有序開(kai)展老舊(jiu)煤電(dian)機組(zu)等容量(liang)替代,合理(li)推進支撐性(xing)、調節性(xing)電(dian)源建(jian)設;從(cong)網、源、荷三側(ce)發(fa)(fa)力,推動新(xin)能(neng)源占比逐漸提高的新(xin)型電(dian)力系統建(jian)設取得(de)階段性(xing)進展。預計2025年,全省裝機容量(liang)將達(da)(da)到6187萬(wan)千(qian)瓦。其中(zhong):非化石能(neng)源發(fa)(fa)電(dian)裝機達(da)(da)3814萬(wan)千(qian)瓦,約為(wei)2020年的2.5倍(bei),占比61.7%,提高15.7個百分點。

2.電網發展目標

推(tui)動“吉電(dian)(dian)(dian)(dian)(dian)南(nan)送(song)”高比例(li)新能(neng)源(yuan)(yuan)基地開發(fa)外送(song)特高壓直流(liu)工程建(jian)設(she),力爭(zheng)建(jian)成“兩(liang)橫三縱”500千伏(fu)雙(shuang)環網(wang)的骨干網(wang)架,增(zeng)強省內“東西互(hu)(hu)濟”能(neng)力,優化(hua)電(dian)(dian)(dian)(dian)(dian)網(wang)資源(yuan)(yuan)配置,提高電(dian)(dian)(dian)(dian)(dian)網(wang)承載(zai)能(neng)力;完善(shan)地區220千伏(fu)電(dian)(dian)(dian)(dian)(dian)網(wang)結(jie)構(gou),解開500千伏(fu)與220千伏(fu)電(dian)(dian)(dian)(dian)(dian)磁環網(wang),優化(hua)分區運行結(jie)構(gou),降(jiang)低系統短路電(dian)(dian)(dian)(dian)(dian)流(liu),提高供電(dian)(dian)(dian)(dian)(dian)可靠(kao)性;初步建(jian)成堅強智能(neng)的一流(liu)現代(dai)配電(dian)(dian)(dian)(dian)(dian)網(wang),供電(dian)(dian)(dian)(dian)(dian)保(bao)障能(neng)力和信息(xi)化(hua)水(shui)平(ping)顯著(zhu)提升(sheng),高效服務(wu)能(neng)源(yuan)(yuan)互(hu)(hu)聯(lian)網(wang)建(jian)設(she)。

3.創新發展目標

加(jia)快實(shi)施(shi)“3(園(yuan)區)+1(工程)”電(dian)力(li)創新(xin)發(fa)展目標。大力(li)推進(jin)白城、松原和(he)四平雙(shuang)遼地區3個(ge)“綠電(dian)”產業園(yuan)區,有(you)效(xiao)降低電(dian)價,吸(xi)引高(gao)端產業入吉及(ji)高(gao)端人才回(hui)流;加(jia)快推動“氫(qing)(qing)(qing)動吉林”之“風光(guang)(guang)消納規模制氫(qing)(qing)(qing)工程”,依(yi)托可再(zai)(zai)生(sheng)能(neng)源資源優勢和(he)先進(jin)電(dian)解水制氫(qing)(qing)(qing)技術,逐步實(shi)現(xian)可再(zai)(zai)生(sheng)能(neng)源制氫(qing)(qing)(qing)替代和(he)產業鏈價值鏈延伸,促進(jin)風光(guang)(guang)等(deng)新(xin)能(neng)源與氫(qing)(qing)(qing)能(neng)互補(bu)協同發(fa)展。

第四章 重點任務

第一節 構建(jian)多元電力供應體(ti)系

適度(du)發(fa)展背壓式熱(re)電(dian)(dian)聯產項(xiang)(xiang)(xiang)目(mu),試點建(jian)設(she)燃氣調(diao)峰項(xiang)(xiang)(xiang)目(mu),合理推進支撐(cheng)性、調(diao)節性煤電(dian)(dian)建(jian)設(she)。科學開發(fa)水(shui)電(dian)(dian),持續(xu)布局抽(chou)水(shui)蓄能電(dian)(dian)站(zhan),加(jia)快(kuai)抽(chou)水(shui)蓄能電(dian)(dian)站(zhan)的前期(qi)論證和項(xiang)(xiang)(xiang)目(mu)儲備,推動千(qian)(qian)萬千(qian)(qian)瓦(wa)(wa)抽(chou)水(shui)蓄能基地建(jian)設(she)。加(jia)快(kuai)綠色低碳(tan)轉(zhuan)型,大(da)力發(fa)展清(qing)潔(jie)能源發(fa)電(dian)(dian)項(xiang)(xiang)(xiang)目(mu),結合儲能、制氫等新技術和新業(ye)態,積極發(fa)展風(feng)(feng)電(dian)(dian)、光伏、生物質等清(qing)潔(jie)能源項(xiang)(xiang)(xiang)目(mu),打造國家級清(qing)潔(jie)能源生產基地。預計到(dao)2025年,全省裝機將達到(dao)6187萬千(qian)(qian)瓦(wa)(wa)。其(qi)中水(shui)電(dian)(dian)654萬千(qian)(qian)瓦(wa)(wa),煤電(dian)(dian)1959萬千(qian)(qian)瓦(wa)(wa),燃氣413萬千(qian)(qian)瓦(wa)(wa),風(feng)(feng)電(dian)(dian)2200萬千(qian)(qian)瓦(wa)(wa),生物質160萬千(qian)(qian)瓦(wa)(wa)和光伏800萬千(qian)(qian)瓦(wa)(wa)。

