7月14日,遼寧(ning)省人(ren)民政府(fu)辦(ban)公廳發布關于印發《遼寧(ning)省“十四(si)五”能源發展規(gui)劃(hua)》的通知。規(gui)劃(hua)中提出,到(dao)2025年,、規(gui)模(mo)分別達到(dao)300萬千(qian)瓦、100萬千(qian)瓦,省級電網(wang)削峰能力達到(dao)尖峰負荷的5%左(zuo)右。

探索壓縮空氣、液流電池(chi)等進入商(shang)業化發(fa)展(zhan),推動飛(fei)輪(lun)儲能、鈉離子電池(chi)、氫儲能及其他創新儲能技(ji)術的(de)研(yan)究(jiu)和(he)示范(fan)應用,開展(zhan)碳(tan)捕集(ji)與封存技(ji)術應用。

第一章 發展基礎與面臨形勢

“十三五(wu)”期(qi)間,我省認真貫徹(che)黨(dang)中央決策部署(shu),深入貫徹(che)落(luo)實(shi)習近平(ping)總(zong)書記(ji)關于東(dong)北、遼寧(ning)振(zhen)興發(fa)展的(de)重要講話(hua)和(he)指(zhi)示精神,深入推進“四個革命、一(yi)個合作(zuo)”的(de)能(neng)(neng)(neng)源安全新戰略(lve),能(neng)(neng)(neng)源供(gong)給保障(zhang)能(neng)(neng)(neng)力不斷提升,消費結(jie)構(gou)持續優(you)化,體(ti)制改(gai)革穩步推進,技術(shu)創新能(neng)(neng)(neng)力和(he)對外合作(zuo)邁上(shang)新臺階(jie),為經濟(ji)社會持續健康發(fa)展提供(gong)堅實(shi)保障(zhang)。

(一)能(neng)源供(gong)給保(bao)障(zhang)有力(li)(li)(li)。能(neng)源綜合生產(chan)(chan)能(neng)力(li)(li)(li)保(bao)持(chi)穩(wen)定。深入推進煤(mei)炭(tan)供(gong)給側結構性改(gai)革,2020年(nian)全(quan)省(sheng)(sheng)煤(mei)炭(tan)產(chan)(chan)量3129萬(wan)(wan)噸(dun),較2015年(nian)淘汰煤(mei)炭(tan)落后產(chan)(chan)能(neng)1623萬(wan)(wan)噸(dun)。原油開采(cai)保(bao)持(chi)穩(wen)定,由1037萬(wan)(wan)噸(dun)提(ti)(ti)(ti)高到1049萬(wan)(wan)噸(dun)。天然(ran)氣產(chan)(chan)量穩(wen)中(zhong)有升(sheng)(sheng),從6.6億(yi)立方米(mi)增加到7.37億(yi)立方米(mi)。電力(li)(li)(li)供(gong)應保(bao)障(zhang)能(neng)力(li)(li)(li)持(chi)續提(ti)(ti)(ti)升(sheng)(sheng),截至2020年(nian)底,全(quan)省(sheng)(sheng)發(fa)電量和發(fa)電裝機分別(bie)達(da)到2039億(yi)千瓦時和5776萬(wan)(wan)千瓦。能(neng)源儲(chu)運能(neng)力(li)(li)(li)顯著增強(qiang)。蒙東(dong)至遼(liao)寧(ning)煤(mei)炭(tan)鐵路貨運能(neng)力(li)(li)(li)提(ti)(ti)(ti)升(sheng)(sheng)至2.5億(yi)噸(dun)。原油港口海運接(jie)卸和管(guan)道輸送能(neng)力(li)(li)(li)分別(bie)達(da)到6500萬(wan)(wan)噸(dun)/年(nian)和5500萬(wan)(wan)噸(dun)/年(nian)。天然(ran)氣通過LNG接(jie)收站、管(guan)道系統調入保(bao)障(zhang)能(neng)力(li)(li)(li)進一步提(ti)(ti)(ti)升(sheng)(sheng)。220千伏及以上輸電線路長度突(tu)破(po)2.5萬(wan)(wan)公里,變電容(rong)量接(jie)近(jin)1.2億(yi)千伏安,能(neng)源優化配(pei)置能(neng)力(li)(li)(li)大(da)幅提(ti)(ti)(ti)升(sheng)(sheng)。

(二)能源(yuan)結構(gou)持續優化。結構(gou)調整(zheng)穩(wen)步推進。2020年,全(quan)省(sheng)(sheng)能源(yuan)消(xiao)(xiao)費(fei)總(zong)量(liang)2.48億(yi)噸標(biao)準煤,煤炭消(xiao)(xiao)費(fei)比(bi)(bi)(bi)重(zhong)為(wei)53.7%,較2015年下降3.7個百分(fen)點(dian);石油消(xiao)(xiao)費(fei)比(bi)(bi)(bi)重(zhong)為(wei)30.3%,基本持平(ping);天然氣消(xiao)(xiao)費(fei)量(liang)穩(wen)步提高(gao),比(bi)(bi)(bi)重(zhong)從3.4%提高(gao)到(dao)(dao)3.9%;非化石能源(yuan)消(xiao)(xiao)費(fei)量(liang)占(zhan)比(bi)(bi)(bi)從2015年的(de)(de)(de)(de)6.4%提升至(zhi)2020年的(de)(de)(de)(de)8.6%,提前(qian)完成《遼寧省(sheng)(sheng)“十三五”節能減排綜合工作實施方案》要求的(de)(de)(de)(de)6.5%目標(biao)任務。電(dian)源(yuan)結構(gou)明(ming)顯改善。2020年,全(quan)省(sheng)(sheng)非化石能源(yuan)裝(zhuang)(zhuang)機達到(dao)(dao)2178萬(wan)千(qian)(qian)瓦,占(zhan)發電(dian)總(zong)裝(zhuang)(zhuang)機比(bi)(bi)(bi)重(zhong)由2015年的(de)(de)(de)(de)29.5%提高(gao)至(zhi)36.9%,提前(qian)超額(e)完成“十三五”規(gui)劃(hua)目標(biao)。其中(zhong)風電(dian)裝(zhuang)(zhuang)機規(gui)模(mo)達到(dao)(dao)981萬(wan)千(qian)(qian)瓦,是2015年裝(zhuang)(zhuang)機規(gui)模(mo)的(de)(de)(de)(de)1.5倍;光伏(fu)裝(zhuang)(zhuang)機規(gui)模(mo)達到(dao)(dao)400萬(wan)千(qian)(qian)瓦,是2015年裝(zhuang)(zhuang)機總(zong)量(liang)的(de)(de)(de)(de)25倍,實現跨越式增長。

(三(san)(san))節能(neng)(neng)減排(pai)(pai)成(cheng)效(xiao)顯著。全省能(neng)(neng)源領(ling)域(yu)“三(san)(san)去(qu)一降一補”取(qu)得明顯成(cheng)效(xiao),單(dan)(dan)位地區生產總(zong)值能(neng)(neng)耗(hao)下(xia)降1.3%,單(dan)(dan)位地區生產總(zong)值二氧化碳排(pai)(pai)放量下(xia)降4.7%。化解煤(mei)電(dian)過剩產能(neng)(neng)取(qu)得積極進展,累計淘汰關停落后煤(mei)電(dian)機(ji)組47萬千(qian)瓦(wa)。煤(mei)炭清(qing)潔高效(xiao)利(li)用水平不斷(duan)提高,煤(mei)電(dian)機(ji)組實施節能(neng)(neng)改(gai)(gai)造1125萬千(qian)瓦(wa)、超低排(pai)(pai)放改(gai)(gai)造2261萬千(qian)瓦(wa)、靈活性改(gai)(gai)造585萬千(qian)瓦(wa),均(jun)提前完(wan)成(cheng)國家下(xia)達任(ren)務。單(dan)(dan)位千(qian)瓦(wa)時供電(dian)煤(mei)耗(hao)下(xia)降10.4克標準煤(mei)。

(四)體(ti)制改革不斷(duan)深化(hua)。電(dian)(dian)力體(ti)制改革穩步推進,在(zai)全國(guo)率(lv)先成立省級電(dian)(dian)力交(jiao)易機構,《遼寧電(dian)(dian)力交(jiao)易中心有限公(gong)(gong)司(si)(si)增資擴股實施方(fang)案》獲國(guo)務院國(guo)資委批(pi)準(zhun)(zhun),已完成8批(pi)共117家售(shou)電(dian)(dian)公(gong)(gong)司(si)(si)的注冊(ce)公(gong)(gong)示(shi)準(zhun)(zhun)入工作(zuo)。電(dian)(dian)力調峰輔助服(fu)務市場初(chu)具規模,在(zai)促(cu)進清潔能源(yuan)消納、緩解火電(dian)(dian)企業經(jing)營壓(ya)力等(deng)方(fang)面(mian)取得顯著(zhu)成效,2020年棄風率(lv)低于1%,較2015年下降10個百(bai)分點,棄光率(lv)為(wei)零,處于全國(guo)領先地位。

(五)技術創新(xin)不斷突破。技術創新(xin)促進新(xin)能源與(yu)傳統能源并行發(fa)展。“高(gao)壓電制熱儲熱提升(sheng)(sheng)可再生能源消納的關鍵技術”課題(ti)列(lie)入(ru)國家科(ke)技支撐計(ji)劃,“常規/供熱機組調節能力與(yu)電熱綜合(he)協調調度(du)技術”項(xiang)目列(lie)入(ru)國家重點研發(fa)計(ji)劃,不斷提升(sheng)(sheng)電網接(jie)納清潔(jie)能源能力。“大型薄(bo)煤層自(zi)動化開采成套設備”研制成功(gong),大幅提升(sheng)(sheng)我省煤炭(tan)行業薄(bo)煤層開采效率和自(zi)動化整體水(shui)平(ping)。