1.燃煤發電

合(he)理發(fa)展(zhan)煤電項目(mu),統籌區域(yu)熱力(li)電力(li)供應保障需求,有序推(tui)(tui)(tui)進長(chang)(chang)春(chun)、吉林(lin)、松原、四平(ping)、延邊、遼源(yuan)、白城(cheng)等地背(bei)壓(ya)機組(zu)建設;推(tui)(tui)(tui)進吉林(lin)、四平(ping)老舊機組(zu)“等容量替代”項目(mu)建設;推(tui)(tui)(tui)動長(chang)(chang)春(chun)二熱“退城(cheng)進郊”搬遷升級改造項目(mu)前期工作(zuo)。兼顧電力(li)供應保障需求和(he)新能(neng)源(yuan)發(fa)展(zhan)需求,謀劃建設支撐性、調節(jie)性先進煤電,加(jia)快(kuai)推(tui)(tui)(tui)動雙遼電廠三期擴建工程(2×100萬千瓦)前期工作(zuo)。預計到(dao)2025年,全省煤電裝(zhuang)機達到(dao)1959萬千瓦。

“十四五”期間,加快推進松原、白城等地(di)區氣(qi)(qi)(qi)電(dian)(dian)項(xiang)目建設,力爭建設投產華能(neng)燃氣(qi)(qi)(qi)調(diao)峰(feng)電(dian)(dian)站(zhan)(zhan)(zhan)(zhan)(zhan)(96萬(wan)(wan)千瓦(wa)(wa))、吉電(dian)(dian)股份(fen)調(diao)峰(feng)電(dian)(dian)站(zhan)(zhan)(zhan)(zhan)(zhan)(96萬(wan)(wan)千瓦(wa)(wa))、大唐燃氣(qi)(qi)(qi)調(diao)峰(feng)電(dian)(dian)站(zhan)(zhan)(zhan)(zhan)(zhan)(96萬(wan)(wan)千瓦(wa)(wa))、國能(neng)集團燃氣(qi)(qi)(qi)調(diao)峰(feng)電(dian)(dian)站(zhan)(zhan)(zhan)(zhan)(zhan)(96萬(wan)(wan)千瓦(wa)(wa))、白城鎮賚天燃氣(qi)(qi)(qi)調(diao)峰(feng)電(dian)(dian)站(zhan)(zhan)(zhan)(zhan)(zhan)(18萬(wan)(wan)千瓦(wa)(wa))和白山市天然氣(qi)(qi)(qi)分布式能(neng)源站(zhan)(zhan)(zhan)(zhan)(zhan)(10萬(wan)(wan)千瓦(wa)(wa))。預計(ji)2025年(nian)全省氣(qi)(qi)(qi)電(dian)(dian)裝機將達到413萬(wan)(wan)千瓦(wa)(wa)。

3.水(shui)電(dian)(抽水(shui)蓄(xu)能)

“十四五(wu)(wu)”期(qi)間(jian),加快敦化抽(chou)水(shui)蓄能(neng)電(dian)站(zhan)建(jian)設,推動蛟河(he)、通(tong)化(通(tong)化市(shi))、臥龍湖(和龍市(shi))、前河(he)(汪清縣(xian))、大(da)沙河(he)(安(an)圖縣(xian))、大(da)溝河(he)(敦化市(shi))、塔拉(la)河(he)(敦化市(shi))和景(jing)山屯(靖宇縣(xian))等8座(zuo)抽(chou)水(shui)蓄能(neng)電(dian)站(zhan)前期(qi)進展(zhan),力爭于“十四五(wu)(wu)”期(qi)間(jian)開工,“十五(wu)(wu)五(wu)(wu)”期(qi)間(jian)投產。預計到(dao)(dao)2025年,全省水(shui)電(dian)裝(zhuang)機達到(dao)(dao)654萬千瓦(wa)。其中:抽(chou)水(shui)蓄能(neng)170萬千瓦(wa),常規水(shui)電(dian)484萬千瓦(wa)。

4.風力發電

“十四五”期(qi)間,穩步推進(jin)白(bai)城地(di)(di)(di)(di)區特高(gao)壓直流配(pei)套風(feng)(feng)電(dian)(dian)(dian)基地(di)(di)(di)(di)建設(she),擴大西(xi)部白(bai)城、松原(yuan)、四平雙遼本地(di)(di)(di)(di)消(xiao)納風(feng)(feng)電(dian)(dian)(dian)規模(mo)。在中東部地(di)(di)(di)(di)因地(di)(di)(di)(di)制宜開展(zhan)分(fen)散(san)式風(feng)(feng)電(dian)(dian)(dian)項目建設(she)。積極推動(dong)吉林西(xi)部白(bai)城、松原(yuan)地(di)(di)(di)(di)區風(feng)(feng)電(dian)(dian)(dian)就地(di)(di)(di)(di)制氫(qing)、分(fen)級消(xiao)納,實現風(feng)(feng)電(dian)(dian)(dian)制氫(qing)規模(mo)化發展(zhan),推動(dong)風(feng)(feng)電(dian)(dian)(dian)就地(di)(di)(di)(di)消(xiao)納。預計到2025年,全省風(feng)(feng)電(dian)(dian)(dian)裝(zhuang)機達到2200萬千(qian)瓦。

5.光伏發電

“十(shi)四五(wu)”期間,擴(kuo)大白(bai)(bai)城百萬(wan)千瓦(wa)級(ji)“光(guang)(guang)伏領跑者(zhe)”基(ji)地規模。以西部(bu)白(bai)(bai)城、松(song)原地區(qu)為(wei)重點(dian),開展風(feng)光(guang)(guang)儲、光(guang)(guang)伏農業、光(guang)(guang)伏牧業等(deng)(deng)“光(guang)(guang)伏+”地面光(guang)(guang)伏并網發電項(xiang)目建設。中部(bu)長春、吉林等(deng)(deng)地區(qu)推(tui)廣(guang)光(guang)(guang)伏建筑一(yi)體化分布式光(guang)(guang)伏發電項(xiang)目。預計到2025年(nian),全省光(guang)(guang)伏發電裝機達到800萬(wan)千瓦(wa)。

6.生物質發電

“十四五”期間,因地(di)(di)制宜以長春、吉林、四平、白城(cheng)(cheng)、松(song)原、通化(hua)等地(di)(di)為重點(dian)建(jian)設生物質(zhi)熱電(dian)(dian)聯產項目(mu);有序發(fa)展垃圾(ji)發(fa)電(dian)(dian),推進長春、白城(cheng)(cheng)等城(cheng)(cheng)市垃圾(ji)發(fa)電(dian)(dian)項目(mu)建(jian)設。預計到2025年(nian),全(quan)省生物質(zhi)發(fa)電(dian)(dian)裝機達到160萬千瓦(wa)。

1.特高壓電網建設

吉(ji)(ji)林(lin)省(sheng)是(shi)我國(guo)(guo)九大(da)千(qian)(qian)(qian)萬千(qian)(qian)(qian)瓦級風(feng)電(dian)基(ji)地(di)之一(yi),風(feng)能(neng)(neng)、太陽能(neng)(neng)等清潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)豐富,風(feng)能(neng)(neng)可裝機(ji)容量約(yue)(yue)為(wei)6900萬千(qian)(qian)(qian)瓦,光伏(fu)可裝機(ji)容量約(yue)(yue)為(wei)4600萬千(qian)(qian)(qian)瓦,2020年開(kai)(kai)發(fa)率不足10%,開(kai)(kai)發(fa)程度偏低。目前(qian),制約(yue)(yue)吉(ji)(ji)林(lin)省(sheng)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)展(zhan)(zhan)的(de)主要問題是(shi)外送(song)(song)能(neng)(neng)力不足。為(wei)有(you)效解決全省(sheng)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)展(zhan)(zhan)需求(qiu)與(yu)外送(song)(song)能(neng)(neng)力不足的(de)突出矛盾(dun),“十四五”期間,擬規劃建設“吉(ji)(ji)電(dian)南送(song)(song)”高比(bi)例新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)基(ji)地(di)開(kai)(kai)發(fa)外送(song)(song)特(te)高壓(ya)(ya)直(zhi)流(liu)工程,將(jiang)吉(ji)(ji)林(lin)省(sheng)西部地(di)區(qu)豐富的(de)風(feng)光資(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)送(song)(song)往(wang)區(qu)外負荷中心(xin)。工程建成后,將(jiang)有(you)利(li)于加快全省(sheng)清潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)開(kai)(kai)發(fa)利(li)用(yong),切(qie)實解決全省(sheng)清潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)展(zhan)(zhan)需求(qiu)與(yu)消納能(neng)(neng)力不足的(de)現實矛盾(dun),有(you)效緩解我國(guo)(guo)中東部用(yong)電(dian)需求(qiu)增長和環境容量短缺(que)的(de)矛盾(dun),實現送(song)(song)、受兩端能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)和低碳雙贏格局,優化全國(guo)(guo)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)布局。“吉(ji)(ji)電(dian)南送(song)(song)”高比(bi)例新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)基(ji)地(di)開(kai)(kai)發(fa)外送(song)(song)特(te)高壓(ya)(ya)直(zhi)流(liu)工程暫考慮采用(yong)±800千(qian)(qian)(qian)伏(fu)特(te)高壓(ya)(ya)常規輸(shu)電(dian)技(ji)術,輸(shu)電(dian)功(gong)率800萬千(qian)(qian)(qian)瓦,輸(shu)電(dian)距離(li)約(yue)(yue)為(wei)950公里-1250公里,起(qi)點(dian)在(zai)吉(ji)(ji)林(lin)西部,落點(dian)考慮北京周邊等,匯集新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)規模約(yue)(yue)1000萬千(qian)(qian)(qian)瓦。