(六(liu))民(min)生(sheng)用(yong)(yong)(yong)能(neng)持(chi)(chi)續(xu)改善。嚴格(ge)執(zhi)行國家電價(jia)調(diao)整政策(ce),多措并舉降(jiang)(jiang)低用(yong)(yong)(yong)能(neng)成(cheng)(cheng)(cheng)本,2018年(nian)—2019年(nian)累計降(jiang)(jiang)低一般(ban)工(gong)(gong)商(shang)業用(yong)(yong)(yong)戶用(yong)(yong)(yong)電成(cheng)(cheng)(cheng)本超(chao)過54億元;2020年(nian)支(zhi)持(chi)(chi)企業抗擊(ji)疫情復(fu)工(gong)(gong)復(fu)產降(jiang)(jiang)低企業用(yong)(yong)(yong)電成(cheng)(cheng)(cheng)本36.8億元。積(ji)極推動(dong)新一輪(lun)農(nong)(nong)網(wang)改造(zao)升級(ji),提(ti)(ti)前(qian)一年(nian)完(wan)成(cheng)(cheng)(cheng)農(nong)(nong)村電網(wang)改造(zao)升級(ji)。因地制宜在遼陽、盤錦等地區實施天然氣(qi)(qi)下(xia)鄉(xiang)工(gong)(gong)程,不斷提(ti)(ti)升農(nong)(nong)村居(ju)民(min)用(yong)(yong)(yong)能(neng)品質(zhi)。按照“宜氣(qi)(qi)則(ze)(ze)(ze)氣(qi)(qi)、宜煤則(ze)(ze)(ze)煤、宜電則(ze)(ze)(ze)電”原則(ze)(ze)(ze),切實推進民(min)生(sheng)用(yong)(yong)(yong)能(neng)清(qing)潔化,我省清(qing)潔取暖率(lv)達(da)到76%,其(qi)中城鎮地區清(qing)潔取暖率(lv)已達(da)94%。

第二節 面臨形勢

(一)國(guo)際(ji)(ji)局(ju)(ju)勢不(bu)穩定(ding)(ding)(ding)(ding)性(xing)(xing)(xing)不(bu)確定(ding)(ding)(ding)(ding)性(xing)(xing)(xing)增加(jia)。“十四五(wu)”時期世界將(jiang)經歷百年(nian)未有(you)之大變(bian)局(ju)(ju),國(guo)際(ji)(ji)經濟秩(zhi)序與(yu)政(zheng)(zheng)治格局(ju)(ju)加(jia)速重構,地緣政(zheng)(zheng)治錯綜(zong)復雜,大國(guo)博弈持(chi)續(xu)加(jia)劇,與(yu)新冠(guan)肺炎疫情全球大流行交織影響,外部環境更趨嚴峻,不(bu)穩定(ding)(ding)(ding)(ding)性(xing)(xing)(xing)不(bu)確定(ding)(ding)(ding)(ding)性(xing)(xing)(xing)明顯增強(qiang)。我(wo)國(guo)未來(lai)能源(yuan)(yuan)(yuan)需求仍將(jiang)保(bao)持(chi)剛性(xing)(xing)(xing)增長,能源(yuan)(yuan)(yuan)對外依存度不(bu)斷提高,受重要油(you)氣供給(gei)國(guo)政(zheng)(zheng)局(ju)(ju)穩定(ding)(ding)(ding)(ding)、國(guo)際(ji)(ji)海陸能源(yuan)(yuan)(yuan)戰略通(tong)道運輸安(an)全的影響持(chi)續(xu)加(jia)大,原油(you)與(yu)天(tian)然氣供應安(an)全面臨更大壓力,保(bao)障能源(yuan)(yuan)(yuan)總體安(an)全任(ren)務依然艱巨。

(二)國(guo)內(nei)經濟(ji)(ji)進入(ru)高(gao)質量發(fa)展階段。“十四五”時期是我國(guo)開啟全面建設社(she)會主義現代化(hua)國(guo)家新(xin)(xin)征(zheng)程的(de)第一個五年。國(guo)內(nei)發(fa)展環(huan)境經歷深(shen)刻(ke)變化(hua),供給側結(jie)(jie)構(gou)性(xing)改革不(bu)斷深(shen)入(ru),科技創新(xin)(xin)成為(wei)催生新(xin)(xin)發(fa)展的(de)主要動能,經濟(ji)(ji)發(fa)展自主性(xing)和韌性(xing)持續提升(sheng)(sheng),以國(guo)內(nei)大循環(huan)為(wei)主體、國(guo)內(nei)國(guo)際(ji)雙(shuang)循環(huan)相(xiang)互促進的(de)新(xin)(xin)發(fa)展格局正加快構(gou)建,經濟(ji)(ji)社(she)會發(fa)展處于(yu)重要戰略機遇期。我國(guo)經濟(ji)(ji)從(cong)高(gao)速度發(fa)展進入(ru)高(gao)質量發(fa)展階段,對(dui)能源結(jie)(jie)構(gou)優化(hua)、能源利(li)用效率提升(sheng)(sheng)提出更高(gao)要求。

(三)綠(lv)色(se)低(di)(di)碳(tan)發(fa)展步伐不斷加快(kuai)(kuai)。全球(qiu)能源(yuan)(yuan)結構加快(kuai)(kuai)調整,低(di)(di)碳(tan)化轉型加速(su)推進(jin)。全球(qiu)應對氣(qi)候變化開啟新(xin)征(zheng)程,《巴黎協定》得(de)到國(guo)(guo)際(ji)(ji)社會廣(guang)泛(fan)支持和參與,中(zhong)國(guo)(guo)、歐盟、美國(guo)(guo)、日(ri)本等120多個國(guo)(guo)家和地區提(ti)(ti)出(chu)了碳(tan)中(zhong)和目標(biao)。“十四五(wu)”時期是碳(tan)達(da)峰的關(guan)鍵(jian)期、窗(chuang)口(kou)期,清潔(jie)能源(yuan)(yuan)發(fa)電(dian)全面(mian)進(jin)入平價上網時代,新(xin)能源(yuan)(yuan)大(da)(da)規模、高(gao)比例、高(gao)質(zhi)量發(fa)展,逐步從能源(yuan)(yuan)革(ge)命生力軍(jun)成(cheng)長為主力軍(jun),“煤改(gai)電(dian)”、“煤改(gai)氣(qi)”、電(dian)動汽車、大(da)(da)規模儲能等清潔(jie)能源(yuan)(yuan)產(chan)業穩步壯(zhuang)大(da)(da),煤炭超(chao)低(di)(di)排(pai)放機組大(da)(da)范圍推廣(guang),成(cheng)品油質(zhi)量升級行動加快(kuai)(kuai)推進(jin),為“十四五(wu)”時期我國(guo)(guo)加快(kuai)(kuai)發(fa)展綠(lv)色(se)低(di)(di)碳(tan)能源(yuan)(yuan),推動化石能源(yuan)(yuan)清潔(jie)高(gao)效利用,推進(jin)生態文(wen)明(ming)建設,履行國(guo)(guo)際(ji)(ji)承諾提(ti)(ti)供有力支撐。

(四)能(neng)(neng)(neng)(neng)源(yuan)供需格(ge)局發生(sheng)重大變(bian)化(hua)。全(quan)球(qiu)(qiu)(qiu)能(neng)(neng)(neng)(neng)源(yuan)需求進入(ru)低(di)速(su)增長(chang)時期,主要發達國(guo)(guo)家能(neng)(neng)(neng)(neng)源(yuan)消費總量趨于(yu)穩(wen)定甚至下(xia)降,新興經濟體能(neng)(neng)(neng)(neng)源(yuan)需求持續(xu)增長(chang),占全(quan)球(qiu)(qiu)(qiu)能(neng)(neng)(neng)(neng)源(yuan)消費比(bi)重不斷(duan)上升,未來能(neng)(neng)(neng)(neng)源(yuan)消費增長(chang)的90%以上將來自發展中(zhong)國(guo)(guo)家。頁(ye)巖氣革命(ming)成(cheng)(cheng)功拓(tuo)展了油(you)氣發展新空(kong)間,成(cheng)(cheng)為(wei)顛覆全(quan)球(qiu)(qiu)(qiu)油(you)氣供應(ying)格(ge)局的核心力量。全(quan)球(qiu)(qiu)(qiu)油(you)氣開(kai)始呈(cheng)現石油(you)輸出國(guo)(guo)組(zu)織、俄羅斯—中(zhong)亞、北美等多(duo)極供應(ying)新格(ge)局。可再生(sheng)能(neng)(neng)(neng)(neng)源(yuan)成(cheng)(cheng)為(wei)引領全(quan)球(qiu)(qiu)(qiu)能(neng)(neng)(neng)(neng)源(yuan)向綠(lv)色低(di)碳轉型的重要載體,中(zhong)國(guo)(guo)、歐(ou)盟等國(guo)(guo)家(地(di)區)的可再生(sheng)能(neng)(neng)(neng)(neng)源(yuan)快速(su)發展帶動全(quan)球(qiu)(qiu)(qiu)能(neng)(neng)(neng)(neng)源(yuan)供應(ying)趨于(yu)多(duo)元化(hua)。