2.500千伏(fu)電網建(jian)設(she)

“十四(si)(si)五”期間,力爭建(jian)成(cheng)“兩(liang)(liang)橫(heng)三(san)縱”主(zhu)網(wang)架結構(gou),推進甜水-松原(yuan)-合心(xin)-龍(long)嘉-包家(jia)-吉林(lin)東(dong)(dong)-平安(an)-延吉、昌(chang)盛-龍(long)鳳-金城(cheng)-雙陽(yang)-茂勝“兩(liang)(liang)橫(heng)”及德惠-合心(xin)-金城(cheng)-梨樹、包家(jia)-茂勝-東(dong)(dong)豐、平安(an)-白山-通(tong)化“三(san)縱”堅強電(dian)(dian)網(wang)結構(gou);增加吉林(lin)-扎魯特輸電(dian)(dian)通(tong)道,提高魯固直流電(dian)(dian)力匯集(ji)能力;加強吉黑(hei)省間和(he)吉遼省間輸電(dian)(dian)通(tong)道,優(you)化東(dong)(dong)部電(dian)(dian)網(wang)結構(gou)。“十四(si)(si)五”期間,全省規劃建(jian)設(she)500千(qian)伏(fu)輸變(bian)電(dian)(dian)工程11項,新(xin)建(jian)500千(qian)伏(fu)變(bian)電(dian)(dian)站(zhan)4座,擴建(jian)500千(qian)伏(fu)變(bian)電(dian)(dian)站(zhan)5座,新(xin)增500千(qian)伏(fu)變(bian)電(dian)(dian)容量1550萬千(qian)伏(fu)安(an),新(xin)建(jian)線路長度1792公里(li)。預(yu)計“十四(si)(si)五”期間,省內(nei)500千(qian)伏(fu)電(dian)(dian)網(wang)投資約為69.4億元。

3.220千伏電(dian)網建(jian)設

加快實(shi)施220千(qian)(qian)伏電(dian)(dian)網(wang)(wang)(wang)(wang)建(jian)(jian)設項(xiang)目,推進220千(qian)(qian)伏電(dian)(dian)網(wang)(wang)(wang)(wang)實(shi)施分(fen)區(qu)(qu)分(fen)片供(gong)(gong)電(dian)(dian),形成分(fen)區(qu)(qu)或聯(lian)合(he)供(gong)(gong)電(dian)(dian)模(mo)式(shi)。其(qi)中(zhong)四平、白東(dong)梅及(ji)通白電(dian)(dian)網(wang)(wang)(wang)(wang)仍采用聯(lian)合(he)供(gong)(gong)電(dian)(dian)模(mo)式(shi);長春地區(qu)(qu)基本形成“合(he)心-德惠-龍(long)嘉”、“雙陽”、“金城”3個(ge)供(gong)(gong)電(dian)(dian)區(qu)(qu);吉林地區(qu)(qu)形成“包家”、“茂勝-吉林東(dong)”2個(ge)供(gong)(gong)電(dian)(dian)區(qu)(qu)。屆時,全(quan)省電(dian)(dian)網(wang)(wang)(wang)(wang)將由現有的8個(ge)分(fen)區(qu)(qu)擴展為(wei)(wei)11個(ge)分(fen)區(qu)(qu)。“十四五”期(qi)間,全(quan)省規劃220千(qian)(qian)伏電(dian)(dian)網(wang)(wang)(wang)(wang)項(xiang)目71項(xiang),新(xin)建(jian)(jian)220千(qian)(qian)伏變電(dian)(dian)站(zhan)13座,擴建(jian)(jian)220千(qian)(qian)伏變電(dian)(dian)站(zhan)12座,新(xin)增220千(qian)(qian)伏變電(dian)(dian)容量468萬千(qian)(qian)伏安,新(xin)建(jian)(jian)線(xian)路(lu)長度2613.3公里(li)。預計(ji)“十四五”期(qi)間,220千(qian)(qian)伏電(dian)(dian)網(wang)(wang)(wang)(wang)投資約為(wei)(wei)50.6億元。

緊密跟蹤(zong)經濟(ji)增長(chang)熱點地區負荷發(fa)展,適當超前布局,搶(qiang)占增量(liang)市(shi)場;充分(fen)發(fa)揮存量(liang),進一步(bu)優化(hua)負荷分(fen)配,解(jie)(jie)決設(she)(she)備(bei)重過(guo)(guo)載問題;結(jie)合(he)220千(qian)伏(fu)變電(dian)(dian)(dian)(dian)站(zhan)布點,加強66千(qian)伏(fu)聯(lian)(lian)絡線(xian)(xian)建設(she)(she),提高(gao)對220千(qian)伏(fu)電(dian)(dian)(dian)(dian)網的(de)(de)支(zhi)撐能力(li)(li)。改造(zao)供(gong)電(dian)(dian)(dian)(dian)能力(li)(li)受(shou)限(xian)的(de)(de)小(xiao)型化(hua)變電(dian)(dian)(dian)(dian)站(zhan),適當增加鄉鎮變電(dian)(dian)(dian)(dian)站(zhan)布點;提升雙(shuang)電(dian)(dian)(dian)(dian)源變電(dian)(dian)(dian)(dian)站(zhan)比例,減少66千(qian)伏(fu)線(xian)(xian)路(lu)“T”接(jie)變電(dian)(dian)(dian)(dian)站(zhan)數量(liang),解(jie)(jie)決多座變電(dian)(dian)(dian)(dian)站(zhan)串(chuan)供(gong)問題;改造(zao)運行(xing)年限(xian)過(guo)(guo)長(chang)、存在安全隱患的(de)(de)66千(qian)伏(fu)變電(dian)(dian)(dian)(dian)站(zhan)和(he)線(xian)(xian)路(lu);全面完善變電(dian)(dian)(dian)(dian)站(zhan)綜合(he)自(zi)動化(hua)系(xi)統。加強聯(lian)(lian)絡線(xian)(xian)建設(she)(she),進一步(bu)提高(gao)線(xian)(xian)路(lu)有效聯(lian)(lian)絡率(lv)和(he)N-1通過(guo)(guo)率(lv);合(he)理優化(hua)供(gong)電(dian)(dian)(dian)(dian)分(fen)區,平衡運行(xing)效率(lv)和(he)負荷轉(zhuan)移(yi)能力(li)(li)。加大供(gong)電(dian)(dian)(dian)(dian)受(shou)限(xian)的(de)(de)小(xiao)容量(liang)配變增容改造(zao)力(li)(li)度,改造(zao)小(xiao)截面導(dao)線(xian)(xian),解(jie)(jie)決局部“卡脖子”問題;優化(hua)縮短10千(qian)伏(fu)供(gong)電(dian)(dian)(dian)(dian)半徑,解(jie)(jie)決線(xian)(xian)路(lu)末端(duan)電(dian)(dian)(dian)(dian)壓低的(de)(de)問題。

“十(shi)(shi)四(si)五(wu)”期間(jian),全省新(xin)擴建(jian)(jian)和(he)改(gai)(gai)造(zao)(zao)66千(qian)(qian)伏(fu)變(bian)(bian)電(dian)站242座,新(xin)增變(bian)(bian)電(dian)容(rong)量631.4萬千(qian)(qian)伏(fu)安,新(xin)建(jian)(jian)和(he)改(gai)(gai)造(zao)(zao)66千(qian)(qian)伏(fu)線路3091.5公里;新(xin)建(jian)(jian)和(he)改(gai)(gai)造(zao)(zao)10千(qian)(qian)伏(fu)配變(bian)(bian)11054臺,新(xin)增配變(bian)(bian)容(rong)量131.4萬千(qian)(qian)伏(fu)安,新(xin)建(jian)(jian)和(he)改(gai)(gai)造(zao)(zao)10千(qian)(qian)伏(fu)及以下線路31042.1公里。預計“十(shi)(shi)四(si)五(wu)”期間(jian),配電(dian)網總投(tou)資(zi)154億元(yuan)。其中:66千(qian)(qian)伏(fu)電(dian)網投(tou)資(zi)61.8億元(yuan),10千(qian)(qian)伏(fu)及以下電(dian)網投(tou)資(zi)86.4億元(yuan),獨(du)立二次(ci)項目投(tou)資(zi)5.8億元(yuan)。到2025年,基(ji)本解決網架(jia)結構薄(bo)弱、轉供能力不強、可(ke)靠性不高等(deng)問(wen)題,長春市配電(dian)網達到世界一流水平,其他地區配電(dian)網達到國際平均水平;全省配電(dian)網供電(dian)可(ke)靠率(lv)(lv)(lv)指(zhi)標(biao)(biao)達到99.9%,綜(zong)合電(dian)壓合格(ge)率(lv)(lv)(lv)指(zhi)標(biao)(biao)達到99.9%;66千(qian)(qian)伏(fu)主變(bian)(bian)N-1通過(guo)率(lv)(lv)(lv)和(he)線路N-1通過(guo)率(lv)(lv)(lv)均達到75%;10千(qian)(qian)伏(fu)線路N-1通過(guo)率(lv)(lv)(lv)達到55%;配電(dian)自(zi)動化覆(fu)蓋率(lv)(lv)(lv)達到100%。