(五)能(neng)(neng)(neng)(neng)源科(ke)技創(chuang)新(xin)(xin)(xin)(xin)不斷取(qu)得突(tu)破。全球(qiu)新(xin)(xin)(xin)(xin)一(yi)(yi)輪(lun)科(ke)技革(ge)命和產業變革(ge)方(fang)興(xing)未艾(ai),能(neng)(neng)(neng)(neng)源領域(yu)科(ke)技創(chuang)新(xin)(xin)(xin)(xin)正(zheng)(zheng)進(jin)(jin)入持(chi)續高(gao)度活(huo)躍期,一(yi)(yi)大批新(xin)(xin)(xin)(xin)興(xing)能(neng)(neng)(neng)(neng)源技術(shu)正(zheng)(zheng)加速迭代(dai)(dai),并與(yu)現(xian)代(dai)(dai)信息、新(xin)(xin)(xin)(xin)型材(cai)料(liao)、先(xian)(xian)進(jin)(jin)制(zhi)(zhi)造(zao)(zao)技術(shu)深度交叉融(rong)合,成(cheng)為全球(qiu)能(neng)(neng)(neng)(neng)源向綠色低碳(tan)轉型的核(he)心驅動力(li)。目前,我國煤電(dian)(dian)超低排放(fang)水(shui)(shui)平(ping)進(jin)(jin)入世界領先(xian)(xian)行列,水(shui)(shui)電(dian)(dian)工程建設能(neng)(neng)(neng)(neng)力(li)和百(bai)(bai)萬(wan)千瓦水(shui)(shui)電(dian)(dian)機組成(cheng)套設計(ji)制(zhi)(zhi)造(zao)(zao)能(neng)(neng)(neng)(neng)力(li)領跑全球(qiu),柔(rou)性直流輸電(dian)(dian)技術(shu)占領世界制(zhi)(zhi)高(gao)點。風電(dian)(dian)光伏總體技術(shu)、常規油氣勘探開采(cai)技術(shu)、百(bai)(bai)萬(wan)千瓦級三代(dai)(dai)核(he)電(dian)(dian)技術(shu)、主流儲(chu)能(neng)(neng)(neng)(neng)等技術(shu)處于(yu)國際先(xian)(xian)進(jin)(jin)水(shui)(shui)平(ping)。煤炭開發利用技術(shu)裝備(bei)實現(xian)規模化應用,氫能(neng)(neng)(neng)(neng)及燃料(liao)電(dian)(dian)池(chi)技術(shu)進(jin)(jin)入示范階段,各類(lei)新(xin)(xin)(xin)(xin)技術(shu)、新(xin)(xin)(xin)(xin)模式、新(xin)(xin)(xin)(xin)業態持(chi)續涌(yong)現(xian),推動能(neng)(neng)(neng)(neng)源生產消費方(fang)式深刻變革(ge)。

(六)能源(yuan)(yuan)(yuan)治(zhi)理體(ti)(ti)系加(jia)快落地見效。電(dian)力(li)體(ti)(ti)制(zhi)(zhi)(zhi)改(gai)革與油氣體(ti)(ti)制(zhi)(zhi)(zhi)改(gai)革穩步推進(jin),電(dian)力(li)市(shi)(shi)場(chang)(chang)開啟現(xian)(xian)(xian)貨試點(dian),經營性(xing)用戶(hu)發(fa)用電(dian)計劃原則(ze)上全部放開,國(guo)家管網公司(si)正(zheng)式(shi)掛牌成立(li)。能源(yuan)(yuan)(yuan)治(zhi)理方式(shi)初(chu)步實現(xian)(xian)(xian)了(le)從項(xiang)目審批(pi)為主轉(zhuan)向戰略、規(gui)劃、政(zheng)策、標準、監(jian)管、服務并重的重大改(gai)革,現(xian)(xian)(xian)代(dai)能源(yuan)(yuan)(yuan)體(ti)(ti)系雛形(xing)(xing)初(chu)現(xian)(xian)(xian)。推進(jin)改(gai)革措施落地見效,優化能源(yuan)(yuan)(yuan)市(shi)(shi)場(chang)(chang)結構,還原能源(yuan)(yuan)(yuan)的商品(pin)屬性(xing),發(fa)揮市(shi)(shi)場(chang)(chang)在資源(yuan)(yuan)(yuan)配置過(guo)程中的決(jue)定(ding)性(xing)作用,建立(li)科(ke)學的市(shi)(shi)場(chang)(chang)化能源(yuan)(yuan)(yuan)價格形(xing)(xing)成機(ji)制(zhi)(zhi)(zhi),推進(jin)多能源(yuan)(yuan)(yuan)品(pin)種協同互濟清潔低(di)碳發(fa)展的體(ti)(ti)制(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi),健全能源(yuan)(yuan)(yuan)市(shi)(shi)場(chang)(chang)體(ti)(ti)系將成為下階段體(ti)(ti)制(zhi)(zhi)(zhi)改(gai)革的發(fa)展方向。

第三節(jie) 主要問題與挑戰

“十四五(wu)”時期,國內外形勢錯綜復(fu)雜(za),能源(yuan)(yuan)需求不確定性(xing)增(zeng)強,能源(yuan)(yuan)供給保障難度(du)加大(da),將面臨諸多矛盾(dun)交(jiao)織、風險增(zeng)多的嚴峻挑戰。

(一)能(neng)源(yuan)(yuan)安全保障形勢緊(jin)迫。目前,全省煤(mei)炭(tan)、石油和(he)天(tian)然(ran)氣(qi)(qi)(qi)的(de)對外依(yi)存度(du)均接(jie)近或超過80%,能(neng)源(yuan)(yuan)供(gong)(gong)求關系嚴重失衡。省內(nei)煤(mei)炭(tan)、油氣(qi)(qi)(qi)和(he)水(shui)能(neng)資源(yuan)(yuan)的(de)利(li)用(yong)(yong)率均超過70%,人均一次能(neng)源(yuan)(yuan)儲量僅(jin)為全國平均水(shui)平的(de)35%。煤(mei)炭(tan)、石油、天(tian)然(ran)氣(qi)(qi)(qi)等(deng)資源(yuan)(yuan)需要遠距離管道輸送(song)和(he)LNG港口運輸等(deng)方式(shi)進行補(bu)足(zu)。受資源(yuan)(yuan)條(tiao)件、煤(mei)炭(tan)去產能(neng)、環(huan)保政(zheng)策以及煤(mei)價階段性波動(dong)等(deng)多個因素(su)作用(yong)(yong),冬(dong)季供(gong)(gong)暖用(yong)(yong)煤(mei)保供(gong)(gong)壓力(li)(li)大(da);地(di)區極(ji)端天(tian)氣(qi)(qi)(qi)、火電(dian)缺煤(mei)停(ting)機(ji)、受入(ru)電(dian)力(li)(li)減少(shao)(shao)等(deng)情況頻發,夏季和(he)冬(dong)季用(yong)(yong)電(dian)高峰期間(jian)電(dian)力(li)(li)供(gong)(gong)應相(xiang)對緊(jin)張,電(dian)力(li)(li)資源(yuan)(yuan)配(pei)置矛盾凸顯;主要石油進口供(gong)(gong)應國所處地(di)緣政(zheng)治動(dong)蕩多變,對我(wo)(wo)省的(de)石油供(gong)(gong)應產生一定(ding)影響;常規情況下天(tian)然(ran)氣(qi)(qi)(qi)供(gong)(gong)大(da)于求,但在個別時段為保障京津冀(ji)地(di)區冬(dong)季用(yong)(yong)氣(qi)(qi)(qi)需要,秦(qin)沈線送(song)入(ru)大(da)幅減少(shao)(shao),大(da)連LNG接(jie)收站反向送(song)出,造成我(wo)(wo)省冬(dong)季天(tian)然(ran)氣(qi)(qi)(qi)局部時段可能(neng)供(gong)(gong)應緊(jin)缺。

(二)能(neng)(neng)(neng)源(yuan)(yuan)結構(gou)調整任務艱巨。“十四五”時期(qi),我(wo)省經(jing)濟(ji)整體(ti)發(fa)展長期(qi)向好,能(neng)(neng)(neng)源(yuan)(yuan)消費總量仍將(jiang)(jiang)保(bao)持一定程(cheng)度增長。但受資源(yuan)(yuan)條件(jian)制約,全省水能(neng)(neng)(neng)資源(yuan)(yuan)經(jing)濟(ji)可開(kai)發(fa)量已超過95%,發(fa)展空(kong)間有(you)限。風(feng)電(dian)、光(guang)伏(fu)發(fa)電(dian)裝(zhuang)機(ji)將(jiang)(jiang)大(da)幅度提(ti)高,但其(qi)(qi)間歇性、隨機(ji)性特點,使其(qi)(qi)發(fa)電(dian)量占比提(ti)升較(jiao)為(wei)(wei)困難(nan)。煤(mei)(mei)(mei)電(dian)作(zuo)為(wei)(wei)我(wo)省主體(ti)電(dian)源(yuan)(yuan),為(wei)(wei)發(fa)揮托底保(bao)供作(zuo)用,滿足地區電(dian)力、熱力和(he)(he)(he)電(dian)力系統調節需求,其(qi)(qi)裝(zhuang)機(ji)規(gui)模(mo)和(he)(he)(he)總體(ti)耗(hao)煤(mei)(mei)(mei)量壓(ya)減難(nan)度大(da)。同時,以工業(ye)經(jing)濟(ji)為(wei)(wei)主導的經(jing)濟(ji)結構(gou)和(he)(he)(he)產業(ye)結構(gou)矛盾突出(chu),在工業(ye)用能(neng)(neng)(neng)方(fang)面尚不(bu)(bu)具(ju)備天(tian)然氣(qi)和(he)(he)(he)電(dian)力等高品質高價格能(neng)(neng)(neng)源(yuan)(yuan)大(da)規(gui)模(mo)替(ti)代煤(mei)(mei)(mei)炭(tan)的條件(jian),產業(ye)結構(gou)優(you)化(hua)升級短期(qi)內不(bu)(bu)會發(fa)生重大(da)改變,重化(hua)工業(ye)對煤(mei)(mei)(mei)炭(tan)需求客(ke)觀存在。