5.電(dian)網安全運行(xing)能力(li)建(jian)設

建(jian)(jian)立安全風險管控體系(xi),提(ti)升電網(wang)安全運行能(neng)(neng)力(li)。結合氣候特點和(he)(he)(he)(he)設(she)(she)備(bei)(bei)實際情況,差(cha)異化(hua)開展設(she)(she)備(bei)(bei)運維管理(li),強化(hua)重要通道和(he)(he)(he)(he)設(she)(she)備(bei)(bei)的巡視檢測。推動建(jian)(jian)立高寒高緯(wei)度(du)地區(qu)電力(li)設(she)(she)施防覆冰、防舞(wu)動、防震減(jian)(jian)災(zai)中心,加強防災(zai)減(jian)(jian)災(zai)數(shu)字化(hua)、信(xin)息(xi)化(hua)建(jian)(jian)設(she)(she),構建(jian)(jian)覆冰預測預警(jing)系(xi)統服務,修訂(ding)冰區(qu)、舞(wu)區(qu)分布圖,探(tan)索融(rong)冰新(xin)技術。加強電網(wang)企(qi)業與氣象、水利、地震等政府專(zhuan)業部門(men)的信(xin)息(xi)溝(gou)通和(he)(he)(he)(he)共享(xiang),提(ti)高預警(jing)和(he)(he)(he)(he)處(chu)置的科學性,并建(jian)(jian)立地方政府、社(she)會機(ji)構、發電企(qi)業、電網(wang)企(qi)業、電力(li)用戶應(ying)急溝(gou)通與協調(diao)機(ji)制,及時預警(jing),適時啟(qi)動應(ying)急響(xiang)應(ying)。進一步完善(shan)(shan)電網(wang)企(qi)業應(ying)對各(ge)類極(ji)端天氣、自然(ran)災(zai)害的工(gong)作制度(du)和(he)(he)(he)(he)工(gong)作程序,不斷完善(shan)(shan)應(ying)急預案體系(xi),持(chi)續提(ti)高應(ying)急反應(ying)能(neng)(neng)力(li)。

第三節 推動電力消費轉(zhuan)型發(fa)展(zhan)

1.穩步提升電(dian)采(cai)暖(nuan)比(bi)重(zhong)

優先(xian)在熱(re)力(li)管網未覆蓋的(de)區域(yu)和(he)公共建(jian)筑、商業(ye)綜合(he)(he)體等非連(lian)續供(gong)熱(re)的(de)非居民用戶,推(tui)廣(guang)電(dian)(dian)(dian)采(cai)(cai)暖(nuan)(nuan),利用電(dian)(dian)(dian)采(cai)(cai)暖(nuan)(nuan)逐(zhu)步取代燃煤鍋爐供(gong)暖(nuan)(nuan)和(he)柴薪供(gong)暖(nuan)(nuan),對配電(dian)(dian)(dian)網加大投資進行建(jian)設改造(zao),解(jie)決制約電(dian)(dian)(dian)采(cai)(cai)暖(nuan)(nuan)瓶(ping)頸(jing)問題。在風(feng)(feng)電(dian)(dian)(dian)富裕地(di)區合(he)(he)理(li)推(tui)廣(guang)采(cai)(cai)用蓄熱(re)式電(dian)(dian)(dian)鍋爐的(de)電(dian)(dian)(dian)采(cai)(cai)暖(nuan)(nuan)方式,提高對棄風(feng)(feng)電(dian)(dian)(dian)力(li)的(de)消納(na)能力(li),緩解(jie)電(dian)(dian)(dian)網調峰和(he)供(gong)熱(re)矛盾(dun),促進風(feng)(feng)電(dian)(dian)(dian)及其相(xiang)關(guan)(guan)產業(ye)健康(kang)發展。盡快出臺電(dian)(dian)(dian)供(gong)暖(nuan)(nuan)配套電(dian)(dian)(dian)網地(di)方補助(zhu)資金支持(chi)、相(xiang)關(guan)(guan)企(qi)業(ye)稅率(lv)優惠、市場交易等有關(guan)(guan)政策,推(tui)動清(qing)潔取暖(nuan)(nuan)可持(chi)續發展。

2.積(ji)極(ji)推動電(dian)動汽車(che)發展

吉林(lin)省汽車(che)工業(ye)基礎好,省會長春亦是(shi)全國“十城千(qian)輛”新能源汽車(che)試點城市(shi),發展電(dian)動(dong)(dong)汽車(che)符合地方產業(ye)政(zheng)(zheng)策,具有較好的實施條件。積(ji)極(ji)推動(dong)(dong)電(dian)動(dong)(dong)汽車(che)發展,為電(dian)動(dong)(dong)汽車(che)大(da)規模(mo)市(shi)場應用提供充電(dian)基礎設(she)施保(bao)障,合理推進(jin)(jin)充換(huan)電(dian)站建設(she),加強相關政(zheng)(zheng)策和知識宣傳以調動(dong)(dong)汽車(che)市(shi)場的積(ji)極(ji)性(xing)。同時,積(ji)極(ji)推進(jin)(jin)更(geng)換(huan)電(dian)池與智能電(dian)網結合技術,使充電(dian)可控化,最大(da)程度(du)改善負荷特性(xing)。

3.積極探索需求側管(guan)理

切實(shi)加強需(xu)求(qiu)側管(guan)(guan)(guan)理(li)(li),建立(li)電(dian)(dian)(dian)(dian)(dian)力(li)需(xu)求(qiu)側響應(ying)管(guan)(guan)(guan)理(li)(li)平臺(tai),配(pei)置可調(diao)節(jie)負荷(he)資(zi)源(yuan)(yuan)(yuan)庫管(guan)(guan)(guan)理(li)(li)和(he)需(xu)求(qiu)響應(ying)全過程管(guan)(guan)(guan)理(li)(li)功能。按照不低于(yu)最大負荷(he)3%的標準,逐步建立(li)和(he)不斷滾動調(diao)整可調(diao)節(jie)負荷(he)資(zi)源(yuan)(yuan)(yuan)庫。研究出(chu)臺(tai)需(xu)求(qiu)響應(ying)補償(chang)價格(ge)標準,利用電(dian)(dian)(dian)(dian)(dian)力(li)需(xu)求(qiu)側管(guan)(guan)(guan)理(li)(li)專項(xiang)資(zi)金(jin)(jin)、季節(jie)性電(dian)(dian)(dian)(dian)(dian)價和(he)尖(jian)峰電(dian)(dian)(dian)(dian)(dian)價增(zeng)收資(zi)金(jin)(jin)、跨區(qu)跨省富余清潔(jie)能源(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)力(li)現貨交(jiao)易購電(dian)(dian)(dian)(dian)(dian)差(cha)價盈余資(zi)金(jin)(jin)、發(fa)電(dian)(dian)(dian)(dian)(dian)企業超發(fa)電(dian)(dian)(dian)(dian)(dian)量結算差(cha)額資(zi)金(jin)(jin)等渠道,拓展激勵資(zi)金(jin)(jin)來源(yuan)(yuan)(yuan)。加快制(zhi)定需(xu)求(qiu)響應(ying)實(shi)施方案,推動全省電(dian)(dian)(dian)(dian)(dian)力(li)需(xu)求(qiu)側管(guan)(guan)(guan)理(li)(li)平臺(tai)建設,為需(xu)求(qiu)側管(guan)(guan)(guan)理(li)(li)工作推進創造條件。

第四(si)節 加快(kuai)電力系統創新發(fa)展

1.大力推(tui)進(jin)“綠電(dian)”產業園區(qu)建設

在(zai)白城(cheng)、松原(yuan)、四平雙遼建設3個“綠電(dian)(dian)(dian)(dian)”產(chan)(chan)業示范(fan)園區(qu),結合示范(fan)成(cheng)效(xiao)及電(dian)(dian)(dian)(dian)網(wang)調節(jie)能(neng)力建設情(qing)況,適時在(zai)長春、吉林可(ke)調節(jie)性負(fu)荷(he)(he)比重較高的園區(qu)推廣應用。園區(qu)建設采用源(yuan)(yuan)-網(wang)-荷(he)(he)模式(shi)或源(yuan)(yuan)-網(wang)-荷(he)(he)-儲(chu)(chu)模式(shi),鼓勵全產(chan)(chan)業鏈開發(fa)風(feng)光資源(yuan)(yuan),產(chan)(chan)生(sheng)產(chan)(chan)業鏈虹吸(xi)效(xiao)應;發(fa)揮園區(qu)低電(dian)(dian)(dian)(dian)價(jia)優勢,吸(xi)引用電(dian)(dian)(dian)(dian)大戶(hu)企業落(luo)戶(hu)園區(qu),引進(jin)(jin)大數據(ju)中心、儲(chu)(chu)能(neng)、動(dong)力電(dian)(dian)(dian)(dian)池等高載能(neng)產(chan)(chan)業,增加園區(qu)用電(dian)(dian)(dian)(dian)量,提升新能(neng)源(yuan)(yuan)消納水平,形(xing)成(cheng)發(fa)電(dian)(dian)(dian)(dian)、供電(dian)(dian)(dian)(dian)、用電(dian)(dian)(dian)(dian)相(xiang)互促進(jin)(jin)的良性循環。

第五章 環境影響評價

依據相關法律法規,堅(jian)持綠水青山(shan)就是金(jin)山(shan)銀山(shan)理念,堅(jian)持著力(li)推進綠色發展(zhan)、低碳發展(zhan),推進清潔生(sheng)產(chan),發展(zhan)環保產(chan)業,減少電力(li)發展(zhan)對生(sheng)態環境的影響(xiang),促進經濟社會發展(zhan)全面綠色轉型,建設人與自然和(he)諧共生(sheng)的現代化。

第一節 環境影響

“十(shi)四五”期間,全省(sheng)嚴格(ge)控(kong)制大型(xing)煤電(dian)(dian)項(xiang)目,積極(ji)(ji)開發(fa)抽水蓄(xu)能(neng)以及風電(dian)(dian)、光伏、生(sheng)物質等清(qing)潔(jie)能(neng)源項(xiang)目,煤電(dian)(dian)裝機容量占全省(sheng)電(dian)(dian)源裝機的(de)比重(zhong)(zhong)持續減(jian)少(shao)。由于發(fa)電(dian)(dian)企業提高(gao)對(dui)除塵設施改造的(de)重(zhong)(zhong)視程度,火電(dian)(dian)廠除塵效率明顯(xian)提高(gao),單位發(fa)電(dian)(dian)量煙塵排放減(jian)少(shao)。此外(wai),背壓機組的(de)建(jian)設減(jian)少(shao)了(le)污染(ran)物的(de)排放,對(dui)改善全省(sheng)的(de)環境(jing)質量起到積極(ji)(ji)作(zuo)用。