(三)能(neng)源(yuan)(yuan)系(xi)(xi)統(tong)(tong)整體(ti)效(xiao)率(lv)不高。作為全(quan)(quan)國重(zhong)化工(gong)業(ye)生產(chan)(chan)基地,我省傳統(tong)(tong)經(jing)濟支柱產(chan)(chan)業(ye)仍以石化、冶金等(deng)高耗(hao)能(neng)產(chan)(chan)業(ye)為主,其生產(chan)(chan)總值占規模(mo)以上工(gong)業(ye)生產(chan)(chan)總值的比重(zhong)接近(jin)一半。能(neng)源(yuan)(yuan)系(xi)(xi)統(tong)(tong)體(ti)量(liang)大(da)(da)、慣性(xing)強、總體(ti)效(xiao)率(lv)不高,淘(tao)汰落后(hou)工(gong)業(ye)產(chan)(chan)能(neng),轉變(bian)(bian)發(fa)展模(mo)式,實現質(zhi)量(liang)變(bian)(bian)革(ge)、效(xiao)率(lv)變(bian)(bian)革(ge)、動力(li)(li)(li)變(bian)(bian)革(ge)仍需(xu)(xu)付出(chu)較大(da)(da)努力(li)(li)(li)。“十四五”時期,全(quan)(quan)省一批重(zhong)大(da)(da)產(chan)(chan)業(ye)項(xiang)目(mu)將建成投產(chan)(chan),工(gong)業(ye)、建筑、交(jiao)通領域能(neng)源(yuan)(yuan)消(xiao)費增量(liang)仍將保(bao)持一定規模(mo)增長,存量(liang)節(jie)(jie)能(neng)降(jiang)耗(hao)挖潛空間有限,進(jin)一步(bu)(bu)(bu)提(ti)高能(neng)源(yuan)(yuan)效(xiao)率(lv)壓(ya)力(li)(li)(li)較大(da)(da)。電力(li)(li)(li)源(yuan)(yuan)網荷儲(chu)一體(ti)化和(he)多能(neng)互補發(fa)展尚處于(yu)起步(bu)(bu)(bu)階段,需(xu)(xu)求側(ce)管理(li)和(he)供給(gei)側(ce)調節(jie)(jie)能(neng)力(li)(li)(li)建設相(xiang)對滯后(hou),能(neng)源(yuan)(yuan)系(xi)(xi)統(tong)(tong)仍需(xu)(xu)進(jin)一步(bu)(bu)(bu)統(tong)(tong)籌優(you)化。輸電通道利用率(lv)須進(jin)一步(bu)(bu)(bu)提(ti)高。

(四(si))清潔能(neng)(neng)源發(fa)展(zhan)面臨多(duo)重(zhong)瓶頸。“十四(si)五”時期(qi),非(fei)化(hua)石電(dian)(dian)(dian)源比(bi)重(zhong)持續增長,紅沿(yan)河核電(dian)(dian)(dian)二期(qi)按期(qi)投運,風電(dian)(dian)(dian)、光伏裝(zhuang)機大幅提高,新能(neng)(neng)源和新型電(dian)(dian)(dian)力(li)電(dian)(dian)(dian)子設備大規(gui)模(mo)(mo)接入,極大改(gai)變電(dian)(dian)(dian)力(li)系統運行特性(xing)(xing),電(dian)(dian)(dian)力(li)系統安全(quan)穩(wen)定(ding)運行風險加(jia)劇。同時,用電(dian)(dian)(dian)需(xu)求峰(feng)谷差逐漸增大,煤電(dian)(dian)(dian)靈活(huo)性(xing)(xing)改(gai)造容量(liang)基本釋放,電(dian)(dian)(dian)力(li)系統調(diao)峰(feng)能(neng)(neng)力(li)不足,難(nan)以適應可再(zai)生能(neng)(neng)源大規(gui)模(mo)(mo)并網消納的要(yao)求。同時,抽水(shui)蓄能(neng)(neng)參(can)與(yu)調(diao)峰(feng)補償機制(zhi)不健(jian)全(quan),電(dian)(dian)(dian)化(hua)學儲能(neng)(neng)運營價格機制(zhi)不完(wan)善(shan),分散式(shi)可再(zai)生能(neng)(neng)源發(fa)展(zhan)機制(zhi)尚(shang)未建立,當前(qian)政策無(wu)法調(diao)動儲能(neng)(neng)設施(shi)參(can)與(yu)調(diao)峰(feng)運行的積極性(xing)(xing),發(fa)展(zhan)模(mo)(mo)式(shi)多(duo)樣(yang)性(xing)(xing)也受到制(zhi)約。

(五)生(sheng)態環保剛性(xing)約束增強。生(sheng)態文明建(jian)設的(de)持續推進,用(yong)地、用(yong)海和水資(zi)源(yuan)管理的(de)全面加(jia)強,對能(neng)源(yuan)重(zhong)大項(xiang)目和基(ji)礎(chu)設施建(jian)設提出(chu)了(le)更(geng)高要求,能(neng)源(yuan)發(fa)(fa)展要與(yu)國土空間(jian)規劃等(deng)行業(ye)發(fa)(fa)展做好(hao)更(geng)緊密(mi)的(de)銜接。陸地生(sheng)態紅(hong)線、海洋生(sheng)態紅(hong)線、農業(ye)用(yong)地、草原保護、水土保持等(deng)政策,給風電場、光伏電站(zhan)(zhan)(zhan)、沿海核電站(zhan)(zhan)(zhan)、LNG接收(shou)站(zhan)(zhan)(zhan)等(deng)站(zhan)(zhan)(zhan)址選擇帶來(lai)了(le)新的(de)不(bu)確定性(xing)。輸電線路、輸油(you)氣(qi)管線、生(sheng)活(huo)垃(la)圾焚(fen)燒(shao)發(fa)(fa)電等(deng)項(xiang)目推進和基(ji)礎(chu)設施引起的(de)“鄰避效應”問(wen)題愈發(fa)(fa)突出(chu),建(jian)設將面臨更(geng)多的(de)挑戰。

第二章 總體要求

清潔綠色(se):非化石能(neng)源成為能(neng)源消費增量(liang)(liang)主(zhu)(zhu)體(ti),占(zhan)能(neng)源消費總(zong)量(liang)(liang)占(zhan)比(bi)(bi)達(da)到13.7%左(zuo)右;非化石能(neng)源裝機成為主(zhu)(zhu)體(ti)電源,占(zhan)比(bi)(bi)達(da)到50%以上,非化石能(neng)源發電量(liang)(liang)占(zhan)比(bi)(bi)提高至47%左(zuo)右;風電、光伏(fu)裝機規模達(da)到3700萬千瓦(wa)以上;燃煤機組全部達(da)到超低排放標(biao)準;煤炭清潔利用(yong)比(bi)(bi)重達(da)到45%左(zuo)右。

節(jie)約高(gao)效(xiao):單(dan)位生產(chan)總值能耗(hao)下(xia)降13.5個百分點,能源系統效(xiao)率(lv)進一步提高(gao),火電機組平均供(gong)電煤耗(hao)低于(yu)300克/千瓦時左右,電力需求側響應可削減(jian)5%尖峰負(fu)荷。

安全保障:省內原(yuan)煤產(chan)量穩(wen)定在(zai)3000萬(wan)噸左(zuo)右,原(yuan)油產(chan)量穩(wen)定在(zai)1000萬(wan)噸左(zuo)右。天然氣產(chan)量達(da)到10億(yi)立(li)方(fang)米,儲(chu)氣容量達(da)到115億(yi)立(li)方(fang)米。

改革深化:建成(cheng)電(dian)力現貨市(shi)(shi)場(chang),通過增(zeng)加交(jiao)易品種、增(zeng)大交(jiao)易頻率、縮短交(jiao)易周期等市(shi)(shi)場(chang)化手段實現充分競(jing)爭;還原(yuan)電(dian)力輔助服務市(shi)(shi)場(chang)的市(shi)(shi)場(chang)屬性,歸還市(shi)(shi)場(chang)主體的交(jiao)易自主權;價格形(xing)成(cheng)機制基本形(xing)成(cheng)并日趨完善。

第二節 提高電力安全保障水平

加(jia)(jia)快推(tui)進(jin)已納入(ru)國家規劃(hua)的重點項(xiang)目實施和(he)能(neng)源(yuan)基礎(chu)設(she)施建(jian)(jian)設(she),推(tui)動(dong)建(jian)(jian)立能(neng)源(yuan)供(gong)應保障協(xie)調(diao)機制,保障外(wai)(wai)部能(neng)源(yuan)供(gong)給(gei),增(zeng)強煤(mei)炭調(diao)入(ru)能(neng)力,提高氣(qi)源(yuan)保障水平。加(jia)(jia)快巴新、赤大(da)(da)白、錦(jin)赤和(he)錫赤等(deng)蒙東(dong)輸煤(mei)通道(dao)(dao)升(sheng)級改造,加(jia)(jia)強煤(mei)炭中(zhong)長期合同履約監(jian)管(guan)(guan),穩步提升(sheng)從蒙西和(he)陜北地區鐵路煤(mei)炭調(diao)入(ru)能(neng)力。適度安(an)排(pai)購買境外(wai)(wai)電煤(mei),確保電煤(mei)供(gong)應鏈穩定。夯(hang)實秦沈線(xian)、大(da)(da)沈線(xian)管(guan)(guan)道(dao)(dao)天然氣(qi)、遼河油(you)田氣(qi)等(deng)氣(qi)源(yuan)基礎(chu),推(tui)進(jin)沿海(hai)地區條件(jian)成熟(shu)的LNG接收站項(xiang)目等(deng)氣(qi)源(yuan)工程建(jian)(jian)設(she),擴建(jian)(jian)大(da)(da)連(lian)LNG接收站儲備規模,增(zeng)擴盤(pan)錦(jin)地下(xia)儲氣(qi)庫(ku)庫(ku)容,拓寬油(you)氣(qi)輸入(ru)通道(dao)(dao)。推(tui)動(dong)大(da)(da)連(lian)—丹東(dong)天然氣(qi)管(guan)(guan)道(dao)(dao),營口—盤(pan)錦(jin)、錦(jin)州(zhou)—盤(pan)錦(jin)輸油(you)管(guan)(guan)線(xian)建(jian)(jian)設(she),形成遼西與遼東(dong)互聯,沿海(hai)向內(nei)陸延伸的原油(you)通道(dao)(dao)格局。

第(di)四節 拓展(zhan)能(neng)源多元合(he)作新(xin)局(ju)面

第四章 加(jia)快能源綠色低碳轉型

第一(yi)節 推進(jin)新能(neng)源又好(hao)又快(kuai)發展

統籌做好(hao)新(xin)(xin)能(neng)源(yuan)(yuan)與配套送(song)出(chu)工(gong)程規劃,多(duo)(duo)措并舉(ju)提升清(qing)潔能(neng)源(yuan)(yuan)消納水平,積極推(tui)進松遼清(qing)潔能(neng)源(yuan)(yuan)基地(di)建設,全力(li)支持(chi)新(xin)(xin)能(neng)源(yuan)(yuan)實現跨越式(shi)發(fa)(fa)展,力(li)爭(zheng)風(feng)(feng)電、光(guang)(guang)伏(fu)(fu)裝機規模達到3700萬千瓦以上(shang)。科學合理規劃和利用海上(shang)風(feng)(feng)能(neng)資(zi)源(yuan)(yuan),加快陸上(shang)風(feng)(feng)電建設,積極推(tui)動風(feng)(feng)能(neng)資(zi)源(yuan)(yuan)條(tiao)件(jian)較好(hao)的(de)(de)(de)西部地(di)區(qu)加快發(fa)(fa)展,加強(qiang)風(feng)(feng)電布局與國土空間布局、產業(ye)發(fa)(fa)展、生態紅(hong)線等(deng)(deng)方面的(de)(de)(de)銜接協調。充分(fen)利用礦區(qu)等(deng)(deng)廢棄土地(di)發(fa)(fa)展光(guang)(guang)伏(fu)(fu)發(fa)(fa)電,在保護生態的(de)(de)(de)前提下,因地(di)制(zhi)宜探索光(guang)(guang)伏(fu)(fu)治沙(sha)、水光(guang)(guang)互(hu)補、沿海灘涂漁(yu)光(guang)(guang)互(hu)補等(deng)(deng)光(guang)(guang)伏(fu)(fu)發(fa)(fa)電與多(duo)(duo)種產業(ye)融合發(fa)(fa)展。逐步開展采煤(mei)沉陷區(qu)及老工(gong)業(ye)區(qu)搬遷改造光(guang)(guang)伏(fu)(fu)項目。鼓(gu)勵有條(tiao)件(jian)地(di)區(qu)利用屋頂(ding)、院落等(deng)(deng)發(fa)(fa)展分(fen)布式(shi)光(guang)(guang)伏(fu)(fu)發(fa)(fa)電。統籌本地(di)消納與外送(song),推(tui)動綜合能(neng)源(yuan)(yuan)基地(di)多(duo)(duo)能(neng)互(hu)補,探索源(yuan)(yuan)網(wang)荷(he)儲(chu)一體化用能(neng)新(xin)(xin)模式(shi)。穩妥推(tui)進地(di)熱能(neng)開發(fa)(fa)利用。支持(chi)利用閑置空間發(fa)(fa)展清(qing)潔能(neng)源(yuan)(yuan)、探索碳捕捉等(deng)(deng)新(xin)(xin)的(de)(de)(de)清(qing)潔能(neng)源(yuan)(yuan)途徑。

在確(que)保安(an)全(quan)(quan)的(de)(de)前(qian)提下(xia),保持核(he)(he)(he)電合理發(fa)展規(gui)模(mo)。穩步推進紅沿(yan)河二(er)(er)期工(gong)(gong)程竣工(gong)(gong)投產(chan),積極推進徐(xu)大堡(bao)3、4號機(ji)組順利建設(she)。努(nu)力(li)爭(zheng)取徐(xu)大堡(bao)一期、莊河一期盡快(kuai)核(he)(he)(he)準并開工(gong)(gong)建設(she)。謀(mou)劃研(yan)究(jiu)莊河二(er)(er)期、徐(xu)大堡(bao)三期等(deng)(deng)項目的(de)(de)前(qian)期工(gong)(gong)作,做好沿(yan)海核(he)(he)(he)電廠址的(de)(de)保護和(he)規(gui)劃工(gong)(gong)作,努(nu)力(li)形(xing)成核(he)(he)(he)電項目規(gui)劃、核(he)(he)(he)準、建設(she)、投產(chan)的(de)(de)良性循環穩步發(fa)展格局。全(quan)(quan)面加強核(he)(he)(he)電安(an)全(quan)(quan)管理,實行(xing)(xing)最嚴格的(de)(de)安(an)全(quan)(quan)標準和(he)最嚴格的(de)(de)監管,始(shi)終把(ba)“安(an)全(quan)(quan)第(di)(di)一、質量第(di)(di)一”的(de)(de)方針貫穿于核(he)(he)(he)電建設(she)、運行(xing)(xing)的(de)(de)各個環節,持續提升載運在建機(ji)組安(an)全(quan)(quan)水(shui)平,確(que)保萬無(wu)一失。將核(he)(he)(he)能(neng)作為(wei)保障能(neng)源(yuan)供應(ying)安(an)全(quan)(quan)、優化電力(li)結構的(de)(de)重要途徑,積極探(tan)索(suo)推進核(he)(he)(he)能(neng)制氫、核(he)(he)(he)能(neng)供暖等(deng)(deng)核(he)(he)(he)能(neng)綜合利用形(xing)式。

統籌能(neng)(neng)源(yuan)(yuan)消(xiao)費雙控(kong)、遏制“兩(liang)高”項目(mu)(mu)(mu)盲(mang)目(mu)(mu)(mu)發展與“雙碳”目(mu)(mu)(mu)標任務,嚴格實(shi)施固定資(zi)(zi)產(chan)投資(zi)(zi)項目(mu)(mu)(mu)節能(neng)(neng)審(shen)查,不斷強(qiang)(qiang)化(hua)重點(dian)領域節能(neng)(neng)監察,堅決(jue)將(jiang)能(neng)(neng)源(yuan)(yuan)消(xiao)費雙控(kong)落實(shi)到具體(ti)項目(mu)(mu)(mu)、關(guan)鍵節點(dian)上,著力提(ti)升(sheng)(sheng)全省能(neng)(neng)效(xiao)水平(ping)。進一步(bu)(bu)強(qiang)(qiang)化(hua)能(neng)(neng)源(yuan)(yuan)消(xiao)費雙控(kong)目(mu)(mu)(mu)標的(de)(de)倒(dao)逼機制,突出能(neng)(neng)耗(hao)強(qiang)(qiang)度任務目(mu)(mu)(mu)標重要性,充分考慮新增(zeng)可再生能(neng)(neng)源(yuan)(yuan)消(xiao)費和原(yuan)料用(yong)能(neng)(neng)不納入能(neng)(neng)源(yuan)(yuan)消(xiao)費總(zong)量(liang)控(kong)制,嚴控(kong)違(wei)規用(yong)能(neng)(neng)、無序(xu)用(yong)能(neng)(neng)。堅決(jue)管(guan)控(kong)“兩(liang)高”項目(mu)(mu)(mu),嚴把準入關(guan),保證新上項目(mu)(mu)(mu)能(neng)(neng)效(xiao)處于行業(ye)(ye)(ye)(ye)先進水平(ping)。圍繞“三(san)篇大文章(zhang)”,加(jia)(jia)快培育壯大新興產(chan)業(ye)(ye)(ye)(ye),改造升(sheng)(sheng)級耗(hao)能(neng)(neng)較(jiao)為嚴重的(de)(de)“老(lao)字號”和“原(yuan)字號”,對現有(you)用(yong)能(neng)(neng)存量(liang)進一步(bu)(bu)挖(wa)潛,釋(shi)放能(neng)(neng)耗(hao)增(zeng)量(liang)空(kong)間。鼓勵鋼(gang)鐵、化(hua)工、有(you)色金屬(shu)、建材等(deng)行業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)充分利(li)用(yong)余(yu)熱(re)、余(yu)壓等(deng)富余(yu)能(neng)(neng)源(yuan)(yuan),開展發電、供暖等(deng)業(ye)(ye)(ye)(ye)務,提(ti)高能(neng)(neng)源(yuan)(yuan)梯級利(li)用(yong)水平(ping)。加(jia)(jia)大全省能(neng)(neng)耗(hao)在線(xian)監測系統應(ying)用(yong)范(fan)圍,通過數字化(hua)手段提(ti)高用(yong)能(neng)(neng)管(guan)理(li)水平(ping),推動能(neng)(neng)源(yuan)(yuan)要素優化(hua)配置(zhi)。