預計到(dao)2025年(nian),全省(sheng)電源(yuan)(yuan)裝機(ji)容量(liang)將達(da)6187萬千瓦,煤(mei)電裝機(ji)占比31.7%。隨(sui)著風電、抽水蓄(xu)能(neng)(neng)、太陽(yang)能(neng)(neng)發(fa)電等清(qing)潔能(neng)(neng)源(yuan)(yuan)開發(fa)力度(du)的加(jia)大,煤(mei)電裝機(ji)容量(liang)占全省(sheng)電源(yuan)(yuan)裝機(ji)的比重(zhong)越(yue)來越(yue)少,二氧化(hua)(hua)硫、氮(dan)氧化(hua)(hua)物、煙塵等主要污染物的排(pai)放量(liang)將得到(dao)進一步的有(you)效(xiao)控制。對于改善吉林(lin)省(sheng)的生態(tai)環境、推動綠色低碳發(fa)展起到(dao)積(ji)極作用。

第二節 環保措施

優化電源(yuan)結(jie)構布局,合理配置能(neng)(neng)源(yuan)資(zi)源(yuan),科學(xue)探索“源(yuan)-網(wang)-荷(he)”協(xie)調的(de)發展(zhan)模(mo)式(shi),加(jia)強清潔能(neng)(neng)源(yuan)項目建(jian)設(she)(she)與電網(wang)規劃的(de)銜接,促進清潔能(neng)(neng)源(yuan)發展(zhan)與電網(wang)建(jian)設(she)(she)發展(zhan)間(jian)相互協(xie)調,積極推(tui)進在役機組超(chao)低排放改(gai)造(zao),實施可持續發展(zhan)戰略,發展(zhan)堅強智能(neng)(neng)電網(wang),全面提高(gao)資(zi)源(yuan)利用效率,推(tui)進資(zi)源(yuan)總量管理、科學(xue)配置、全面節約、循(xun)環利用,實現資(zi)源(yuan)節約型(xing)以及環境友好型(xing)社會的(de)要求(qiu)。

第六章 保障措施

第一節 加(jia)強(qiang)組織領導(dao)

在(zai)省(sheng)委(wei)省(sheng)政府統一領導下,按照“五化(hua)(hua)”工(gong)作(zuo)(zuo)法要求,加快建立健全由省(sheng)能源(yuan)主管部門統籌(chou)推進、省(sheng)直相關部門密切配合(he)的(de)工(gong)作(zuo)(zuo)責任機(ji)制、會商機(ji)制、對接機(ji)制,明確職責分工(gong),細化(hua)(hua)工(gong)作(zuo)(zuo)責任,加強(qiang)工(gong)作(zuo)(zuo)統籌(chou),深化(hua)(hua)部門、地區之間(jian)協同聯(lian)動(dong),及時(shi)協調解決新能源(yuan)基地開發、“吉電南送”外(wai)送通(tong)道建設、“綠電”產業示(shi)范園區建設等重大(da)問題。分解目標(biao)任務(wu),明確責任主體,確保各項任務(wu)措(cuo)施落(luo)實落(luo)細。

第二節 強(qiang)化政(zheng)策(ce)支持

優化(hua)營商(shang)環(huan)境(jing)(jing),實行(xing)(xing)統一的市場準入(ru)制度(du),鼓勵和引(yin)(yin)導(dao)各(ge)類市場主(zhu)體依(yi)法平(ping)等(deng)進入(ru)電(dian)力(li)行(xing)(xing)業(ye),推進電(dian)力(li)投資(zi)(zi)主(zhu)體多(duo)元化(hua),創造良好的電(dian)力(li)行(xing)(xing)業(ye)發展環(huan)境(jing)(jing)。發揮(hui)各(ge)級財政(zheng)(zheng)資(zi)(zi)金(jin)引(yin)(yin)導(dao)作(zuo)用,綜合運用貼息(xi)、政(zheng)(zheng)府和社會資(zi)(zi)本合作(zuo)、現有政(zheng)(zheng)府性投資(zi)(zi)基金(jin)等(deng)方(fang)式,吸引(yin)(yin)社會資(zi)(zi)本加大投入(ru)。建設和完善(shan)政(zheng)(zheng)企協同辦(ban)電(dian)信(xin)息(xi)共(gong)享平(ping)臺,提高辦(ban)電(dian)效率(lv),推進電(dian)力(li)服務(wu)水(shui)平(ping)持續提升。

第三(san)節 注重監督(du)落實

進一(yi)步健全(quan)(quan)(quan)和(he)完善督查工(gong)作(zuo)(zuo)機制,強化督導(dao)落實,加強和(he)規范事中事后(hou)監管,健全(quan)(quan)(quan)依法依規、全(quan)(quan)(quan)面覆蓋(gai)、透(tou)明(ming)高效、執紀嚴格的(de)監管督導(dao)體(ti)系。強化電力行業重大(da)項目(mu)(mu)(mu)、重點工(gong)作(zuo)(zuo)的(de)督促檢查,對照目(mu)(mu)(mu)標要(yao)求,及(ji)時(shi)跟(gen)蹤問效,分析存(cun)在問題(ti),推進目(mu)(mu)(mu)標任務順(shun)利完成。實施橫向互聯(lian)、縱向互通的(de)全(quan)(quan)(quan)過程協同監管,提高監管效率,形成推動全(quan)(quan)(quan)省“十四五(wu)”電力高質量發展的(de)合力。