第五章 構建多元能源供(gong)應保(bao)障體系

第一節 加強煤炭儲(chu)備能力體系建(jian)設

堅持政府引導、市(shi)場運(yun)作(zuo)、合(he)理(li)布局(ju)、保(bao)障有力的原(yuan)則,建(jian)立(li)(li)健全企(qi)(qi)業(ye)儲備(bei)(bei)、企(qi)(qi)業(ye)社會責(ze)任與地方政府儲備(bei)(bei)能(neng)力相結(jie)合(he)的煤(mei)(mei)(mei)炭(tan)(tan)儲備(bei)(bei)體系(xi),進(jin)一(yi)步發揮煤(mei)(mei)(mei)炭(tan)(tan)儲備(bei)(bei)在能(neng)源(yuan)安(an)全供(gong)應中(zhong)的支撐作(zuo)用。依托省內骨(gu)干能(neng)源(yuan)企(qi)(qi)業(ye),通過政府直接投資、財政補助,重點在煤(mei)(mei)(mei)炭(tan)(tan)生產集散地、消費集中(zhong)地、主(zhu)要鐵路運(yun)輸節點和主(zhu)要接卸(xie)港(gang)口(kou)等(deng)區域(yu),新建(jian)或改擴(kuo)建(jian)政府可調度(du)煤(mei)(mei)(mei)炭(tan)(tan)儲備(bei)(bei)項(xiang)目。推(tui)動煤(mei)(mei)(mei)電(dian)企(qi)(qi)業(ye)通過簽訂中(zhong)長期合(he)同(tong)、建(jian)立(li)(li)儲備(bei)(bei)基(ji)地等(deng)方式,與大(da)型煤(mei)(mei)(mei)礦企(qi)(qi)業(ye)建(jian)立(li)(li)煤(mei)(mei)(mei)炭(tan)(tan)儲備(bei)(bei)合(he)作(zuo)機制,形(xing)成互利共贏、長期穩(wen)定的供(gong)需合(he)作(zuo)關系(xi)。優(you)化省內開(kai)發布局(ju),完善煤(mei)(mei)(mei)炭(tan)(tan)輸送(song)網絡,督促(cu)指導煤(mei)(mei)(mei)炭(tan)(tan)生產、經營、消費等(deng)各類(lei)企(qi)(qi)業(ye)保(bao)持合(he)理(li)庫存,不斷提高煤(mei)(mei)(mei)炭(tan)(tan)穩(wen)定供(gong)應和應急保(bao)障能(neng)力。

第六章 構建智慧高效能源(yuan)系統

第一節(jie) 增強能源(yuan)系(xi)統運行靈活性

積極(ji)推(tui)動(dong)新建集中(zhong)式風(feng)電(dian)(dian)(dian)、光(guang)伏項(xiang)(xiang)目按照一定比例配置儲(chu)(chu)能(neng)(neng)(neng)設(she)施,改善(shan)新能(neng)(neng)(neng)源場站(zhan)出力(li)特性(xing)。充分(fen)發揮抽(chou)(chou)水(shui)蓄能(neng)(neng)(neng)電(dian)(dian)(dian)站(zhan)單位建設(she)成本低(di)、運行(xing)效(xiao)率高(gao)、技術(shu)成熟的優(you)(you)勢,有序推(tui)進抽(chou)(chou)水(shui)蓄能(neng)(neng)(neng)項(xiang)(xiang)目建設(she),推(tui)動(dong)新增抽(chou)(chou)水(shui)蓄能(neng)(neng)(neng)電(dian)(dian)(dian)站(zhan)布(bu)局(ju)優(you)(you)化。通過市(shi)場化手段(duan)推(tui)動(dong)實施需求側響應(ying),整(zheng)合分(fen)散需求響應(ying)資源,引導用戶優(you)(you)化儲(chu)(chu)用電(dian)(dian)(dian)模式,高(gao)比例釋放居民、一般工商業(ye)用電(dian)(dian)(dian)負荷彈性(xing),提(ti)高(gao)能(neng)(neng)(neng)源系統經濟性(xing)和運行(xing)效(xiao)率。探(tan)索開展規(gui)模化高(gao)安全高(gao)性(xing)能(neng)(neng)(neng)液流(liu)電(dian)(dian)(dian)池(chi)儲(chu)(chu)能(neng)(neng)(neng)電(dian)(dian)(dian)站(zhan)系統設(she)計(ji)與示(shi)(shi)范(fan)。不斷完(wan)善(shan)電(dian)(dian)(dian)力(li)調峰輔助服(fu)務市(shi)場建設(she),理順新型儲(chu)(chu)能(neng)(neng)(neng)價格機(ji)制(zhi),保障(zhang)本地電(dian)(dian)(dian)化學儲(chu)(chu)能(neng)(neng)(neng)示(shi)(shi)范(fan)項(xiang)(xiang)目并網運行(xing)。到2025年,抽(chou)(chou)水(shui)蓄能(neng)(neng)(neng)、新型儲(chu)(chu)能(neng)(neng)(neng)規(gui)模分(fen)別達(da)到300萬千瓦、100萬千瓦,省(sheng)級電(dian)(dian)(dian)網削峰能(neng)(neng)(neng)力(li)達(da)到尖(jian)峰負荷的5%左(zuo)右。

第二節 積極推進煤電升(sheng)級改造

推(tui)(tui)動(dong)(dong)煤(mei)(mei)電(dian)行業實施(shi)(shi)節(jie)能(neng)(neng)(neng)降(jiang)(jiang)耗(hao)改(gai)造(zao)(zao)、供熱改(gai)造(zao)(zao)和靈活性改(gai)造(zao)(zao)“三改(gai)聯動(dong)(dong)”。優先推(tui)(tui)廣(guang)使用成熟(shu)適用技術(shu)進(jin)行煤(mei)(mei)電(dian)節(jie)能(neng)(neng)(neng)減排(pai)(pai)改(gai)造(zao)(zao),進(jin)一(yi)(yi)步加強新裝備、新技術(shu)研發和試驗示范工作,推(tui)(tui)動(dong)(dong)行業整體節(jie)能(neng)(neng)(neng)降(jiang)(jiang)耗(hao)。因地制宜推(tui)(tui)廣(guang)燃煤(mei)(mei)耦(ou)合(he)農林廢棄物、市(shi)政污泥、生活垃圾等發電(dian)技術(shu)。持續降(jiang)(jiang)低碳排(pai)(pai)放(fang)、污染物排(pai)(pai)放(fang)和能(neng)(neng)(neng)耗(hao)水平,實現角色轉變,提(ti)(ti)供綜合(he)服務,不斷提(ti)(ti)升(sheng)清潔(jie)低碳、高效靈活發展能(neng)(neng)(neng)力(li)(li)。堅(jian)持分類施(shi)(shi)策(ce)、分企施(shi)(shi)策(ce)、一(yi)(yi)廠一(yi)(yi)策(ce)、一(yi)(yi)機一(yi)(yi)策(ce),科學制定改(gai)造(zao)(zao)方(fang)案,并結(jie)合(he)電(dian)力(li)(li)供需情況合(he)理把握節(jie)奏、穩妥(tuo)有(you)序(xu)實施(shi)(shi)。到(dao)2025年底,全(quan)省煤(mei)(mei)電(dian)機組平均煤(mei)(mei)耗(hao)小于(yu)300克標準煤(mei)(mei)/千瓦時,提(ti)(ti)升(sheng)供熱能(neng)(neng)(neng)力(li)(li)300萬千瓦,提(ti)(ti)升(sheng)調(diao)峰能(neng)(neng)(neng)力(li)(li)60萬千瓦。

第三節(jie) 持續推動能源(yuan)高(gao)效利(li)用

加(jia)大(da)產業(ye)結構調(diao)(diao)整力度(du),減少鋼(gang)鐵、建(jian)(jian)材等(deng)(deng)領域用(yong)(yong)煤(mei),推(tui)進散煤(mei)清(qing)潔替代。大(da)力推(tui)廣(guang)綠色低(di)碳建(jian)(jian)筑(zhu)(zhu),全(quan)面執行綠色建(jian)(jian)筑(zhu)(zhu)標(biao)準,推(tui)進既(ji)有公共建(jian)(jian)筑(zhu)(zhu)節能(neng)改造和(he)可(ke)再生(sheng)(sheng)能(neng)源建(jian)(jian)筑(zhu)(zhu)一(yi)體化(hua)(hua)(hua)應用(yong)(yong)。在系統(tong)調(diao)(diao)峰容量(liang)不(bu)足(zu)、用(yong)(yong)電(dian)(dian)(dian)負荷(he)增長較快(kuai)的地區(qu),因地制宜發(fa)(fa)(fa)(fa)展燃氣(qi)(qi)調(diao)(diao)峰電(dian)(dian)(dian)源,推(tui)動天(tian)然氣(qi)(qi)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)與風力、太(tai)陽(yang)能(neng)、生(sheng)(sheng)物質發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)等(deng)(deng)新能(neng)源發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)融合發(fa)(fa)(fa)(fa)展。在城(cheng)市工業(ye)園區(qu)、旅游(you)集(ji)中服務區(qu)、生(sheng)(sheng)態(tai)園區(qu)、大(da)型商業(ye)設(she)施等(deng)(deng)區(qu)域,結合供(gong)(gong)電(dian)(dian)(dian)、供(gong)(gong)熱(re)(re)(re)、供(gong)(gong)冷等(deng)(deng)多(duo)元化(hua)(hua)(hua)要求(qiu),合理選擇建(jian)(jian)設(she)規模,積極(ji)發(fa)(fa)(fa)(fa)展基于(yu)天(tian)然氣(qi)(qi)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)的冷、熱(re)(re)(re)、電(dian)(dian)(dian)“三(san)聯供(gong)(gong)”分布(bu)式(shi)能(neng)源,實現能(neng)源的梯(ti)級利用(yong)(yong)。重點圍(wei)繞鋼(gang)鐵、化(hua)(hua)(hua)工、有色金屬等(deng)(deng)余(yu)(yu)熱(re)(re)(re)資源富集(ji)區(qu)域,開展余(yu)(yu)熱(re)(re)(re)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)、余(yu)(yu)熱(re)(re)(re)供(gong)(gong)暖等(deng)(deng)業(ye)務,提高系統(tong)綜合能(neng)效。

第四節 加大能(neng)源(yuan)科技(ji)創新力度(du)

第二節 完善能(neng)源服務設施網絡(luo)

結(jie)合新(xin)型城鎮化建(jian)(jian)(jian)設和“新(xin)基建(jian)(jian)(jian)”需(xu)要,統籌各級網(wang)(wang)架(jia)協調配(pei)合,建(jian)(jian)(jian)立安全(quan)底線(xian)思維,提升城區供(gong)(gong)電可靠性,保障5G基站、電動(dong)汽車(che)充(chong)電樁等(deng)新(xin)基建(jian)(jian)(jian)項(xiang)目建(jian)(jian)(jian)設用(yong)電需(xu)求。實行加氫、加油(you)(氣(qi))和充(chong)電樁一體(ti)規劃(hua)。積極推進(jin)城市(shi)地下綜合管廊建(jian)(jian)(jian)設,鼓(gu)勵能源管網(wang)(wang)與(yu)通信、供(gong)(gong)水等(deng)管線(xian)統一規劃(hua)、設計(ji)和施工,促(cu)進(jin)城市(shi)空間(jian)集約化利(li)用(yong)。加快天然(ran)氣(qi)管道建(jian)(jian)(jian)設,建(jian)(jian)(jian)設縣城、重點(dian)鎮、重點(dian)園區和項(xiang)目供(gong)(gong)氣(qi)專線(xian)。

第(di)三節 促進農村能源(yuan)清潔(jie)利用

全面實施(shi)鄉(xiang)村(cun)(cun)(cun)電(dian)氣化提升(sheng)工程(cheng),加快農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)電(dian)網裝備升(sheng)級和智能(neng)化建(jian)(jian)設,建(jian)(jian)成結構合(he)理、技術先(xian)進(jin)(jin)(jin)、安(an)全可靠(kao)、智能(neng)高效(xiao)的(de)現代農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)電(dian)網,著(zhu)力(li)解決配電(dian)網發展(zhan)(zhan)不平(ping)衡不充分問題。建(jian)(jian)立農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)能(neng)源(yuan)資(zi)源(yuan)高效(xiao)利用(yong)的(de)共(gong)享(xiang)服務模(mo)式,積(ji)極推(tui)動(dong)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)資(zi)源(yuan)優(you)勢(shi)向經濟優(you)勢(shi)轉化,提高農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)用(yong)能(neng)質(zhi)量(liang)。因(yin)地(di)制宜推(tui)廣(guang)利用(yong)可再生能(neng)源(yuan),優(you)先(xian)在(zai)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)公(gong)共(gong)活動(dong)場(chang)所、公(gong)共(gong)文(wen)化設施(shi)場(chang)所應用(yong)清(qing)潔能(neng)源(yuan)供暖,改(gai)善農(nong)(nong)(nong)(nong)民炊(chui)事(shi)、取暖等用(yong)能(neng)條(tiao)件(jian),提高農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)生產和生活用(yong)能(neng)效(xiao)率(lv),提升(sheng)清(qing)潔能(neng)源(yuan)在(zai)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)能(neng)源(yuan)消費中的(de)比重(zhong)。推(tui)進(jin)(jin)(jin)禽畜糞便、秸(jie)稈等廢棄(qi)物資(zi)源(yuan)豐(feng)富的(de)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)建(jian)(jian)設沼(zhao)氣工程(cheng),發展(zhan)(zhan)有機垃圾戶用(yong)沼(zhao)氣、中小型沼(zhao)氣,促(cu)進(jin)(jin)(jin)沼(zhao)氣發展(zhan)(zhan)與種(zhong)養業相結合(he)。

第四節 能源(yuan)發展助(zhu)力鄉村振興

結合鄉(xiang)村(cun)(cun)(cun)振興戰略,創新(xin)(xin)農村(cun)(cun)(cun)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)開發(fa)(fa)利(li)用方式(shi)(shi),加(jia)大力(li)度推(tui)(tui)動(dong)農民利(li)用自有建(jian)筑屋頂建(jian)設(she)(she)戶(hu)用光(guang)(guang)伏電站,鼓(gu)勵金融機構(gou)出臺貸(dai)款(kuan)支(zhi)持措(cuo)施(shi),促進農民投資與消費光(guang)(guang)伏電力(li)。統籌(chou)推(tui)(tui)進農村(cun)(cun)(cun)能(neng)(neng)源(yuan)(yuan)革命與發(fa)(fa)展(zhan)農村(cun)(cun)(cun)集體經濟,推(tui)(tui)廣(guang)分布式(shi)(shi)光(guang)(guang)伏與畜(chu)禽(qin)漁(yu)業(ye)養殖(zhi)、農業(ye)發(fa)(fa)展(zhan)相結合的新(xin)(xin)能(neng)(neng)源(yuan)(yuan)開發(fa)(fa)模式(shi)(shi),拓展(zhan)多(duo)(duo)種形式(shi)(shi)的“新(xin)(xin)能(neng)(neng)源(yuan)(yuan)+”的市場空間。積極開展(zhan)畜(chu)禽(qin)糞(fen)污綜(zong)合利(li)用試點,重點研究開發(fa)(fa)多(duo)(duo)聯產技(ji)術產品深加(jia)工等關(guan)鍵技(ji)術,將農林(lin)廢物、農村(cun)(cun)(cun)生(sheng)活垃圾、畜(chu)禽(qin)糞(fen)便(bian)等的治(zhi)理和(he)利(li)用與現代能(neng)(neng)源(yuan)(yuan)、化(hua)工相結合,提高現代農業(ye)的附加(jia)值。積極推(tui)(tui)進農村(cun)(cun)(cun)能(neng)(neng)源(yuan)(yuan)互聯網(wang)建(jian)設(she)(she),在保障糧食安全前提下,積極探索推(tui)(tui)動(dong)“光(guang)(guang)伏+農業(ye)”等綠色生(sheng)態能(neng)(neng)源(yuan)(yuan)產業(ye)發(fa)(fa)展(zhan),有效(xiao)對接(jie)信息通(tong)(tong)信、交通(tong)(tong)網(wang)絡等多(duo)(duo)種類型網(wang)絡,構(gou)建(jian)優質便(bian)捷(jie)的農村(cun)(cun)(cun)能(neng)(neng)源(yuan)(yuan)服務體系,進一步推(tui)(tui)動(dong)鄉(xiang)村(cun)(cun)(cun)振興。

第九章 加(jia)強生態環(huan)境(jing)影響評價(jia)

第一節 規劃實施環境影(ying)響(xiang)分(fen)析

把“生(sheng)態為先”和(he)“節約高效”作(zuo)為本規劃的(de)基本原則,從能(neng)(neng)源生(sheng)產和(he)消費兩個方面提出結構優化和(he)節能(neng)(neng)降耗的(de)發展要(yao)求(qiu),有(you)效提升非(fei)化石(shi)能(neng)(neng)源消費比重,降低單位(wei)生(sheng)產總(zong)值能(neng)(neng)耗。到(dao)2025年,遼寧非(fei)化石(shi)能(neng)(neng)源消費比重預計(ji)達到(dao)13.7%左右,非(fei)化石(shi)能(neng)(neng)源消費量(liang)較2020年增加1545萬噸標準煤(mei),相當(dang)于減少煤(mei)炭消費2170萬噸,相應減少二氧(yang)化碳(tan)排(pai)放約6000萬噸,單位(wei)生(sheng)產總(zong)值能(neng)(neng)耗降低13.5%,取(qu)得良好的(de)社會效益和(he)經濟效益。

本規劃能源項目建(jian)設期間,主(zhu)要(yao)(yao)有施(shi)(shi)工(gong)廢(fei)(fei)水(shui)(shui)、施(shi)(shi)工(gong)廢(fei)(fei)氣、施(shi)(shi)工(gong)噪(zao)(zao)聲(sheng)、固(gu)體廢(fei)(fei)物(wu)、水(shui)(shui)土流(liu)失(shi)植被破壞(huai)等(deng)環境影響。廢(fei)(fei)水(shui)(shui)主(zhu)要(yao)(yao)為(wei)生(sheng)(sheng)(sheng)產(chan)廢(fei)(fei)水(shui)(shui)和生(sheng)(sheng)(sheng)活(huo)(huo)污水(shui)(shui);施(shi)(shi)工(gong)廢(fei)(fei)氣主(zhu)要(yao)(yao)為(wei)施(shi)(shi)工(gong)揚塵、材料(liao)運(yun)(yun)輸(shu)車輛(liang)產(chan)生(sheng)(sheng)(sheng)的(de)汽車尾氣;施(shi)(shi)工(gong)噪(zao)(zao)聲(sheng)主(zhu)要(yao)(yao)為(wei)施(shi)(shi)工(gong)機械設備運(yun)(yun)行噪(zao)(zao)聲(sheng);固(gu)體廢(fei)(fei)物(wu)主(zhu)要(yao)(yao)為(wei)基礎開挖產(chan)生(sheng)(sheng)(sheng)的(de)棄方及施(shi)(shi)工(gong)人員產(chan)生(sheng)(sheng)(sheng)的(de)生(sheng)(sheng)(sheng)活(huo)(huo)垃圾;水(shui)(shui)土流(liu)失(shi)植被破壞(huai)主(zhu)要(yao)(yao)為(wei)場(chang)地開挖、土方及剝離表土的(de)臨時堆存等(deng)活(huo)(huo)動會使表層植被受到破壞(huai),造成水(shui)(shui)土流(liu)失(shi)。

第二(er)節 規范(fan)規劃(hua)審批(pi)和環境準入

加快推進“三(san)線一單”成果在能源(yuan)規(gui)(gui)(gui)(gui)(gui)劃(hua)(hua)等專項(xiang)(xiang)規(gui)(gui)(gui)(gui)(gui)劃(hua)(hua)、“兩高”行業(ye)產業(ye)布局(ju)和(he)結構(gou)調整、重大(da)項(xiang)(xiang)目(mu)(mu)選址中的(de)應用。以源(yuan)頭根治環(huan)(huan)(huan)境(jing)(jing)污染(ran)、提升資源(yuan)再(zai)使用率(lv)、助推環(huan)(huan)(huan)保(bao)工(gong)作(zuo)長期發展為目(mu)(mu)標,強(qiang)化規(gui)(gui)(gui)(gui)(gui)劃(hua)(hua)環(huan)(huan)(huan)評(ping)工(gong)作(zuo),優化能源(yuan)規(gui)(gui)(gui)(gui)(gui)劃(hua)(hua)布局(ju)、產業(ye)結構(gou)與實施時(shi)序(xu),嚴格控制(zhi)“兩高”行業(ye)發展規(gui)(gui)(gui)(gui)(gui)模。按照“劃(hua)(hua)框子(zi)、定(ding)(ding)規(gui)(gui)(gui)(gui)(gui)則(ze)、查落實”,加大(da)環(huan)(huan)(huan)評(ping)改革力(li)度,以“三(san)線一單”為手(shou)段,強(qiang)化空間、總(zong)(zong)量、準(zhun)入(ru)環(huan)(huan)(huan)境(jing)(jing)管(guan)理,推動(dong)規(gui)(gui)(gui)(gui)(gui)劃(hua)(hua)環(huan)(huan)(huan)評(ping)落地。新(xin)建(jian)、改建(jian)、擴建(jian)“兩高”項(xiang)(xiang)目(mu)(mu)須(xu)符合生(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)保(bao)護(hu)法(fa)律法(fa)規(gui)(gui)(gui)(gui)(gui)和(he)相關法(fa)定(ding)(ding)規(gui)(gui)(gui)(gui)(gui)劃(hua)(hua),滿足重點污染(ran)物排放(fang)總(zong)(zong)量控制(zhi)、碳排放(fang)達(da)峰目(mu)(mu)標、生(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)準(zhun)入(ru)清單、相關規(gui)(gui)(gui)(gui)(gui)劃(hua)(hua)環(huan)(huan)(huan)評(ping)和(he)相應行業(ye)建(jian)設項(xiang)(xiang)目(mu)(mu)環(huan)(huan)(huan)境(jing)(jing)準(zhun)入(ru)條件(jian)、環(huan)(huan)(huan)評(ping)文件(jian)審批原(yuan)則(ze)要求。

第三節 強(qiang)化(hua)考核(he)評(ping)價(jia)和過(guo)程監管

推動評(ping)(ping)價(jia)管(guan)理統籌融合。在保(bao)(bao)(bao)障“三(san)線(xian)一單”落(luo)地(di)細化(hua)及(ji)后(hou)續更新調整的(de)(de)基(ji)礎上,將應對氣(qi)候變(bian)化(hua)要(yao)求納入“三(san)線(xian)一單”生態環境分區(qu)管(guan)控體(ti)系,積極開展(zhan)(zhan)規劃(hua)(hua)環評(ping)(ping)和項(xiang)目環評(ping)(ping),保(bao)(bao)(bao)障區(qu)域、行(xing)業(ye)和企業(ye)落(luo)實(shi)煤炭消費削(xue)減(jian)(jian)替代、溫室氣(qi)體(ti)排放(fang)控制等(deng)政(zheng)策要(yao)求落(luo)地(di),推動將氣(qi)候變(bian)化(hua)影響納入環境影響評(ping)(ping)價(jia)。在環評(ping)(ping)工(gong)作中統籌開展(zhan)(zhan)污(wu)染(ran)物和碳排放(fang)的(de)(de)源(yuan)(yuan)項(xiang)識(shi)別(bie)、源(yuan)(yuan)強核算、減(jian)(jian)污(wu)降碳措施(shi)可行(xing)性論證及(ji)方案比選,提出協同控制最優方案。加強過(guo)程保(bao)(bao)(bao)護和治理恢(hui)復(fu)。切(qie)實(shi)做好(hao)能(neng)(neng)源(yuan)(yuan)規劃(hua)(hua)與(yu)電力、油(you)氣(qi)氫能(neng)(neng)發展(zhan)(zhan)等(deng)專項(xiang)規劃(hua)(hua)的(de)(de)銜(xian)接(jie),堅持能(neng)(neng)源(yuan)(yuan)發展(zhan)(zhan)與(yu)環境保(bao)(bao)(bao)護并重(zhong),嚴格依據規劃(hua)(hua)科學布(bu)局(ju)實(shi)施(shi)能(neng)(neng)源(yuan)(yuan)項(xiang)目。深化(hua)節能(neng)(neng)減(jian)(jian)排,依照國家法(fa)律法(fa)規,綜合采取(qu)財稅、價(jia)格、標(biao)準等(deng)措施(shi),在重(zhong)點領域、行(xing)業(ye)、企業(ye)大力推進節能(neng)(neng)減(jian)(jian)排技術改造,加快淘汰落(luo)后(hou)產(chan)能(neng)(neng)、污(wu)染(ran)嚴重(zhong)產(chan)能(neng)(neng)。重(zhong)點解決地(di)下水滲透(tou)、開采沉陷等(deng)環境問題,做好(hao)廢棄物利用、塌陷地(di)治理等(deng)工(gong)作,加強項(xiang)目建設過(guo)程中的(de)(de)水土保(bao)(bao)(bao)持和環境修復(fu),保(bao)(bao)(bao)護自然(ran)地(di)形地(di)貌。

第三節 完善配套支持政(zheng)策,創建良好發展(zhan)環境

完善政(zheng)策(ce)(ce)(ce)支持機(ji)制,積極疏(shu)導(dao)解決能源(yuan)(yuan)產業發(fa)展產生的(de)突(tu)出矛盾,促進能源(yuan)(yuan)政(zheng)策(ce)(ce)(ce)與(yu)財稅、金融、土地、價格(ge)(ge)、環保(bao)、產業等相(xiang)關政(zheng)策(ce)(ce)(ce)統(tong)籌協調(diao),確(que)保(bao)各項政(zheng)策(ce)(ce)(ce)措施的(de)連貫統(tong)一,提高(gao)政(zheng)策(ce)(ce)(ce)綜合效力。拓寬投融資渠道,加(jia)大(da)對(dui)能源(yuan)(yuan)保(bao)障、傳統(tong)能源(yuan)(yuan)升(sheng)級改造、清潔能源(yuan)(yuan)發(fa)展等扶(fu)持力度(du)(du)(du),鼓勵開發(fa)性、政(zheng)策(ce)(ce)(ce)性銀行支持能源(yuan)(yuan)重(zhong)大(da)項目建(jian)設(she),引導(dao)社會資本參與(yu)項目建(jian)設(she),采取(qu)多(duo)種手段保(bao)障資金需求(qiu)。實(shi)施能源(yuan)(yuan)投資負面清單管理(li)(li)模式,建(jian)立和完善項目審(shen)查(cha)制度(du)(du)(du),創建(jian)良好的(de)能源(yuan)(yuan)產業投資開發(fa)環境(jing)。嚴格(ge)(ge)約束性指標管理(li)(li),依法加(jia)大(da)審(shen)批(pi)事項取(qu)消下放力度(du)(du)(du),切實(shi)發(fa)揮市場機(ji)制作用。

第四(si)節(jie) 建立(li)監督(du)管理機制,強(qiang)化評(ping)估督(du)導作用

第五節 加強宣傳教育(yu)引導,營造濃厚社(she)會氛圍

動員(yuan)社會(hui)(hui)各(ge)方力量,利(li)用(yong)各(ge)類新聞媒介,開展(zhan)多(duo)(duo)層次的(de)能源發(fa)(fa)展(zhan)戰(zhan)略、“雙碳(tan)”目(mu)(mu)標的(de)新聞宣傳、政(zheng)策解讀、教育普及(ji)和(he)相關法律法規的(de)宣傳貫徹工作,準確闡述能源規劃的(de)指導(dao)思想和(he)戰(zhan)略意(yi)(yi)義,推(tui)廣“清潔低碳(tan)、安全高效”理念,形成推(tui)動綠色(se)發(fa)(fa)展(zhan)的(de)良好風尚。建立重(zhong)大(da)工程項目(mu)(mu)定期發(fa)(fa)布制度,分批、分類報(bao)道(dao)重(zhong)大(da)工程項目(mu)(mu)實施(shi)進展(zhan)情況,積(ji)極(ji)(ji)選樹典型案例,及(ji)時(shi)總結經驗(yan)做法,采用(yong)多(duo)(duo)種(zhong)形式進行廣泛宣傳和(he)深入(ru)報(bao)道(dao)。注重(zhong)輿論引導(dao),回(hui)應社會(hui)(hui)關切,積(ji)極(ji)(ji)營造濃(nong)厚、持久的(de)社會(hui)(hui)氛圍(wei),推(tui)動形成社會(hui)(hui)共識(shi)(shi)和(he)自覺意(yi)(yi)識(shi)(shi),深入(ru)推(tui)動能源革命(ming),助力實現“雙碳(tan)”目(mu)(mu)標。
